Abstract

The behavior of the village chief is expected to build the image quality public services, but in reality the implementation of public services have not been able to walk properly due to the unavailability of the service personnel are professional, dedicated, accountable and responsive and loyal to his duties as civil servants and public servants. By using a qualitative approach was found that social status (achievement, prestige / status position and power / power, and needs (income and appreciation) are two underlying motives in the village head behaves In Governance in South Minahasa Regency Village. Abstract

Indonesian National Police is a state apparatus whose role of maintaining security and public order, enforcing the law, and to provide protection, shelter, and services to the community in order to maintaining security in the country. Members of the Police of the Republic of Indonesia is a civil servant at the Indonesian National Police. In service proactively, transparently, accountable to the law-abiding by the rules, procedures, ethics and governance so that it can be expected to increase public trust and internal solidity of the Indonesian National Police. This study was to examine how the performance of the police in the resort Minahasa in providing excellent service to the community, this study used a qualitative approach to unravel the phenomenon behind the service system at the level of the police station to investigate the activities System Police Services Integrated conducted by elements operational policing to the community.

Abstract

Poor performance of the bureaucracy is the main problem which is experienced by the Indonesian nation. In the city of Manado, one of the reasons was the poor quality of public services due to the still unrecovered civilian civil service recruitment process. Recruitment of more based on the proximity and collusion, so that the employees who were recruited not meet the standards in order to improve the quality of public services. This study uses the theory of Zeithaml, at.al. (1990: 20), states that the quality of service is determined by Tangible Dimension, Dimension ReliabilityDimensi responsivness, Assurance and Dimensions Dimensions Empathy.Bertujuan to Know What factors are affecting the management of recruitment in Manado city and aims Knowing whether the Management recruitment in Manado city can have an impact on the quality of public services This research uses descriptive method for implementation includes data, analysis and interpretation of the meaning and diperoleh.Penelitian data is structured as an inductive study that is looking for and collecting data in the field with the aim to determine the factors, form elements, and a nature of the phenomena in the society. The study says that the process of public service delivery in the city Manadobelum provide a sense of satisfaction to the community caused by the long turnaround time, quality of service result of inadequate attitude is unjust in service. The poor quality of public services in the city of Manado due to the lack of competence of the employees, the rate inadequate skills and behaviors of employees who buruk.Disamping the quality of public services has not been due to the limited number of staff and infrastructure services employees who do not yet memadai.Rekrutmen dipersipakan well be wrong the triggers of poor public services. To fix the quality of public services in the city of Manado, the management of recruitment civil servant in the city of Manado should dibenahi.Syarat appointment CPNS expected to not only pay attention to the cognitive ability or knowledge, but the most important is attention to emotional factors / character and skills. Abstract

Public services can not be separated from issues of public interest, which became the origin of the emergence of the term public service. The globalization of information technology for carrying all agencies, the Institute, the Agency, the Department and the Office of Government towards changes on attitudes about how to provide public services effectively and efficiently. Rapid technological advances have led to a huge influence on all areas, namely in the information technology services to a government agency. This research is located at the Immigration Office Class 1 Manado is one of his duties is a service passport, service passport to analyze the terms of Law No. 25 of 2009 on public services. This study used qualitative research methods. From the results of research on public perception inside the passport is quite good but there are still things considered less.

Abstract

This study reveals the meaning of freedom of the press in Indonesia using the approach of Agenda Setting Theory of Mc Combs and Shaw and Releases Social Responsibility Theory of Theodore Peterson, using qualitative research methods. The results showed press freedom being developed today is freedom of the press in the context of democratic development. Freedom to seek, manage and menayajikan news is now strongly felt by members of the press, but freedom must be accompanied by responsibility for news content. The press is one of the most instrumental agents of change in society changes. The press had a strong driving force that can bring the society towards the negative or reverse direction towards a better improvement. Journalists must improve quality by constantly, have a passion to improve the skills of the profession as a journalist. Freedom of the press has been followed by the media presence of their owners who have enough capital. It also influence the news content, in which journalistic work presented to the public can not be separated from the element alignments. Journalists who act independently, presents a true and accurate news without any interference whatsoever, including media owners have not fully  in Indonesia. Keywords: Press, Freedom of the Press

Abstract

penelitian ini adalah untuk mengetahui, mendeskripsikan, implementasi kebijakan penanggulangan kemiskinan absolut di Kecamatan Kawangkoan Barat. Juga menganalisis dan mendekripsikan apa yang menghambat upaya penanggulangan kemiskinan di Kecamatan Kawangkoan Barat. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dalam bentuk bahasa dan kata-kata. Hasil penelitian menunjukan Kartu Indonesia Sehat dapat membantu masyarakat miskin untuk mendapatkan pelayanan kesehatan secara gratis tanpa dipungut biaya, pemberian modal usaha berupaya Kredit Usaha Rakyat sangat membantu dalam menambah modal usaha dan meningkatkan pendapatan, pemeberian bantuan pendidikan berupa beasiswa sangat bermanfaat karena membantu masyarakat miskin dalam mengurangi beban pengeluaran keluarga dan memperoleh pendidikan yang layak, raskin tidak dapat memenuhi kebutuhan hidup masyarakat miskin karena jumlah yang mereka dapatkan hanya sedikit dan kualitas beras yang didapat kurang baik. Kesimpulan bahwa implementasi penanggulangan kemiskinan yang berhasil adalah pemberian Kartu Indonesia Sehat, pemberian bantuan beasiswa, dan pemberian bantuan modal usaha berupa Kredit Usaha Rakyat. Saran implementasi kebijakan penanggulangan kemiskinan absolut di Kecamatan Kawangkoan Barat sebaiknya diganti dengan program lain yang lebih bermanfaat agar masyarakat miskin hidup mandiri dan keluar dari kemiskinan dan menggapai hidup sejahtera.Kata Kunci: Implementasi Kebijakan, Penanggulangan Kemiskinan,Bantuan

Abstract

The Manado Religious Court is a court of first instance within thejudiciary of the Supreme Court ensuring the level of service quality provided tothe public through the implementation of an international standard quality systemthat is ISO 9001: 2015. but in fact the implementation process of this policy hasnot been applied maximally based on the results of Internal audit and externalaudit. Abstract

Penyaluran beras bersubsidi bagi masyarakat berpendapatan rendahtelah dilaksanakan Pemerintah Indonesia sejak tahun 1998, program ini awalnyadisebut dengan Operasi Pasar Khusus (OPK) yang dilaksanakan sebagai programdarurat untuk merespon krisis ekonomi pada saat itu. Program perlindungan sosialtujuannya untuk mengurangi beban pengeluaran masyarakat berpendapatanrendah dalam pemenuhan hak dasar berupa kebutuhan pagan pokok dan dikenaldengan sebutan Rastra.Program Rastra merupakan program nasional dengan tujuan membantumasyarakat berpendapatan rendah dalam memenuhi kebutuhan pokok yaitukebutuhan pangan untuk kehudpan sehari-hari. Namun setiap daerah dalamimplementasi program rastra ini tidak luput dari penyimpangan-penyimpanganbegitu juga di Kecamatan Kawangkoan Barat Kabupaten Minahasa. Permasalahanpokok dalam penelitian ini adalah apakah Implementasi Program Rastra diKecamatan Kawangkoan Barat Kabupaten Minahasa sudah dilakukan sesuaidengan prosedur yang tertuang dalam Pedoman Umum Subsidi Beras Sejahtera“Rastra” Tahun 2017. Penelitian ini berupaya menjelaskan Implementasi ProgramBeras Sejahtera di Kecamatan Kawangkoan Barat Kabupaten Minahasa. Melaluipenelitian ini peneliti menggunakan metode kualitatif sehingga memperoleh datamelalui observasi dan wawancara mendalam kepada sejumlah informan. Untukmemandu penelitian digunakan teori implementasi Charles Jones yaitu bahwaimplementasi program didasarkan pada organisasi, intepretasi, dan aplikasi.Hasil penelitian ini menunjukan bahwa implementasi program sejahtera “Rastra”di Kecamatan Kawangkoan Barat Kabupaten Minahasa dilihat dari aspekpengorganisasian, intepretasi dan aplikasi belum efektif dalam mendorongpelaksanaan beras sejahtera. Berdasarkan penelitian ini dapat disimpulkankemampuan implementor dalam menata organisasi, dan mengintepretasikantujuan kebijakan mendorong efektifitas penyaluran beras sejahtera.Kata kunci: Implementasi Program, Beras Sejahtera, Kawangkoan Barat.

Abstract

Conflict is one of the essence of human life and development which has various characteristic. Human beings have different sex, social and economic strata, and law, nation, tribe, religion, belief, political flow, and culture and purpose of life. Along with the rapid technological developments of the above differences of conflict can no longer be avoided and will always occur, the conflict of interest that gave rise to new patterns of social life in the midst of individual communities and groups, this resulted in an disharmony, the event will allow the individual to use responsive or reaction patterns that are unconventional or deviate from the general patterns. The research informant is chosen by purposive sampling. as a source of data or informants who meet the criteria, used as sources of data / informant research, which includes several informants in this study that amounted to 12 people, namely 2 people village government (village head, pantarlih), 2 people from Police Region Bolaaang mongondow (Kabag Ops Polres, Kasi ops Brimob), 2 youth leaders / community, 1 person from elements Commissioner KPU Bolaaang mongondow and 1 person from panwaslu and 4 people from society representing each village in Bolaang Mongondow region. This research data is obtained through in-depth interview with informant, and supported by direct observation and documentation data. The observation is done by going directly to the place where the informant is located, with the intention that the researcher can better understand the answers given by the informant. The data collected in this observation concerns the issue of conflict in the election of regional heads in mongondow ball area in 2017. In-depth interview is intended to obtain information for research interests by way of dialogue between researchers who posed as interviewers with informants or who served as an informer. Documentation data collected relates to conflict analysis among supporters in the election of regional heads in the mongondow ball area in 2017 whether those are government regulations, managerial membership, work program and infrastructure support and other data deemed relevant in supporting data analysis. Thus the data management and data analysis related to the research can know and analyze the conflicts that occur in the election of regional heads in the ballang mangondow.Untuk region of research will be focused in the area of ballang mangondow related to the conflict in the election of regional head.Keywords : Conflict in the Election, Region Head

Abstract

Penelitian ini bertujuan untuk mengetahui penyebab implementasi kebijakan tunjangan daerah khusus di Kecamatan Kepulauan Marore belum berjalan dengan baik dan apa saja solusi yang diambil oleh pemerintah Kabupaten Kepulauan Sangihe untuk mengatasi masalah yang terjadi. Kecamatan Kepulauan Marore merupakan Kawasan perbatasan Negara Indonesia dengan Negara Philipina.Ini menjadikan guru-guru yang ada di Kecamatan Kepulauan Marore berhak untuk menerima Tunjangan Daerah Khusus. Penelitian ini menggunakan desain kualitatif dengan menetapkan fokus penelitian yaitu pada komunikasi, sumberdaya, disposisi, dan struktur birokrasi. Data dikumpulkan dengan cara wawancara kepada delapan informan, observasi, dan menggunakan dokumen terkait. Hasil penelitian yang diperoleh yaitu (1) komunikasi antara implementor kebijakan dan sasaran dari kebijakan tersebut belum berjalan dengan baik.(2) Sumberdaya berupa sumberdaya manusia, sarana prasarana, fasilitas pendukung, dan dana masih sangat kurang, baik kualitas maupun kuantitas. (3) Disposisi berjalan dengan baik anatara pimpinan dan staf pelaksana kebijakan yang dilihat dari berhasilnya mekanisme kerja baru yang dibuat pimpinan dalam rangka proses verifikasi data. (4) Struktur birokrasi dalam penetapan penerima tunjangan daerah khusus harus melalui banyak tahapan dan sudah tidak memakai SK Bupati yang mengakibatkan kesalahan data dalam wilayah Kecamatan Kepulauan Marore. Kesimpulan penelitian ini yaitu implementasi Kebijakan Tunjangan Daerah Khusus di Kecamatan Kepulauan Marore belum maksimal dalam upaya untuk meningkatkan harkat, martabat, dan kesejahteraan bagi guru yang bertugas pada satuan pendidikan yang berlokasi di Kecamatan pada daerah khusus. Saran yang dikemukakan dari hasil penelitian ini adalah (1) dilakukannya sosialisasi terkait tunjangan daerah khusus.(2) Memanfaatkan sosial media dan aplikasi pesan sebagai alat penyampaian informasi. (3) Melakukan perbaikan mekanisme kerja yang bisa diterapkan untuk setiap wilayah. Dan (4) mengkonfirmasi secara langsung kepada Badan Statistik dan Kementerian terkait,perihal posisi Kampung Kawio yang merupakan bagian dari wilayah Kecamatan Kepulauan Marore.Kata kunci : Implementasi Kebijakan, Tunjangan Daerah Khusus
