Abstract

This article is aimed at explaining the relation between urban road system and need and possibility for the development of pedestrian facilities. Literature review is conducted to formulate need and possibility for the development of pedestrian facilities. Empirical study is conducted to structure the problems of the development of pedestrian facilities, to identify the need based on the existing road system, and to formulate the possibility in the future. The results show us that the need for the development of pedestrian facilities based on the existing road system can be identified based on road functions, road network pattern, and mobility pattern. Based on these criteria, pedestrian facilities on the road system of Bandung Municipality are highly needed. However, the large space needed for pedestrian facilities and limited dimension of the right of ways (ROW) cause the limited space available for the development of pedestrian facilities. There are only several row of road on which pedestrian facilities can he optimally developed. The rests are restricted only for the main pedestrian facilities. Moreover, they have no possibility to be developed for pedestrian facilities because the roadsides are small Although the urban road system meets the criteria for the development of pedestrian facilities, ills not guaranteed that the pedestrian facilities are developed on it. This is because motive and perception towards the mode of walking also influence the development decision.

Abstract

Wilayah koridor antara Kota Jakarta dan Surabaya "dalam kedudukan dan peranannya yang sangat strategi boleh dikatakan sebagai pita pertumbuhan utama Jawa, bahkan boleh jadi Indonesia. Kerap pula, wilayah koridor berporoskan jalan arteri yang menghubungkan Jakarta dan Surabaya itu disebut sebagai jalur (pertumbuhan) ekonomi.Kepadatan lalu lintas, khususnya arus pergerakan barang, mencerminkan betapa pesat perkembangan wilayah sepanjang koridor tersebut. Pengaruh arus pergerakan yang padat dan ramai tersebut terhadap wilayah sekitarnya sungguh sangat kentara secara fisik, dan terejawantahkan pada pertumbuhan permukiman yang dapat diamati secara kasat mata.Jika dicermati, maka permukiman yang tumbuh dan berkembang di belahan utara Pulau Jawa itu berpola linier, dan menjadikan jalan arteri penghubung Jakarta dan Surabaya sebagai orientasinya. Perumahan, fasilitas umum dan pelayanan serta kegiatan ekonomi jelas-jelas "menghadap" dan memanfaatkan pengaruh arus pergerakan Jakarta-Surabaya sebagai daya bertumbuhnya.Kepesatan laju perkembangan permukiman di wilayah koridor Jakarta-Surabaya itu ternyata menghadirkan pula sejumlah perSoalan. Pertentangan kepentingan dalam pemanfaatan lahan antara sektor pertanian dengan kawasan permukiman, misalnya, diantisipasikan dapat "mengganggu" swasembada pangan. Juga persoalan sosial budaya maupun lingkungan kian menggejala, tercermin dari masih bertebarannya permukiman kumuh, misalnya.Pada gilirannya, perkembangan permukiman yang pesat itu menuntut sikap arif dalam menyiasati berbagai masalah serta dampak yang tidak dikehendaki. Paparan dalam tulisan ini didasarkan pada pengamatan visual semata, namun diharapkan dapat memberikan pemikiran awal serta merangsang kajian lebih lanjut.

Abstract

Since its formulation in the Brundtland Report, sustainable development has gained global attention. Despite its philosophical simplicity, subtantial efforts have to be undertaken to implement this concept because of its practical complexity. One of the most challenging issues is how to implement it in the context of rural region in developing countries. This paper clarifies the meaning of sustainable rural region and introduces some idea how to implement the concept. Sustainable development relies on the balance among economic, social and ecological objectives. In rural region, the success in managing environmental stressors and poverty is very important for implementing the concept. Its implementation requires different approaches that can be distinguished based on the economic and ecological characteristics of rural region.

Abstract

The field of quantitative planning analysis concerns with collecting, organizing and interpreting data to support planning processes, including analysis of category data. It is an appropriate methods to analyze discrete data. This analysis, also called as tabulation analysis, is used to determine whether the variables are related to one another or independent, and to measure the extent of their association. To use this cross tabulation analysis, the types of measurement data and the types of categorical data should be understood. This analysis is carried out by determining if the observation frequencies of occurrence of the categorical values of a qualitative could allow us to reject a hypothesis the expected frequencies of occurrence. Chi-square statistics is used to determine whether the observation frequencies differ significantly from the expected frequencies of occurrence. If computed x2 value greater than the value of x2 random variable with (r-1)(c-1)df, then the hypothesis of independent could be rejected Furthermore, to determine or measure the extent of association, we use coefficient contingency with value of O—1.

Abstract

Evaluasi Pengelolaan Ekowisata di Kawasan Ekowisata Tangkahan Taman Nasional Gunung Leuser Sumatera UtaraPerkembangan pesat ekowisata saat ini tidak disertai dengan usaha pengendalian terhadap perkembangan sehingga banyak sekali kerusakan alam yang disebabkan oleh kegiatan wisata. Oleh karena itu, pengembangan set indikator yang dapat menjadi pengingat dalam sistem pengelolaan ekowisata sangat diperlukan. Penelitian ini bertujuan untuk mengembangkan perangkat evaluasi pengelolaan ekowisata berbasis kriteria dan indikator. Set kriteria dan indikator kemudian digunakan untuk menilai sistem pengelolaan kawasan ekowisata Tangkahan, Taman Nasional Gunung Leuser, Sumatera Utara. Set kriteria dan indikator yang disusun merupakan hasil kajian pustaka beberapa penelitian terkait evaluasi ekowisata. Bobot indikator pada penelitian ini diberikan oleh stakeholder dan pakar ekowisata dan dihitung menggunakan metode pairwise comparison. Untuk peniilaian pengelolaan ekowisata, metode observasi lapangan serta studi dokumen dilakukan untuk penilaian berkaitan dengan kawasan ekowisata dan metode wawancara serta pengisian kuesioner dilakukan untuk penilaian berkaitan dengan persepsi pengunjung dan masyarakat lokal dengan jumlah sampel masing-masing 100 orang. Hasil evaluasi menggunakan set kriteria dan indikator  berhasil mengungkap keunggulan dan kelemahan dalam pengelolaan. Kolaborasi partisipatif masyarakat lokal dalam pengelolaan kawasan dan potensi wisata menjadi nilai lebih kawasan ekowisata Tangkahan. Kegiatan interpretasi lingkungan yang dilakukan masih memerlukan peningkatan kualitas ke arah yang lebih baik dengan adanya variasi baru kegiatan interpretasi serta perencanaan dan monitoring. Pengelola juga belum bisa melakukan usaha konservasi budaya lokal serta belum dapat mengolah data administrasi kelembagaan dengan baik. Kegiatan promosi yang dilakukan oleh pengelola masih kurang. Kerjasama berbasis lembaga diperlukan untuk peningkatan kualitas promosi.Kata kunci. evaluasi, pengelolaan,  ekowisata, kriteria dan indikator, Tangkahan. The rapid development of ecotourism is currently not accompanied by control efforts as at the moment some activities of ecotourism can degrade natural resources. Hence, the development of a set of warning indicators that can serve as a reminder in ecotourism management is indispensable. The purpose of this study was to develop an ecotourism evaluation tool based on criteria and indicators. A set of criteria and indicator was then used to assess ecotourism management of the Tangkahan Ecotourism Area Mount Leuser National Park, North Sumatera. Literature study on ecotourism evaluation was conducted to compile a set of criteria and indicators. Indicator weighting in this study was given by stakeholders of Tangkahan and ecotourism experts and was analyzed using a pairwise comparison method. Field and document study was conducted to assess ecotourism management activities. For visitor and local community perception, interview and questionnaires were carried out with a sample size of 100 persons each. This study showed the strength and the weakness of ecotourism management in Tangkahan. The participatory collaboration of local communities in ecotourism management and tourism potential is a strength that distinguishes Tangkahan from other ecotourism areas. As for the weaknesses, interpretation activities require quality enhancement that can be achieved by providing a new variety of interpretation along with better planning and monitoring of the activities. The management was also still unable to implement conservation activities for local heritage and needs to improve institutional administration. Promotional activities were also still insufficient, thus institution based cooperation is needed to increase the quality of promotion.Keywords. evaluation, management, ecotourism, criteria and indicator, Tangkahan

Abstract

Upaya pengembangan wilayah (regional development) harus diarahkan pada pemecahan masalah ketimpangan antara wilayah dalam tingkat kesejahteraan dan pertumbuhan ekonomi. Di samping itu pengembangan wilayah juga harus merupakan alat koordinasi pembangunan sekttoral di daerah, dalarn rangka desentralisasi. Dewasa ini pemerintah sangat menekankan pendekatan pengembangan wilayah terpadu melalui rencana tata ruang pada strata nasional, propinsi maupun kabupaten. Masalah yang dihadapi kini adalah masih belum memadainya kemampuan perencanaan di daerah, serta ketergantungan finansial daerah pada pemerintah pusat.

A multi-stake holder strategy development and project implementation capacity development program facilitated by the Canadian Urban Institute in the Guimaras Province and replicated in Metropolitan Iloilo region and Boracay island, Philippines have resulted in local governments units embracing their responsibilities associated with decentralization more efficiently, effectively and democratically, abiding by principles of sustainable development. Optimizing limited resources, substantial improvements in solid waste management, ecotourism and agro-industry at the local and provincial levels have also been achieved over the course of 8 years

Abstract

This  paper  questions the direction of planning education which is: 1) too oriented toward the practical interest of planning profession; 2) bas ed on the planning perception which is too deterministic and too emphasis on spatial aspect; 3) not fully perceive a more broader role   and  position  of  planning  in  general  public;  and  4)  ignoring  the  role  of  planning education as a place for developing planning science. Starting out from the conception that planning  is also a “moral discourse”, this paper suggests a “holistic” planning education based  on  the  reality  that  the  thought  and  activity  of  planning  is  not  merely  a  technical rational  process,  but  fu ll  of  economic,  social,  and  political  complexities.  Begin  by evaluating and clarifying streams in planning theory, this paper then discusses the context and some ideas for the development of planning in developing countries as a whole and in Indonesia, in particular.

Abstract

Kota memiliki ketergantungan dengan wilayah perdesaan yang ada di sekitar kawasan kota tersebut, termasuk Kota Bandung dalam hal penyediaan pangan. Namun perubahan guna lahan pertanian di wilayah perdesaan yang ada di sekitar Kota Bandung, mengancam persediaan pangan, sehingga Kota Bandung terancam mengalami persoalan ketahanan pangan. Hal yang dapat dilakukan adalah dengan mengaplikasikan kegiatan pertanian kota, dimana di Kota Bandung dilakukan oleh komunitas berkebun. Sejauh ini, belum ada yang mempelajari lebih dalam mengenai kegiatan pertanian kota yang dilakukan oleh komunitas tersebut. Eksplorasi kegiatan pertanian kota dilihat dari proses perencanaan yang dilakukan oleh komunitas berkebun tersebut dalam merencanakan kebunnya. Kegiatan pertanian kota yang dilakukan oleh Bandung Berkebun belum sepenuhnya memenuhi kriteria proses perencanaan kegiatan berkebun. Selain itu, ditemukan juga bahwa terdapat keterkaitan antara karakteristik pertanian kota dengan persepsi dan sikap masyarakat. Kebun yang selama proses perencanaannya tetap didampingi oleh Bandung Berkebun akan lebih memberikan hasil pada masyarakat. Kata Kunci: pertanian kota, komunitas berkebun, Bandung Berkebun, ketahanan panganCity has a dependency with the existing rural areas around the city area, including Bandung City in terms of food supply. However, changes in agricultural land use in rural areas that surround the Bandung City, threatening food supplies, making Bandung threatened with food security issues. Things to do is to apply the agricultural activities of the city, where in the city of Bandung done by community gardening. So far, no one has to learn more about city farming activities undertaken by the community. Exploration city farming seen from the planning process undertaken by the gardening community in planning his garden. Agricultural activities undertaken by Bandung Berkebun not fully meet the criteria of the planning process of gardening activities. In addition, we found that there are linkages between the agricultural characteristics of the city with the perceptions and attitudes of society.
