Abstract

Sumenep Regency has great marine management potential. Because Sumenep Regency's position is surrounded by sea, there are many benefits for the Regional Government of Sumenep Regency as well as for its people. With good management, it will produce multiple profits for regional income. One of them is for cultivation activities, either at sea or on land. Apart from the good water conditions, the coastal area has a suitable substrate for cultivation such as seaweed, fish, and shrimp cultivation. This research focuses on the role of local governments in managing fishermen's marine products, starting from catching fish or cultivating fish in the sea, then there is fish that is sold directly either at auction or directly to markets and buyers or middlemen, as well as fish that are processed in such a way as ingredients. or processed products and marketed to the public, so that they have added value, not just catching fish and selling them, but thinking about how to innovate. This requires the role of the Regional Government through related agencies in changing the mindset and managing fishermen's marine products so that they have value and high selling prices. This research aims to understand and analyze the obligations of local governments in managing fishermen's marine products as well as understanding, analyzing, and formulating appropriate regulations for managing fishermen's marine products in Sumenep Regency. This research is empirical research that examines social phenomena and realities in society. This research was carried out by analyzing the problem of marine product management as an effort to improve the welfare of fishermen’s from the perspective of regional autonomy. In fact, with regional autonomy, the role of regional government is very important for fishermen’s to be competitive and independent in solving fishermen's welfare problems. The results of this research show that there is a mindset of fishermen’s who are still just catching and selling, then in terms of regional level regulations in Sumenep Regency, there are no regional regulations that provide legal certainty regarding the protection and empowerment of fishermen’s, especially the management of fishermen's marine products.

Abstract

PT. Petrokimia is seeing escalating difficulties in their supply chain system. Supply Chain Risk Management evaluations can be conducted using many methodologies. Supply Chain Risk Management (SCRM) is a process that involves identifying, evaluating, and reducing risks that have the potential to disrupt the smooth operation of the supply chain, which includes the movement of goods and services. This research combines prior studies by employing a hybrid approach known as House of Risk (HoR) and Interpretive Structural Modeling (ISM). The House of Risk (HoR) method is employed to identify registered risk agents by assessing the importance of preventative measures and selecting priority actions. The ISM methodology is utilized in this study to construct a structural framework for examining the contextual associations among risk elements in the company's supply chain. The organization experienced many hazards, with a total of 20 risk events generated by 30 risk agents across the Plan, Source, Make, Delivery, and Return stages. According to the Pareto diagram concept, there are 11 risk agents that require prioritized mitigation. Out of the 10 risks identified, 1 risk is categorized as dependent while the remaining risks fall within the autonomous sector. Among the 11 primary risk factors, the one with the highest ARP value is anticipated to serve as a benchmark for addressing several hazards that have arisen in the company's supply chain. The research has studied and generated mitigation measures to avoid production losses, time losses, and quality reduction resulting from hazards that may hinder the achievement of company objectives.

Abstract

The operations of the Coastal Fishing Port Technical Services Unit (Port-TSU henceforth) in Pasongsongan face several challenges that obstruct port activities. First, the anchorage has become more shallow due to the sedimentation resulting from the Angsono River’s erosion. Second, the limited area of the anchoring pool makes it difficult for fishing boats to anchor. Third, the shipping lanes, just like the anchorage, have become more shallow due to sedimentation from the mouth of the Angsono River. Fourth, the limited loading and unloading docks result in long queues, which not only delay ship activities in the queue but also reduce the quality of catches. Fifth, the damaged roads and drainage systems around the port pose a challenge to the loading and unloading activities. Considering these challenges, this research aims to evaluate Port-TSU facilities in Pasongsongan, understand the causes of Angsono River sedimentation, and formulate development strategies for the Port-TSU. The results show that the condition of Port-TSU facilities is generally adequate according to Minister of Maritime Affairs and Fisheries Regulation No. 08 of 2012. However, the rapid erosion of the Angsono watershed caused the shallowing of the anchor pool and shipping lanes. The underlying causes are monoculture farming practices, lack of agroforestry implementation, and the absence of agricultural terracing systems. The development strategy recommendation is to dredge the anchorage and shipping lanes and extend the pier. Other recommendations include implementing watershed management through agroforestry and terracing systems in the Angsono River watershed to minimize erosion and increase loading and unloading capacity by adding a conveyor belt to accelerate processes and reduce ship queues.
