Abstract

The COVID-19 pandemic has necessitated a rapid and coordinated international response, particularly in the procurement of life-saving vaccines. As nations endeavor to protect their populations, health diplomacy emerges as a pivotal strategy. This study provides an in-depth analysis of Indonesia’s health diplomacy strategy in securing booster vaccines for COVID-19, a critical component in mitigating the impact of the pandemic. Employing a qualitative research method, this investigation synthesized data from comprehensive literature reviews and focus group discussions (FGDs) to construct a nuanced understanding of Indonesia’s approach. The findings illuminated the multifaceted nature of Indonesia’s health diplomacy, operating on bilateral, regional, and global stages. A notable outcome of these diplomatic efforts was the acquisition of 510,000,000 doses of the booster vaccines scheduled for distribution by the end of 2022. The research identified a supportive diplomatic ecosystem underpinned by the universal necessity for vaccine access, transcending national borders. This environment was characterized by a coalition of researchers advancing vaccine knowledge, complexities surrounding vaccine procurement, and the operationalization of international initiatives such as the COVAX Facility and the ASEAN COVID-19 Response Fund. The intricacies of Indonesia’s diplomatic engagements revealed the importance of collaborative frameworks in addressing global health crises. The study contributes to the discourse on health diplomacy by highlighting the mechanisms and outcomes of Indonesia’s vaccine procurement strategy, offering insights into the role of diplomacy in pandemic preparedness and response.

Abstract

Throughout 2021, the Special Detachment (Densus) 88 Anti-Terror of the National Police of the Republic of Indonesia carried out firm policing regarding the threat of violence as mandated by Law No. 5 of 2018 concerning the Eradication of Criminal Acts of Terrorism. This study aims to unveil the interfaced motive of violating the mentioned law by suspects having proximity to Muhammadiyah family members in Yogyakarta, Makassar, and Surabaya. This study also revealed factors of the interfaced motive of the terrorism threat by conducting both observation and in-depth interviews with three suspects held in the custody of the Regional Police Jakarta. The ideological motive, the desire to fasten the practice of Islamic Sharia in Indonesia, became a crucial finding holding similarities with da’wah promoting good and preventing vice (amar makruf nahi munkar) in Muhammadiyah. The euphoria of the new emergence of the Islamic State in Iraq and Syria came as the subsequent finding, followed by the figure of preachers outside Muhammadiyah. These three interfaced motives emerged as the etiquette background of the suspects for a long period. The confessions of the suspects revealed that they had no intention of committing crimes. However, they were in a group and strongly prone to extremism and terrorism.

Abstract

This study examined how the Gulen movement and Muhammadiyah spread their influence to achieve their global vision and relations with the government. Both the Gulen movement and Muhammadiyah are Islamic-based non-governmental organizations and some of the largest in their respective countries and the world. This study employed a descriptive qualitative method to analyze the data and a literature study to collect the data. The analysis revealed that, first, by using the new transnational activism approach, the international role of the Gulen movement and Muhammadiyah brought benefits to both governments of origin. Muhammadiyah had a significant role in providing an excellent image for the Indonesian government. Meanwhile, despite the dispute and the Gulen movement’s independence, the public has viewed the movement as identical to a representative of the Turkish government with its international role and media use. Second, the approach of transnational Muslim NGOs has explained that both the Gulen movement and Muhammadiyah were oriented toward helping fellow Muslims with a focus on Muslim groups and countries. The Gulen movement built many educational institutions in Muslim-majority countries, such as Azerbaijan and Senegal. In contrast, Muhammadiyah accommodated and provided full scholarships for students from Muslim-majority areas, such as Southern Thailand and Mindanao, Phillippines. Muhammadiyah also helped mobilize humanitarian aid for Rohingya Muslims.

Abstract

This study critically examined Indonesia’s first spaceport plan in Biak Island against the Indonesian Government’s underlying objective of bolstering the country’s position to become the regional power in Southeast Asia. By using three analytical frameworks proposed by Destradi (empire, hegemony, and leadership), this study claimed that the building of the Biak spaceport could represent the extension of Indonesia’s political control and domination in Southeast Asia. If built, the spaceport would also be the beginning of an empire in spaceport use. By forging international partnerships with those interested in spaceport services in Southeast Asia and outside the region, Indonesia could gain soft power and be seen as a benevolent hegemony. Indonesia has previously demonstrated a proven track record of success in the launch of the PALAPA satellite, which became the first instrument employed by all ASEAN countries in 1976. Thus, constructing the Biak spaceport could possibly revive Indonesia’s leadership in Southeast Asia.

Abstract

This study examined how the Indonesian government responded to the outcomes of the major international climate conference, Conference of the Parties (COP) 26, and how that response affected the creation of national response plans. Indonesia, previously regarded as less ambitious in climate change mitigation, has now embraced a more proactive approach following COP26. The research seeks to evaluate the extent to which the COP26 agreement has prompted a more ambitious stance in Indonesia’s climate policies. By utilizing a descriptive qualitative method bolstered by a comprehensive examination of existing literature and secondary data from multiple sources, the analysis uncovered the substantial influence of the COP26 agreement on policy modifications in Indonesia. These adjustments served to reinforce efforts in crucial sectors, including forestry, agriculture, energy, transportation, and finance. Indonesia’s proactive measures to address climate change impact and its increased dedication to global climate initiatives were evident in these findings, indicating a change in the country’s policy direction.

Abstract

Cultural diplomacy has gained prominence for its capacity to assist governments in achieving national interests. While Indonesia and New Zealand have collaborated in various domains, their relationship was strained due to Indonesia’s protectionist policies. In response to New Zealand’s legal actions and economic sanctions, Indonesian Ambassador Tantowi Yahya intensified “gamelan diplomacy” efforts to alleviate the tension. This study investigated the question: “What contributions has gamelan diplomacy made in mending the bilateral relations between Indonesia and New Zealand, particularly in protectionism of imported products between 2017 and 2021?” To address the question, this research employed Milton Cummings’ concept of cultural diplomacy, integrated success parameters as defined by Patricia M. Goff, and utilized Brian Hocking’s multistakeholder diplomacy framework. The research method comprised primary data collection through questionnaires administered to two New Zealand residents, supplemented by a comprehensive literature review. The study concluded that gamelan diplomacy has effectively harmonized communication frequencies, enhanced positive national branding, established credibility, and fortified interstate cooperation, thus serving as a complementary tool in achieving national objectives.

Abstract

This study focuses on the significance of Indonesian companies in strengthening economic ties between Indonesia and Timor-Leste, considering both countries’ difficult historical backgrounds. The research employed a qualitative method, with a multiple-case study, to evaluate the participation of several Indonesian companies in Timor-Leste and gather data through literature studies and direct observation. The research revealed that Indonesian companies have played a crucial role in encouraging economic cooperation between the two nations, notably in the construction, energy, and agricultural sectors. These companies have made investments in Timor-Leste, created jobs, transferred technology, and contributed to infrastructural development. This research highlights the challenges faced by Indonesian businesses in Timor-Leste, such as a lack of skilled labor, a lack of capital, and complicated bureaucratic burdens. The analysis unveiled room for growth, even though Indonesian businesses have significantly benefited from economic cooperation between the two nations. This study recommends that, while keeping in mind the country’s intricate and delicate historical context, the Indonesian government and private sector have collaborated to address the difficulties faced by Indonesian businesses and to investigate new collaboration opportunities to strengthen the two countries’ economic ties.

Abstract

Pandemi COVID-19 telah membawa era transformatif terhadap dunia global, yang sangat berdampak pada kehidupan dan aspirasi para pekerja migran Kangean yang mencari pekerjaan di Malaysia. Meski terjadi secara global, para pekerja migran Kangean tetap teguh dan bertekad untuk tetap mendapatkan kesempatan kerja di Malaysia. Penelitian ini berupaya mengungkap faktor-faktor utama yang memicu aspirasi para pekerja migran Kangean untuk bertahan menghadapi rintangan berat dalam upaya mereka untuk bekerja di Malaysia selama pandemi COVID-19. Dengan menggunakan metodologi penelitian kualitatif, penelitian ini menggunakan pengumpulan data primer melalui wawancara dan observasi terhadap warga Kangean yang pernah, sedang, atau berencana bekerja di Malaysia. Selain itu, data sekunder dikumpulkan melalui analisis ekstensif terhadap literatur yang bersumber dari jurnal, buku, artikel, dan situs web imigrasi terkemuka seperti Badan Perlindungan Pekerja Migran Indonesia (BP2MI), Dinas Tenaga Kerja (DISNAKER), dan DATABOKS Tenaga Kerja Indonesia (TKI) . Untuk mendukung analisis kami, penelitian ini mengadopsi Teori Ketergantungan, yang mencakup tingkat ketergantungan yang dilakukan oleh pekerja migran Kangean terhadap Malaysia. Temuan penelitian ini menggarisbawahi bahwa faktor ekonomi sebagai pendorong utama yang mendorong calon pekerja migran Kangean mencari pekerjaan di Malaysia. Lebih jauh lagi, penelitian ini menyoroti dua pendekatan berbeda yang digunakan oleh para pekerja ini dalam upaya mereka untuk masuk ke Malaysia, yaitu jalur legal dan ilegal. Namun demikian, karena ketatnya peraturan perjalanan internasional yang diberlakukan selama pandemi, upaya-upaya ini menghadapi hambatan yang signifikan. Oleh  karena itu, penelitian di masa depan harus fokus tidak hanya pada peningkatan pemahaman kita tentang pola migrasi internasional yang dilakukan oleh penduduk Kangean, namun juga mengeksplorasi penerapan yang lebih luas dari tren migrasi tersebut, tidak hanya Malaysia tetapi juga mencakup negara-negara lain.Kata Kunci : Pekerja Migran Kangean, faktor ekonomi, migrasi internasional, Pandemi COVID-19, teori ketergantungan.
Transnational Coalition Building: The Role of The Yes I Do Alliance in Preventing Child Marriage Practices in Kediri Village, West Lombok Ramli, St. Amaliah

Abstract

The practice of child marriage is an impact of gender-based discrimination, which reduces the value of women. Such discrimination might violate children’s rights under the Convention on the Rights of the Child. Traditional Sasak marriages, known as Merariq, are carried out by the abduction of the prospective bride by the prospective groom. This issue increases the number of child marriages in West Lombok. This phenomenon has been contributing to the increasing number of child marriages in West Lombok and has become a serious issue that requires strategic breakthrough involving particular actors from various levels. Through the concept of Transnational Coalition Building, this research examines and analyzes to what extend the transnational coalition within the Yes I Do Alliance play a significant role in preventing the practice of child marriage in West Lombok. Data for this qualitative-descriptive study were gathered primarily through interviews with three individuals affiliated with each organization of the Yes I Do Alliance. Additional data were gleaned from the Baseline and Midline report of the Yes I Do program and other published literature. This study concluded that despite efforts to prevent and address child marriage in West Lombok through the transnational coalition, the scheme’s execution flaws prevented it from realizing its full potentia to achieve the maximum output. This research highlights the consequences of power imbalances that are certain and must exist in realizing a successful transnational coalition scheme. However, fundamentally this has not been accepted by the actors involved in the Yes I Do Alliance itself.

Abstract

Economic interests dominating the interests of both claimant and non-claimant-states make the South China Sea conflict challenging to obtain a satisfactory solution for all parties. In protecting its financial security, mainly dependent on the South China Sea, China continues to exhibit aggressiveness and firmness in realizing its national interests in this area, thereby raising the conflict tension. This study analyzed Indonesia’s defense diplomacy to counter China’s national interests in the South China Sea. Defense diplomacy is expected to eliminate any obstacles hindering the achievement of the two countries’ national interests. This study utilized a descriptive qualitative method with primary data obtained through interviews with defense strategists, defense diplomacy actors, academics, and other supporting secondary data. This study discovered that China’s national interests in the South China Sea center on securing its economic interests and military modernization. Meanwhile, Indonesia’s national interests in the South China Sea concern the Exclusive Economic Zone (EEZ) waters. Maintaining the integrity of the Unitary Republic of Indonesia is one of its national interests. Thus, Indonesia’s defense diplomacy should be conducted through win-win cooperation to promote its national interests in responding to China’s national interests in the South China Sea.
