Abstract

The objective of the research is to know how the monitoring and factors affecting government oversight in mining material excavation category C in Bategulung village district Bontonompo, Gowa Regency. The type of the research is descriptive qualitative wich has seven informants. Data collection techniques are collected by using the form of observations, interviews with informers. The result of research showed that the monitoring conducted by the government has not run optimally and therefore cannot minimize the occurrence miners who did not get permission. The factors affecting of supervision was human resources and community participations.  Keywords : Monitoring, Mining, Category C  ABSTRAK Adapun tujuan penelitian ini ialah untuk mengetahui bagaimana Pengawasan dan faktor yang mempengaruhi pengawasan pemerintah pada Usaha Penambangan Bahan Galian Golongan C di Desa Bategulung Kecamatan Bontonompo Kabupaten Gowa. Jenis penelitian yang digunakan bersifat deskriptif kualitatif dengan informan terdapat tujuh orang. Teknik pengumpulan data yang dikumpulkan dengan menggunakan berupa observasi, wawancara terhadap informan. Hasil penelitian ini menunjukkan bahwa pengawasan yang dilakukan pemerintah belum berjalan secara maksimal sehingga tidak dapat meminimalisir terjadinya penambang yang tidak mendapat izin. Faktor yang mempengaruhi pengawasan yaitu sumber daya manusia dan partisipasi masyarakat. Kata kunci :Pengawasan, Usaha Pertambangan, Golongan C.

Abstract

This research was aimed to know about the supervision of Ministry of Religious Affairs in distributing of Zakat in Baznas of Wajo Regency. The kind of this research was descriptive qualitative which used phenomological research and using observation, interview, and documentation to collect the data. The result of this research shows that the Ministry of Religious Affairs had been done the supervision in distributing Zakat. But in fact, the supervision which was done by the Ministry of Religious Affairsin Wajo had not been effective and efficient. It was caused by monitoring of the Ministry of Religious Affairs in Wajo just  on the written report and it was judged by the result of interview of the informant and the observation which was done by the researcher. Keyword : Supervision, Distribution of Zakat  Penelitian ini bertujuan untuk mengetahui pengawasan Kementerian Agama dalam pembagian zakat di Baznas Kabupaten Wajo. Jenis penelitian ini adalah deskriptif kualitatif dengan menggunakan tipe penelitian fenomenologi. Teknik pengumpulan data dengan menggunakan observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Kementerian Agama Kabupaten Wajo telah melakukan pengawasan dalam pembagian zakat, namun dalam  kenyataannya  pengawasan  yang dilakukan  Kementerian Agama Kabupaten  Wajo masih belum efektif dan efisien. Hal ini dikarenakan pemantauan Kementerian Agama Kabupaten Wajo hanya pada laporan-laporan tertulis saja, dan hal tersebut dapat dinilai dari hasil wawancara dan para informan dan observasi yang dilakukan peneliti dilapangan.  Kata Kunci: Pengawasan, Pembagian Zakat

Abstract

Pajak hotel atas rumah kos yang secara potensi penerimaan dapat menambah pendapatan asli daerah Kota Bandung sebagai kota Pendidikan dengan jumlah rumah kosan yang signifikan. Undang-Undang Nomor 28 tahun 2009 tentang Pajak Daerah dan Retribusi Daerah adalah  payung hukum dalam pelaksanaannya oleh daerahnya masing-masing. Merespon undang undang tersebut pemerintah Kota Bandung mengeluarkan peraturan daerah nomor 20 tahun 2011  tentang pajak hotel atas rumah kos. Penelitian ini bertujuan untuk mengetahui tingkat keberhasilan pemungutan pajak hotel atas rumah kos. Metode penelitian kualitatif deskriptif, data primer berupa wawancara dan data sekunder berupa dokumen yang relevan. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan pajak hotel atas rumah kos sudah berjalan sesuai dengan aturan namun belum mencapai target yang ditetapkan. Faktor hambatan dalam implementasi pajak hotel atas rumah kos adalah kurangnya kuantitas dari petugas pajak, sebagian minimnya pengetahuan wajib pajak rumah kos tentang implementasi perda pajak rumah kos, sebagian wajib pajak menghindari kewajiban sebagai wajib pajak dan belum optimalnya  pelayanan pajak melalui sistem online.

Abstract

The aim of  this research is to find out the Application of Sound Governance on the public service in the SAMSAT Office, Gowa. In addition, to determine the public perception of the services in SAMSAT office by linking with a Sound Governance. The study was phenomenological type. The research method is descriptive qualitative that the researcher intends to give a description or explanation about the implementation of Sound Governance on the public service in the SAMSAT office. The result of this research indicated that the implementation of sound governance dimension on the public service at the SAMSAT office, Gowa. It was about the process of decision-making, policy and implementation which is be better. The structural or regulatory rules and actors in the public service had been running optimally. Management and performance on the sound governance dimention in the public service in the SAMSAT Office had been TUPOKSI very well. The public perception on the service in the SAMSAT Office with regard to sound governance, namely: (a) the transparency on the public service in the SAMSAT office Gowa was still minimal, so only the partially which they publish to the public; (b) Conditional on the public service in the SAMSAT office Gowa still need to be in good order. So that the conflict between employes with the community can be minimized; (C) Equal rights on the public service in the SAMSAT office, Gowa.. There are still differences in terms of services.  Keywords: dimensional sound governance, public services Tujuan Penelitian yaitu untuk mengetahui Penerapan Sound Governance dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa, selain itu untuk mengetahui Persepsi Publik terhadap pelayanan di Kantor SAMSAT dengan mengkaitkan dengan Sound Governance. Tipe Penelitian bersifat fenomenologis. Jenis penelitian yang dilakukan adalah deskritif kualitatif yaitu penulis bermaksud untuk memberikan gambaran atau penjelasan mengenai Penerapan Sound Governance dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa. Hasil Penelitian ini menunjukkan bahwa penerapan dimensi sound governance dalam pelayanan publik di kantor SAMSAT Kabupaten Gowa adalah mengenai proses dalam pengambilan keputusan, kebijakan dan pelaksanaanya sudah cukup baik. Struktural yang  di sini Aturan atau regulasi dan aktor dalam pelayanan publik sudah berjalan dengan optimal. Manajemen dan kinerja dalam dimensi sound governance pelayanan publik di Kantor SAMSAT sudah menjalankan TUPOKSI dengan baik. Persepsi publik terhadap pelayanan di Kantor SAMSAT dengan kaitannya dengan sound governance yaitu: (a) Transparansi dalam pelayanan publik di kantor SAMSAT Kabupaten Gowa, masih minim sehingga hanya sebagian saja yang mereka publikasikan ke masyarakat; (b) Kondisional dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa masih perlu di tata dengan baik sehingga pertentangan antara pengawai dengan masyarakat dapat diminimalisir; (c) Kesamaan Hak dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa disini masih ada perbedaan dalam hal pemberian pelayanan. Kata kunci: dimensi sound governance, pelayanan publik

Abstract

The purpose of this study was to analyze the effectiveness of the implementation of inspectorate functions in the supervision of the Regional Government in Makassar. The type of research was qualitative directly to the object of research in this study collected with primary data and secondary data. The study used phenomological type. Technique of collecting data used instrument in the form of observation, interview and documentation. The results of the research indicated that: (1) Government policy assessed and checked the extent of policy deviation in Implementation of activities undertaken by Inspectorate of Makassar city. (2) With the supervision of the government can tested directly the problems that occur. (3) Implementation of investigation required cooperation with the government so that information received in conducting the examination can be the object of supervision.                                     ABSTRAK Tujuan penelitian ini adalah untuk mengeanalisis efektivitas pelaksanaan fungsi inspektorat dalam pengawasan Pemerintahan Daerah di Kota Makassar. Jenis penelitian adalah kualitatif langsung ke objek penelitian dalam penelitian ini dikumpul dengan data primer dan data sekunder.Penelitian menggunakan tipe fenomologis. Teknik pengumpulan data menggunakan instrumen berupa observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa : (1) Kebijakan Pemerintah menilai dan periksa sejauh mana kebijakan Penyimpangan dalam Pelaksanaan aktivitas yang dilakukan oleh Inspektorat kota Makassar. (2) Dengan di lakukan pengawasan pemerintah dapat menguji secara langsung permasalahan yang terjadi. (3) Pelaksanaan penyelidikan dibutuhkan kerjasama dengan pemerintah sehingga informasi yang diterima dalam melakukan pemeriksaan dapat dijadikan obyek pengawasan.  Kata Kunci : Pelaksanaan , Fungsi Inspektorat , dan Pengawasan.

Abstract

This research aims to know the management of parking retribution at Pantai Losari and the impacts of the management of parking fees at Pantai Losari Makassar. This research was categorized in descriptive qualitative. The data collection techniques were observation, interview, and documentation.  The result of this research showed that the process of the management of parking retribution was still not optimal, because there were some obstacles faced, such as adequacy, faimess, ease of administration, and agreement. Whili the impact of the manager of the parking retribution at Pantai Losari was, to improve the PAD of Makassar city as the Positive impact and the illegal parking as the negative impact.Key words: parking retribution, management, policy Penelitian ini bertujuan untuk mengetahui pengelolaan retrebusi parkir Pantai Losari dan dampak yang ditimbulkan dari pengelolaan retrebusi parkir Pantai Losari Makassar. Jenis penelitian adalah kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Berdasarkan hasil penelitian yang dilakukan, dapat dilihat bahwa proses pengelolaan retrebusi parkir masil belum optimal, karena ada beberapa hambatan yang dihadapi mulai dari kecukupan, keadilan, kemudahan administrasi dan kesepakatan. sementara dampak yang di timbulkan dari pengelolah retrebusi Pantai Losari yaitu meningkatkan PAD Kota Makassar sebagai dampak positif dan maraknya parkiran liar yang berdampak negatif. Kata kunci : retribusi parkir, pengelolaan, kebijakan

Abstract

Open selection is carried out in order to choose the apparatus has the capacity, competence and integrity. This research aims to know the implementation of the policy of Open Selection of high Leadership Position charging Pratama in Toraja Utara. The research method used was qualitative methods. The Research Office is charging high leader pratama in the area is carried out by the conformity test, reinforcement of the mechanism and selection are open and there are three errors in the implementation of the open selection in Toraja Regency North i.e. include the Office of the Chief of administrative service of population and civil registration, passed two participants who do not qualify the maximum age and not to follow the education leadership III (three).

Abstract

The objective of this research is to know the implementation of expectation family program In Tamalate sub-district of Makassar City. This research is qualitative and the type is phenomenology. The data is obtained by interview, observation, and documentation. The source of data is primary and secondary data. The informant involved in this research is ten informants. A technique of data analysis pervades reduction of data, presentation of data, conclusion, and verification. The legality of data pervades source triangulation, technical triangulation, and time triangulation.The result of this research reveals that Expectation Family Program in health field in Tamalate sub-district has applied digital financial service and health facility providing well. The Expectation Family Program in education field of Tamalate sub-district is not maximal yet, in particular on activation of illiterate children and home providing.Keywords : Implementation of policy, Expectation Family Program Tujuan penelitian ini adalah untuk mengetahui implementasi Program Keluarga Harapan di Kecamatan Tamalate Kota Makassar. Jenis penelitian adalah kualitatif dan tipe penelitian adalah fenomenologi. Data diperoleh melalui wawancara, observasi dan dokumentasi. Sumber data penelitian adalah data primer dan sekunder. Jumlah informan penelitian adalah 10 orang. Teknik analisis data meliputi reduksi data, penyajian data serta penarikan kesimpulan dan verifikasi. Pengabsahan data meliputi triangulasi sumber, triangulasi teknik dan triangulasi waktu. Hasil penelitian menujukkan bahwa PKH bidang kesehatan di Kecamatan Tamalate telah melaksanakan dengan baik layanan keuangan digital dan penyediaan fasilitas kesehatan. PKH bidang pendidikan di Kecamatan Tamalate belum memaksimalkan Pengentasan anak buta huruf dan penyediaan rumah singgah. Kata kunci : Implementasi Kebijakan, Program Keluarga Harapan (PKH)

Abstract

The implementation of the Joint Business Group (KUBE) program in the Batu City Batu District began in 2015 and is still ongoing today. Until now, there are around 21 active KUBE groups in this sub-district and 21 inactive KUBE groups (the most in Kota Batu). This research then aims to evaluate the KUBE program in the sub-district of Batu, Batu City. This research uses a qualitative model with a descriptive type. Data collection techniques through observation, interviews, and documentation. The subjects were interviewed by the Batu City Social Service, KUBE assistants, and KUBE administrators in Batu District. The results of this study indicate that the KUBE program has not been running according to what is targeted by the Batu City Social Service. The effectiveness criteria are still not fulfilled because KUBE members are not actively producing. Likewise, with the efficiency criteria, KUBE members are still confused in managing funds, and the products that are sold sometimes do not run out. The criteria for the adequacy of the results obtained are not sufficient for daily needs. The criteria for equitable distribution of benefits have been felt, but not for the results. The responsiveness criterion is still lack of mentoring and monitoring and evaluation from the mentor. The criteria for the accuracy of the aid distribution process are good and precise, but not many KUBE has carried out independent graduations.Keywords: batu city, joint business group (KUBE), policy evaluation, welfare

Abstract

The objectives of this research were to describe and to explain about the quality of health services at auxiliary community health centers in Lebang village of Cendana subdistrict in Enrekang regency. The research method of this research was quantitative descriptive that used to explain about the quality of auxiliary community health centers.The respondent were 68 people which were chosen by using incidental sampling. There were some steps in procedures of collecting data. They were question, observation, and interview. The collected data were analyzed by using frequency table. The result of the research showed that the quality of health services at auxiliary community health centers was already good and qualified. These results were based on the recapitulations of each indicators as follows tangible, reliability, competence, and responsiveness where all the mean results were in a good and qualified category.Keywords: quality, healthy service  Penelitian ini bertujuan untuk menggambarkan dan menjelaskan kualitas pelayanan kesehatan di Puskesmas pembantu (PUSTU) Desa Lebang Kecamatan Cendana Kabupaten Enrekang. Jenis penelitian adalah deskriptif kuantitatif yang menjelaskan mengenai kualitas pelayanan kesehatan di PUSTU. Responden sebanyak 68 orang yang dipilih secara sampling insidental.Teknik pengumpulan data yaitu kuesioner, observasi, dan wawancara. Data tersebut dianalisis secara deskriptif kuantitatif menggunakan tabel frekuensi.Hasil penelitian menunjukkan bahwa kualitas pelayanan kesehatan sudah baik dan berkualitas.Hal ini berdasarkan hasil rekapitulasi dari tiap-tiap indikator yaitu bukti fisik (tangible), keandalan (reliability), kompetensi (competence), dan responsivitas (responsiveness) dengan hasil rata-rata persentase berada pada kategori baik dan berkualitas.Katakunci: kualitas, pelayanan kesehatan.
