It is in connection to the political will of the local government to improve the educational level in Yogyakarta. Many obstacles have to be faced by the government to pursuit this 20%. At the end this will remain as a homework to the governemnt to reach the target budgeting of 20% for education. The goals to provide a cheap, but high quality education should be achieved to increase the quality of our children in the future.

Abstract

The need for promoting individual responsibility in health is crucial particularly in the context of limited resources. In looking at a continuing increase in the number of HIV cases reported in Indonesia tend to show the limitation of individuals' control upon their health. The policy of taking very much the privacy right of the victim into account has implicated the role of medical profession reducing the HIV transmission. This paper argues for increasing public accountability of medical practitioners and hospitals as public health agencies in protecting hidden transmission of HIV in society.

Abstract

The economic crisis that has been going on since 1997 has had different consequences in various areas. These differences have also provoked a series of discussions about whether or not there is indeed any impact from this crisis, or how far of this impact can be observed. By looking at the case of Jatinom, this study indicates that a community that does not suffer the impact of the crisis is mainly because of the supportive nature of the local resources. This includes the elastic nature of the agricultural sector and self-reliance of the community, which is manifested through a series of strategies that have been historically developed. The communal perception and reaction of Jatinom community towards the crisis is indeed a reflection of their elastic- optimistic attitude. They never portray an attitude of just being on the receiving side. They are instead preoccupied with productive economic activities, which are based on calculative considerations. This paper also emphasizes that the crisis should actually be looked at from a historical perspective in order to have a more detailed and contextual understanding about the impact of the crisis.

Abstract

This piece of writing is aimed to discuss on how muchpracticeof family planning services have put attention to rights of family planning consummers. The discussion is based on researches carried out either in Indonesia or in other developing countries. In fact, the services in those countries have not given total freedom to clients of family planning to choose contraception devices appropriate to their goals and interests. The services have neither guaranteed the clients' rights to get comprehensive information about contraception nor aboutfamily planningservices. Furthermore, they have not been capable of giving secure services to their clients. From the discussion, the writer offers some issues of research necessary to examine on purpose of protecting family planning consumers' rights.

Abstract

As a society becomes more modernized, the role of women in a working place is increasing. A quite large number of women work in various sectors: agriculture, industry, and services. While their participation contributes to the welfare of their family and society at large, the health implication (particularly on reproductive health) needs considerable attention. The study shows the incidence of various reproductive health problems in a working place and low attention given by the employers to this problem. Statutes and government regulations have been made to protect female labours from reproductive health problems, but these laws and regulations have not been implemented consistently by the employers. This studyproposes to increase the government control on reproductive health services and protection given by employers to private industries, and to give the workers the right to organize themselves so that they can obtain the power to have reproductive health services as well as protection from their employers.

Abstract

Abstract

This article elaborates citizens’ participation in shaping local development in the Indonesian context. The main question is how to make local development more participatory as a guarantee that citizens’ rights are fully realized. In that respects, social accountability is a key that should be improved from supply and demand sides simultaneously. From the supply side, there is a need to reform local governance, in order to improve the quality of local regulations, local planning, local budgeting, and local public service provision. While from the demand side, there is a need to empower local citizens so that they are engaged in five forms or local development efforts: local regulation formulation, local development planning, local budgeting, community driven development, and public service provision.

Abstract

The achievement of population policy in the last twe decades, infect, has also brought about problems that should be anticipated. Decrease in fertility rate for instance, along with a tendency to live separately from parents and increasing intention to celibacy in turo will result in change of family structure. This change is from extended to nuclear family or even single headed household. It has been accompanied by changing character of parents-children relationship from socio-psychological into economical relationship. In addition, lower mortality rate which also means longer life expectancywould be another problemconcerning aged care. The different pattern of migration among regions or between urban and rural areas, will effect on variation of problems. That means social policies should be implemented by following the variation.
