Abstract

Seeing many potentials for marine tourism and tourist visits which tend to fluctuate is certainly necessary to have a good performance effectiveness in promoting tourism. This study aimed to analyze the factors that influence the effectiveness of performance of GenPI of Bulukumba on tourism promotion. This study used a qualitative descriptive approach, tries to describe the existing problems based on data from observations, interview and documentation. The researcher presented the data analysis, the results of the interpretation coming to a conclusion. This study used purposive sampling, namely determining the sample based on certain considerations (key informants), namely three members of GenPI of Bulukumba and fourteen regular informants.The results showed that the Personal factors of GenPI of Bulukumba were considered effective because the management already had good expertise, motivation and commitment. The Leadership factor was considered not good because the direction and support only provided through social media would make emotional and familiarity of the board members not well established. The Team factors was effective because the management of GenPI of Bulukumba had good coordination and cooperation in activities which were proven when Bulukumba Regency received a MURI record. The System factors was already effective because even though GenPI of Bulukumba had many limited facilities and there was no decree, GenPI of Bulukumba made achievements. The Contextual/situational factors, internally was considered not good because of a regulation that required the management to upload the posts of GenPI of Bulukumba which were deemed to violate the management's prerogatives.

Abstract

Regional company parking is an organization that is engaged in security and order. However, in the implementation of the program, there is emerging issues such as illegal parking complaint because the new areas are not strategic as well as a lack of parking monitoring Regional Company (PD) in the control of illegal parking in Balaikota Street of Makassar. This type of research was qualitative descriptive study with the informant as much as six (6) persons. Data were collected using such instruments, observation and documentation developed by interviews with informants. The results showed that the company's control area (PD) parking in controlling illegal parking is considered unfavorable because of less on target. There are still many users of parking that does not comply with the rules or fit in place. It also impacted negatively by illegal parking, even though they know that policing is regulation for the commonweal. Keywords: monitoring, regulating, illegal parking  Perusahaan Daerah (PD) parkir merupakan sebuah organisasi yang bergerak dibidang keamanan dan ketertiban. Namun dalam pelaksanaan program muncul permasalahan seperti keluhan parkir liar  karena tidak ada ataupun tidak strategisnya kembali area baru serta kurangnya Pengawasan Perusahaan Daerah Parkir (PD) dalam Penertiban Parkir Liar di Jalan Balaikota Kota Makassar. Jenis penelitian adalah penelitian deskriptif kualitatif dengan informan sebanyak 6 orang. Data dikumpulkan dengan menggunakan instrumen berupa observasi dan dokumentasi serta dikembangkan dengan wawancara terhadap informan. Hasil peneliti ini menunjukkan bahwa pengawasan perusahaan daerah (PD) parkir dalam penertiban parkir liar dianggap kurang baik karena kurang mengenai sasaran dan masih terdapat banyak para pemarkir yang tidak mematuhi ataupun sesuai pada tempatnya. Hal ini juga berdampak negatif oleh para parkir liar walaupun mereka tahu bahwa penertiban tersebut adalah peraturan untuk kebaikan umum. Kata kunci : pengawasan, penertiban, parkir liar

Abstract

The objectives of this research are to find out the application of electronic service (E-Service) in job fair and to discover the supporting and inhibiting factors which is found in Labor and Transmigration Department of Gowa Regency. The amount of the informant in this research is 8 people. This research applies the qualitative method in phenomenology type which emphasized in the subjectivity of human life experience. Technique of data collection used observation method, interview, and documentation. The result of the research showed that E-service in job market has not been reached maximally which could be seen from the aspectof service provider hereby the officers who ran the dutieshave not fully succeeded in bringing satisfactory service to the community even though it has corresponded with procedural work. From others aspects such as service users and line service have not been achieved also. Supporting factor was the attitude of leadership and the interest of the use and utilization of information technology while the insisting factor was infrastructure and human resources.

Abstract

The aims of this research is to determine the wage level about wage system and the effect of the wage system towards the performance of seasonal employees in PTPN X (Sugar Factory of Camming Bone). The research applied descriptive qualitative type. The population of this study involves all the seasonal workers of the grinding section which consist of 65 employees as the samples. The results of this study indicate that the wage system reaches 79.2% or it is in good category andthe employees performance reaches 83% or is in very good category. Later, based on the results of the hypothesis test, itindicates that there is a significant influence between the wage system and the performance of seasonal employees in PTPN X (Sugar Factory of Camming Bone). Keywords: wage system, employee performance

Abstract

Government of Makassar labor agency held job fair event to arrange a meeting between job seekers and users of labor in order to reduce the unemployment rate in the city of Makassar. The research methods applied was qualitative method with descriptive qualitative design. This research aimed to find out how the government’s role in reducing unemployment in Makassar and to determine supporting and inhibiting factors of government’s role. The results of this study indicated that the governments role in reducing unemployment in Makassar had been executed and every year the number of unemployed in the city of makassar had decreased.Keywords: The role of government, reducing unemployment              Pemerintah Dinas Tenaga Kerja Kota Makassar mengadakan kegiatan job fair untuk mempertemukan antara pencari kerja dengan pengguna tenaga kerja guna menekan angka pengangguran di Kota Makassar. Jenis penelitian yang digunakan adalah penelitian kualitatif dan tipe penelitian adalah deskriptif kualitatif. Tujuan penelitian untuk mengetahui bagaimana peran pemerintah dalam penanggulangan pengangguran di Kota Makassar dan untuk mengetahui faktor pendukung dan faktor penghambat peran pemerintah.Hasil penelitian ini menunjukkan bahwa peran pemerintah dalam penanggulangan pengangguran di Kota Makassar sudah dijalankan dan setiap tahun jumlah pengangguran di Kota Makassar sudah mulai berkurang. Kata kunci: peran pemerintah, penanggulangan pengangguran

Abstract

This study aims at analyzing the development of the technical competency of the State Civil Apparatus (ASN) at the State Civil Service and Human ResourceDevelopment Agency of Biak Numfor Regency, Papua Province. The research employs descriptive research with a qualitative approach. Primary data was collected through observation, interviews and Focus Group Discussion (FGD); The respondents were the State Civil Apparatus at the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province. Secondary data was obtained through documentation studies. The data were analyzed using interactive models. The results showed that the development of technical competency of the State Civil Apparatus at the State Civil Service and Human Resource Development Agency was carried out through strengthening the knowledge and skills. More specifically, the results of this study indicate that the pattern of competency development of the State Civil Apparatus is still dominated by its irrelevance between types of development and the competencies of skills and knowledge of State Civil Apparatus who delegated to join the development program so that it affects the ability and performance of the State Civil Apparatus who have not been able to answer their duties and functions in the organization.

Abstract

The research aims to know the implementation of human relationship in public service at Eka Tiro Subdistric Office in Bontotiro District Bulukumba Regency. The method is a qualitative recearch by using 12 informants. The research result showed the implementation of human relationship in public service didn’t accomplish with maximun, it showed from communication side which too little doing by goverment at Eka Tiro Subdistric Office to the human being. The next showed from the participant aspect, the human being was not implicated in some programs. From the goverments direction, the goverments aparatus had differenciation in implementing public service.Keywords : human relationship, public serviceTujuan penelitian ini adalah untuk mengetahui bagaimana Penerapan Human Relations Dalam Pelayanan Publik Di Kantor Kelurahan Eka Tiro Kecamatan Bontotiro Kabupaten Bulukumba. Adapun metode yang digunakan adalah metode penelitian kualitatif dengan informan 12 orang. Hasil penelitian menunjukkan bahwa penerapan human relations yang dilakukan pemerintah kelurahan dalam pelayanan publik belum terlaksana secara maksimal, dapat ditinjau dari segi komunikasi yang kurang dilakukan oleh pemerintah kelurahan kepada masyarakat. Selanjutnya ditinjau dari aspek partisipasi yang tidak melibatkan masyarakat untuk ikut terlibat langsung dalam suatu kegiatan. Aspek pengarahan pemerintah kelurahan masih membeda-bedakan dalam melayani masyarakat.Kata kunci : human relations, pelayanan publik

Abstract

The purpose of this research was to explain the performance of outsourcing employees in the office of PT. Telkom Divre VII Makassar City. The informants in this research consisted of 8 people. The type of research used was phenomenology and data analysis used was a qualitative description by selecting certain people who are considered capable of providing information related to employee performance in the office PT. Telkom Divre VII Makassar City. The data collection techniques used by researchers are interview, observation, and documentation. The results of the research showed that there are five factors that become the basis for managing the performance of the outsourcing employee. The five factors are quality of work, timeliness, initiative, ability and communication in PT. Telkom as a measure of performance for all employees. Based on the results of research at the office of PT. Telkom City Access Makassar regarding employee performance is still good seen from the work of each employee based on the procedures that have been set by the company. Keywords : Performance, Outsourcing Employees, PT. Jumlah informan dalam penelitian ini adalah 8 orang. Jenis penelitian yang digunakan adalah fenomenologi dan analisis data yang digunakan adalah deskripsi kualitatif dengan memilih orang tertentu yang dianggap mampu memberikan informasi terkait kinerja pegawai di kantor PT. Telkom Divre VII Kota Makassar. Teknik pengumpulan data yang digunakan peneliti adalah wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan, terdapat lima faktor yang menjadi dasar dalam manajemen kinerja pegawai outsourcing. Kelima faktor tersebut adalah kualitas kerja, ketepatan waktu, inisiatif, kemampuan dan komunikasi yang ada di kantor PT. Telkom tersebut sebagai alat ukur kinerja seluruh pegawai yang ada terkhusus pegawai outsourcing. Berdasarkan hasil penelitian di Kantor PT. Telkom Akses Divre VII Kota Makassar mengenai kinerja pegawai masih baik di lihat dari hasil kerja setiap pegawai berdasarkan prosedur yang sudah di tetapkan oleh perusahaan.Kata Kunci : Kinerja, Pegawai Outsourcing, PT. Abstract

The need of land becomes the main cause of degradation in the forest area. Local government’s desire to preserve the forests face challenges due to various interest. The research is undertaken through a qualitative method approach using case study. The research involves nine informants. Data are collected through observation, interviews and documents. The data are analyzed in some steps such as data collection, data reduction, data presentation, verification and conclusion.The research results indicate that the local government disseminates the policies through policy campaign. The resources used in the field for policy implementation is insufficient. Technical personnel and supervisor in the field has fit with their competencies. The bureaucratic structure in term of coordination among the parties involved in the implementation of policies for the forest conservation for forest farmer groups is going well. Keywords: policy implementation, preservation, forest   Kebutuhan akan lahan menjadi penyebab terjadinya degradasi pada kawasan hutan. Keinginan pemerintah daerah untuk melestarikan hutan sering berbenturan dengan berbagai kepentingan.Metode penelitian menggunakan pendekatan kualitatif dengan tipe penelitian studi kasus. Informan penelitian sebanyak  9 orang. Teknik pengumpulan data melalui observasi, wawancara dan dokumen. Teknik analisis data melalui tahapan koleksi, reduksi data, penyajian data, verikasi dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemda dalam mensosialisasikan kebijakan melalui Penyuluhan. Sumber daya pelaksanaan kebijakan dilapangan kuantitas kurang memadai. Penempatan pegawai pelaksana dilapangan petugas lapangan dan pengawas lapangan sudah sesuai dengan bidangnya. Struktur birokrasi, dimana bentuk koordinasi dan kerja sama antar pihak-pihak yang terkait dalam pelaksanaan kebijakan pelestarian hutan lindung bagi kelompok tani berjalan dengan baik. Kata kunci: implementasi kebijakan, pelestarian, hutan

Abstract

The study was to find out the influence economic development of the people in wara district, palopo city. Also to measure the influence empowerment of microbusinesses and middle class business on the economic development of the community of wara district, palopo city. This study was quantitative research because this study used two variables, namely variable x (empowerment of microbusinesses and middle class business) and variable y (economic development of the community). The result showed that the funding variable regression coefficient (X1) was -1,215, facilities and infrastructure variable (X2) were 0,236,business informasion variable (X3) were 0,187 and partnership (X4) variables were 0,270. So to find out the value of Y, the researcher entered the value of independent variables (X1, X2, X3, and X4). If there was an increasein funding activities (X1) of 1%, so, it would be a decreates in the economic development of the community (Y) of 1,215.Keywords: empowerment of SMEs, community economic developmentABSTRAKTujuan penelitian adalah untuk mengetahui seberapa besar pengaruh pembangunan ekonomi masyarakat kecamatan wara kota palopo, serta untuk mengukur seberapa besar pengaruh pemberdayaan pemberdayaan usaha kecil dan menengah terhadap pembangunan ekonomi masyarakat kecamatan wara kota palopo.  Jenis penelitian yaitu penelitian kuantitatf karna penelitian ini menggunakan dua variabel yaitu variabel x (pemberdayaan usaha kecil dan menengah), dan variabel y (pembangunan ekonomi masyarakat).  Hasil penelitian menunjukkan bahwa Koefisien regresi variabel Pendanaan (X1) sebesar -1,215 , variabel Sarana dan Prasarana (X2) sebesar 0,236 , variabel Informasi Usaha (X3) sebesar 0,187 dan variabel Kemitraan (X4) sebesar 0,270. Sehingga untuk mengetahui nilai Y, maka masukkan nilai-nilai variabel independen (X1, X2, X3 dan X4). Apabila terjadi kenaikan pada kegiatan Pendanaan (X1) sebesar 1%, maka akan terjadi penurunan terhadap Pembangunan ekonomi masyarakat (Y) sebesar 1,215 dan demikian sebaliknya. Kata Kunci : pemberdayaan UKM, pembangunan ekonomi masyarakat
