Abstract

Abstract: Local autonomy followed by regional division policy seems to be an opportunity for the elite area to gain territory.Numerous reasons is submitted to Indonesian Parliament to form a new region. Some of them such as administrative problems, territory, communal conflict, etc.Not to forget, the issue of ethnicity presented a warm conversation related to the regional division become a polemic. This study aimed to analyze the issue of ethnicity in the discourse regional division in Pinrang.The result showed that the discourse of ethnicity became an instrument of local political actors to fight division of the North Pinrang. Pattinjo, which was once considered as sub ethnic of Bugis, is fighted to be distinct ethnic that are different from the Bugis. Pattinjo generally located in the northern part of Pinrang while Bugis are in the south of Pinrang.Differences identity fragmented by area is used as the base in the struggle for the division of North Pinrang. Formation of Keluarga Besar Pattinjo (KESARPATI) is one way of organizing the masses to fight for division of the North Pinrang. Keywords: local elites, etnicity, regional division Abstrak: Otonomi daerah yang diikuti oleh kebijakan pemekaran daerah seolah-olah menjadi kesem-patan bagi para elit daerah untuk mendapatkan wilayah kekuasaan. Berbagai alasan diajukan kepada DPR RI untuk membentuk daerah baru. Beberapa diantaranya seperti masalah adminis-tratif, wilayah, konflik komunal dll. Tak ketinggalan, isu etnisitas menjadi perbincangan hangat yang dihadirkan terkait pemekaran daerah menjadi polemik tersendiri. Penelitian ini bertujuan untuk menganalisis isu etnisitas dalam wacana pemekaran daerah di Kabupaten Pinrang. Hasil penelitian menunjukkan bahwa wacana etnisitas menjadi salah satu instrumen aktor politik lokal untuk memperjuangkan pemekaran Kabupaten Pinrang Utara. Pattinjo, yang dulunya dianggap sebagai sub etnis dari Suku Bugis, diperjuangkan menjadi suku tersendiri yang berbada dengan Suku Bugis.Suku Pattinjo umumnya berada di wilayah Pinrang bagian utara sementara suku bugis berada di Pinrang bagian selatan. Perbedaan identitas yang terfragmentasi berdasarkan wilayah inilah yang dijadikan dasar dalam perjuangan pemekaran Pinrang Utara. Pembentukan Keluarga Besar Patinjo (KESARPATI) merupakan salah satu upaya pengorganisasian massa untuk memperjuangkan pemekaran Kabupaten Pinrang Utara tersebut. Kata kunci: elit lokal, etnisitas, pemekaran daerah

Abstract

This study aims to analyze and describe public perceptions of women in the local political sphere of Bulukumba Regency. This study uses a descriptive type of qualitative research. Research informants from Bulukumba Regency KPUD Members, female DPRD members from Bulukumba Regency, community leaders, beginner voters. Data were collected from the results of interviews, observations and documentation, then data analysis through data reduction, data presentation and conclusion drawing. The results of this study indicate that the public perception of women who are involved in local politics in Bulukumba Regency, some people provide support for women to be involved in politics, but on the other hand there are also those who still doubt the ability of women to be involved in the political sphere because of the patriarchal culture that is still inherent in society.

Abstract

Penelitian ini membahas tentang Dynamic Governance dalam pengelolaan Ruang Terbuka Hijau Di Kota Makassar. Lokasi penelitian ini  bertempat di jalan Sultan Hasanuddin, kecamatan Ujung Pandang, kota Makassar.Jenis penelitian yang digunakan adalah deskriptif kualitatif yakni memberikan gambaran secara objektif terkait bagaimana keadaan sebenarnya objek yang diteliti, dan tipe penelitian yang digunakan adalah tipe fenomenologi. Adapun sumber data yang digunakan dalam penelitian ini adalah sumber data primer dan sumber data sekunder dengan jumlah Informan sebanyak 9 orang.Teknik pengumpulan data dengan menggunakan metode observasi, wawancara dan dokumentasi.Teknik Analisis data yang digunakan dalam penelitian ini yaitu membandingkan antara pendapat informan yang satu dengan yang lainnya dengan mengajukan pertanyaan yang sama. Hasil penelitian yang dilakukan menunjukakan bahwa Dynamic Governance dalam pengelolaan Ruang Terbuka Hijau di kota makassar belum berjalan dengan efektif. Hal tersebut terjadi karena kurangnya lahan untuk dijadikan Ruang Terbuka Hijau Publik sehingga masih kesulitan dalam memenuhi target RTH di kota Makassar.

Abstract

The earthquake that occurred in West Sulawesi on January 15 2021 centered 7 km northeast of Majene certainly had an impact on the Majene community, including parts of the Mamuju area and some of the affected Mamasa. Apart from natural disasters, the existence of the Covid 19 virus as a non-natural disaster has had an impact on the people's economy. The research method used in this study is descriptive qualitative using interviews and direct observation at the Maritime Affairs and Fisheries Office of Majene Regency. Majene, which has a coastline of ± 125 km2, makes its people work a lot as fishermen, but in the midst of the disasters (both natural and non-natural) that occur, of course, it has an impact on the people's economy so that it forces local governments, especially the Maritime Affairs and Fisheries Service to innovate so that people can survive in the midst of disaster that befell. This innovation starts with recousing funds/budgets, increasing the yield of fish ponds, working with the private sector in increasing the productivity of skipjack tuna.

Abstract

Pemilihan umum secara langsung di Indonesia telah berjalan sebanyak 4 kali, namun tetap menyisakan berbagai permasalahan. Baik KPU dan Bawaslu dan para elit yang memiliki kepentingan selama ini hanya berfokus untuk menarik simpatisan rakyat untuk memilih dan tidak golput, namun yang terjadi pada proses pemilihan masih terdapat surat suara tidak sah yang tentunya memiliki dampak dari perolehan suara. Masalah yang dihadapi pada penelitian ini menganalisa upaya KPU dalam mengatasi surat suara tidak sah di Sulawesi Barat. sehingga tujuan dari penelitian ini hendak mendeskripsikan penyebab terjadinya surat suara tidak sah pada pemilu sebelumnya dan cara mengatasinya pada pemilu tahun 2024. Metode penelitian yang digunakan yakni metode kualitatif dengan mendeskripsikan fenomena surat suara tidak sah serta menganalisanya berdasarkan landasan teori yang berkaitan dengan fakta yang ada di lapangan. serta Teknik pengumpulan data dengan mengkaji berbagai sumber referensi ilmiah, informasi dari sumber primer dan sekunder dan melalui dokumen yang relevan seperti jurnal, buku, berita dari media massa terkati dan artikel yang berkaitan dengan penelitan. Hasil penelitian menunjukkan adanya kurang pemahaman dari masyarakat terutama bagi pemilih usia lanjut dan pemilih pemula dalam melakukan proses pemilihan. kebingungan yang terjadi tentunya diharapkan bisa diatasi oleh KPU Sulawesi Barat melalui sosialisasi dan bimtek khusus tata cara pemilihan bagi masyarakat sebelum proses pemilihan di tahun 2024.

Abstract

This study aims to analyze public perception of the dissemination of information on Regional Regulations (Perda) passed by the Soppeng Regency DPRD together with the local government. Regional regulations are legal instruments that regulate various aspects of social and economic life in the regions, but their success is highly dependent on community understanding and participation. A quantitative descriptive method was used in this study, involving 100 respondents in Soppeng Regency. Respondents are selected purposively based on the criteria of having knowledge or experience related to the Regional Regulation.  The results of the study show that 97% of the public understands the functions and duties of the DPRD, but only 43% feel that they receive information about the Regional Regulation clearly and comprehensively. Social media is the main source of information, while direct socialization by DPRD members is not optimal. The majority of people (96%) consider that the Regional Regulation is made for the benefit of the people, even though they state the need to increase the intensity of socialization. Community participation in socialization activities is still low, with 46% rarely participating in these activities. This study also found that age, education, and employment factors affect people's perception of the Regional Regulation. Respondents with higher education levels tend to have a better understanding. These findings highlight the need for intensification of socialization by the DPRD through a more inclusive strategy and the use of digital media to increase public understanding and their participation in the implementation of the Regional Regulation. Conclusion This study provides strategic recommendations to increase public involvement in the legislative process and the dissemination of legal information.  Keywords: Community Perception, Information Distribution, Regional Regulation, Soppeng Regency, Community Participation.

Abstract

Low public participation in monitoring election violations will affect elections with integrity and dignity. The practice of money politics will create corruption and harm society. This research discusses the political education of the Mandar Tribe community in preventing the practice of money politics in the 2024 elections. This research uses a descriptive qualitative research method by collecting primary data through a structured questionnaire-based survey. The data collection technique uses nonprobability sampling, namely purposive sampling which is used to select respondents from the community, the KPU and Bawaslu of Majene Regency, election participants and the Majene Regency government. The research results show that society's vulnerability to money politics is quite high, so prevention is needed through political education by election management institutions, the government and political parties. The level of community political participation is quite good through comprehensive strategic approaches such as outreach from election organizers through My Ads and outreach to prevent money politics involving figures in the community with Mandar political, legal and cultural education. The conclusion of this research is that the practice of money politics can be prevented through collaborative movements involving various stakeholders, including election organizers, government, political parties and community groups.

Abstract

Various strategies were carried out by Adnan Purichta Ichsan Yasin Limpo as a young politician who participated in the contest for the election of the regent and deputy regent in Gowa Regency using an independent path, always criticized with various issues, namely primordialism, having a tough opponent, namely the King of Gowa and as a young man who was considered inexperienced. These issues sparked debate, discussion, and public attention at the stages of the regent election in Gowa Regency in 2015. This study uses a qualitative method with a case study design. The data collection method uses in-depth interviews with informants who have adequate capacity and capability. The research instrument uses interview guidelines, and uses a recording application from a mobile phone. Data analysis techniques by means of data collection, data transcription, data selection, data analysis, triangulation, and drawing conclusions. The results of the study show that Adnan Purichta Ichsan Yasin Limpo was successfully elected as Regent for the 2016-2021 period as a portrait of the success of young people. However, the predicate of primordialism could be lost after Adnan Purichta Ichsan Yasin Limpo conducted a Judicial Review to the Constitutional Court. In addition, to fight the King of Gowa, Adnan Purichta Ichsan Limpo must choose the right deputy, use youth issues to legitimize his identity, rely on great communicators, package a persuasive campaign, campaign in the form of dhikr and prayer, rely on volunteer loyalty, and disseminate information through online and offline media to boost his popularity and electability.

Abstract

Komunikasi yang baik dapat memberikan dampak positif terhadap peningkatan bersosialisasi, berinteraksi baik sesama siswa, dengan guru di kelas dan juga berinteraksi dalam organisasi untuk peningkatkan proses belajar dan hasil belajar siswa. Adapun beberapa tahap yang dilakukan yaitu: 1) Pelaksanaan Capacity Building Komunikasi dalam Organisasi pada tanggal 1 Oktober 2022; 2) Sharing tata bahasa dan kemampuan berbahasapada tanggal 7 November 2022; 3) Praktik teknik berbicara di depan publikpada tanggal 15 Desember 2022. Pelaksanaan kegiatan dilaksanakan dengan metode luring dengan tetap memperhatikan protokol kesehatan. Pengabdian kepada masyarakat ini dilaksanakan untuk melakukan Komunikasi dalam Organisasi pada Siswa SMAN 1 Wonomulyo. Hasil dari pengabdian masyarakat yang dilakukan dalam bentuk kemampuan berbicara di depan publik, sharing terkait tata bahasa dan kemampuan berbahasa, dan Teknik berbicara di depan publik, kegiatan ini dapat memberikan peningkatan berkomunikasi dalam organisasi untuk meningkatkat proses dan hasil belajar siswa.
