Abstract

The purpose of this research is to know the policy implementation national community empowerment program in rural independent Sugapa District Intan Jaya district of Papua province. To find out the results of the national community empowerment program in rural independent Sugapa District Intan Jaya district using basic survey with qualitative research. The research location is set in Sugapa District Office. Background of writing title policies regarding the implementation of the national program of rural self-empowerment, how important they were in the field through this program is based on sufficient capital to a good cause. why the program is not maximized. The factors that influence was lack of human resources, education levels are still low, inadequate number of staff empowerment and expertise to the lack of relations between the government in the District Sugapa as executor in the district with the district governments Intan Jaya as those under center in the area. Abstract

The study aims to find the reasons for poor performance in implementing the tasks of the Technical Team IMB service. As for performance measurement indicators used in this study is the productivity, quality of service, responsiveness, responsibility and accountability. This study used a qualitative design. The processed data in this study are primary data and secondary data. Assessed in terms of the productivity of the work done by the technical team at the Department of City Planning has not been optimal Manado good jobs received, performed and produced. Lack of manpower Technical Team IMB service in Manado City Planning Office. Facilities and infrastructure inadequate survey. Quality of service is still considered slow and tortuous. Technical Team Performance less than the maximum because they have to work under the coordination of the two lines. In terms of the responsiveness of the technical team is less sensitive in recognizing the needs of the community so that the process is less than the maximum file handling. Responsibility in terms of the lack of coordination and communication between the technical team with BP2T result is not optimal care. In terms of performance accountability Technical Team pertaining to the service is quite accountable. Technical Team IMB has published Recommendation seeks to maintain the norms that exist in society by taking into account environmental impact. With the lack of working facilities No Technical Team are still working to achieve revenue targets (regional revenue) that have been defined. Abstract

The aim of this research are to find and analyze the working performance in Library Office Archives and Documentation at North Sulawesi Province. This research used qualitative method, data were collected by interview and library study. There were ten informants. The data collected were about librarian working performance evaluation then they were analyzed through data triangulation and data reduction. The result showed that the working performance evaluation in Library Office Archives and Documentation at North Sulawesi Province did not run maximal. There are rare of the librarians who graduated from librarian institute and information technology. Irrelevant library collection condition to present day, manual circulation and information tracking tool, and librarian less professionalism were the barriers. Abstract

The purpose of this study was to determine how much influence the empowerment of SMEs to Community Economic Development Kota Ternate . In carrying out this study , the type of research is qualitative descriptive approach in which researchers wish to dig symptoms directly in the field with a descriptive form , this method is used due to ease writers that aims to identify and describe the corresponding problems presented previously ( Sanapiah , 2001. 52-53 ) . Based on the results of research in the field shows that MSMEs have responsibilities conceptual in nature must be expressed , one way is with the policy in the form of regulations by the government with its agencies in the field of empowerment of SMEs . Abstract

This research was conducted in order to find out the public service management and community respond applied by Tongkaina Political District Office Bunaken Sub-district Manado City. This descriptive research is only to explain the situation of public service management in Tongkaina Political District Office Bunaken Sub-district Manado City. This research used descriptive analysis, to draw conclusion by in depth interview with secondary information as supported data. Then, the data researched based on the existing concepts from library. The result showed that the public service in Tongkaina Political District Office Bunaken Sub-district Manado Citystill far from maximum satisfaction

Abstract

The purpose of this study was to assess the ability of the District Officers Working in Providing Administrative Services Purchase Deed Land to the People in District Tikala Manado City. The research methodology used is qualitative research. Informants in this study were taken from the public, community leaders and governments in Sub Tikala by 10 informants The results showed that in providing services deed of sale of land generally apparatus own technical abilities quite like the ability to use knowledge concerning administrative services deed of sale and purchase of land in terms of the process until the rules that must be met, with the knowledge it easier for employees to be able to work in providing administrative services deed of sale and purchase of land to the community, there is a portion of the apparatus that do not have adequate knowledge in the performance of its duties regarding the administrative services deed of sale and purchase of land, but coworkers are always trying to provide help, so that administrative services to the community is not disturbed. For social skills are good enough proven apparatus of the apparatus has the capability of other people's motives as well as collaborating with colleagues in performing the duties of administrative services deed of sale and purchase of land to the public. Conceptual abilities are good enough apparatus wherein the apparatus is enough to have the ability to understand the complexity of the organization as a whole.

Abstract

The purpose of this study was to analyze and explain the Communitys Participation in Environmental Care Village Perkamil In the city of Manado. The research methodology used is qualitative research. The results showed that the participation of the community in the form of public attendance at the discussion meeting decisions about the environment and the maintenance strategy implementation plan environmental maintenance program is already quite good, there are some people who did not attend the meeting or meetings to program planning, but few. Public participation in the implementation of environmental care is the provision of self-help in the form of power when the implementation of programs and grants (non-governmental) to support the successful implementation of the program has been quite good, the implementation of the administration and coordination of program implementation has been quite good. Community participation in maintaining and continuing maintenance of the results of program execution environment is quite active, as people realize that with them keeping all the results of the implementation of the program, it will automatically impact of the program can continue to be felt by the community. The impact is felt by the community of the results of the implementation of the enormous environmental maintenance program including the environment becomes clean and healthy and comfortable place to live. Public participation in the evaluation of program implementation issues related to preservation of the environment as a whole is good enough, because the community participated in the evaluation program, the public may submit proposals for improvements if the program found to be less successful

Abstract

This research aims at describing the conflict's political elite in the general election the Governor and Vice Governor of North Maluku province in 2007. The method of research used the qualitative method. Data was collected through in-depth interviews, direct observation, and study the documentation. The research results show that in the implementation of the general election governor and the vice governor of North Maluku 2007 found: First, conflict start seen since stage registration candidates, in which couples H. Mudaffar Syah-H. Rusdi Hanafi cancelled of his preferred candidate by KPUD provincial North Maluku because they did not fulfill regulation the 15 % to the votes and support seats. Second, stage campaign period, conflict can also be seen start hardened because third candidate couple and team the success of protest against the schedule some of which day has fallen during Ramadan and Eid, and when socialization stage the schedule is accepted all parties well. Third, calculation stage and recapitulation the ballot, where conflict is more open and prolonged caused the political elite prefer the interests of each as to be almost no space negotiations to conflict resolution. Fourth, stage conflict resolution, done through state apparatus with the approach security, negotiations, and dialogue. Although recognized, during conflict the political elite never want to sit with to dialogue in order to find resolution (handling) the conflict

Abstract

As a matter of fact, public relation perseptions and stigmatization commonly become obstacles for the Public Relation Division of City Secretariat of Tidore Island. The aim of this research is to know the form of building capacity reinforcement through education and training in public information service at House of Representative of Tidore Island City. The method applied in this research is descriptive qualitative. Observation, interview, and documentation research were the techniques in collecting the data as the research subject divided into key informants and prime informants in total of eight people. The descriptive data anlysis technique described phenomenons based on the field following the steps as follow: data reduction phase, data presentation, and data verification or conclusion. Based on the filed reserach showed that in capacity building of House of Representative public relation division officilas of Tidore Island City are highly depended on education and training to raise the service in the organization public information, therefore the substantive item seen by the society was the less maximal effort shown caused by the unprofesional human resources. The efforts toward the building capacity had not been done by the officials to answer the demand and need in community service of public relation division officials at House of Representative of Tidore Island City. Based on the findings, it can be concluded that the building capacity by education and training of public relation officials at House of Representative Secretariat of Tidore Island City is an urgent thing to reach the aim of the organization. Abstract

Subdistrict Pineleng entrance and exit for the flow of goods, people and traffic will be heading to Manado and Minahasa district to the capital. As the District that is located directly adjacent to the city of Manado where it is known as the capital of North Sulawesi province, thus requiring apparatus that has a high performance in providing public services. With high performance and good public services provided will be maximized. Therefore, the problem in this research is "Why does the performance of employees in providing public services in the District Office Pineleng Minahasa not running optimally?". This study aims to find answers related to the academic performance of Employees in providing public services in the District Office Pineleng Minahasa regency. This study used a qualitative approach with descriptive analysis method. The results using the indicators of employee performance 1) Quality of work; 2) Pomptness; 3) Initiative; 4) Capability; 5) Communication, it is known why the employee's performance is not maximized because: 1) Lack of employees at the District Office Pineleng; 2) An employee in performing the tasks of public service, is still a lack of discipline; 3) Human resources (HR) at the Head Office Pineleng have low competence. 4) Supporting facilities and infrastructure for public services available memperancar still lacking
