Abstract

Tax is one of the most crucial areas of government, especially in promoting national revenue and regulating the national economy. According to the current sociopolitical context, the effective use of tax is expected to overcome economic crisis and to reduce the local governments financial burden in implementing local autonomy. Based on empirical data, tax ratio in Indonesia is still lower than other neighboring countries, such as: Singapore, Malaysia, and Thailand. Therefore Indonesia urgently needs to reform its tax organization (Direktorat Jendral Pajak). Besides that, the position of tax organization under the Department of Finance is improper due to the differingfunctions of the tax organization and the Department of Finance. The Department of Finance formulates national budget and maintains public asset while the tax organization collects money and ensures citizen compliance. This article argues about the importance of reforming the tax organization becoming a national tax agency directly under the President and thus having more autonomy and power, as well as a reduction of political intervention from other departments.

Abstract

Koperasi Kredit Marsudi Mulyo, adheres to trust, honesty and cooperation as core values with respect to its establishment, membership, business management and conduct of social activities. Specifically for membership, principles encompass self-responsibility, equality, open and voluntary membership, democratic, autonomy, freedom, togetherness and the opportunity to undergo training and education; in business management principles employed include self-reliance, economic participation, justice, solidarity, transparency, honesty, tolerance and cooperation; while in the conduct of social activities, principles used encompass solidarity,mutual help, mutual aid and concern. The values and principles create an atmosphere of kinship, mutual help and mutual cooperation in generating trust, which allows fellow members to cooperate in developing networks by exchanging virtues based on shared values.

Abstract

The regional autonomy policy based on Law No. 22/1999 and Law No. 25/1999 is intended to cope with problems of national disintegration of Indonesia. However, during the implementation of this policy, several constraints appear. The first is economic constraint, and the second is political constraint. Economic constraints relates to the shift of local government paradigm from effectiveness and efficiency oriented policy to economic oriented policy, implying also to natural resources exploitation and to decrease of public services. Political constraint is due to excessive political powers of legislatives that are not supported by adequate human resources quality. This will lead to legislative authoritarianism, Therefore, the success of regional autonomy policy depends on the democratic central government that support law enforcement.

Abstract

This article examines protests to village head election from a good government perspective. The villagers embarked on protests because of suspicion that elections were fraudulent. On one hand the protests can be seen as the struggle toward village democratization. To that end, the spread of protests is a reflection of the strong participation of village in the village political process. Protests can also be seen as the awakening of villager’s courage against the authoritarian and repressive government. However, it must be regarded as means of strengthening the aspiration of village people who demand village government to appreciate good governance values, which among other include transparency, accountability, responsibility, and participation. Dialectically, implementation of god governance values is prerequisite for innovation, creativity, and expression on one hand, and a source of encouragement for the configuration of democratization in the government, on the other.

Abstract

Reforms are usually come out when a country is encountering a crisis. When Japan was totally destructed at the end of World War II, a crisis of identity and public trust to the government, together with the tight supervision and intervention of Allied power under the SCAP (Supreme Commander for the Allied Power), gave all possibilities for the significant economic and political reforms in the country. During the period of Allied occupation in 1945-1952, therefore, Japanese monolithic political system and the strong adherence to the Emperor have been changed into a more democratic and pluralistic system. This fundamental change established a strong basis for Japan to boost economic activities with even higher growth. However, it is proved that administrative or bureaucratic reforms have not been successful during that period. There were still much politicking and vested interests involved in the bureaucratic system which was influenced by hegemonic and crony system. This was because SCAP adopted an "indirect administration system" during the occupation period with lack of commitment for administrative reforms. There are some lessons which can be learnt by Indonesian policy makers. Among others, one important thing is that bureaucrats are usually havk. a high resilience for administrative reforms. To materialize a big change, reformers have to consider the culture and conduct reform with a strong political will and commitment.

The author critically analyses the quality of public services provided by municipality government from various aspects. On the basis of his analysis, the author argues that accountability, responsibility, accessibility and efficieng are among other important indicators which should be applied to measure the qual0ty of public services.

Abstract

In education system of modern society, schoolings -- the formal education system from primary schools to universities -- have always been the main institution for teaching and learning process. It has to be understood that the success of formal education is determined by capacity and motivation. In this regards, curriculum is a critical factor to support individual capacity and mot ivat ion. In Indonesian education system, curriculum for primary school (SD) is quite good and has an appropriate standard in comparison with international best practices. However, there are substantial problems in the curriculum for secondary and high schools. Aside from the fact that the national test (Ebtanas) system for primary school is not suitable for primary school children, there are some substantial flaws in the National Curriculum of 1994. This curriculum could be an excellent manual for the best high school children. However, as it is used across the board (for all cohort of schoolchildren achievements), the quality standard of education at this level has been brought down. At the same time, there is limited alternative at secondary level (SLTP) as well as higher level (SMU) to build skills for weaker students, some basic education needs that can presumably be fulfilled by vocational schools. Universities have to focus on degree programmes instead of opening more diploma (D3) programmes. Curriculum in highschools and universities have to be linked with character building and capacity building. Education has to be able to develop a competent, professional, and responsible human resources. These are the ultimate goal of teaching and learning process.

Abstract

This article discusses the implementation of Asean-China Fre Trade Area (ACFTA) and its consequences for the Indonesia economy. This article argues that its approval a decade ago, the Indonesian government showed sign of being unprepared to implement ACFTA. Data used in this article show that with the coming into force of ACFTA early 2011, a number of economic sectors have experienced negative growth, leading to the lay off of many workers in many sectors of the economy. To deal with this problem, the authors argue that local government and others stakeholders should be involve in effort to support Small-Scale and Medium Enterprise (SMEs) in strengthening their competitiveness. Doing so, requires local government to rescind various policies on SMEs considered inimical to their operation and adopt more business friendly e policies to support them.

Abstract

In the new Order era, the government had notoriously created a very centralistic and mechanistic bureaucracy consisting of counterfeit autonomy from central down to the local bureaucracy. On the other side, Indonesian culture with its paternalistic pattern has been a fertile domain for primordialism in the bureaucracy. This condition are conducive for a systematic patron-client relationship between elites and political power which applies in every stage of governmental hierarchy down to the local areas. By all means, what exist in rural-local government is no less than a representative of what happens in central government. Even after the New Order regime stepped down, the local-rural government have to dance between the central government and the local community. It appears that it would be difficult to eliminate the influence of New Order paradigm as it had been socialized and implemented for 32 years.
