Abstract

This study discusses the Tentara Nasional Indonesia-TNI and Kepolisian Republik Indonesia-Polri (Indonesian National Army- Police of the Republic of Indonesia) Cooperation strategy and the Jakarta Provincial Government in accelerating handling of COVID-19. This Study using the theory of Organizational Resources from George R. Terry. The aim is to describe Cooperation regulations, activity methods, readiness of human resources and the availability of infrastructure facilities in accelerating the handling of COVID-19. The method used is an observational case studies method with both quantitative and qualitative approaches (mix method) and uses SWOT and AHP for analysis. As a result, the first strategy is to create cooperation policy regulations, the second strategy is to increase public awareness of implementing Health protocols, the third strategy is to create superior human resources, and the fourth strategy is to realize the readiness of facilities and infrastructure.

Abstract

As a form of respect and fulfillment of the rights of persons with disabilities in working, the Government issued an affirmation policy by opening the formation of persons with disabilities as the Aparatur Sipil Negara-ASN (State Civil Apparatus). In the implementation of ASN recruitment, there are several problems faced, including the formation of persons with disabilities that are not filled and requirements that have not accommodated the interests of persons with disabilities. One problem is the non-fulfillment of the formation, or the tan caused by the job analysis. This study aims to describe the process of job analysis for persons with disabilities in the recruitment and selection of ASN with a type of narrative descriptive research. Data collection was carried out through interviews with informants from the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the State Civil Service Agency, the Ministry of Social Affairs and Australia Indonesia Disability Research Advocacy Network and document studies by reviewing the literature on job analysis for persons with disabilities and regulations related to job analysis. The results showed that the process of analyzing job analysis of jobs in the context of planning ASN needs as stipulated in the Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 concerning Job analysis and Workload Analysis does not specifically regulate for persons with disabilities. The availability of facilities and the lack of a comprehensive understanding of the issue of inclusivity in the fulfillment of the right to work for persons with disabilities are factors in the emergence of job requirements that are not accommodating to all kinds of disabilities. The provision of accessibility and decent accommodation has not been a major concern in the preparation of the ASN job analysis.

Abstract

Singapore is categorized as a Developed Country because of its developed trading industry among Southeast Asian countries. The existence of Singapore is inseparable from the presence of residents. As is known, most residents of Singapore are the result of migration policies due to the lack of population. Singapura recorded a record decline in people over the past year. The government's annual brief report revealed that the restrictions and conditions of the Covid-19 pandemic were one of the leading causes. Singaporean population also fell 0.7% to 3.5 million, while permanent residents (PR) fell 6.2% to 0.49 million. This is the first drop from YoY, both in population and population since data was collected in 1970. Migration is the movement of people from one area to another aimed at living sedentary, which goes beyond the administrative/political boundaries. The move made by a resident is usually immigrant because he has the desire to live a sedentary life for a long time. This research uses a qualitative descriptive method with literature review research. The results showed that one of the factors driving migration from Indonesia to Singapore was the lack of labor in Singapore. The process of self-formation into a Singaporean identity through migration, adaptation, and integration stages. Singapore has a policy toward migrant workers. The policy is specifically related to skills and age. If workers’ skills do not meet the criteria, the Government applies a policy to upgrade skills by conducting certified training. The Basic Skill Certificate (BSC) and Skill Evaluation Certificate (SEC) have been implemented since 1998.

Abstract

Inorganic waste, especially single-use plastic, has a negative impact on the environment and society. The trend of increasing plastic production is not followed by the ability to manage waste properly. As a result, there is a buildup of waste in the world. Indonesia is one of the countries with the highest plastic waste problem. The problem of plastic waste can harm a country such as decline in the tourism sector. Bali Province is one of the provinces with tourism potential. Plastic waste is also a problem there. Several international media such as Time and BBC have reported about this situation. In response to this problem, the local government published Peraturan Gubernur Bali Nomor 97 Tahun 2018 which prohibits the use of three types of single-use plastic, namely plastic bags, styrofoam, and straws. In its implementation, there is problem in public compliance, can find people use single plastic easily. This research contributes the analysis of local government capacity in implementing the policy. As a result, local governments are lacking in monitoring and sanctioning, causing a decrease in community compliance. However, they are strong enough in explaining the concept and causality relationship to achieve the goal.

Abstract

The purpose of this research is to determine the performance of the Ombudsman Representative for East Java in handling public complaints, where East Java Province has the most cities and regencies in Indonesia. The method used in this research is descriptive qualitative and has a research focus in assessing the performance of the Ombudsman using Simanjuntak's theory which consists of organizational support, management ability and effectiveness, and the performance of everyone in the organization. The results of this study are that in terms of organizational support, it is quite supportive, in terms of the ability and effectiveness of the Ombudsman management to work well, and from the performance of everyone in the Ombudsman organization looks very good and has competence. the conclusion is that from the overall assessment it is quite good, it's just that there are problems in human resources and office printers.

Abstract

One of the bureaucratic reform agendas is to improve the performance of the apparatus as public servants, through the application of the principle of merit as a benchmark for the implementation of the management of the State Civil Apparatus, which includes aspects of performance management. Therefore, apparatus performance management is an important thing as a benchmark for achieving organizational goals. The purpose of this study is to analyze the causes of the non-optimal implementation of the performance management system policy for the Tangerang City Civil Servant and provide a description of the more professional model of implementing the PNS performance management system in the City of Tangerang. The research method used is qualitative research, primary data collect through in-depth interviews with Tangerang City Civil Servants purposively. Based on the results of the research, it is known that the cause of the performance management system is not optimal because it is not in accordance with the standards and objectives of the applicable policy, all of the resources as policy implementers have implemented the policy but have not been maximized at every stage, the support of technological resources with the construction of e-performance applications and Information Systems Management of the State Civil Apparatus has not been effective in presenting employee performance profile data, the importance of setting clear standards and objectives for each stage of the performance management system implementation , maximizing the role of the apparatus resource assessor to provide guidance and counseling training for performance appraisal officials, building a performance management information system that integrates all stages of performance management, and strengthens the commitment and support of all management to implement the performance management system consistently.

Abstract

Career development in a government agency is very important for the progress and success of the organization in achieving the planned goals. The formulation of the problem is how to challenge the career development of PPUPD functional positions at the DKI Jakarta Provincial Inspectorate. The purpose of this study was to determine the implementation of career development at the Inspectorate of DKI Jakarta Province and the challenges in career development of PPUPD. The research method uses a qualitative descriptive method. Data collection was obtained through informant interviews and document studies. The results of the study concluded that the implementation of career development in PPUPD functional positions was influenced by several factors. Factors that support career development are the implementation of training for all employees and the availability of a budget. While the inhibiting factors are fair treatment in a career, concern for direct superiors, information on promotion opportunities, and interest in being promoted.

Abstract

This study seeks to assess the quality of population administration services in the Tanggulangin District of Sidoarjo Regency. In addition to understanding the elements that promote and impede service in Tanggulangin District, Sidoarjo Regency. Employing descriptive qualitative methodologies. Using observation, interviews, and documentation, data was obtained. This study's data analysis consists of three components: data reduction, data display, and deriving conclusions. The findings of this study indicate that the quality of public service delivery in the field of population administration in Tanggulangin District, Sidoarjo Regency has applied the dimensions of physical evidence (tangible), aspects of reliability, aspects of responsiveness, aspects of assurance, and aspects of empathy which cover all discussion of indicators, but there are a few indicators that run according to the wishes of the community. in this study to improve the quality of public services in Tanggulangin District, Sidoarjo Regency, namely Human Resources (HR), public awareness, facilities and infrastructure.

Abstract

The road condition of Hegarmanah Village is dominated by dirt-based roads and damaged road conditions, which can result in disruption of local community mobilization. The purpose of this study is to find out how to evaluate the road development policy of Hegarmanah Village, Cicantayan District, Sukabumi Regency. This research uses the theory of William N. Dunn, 2018. The research method uses qualitative research methods. Data collection techniques use observation, interviews and documentation. Data validation used triangulation of sources, techniques, and time, data analysis using data condensation, data display, and drawing conclusions. The results showed that the Hegarmanah Village road construction policy related to the desired results has not been fully achieved, there is still a lot of development that has not been carried out, due to the refocusing of the budget, namely the budget for activities in 2021 cut for handling Covid-19, therefore there are still many activities that should be carried out in 2021 to be not carried out due to budget cuts that focus activities on handling Covid-19. 19. Each development activity is carried out based on a priority scale resulting from deliberations and mutual agreements of the community in accordance with the regulations and budget obtained by Hegarmanah Village. In conclusion, regarding the benefits of the Village road construction policy, it has not been distributed evenly throughout the area in Hegarmanah Village, there are still many damaged road conditions and even based on land that requires repairs and development.

Abstract

The topic of this research is about the effectiveness of public services in the employment sector. This research was motivated by the existence of an Employment Information System (SISNAKER) which was created as an online- based platform created to respond to the demands of a changing world that leads to automation and digitization, especially regarding the implementation of a yellow card (AK-1) making services for job seekers. The results of this study indicate that to respond to changes in the service system, the Manpower Office (Disnaker) of Sukabumi City as a local government agency that issues a yellow card (AK-1), always seeks to improve the skills in using the system for operators. With these skills, the implementation of yellow card services (AK-1) through SISNAKER in Sukabumi City becomes easier and more flexible. Besides being used to access the yellow card (AK-1) service, SISNAKER is also integrated with various job vacancies and job training information that can be accessed by job seekers in Sukabumi
