Abstract

AbstractViolence and children are topics that are often discussed recently. The high number of violence against women and children from year to year shows that this problem requires serious action from the government. The purpose of this study was to analyze and describe the role of stakeholders in the implementation of policies to protect women and children victims of violence in Sidoarjo Regency. This research is a qualitative descriptive research with data collection through documentation study. The data analysis technique uses an interactive analysis model (Miles et al., 2014), data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that the main stakeholders in the implementation of policies to protect women and children victims of violence in Sidoarjo Regency are the community, women and children who are victims of violence. Supporting stakeholders are academics and school institutions, hospitals, as well as the police and courts. Meanwhile, the key stakeholders are the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) under the Office of Women's Empowerment, Child Protection and Family Planning (DP3AKB) Sidoarjo Regency.AbstrakKekerasan perempuan dan anak menjadi topik yang sering didiskusikan akhir-akhir ini. Tingginya angka kekerasan perempuan dan anak dari tahun ke tahun menunjukkan bahwa permasalahan ini membutuhkan tindakan yang serius dari pemerintah. Tujuan penelitian ini adalah untuk menganalisis dan mendeskripsikan peran stakeholder dalam implementasi kebijakan perlindungan perempuan dan anak korban kekerasan di Kabupaten Sidoarjo. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui studi dokumentasi. Teknik analisis data menggunakan model analisis interaktif (Miles et al., 2014), meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa stakeholder utama dalam implementasi kebijakan perlindungan perempuan dan anak korban kekerasan di Kabupaten Sidoarjo adalah masyarakat, perempuan dan anak korban kekerasan. Stakeholder pendukung yaitu akademisi dan instansi sekolah, RSUD, serta Kepolisian dan Pengadilan. Sedangkan stakeholder kunci yaitu Unit Pelaksana Teknis Daerah Perlindungan Perempuan dan Anak (UPTD PPA) yang dibawahi oleh Dinas Pemberdayaan Perempuan, Perlindungan Anak dan Keluarga Berencana (DP3AKB) Kabupaten Sidoarjo.

Abstract

AbstractThe purpose of this study was to analyze the effect of work behavior and organizational commitment on employee performance at the Office of Investment and One Stop Service, West Sulawesi Province. This type of research is quantitative research with survey research methods. In collecting data using purposive sampling technique. The population of this research is ASN employees at the Investment and One Stop Service Office of West Sulawesi Province, so that the sample in this study is 51 respondents. Data analysis was obtained using Classical Assumption Test, Multiple Linear Regression and Correlation Coefficient Test using F test (simultaneous test), T test (partial test). The results of the research and data processing show that the two independent variables, namely Work Behavior and Organizational Commitment, simultaneously have a significant effect on employee performance. The results of the correlation coefficient test show that the R value is 0.806, meaning that Work Behavior and Organizational Commitment together have a very strong relationship to employee performance. While the results of the coefficient of determination test show that the value of R2 is 0.652, then the value of R2 1 means that 65.2% of the performance of employees at the Office of Investment and One Stop Integrated Services of West Sulawesi Province is influenced by Work Behavior and Organizational Commitment. While the rest (36.8%) is influenced by other variables outside the study. Abstrak Tujuan penelitian ini adalah menganalisis pengaruh perilaku kerja dan komitmen organisasi terhadap kinerja Pegawai di DPMPTSP Provinsi Sulawesi Barat. Jenis penelitian ini adalah penelitian kuantitatif dengan metode penelitian survei. Dalam pengumpulan data menggunakan teknik purposive sampling. Populasi penelitian ini adalah Pegawai ASN di DPMPTSP Provinsi Sulawesi Barat, Sehingga sampel dalam penelitian ini sebesar 51 responden. Analisis data diperoleh menggunakan Uji Asumsi Klasik, Regresi Linier Berganda dan Uji Koefisien Korelasi menggunakan uji F (Uji Simultan), Uji T (Uji Parsial). Hasil dari penelitian dan pengolahan data menunjukan bahwa kedua variabel bebas yaitu Perilaku Kerja dan Komitmen Organisasi secara simultan berpengaruh signifikan terhadap kinerja Pegawai. Hasil uji koefisien korelasi menunjukkan bahwa nilai R sebesar 0,806, artinya Perilaku Kerja dan Komitmen Organisasi secara bersama mempunyai hubungan yang sangat kuat terhadap kinerja Pegawai. Sedangkan hasil uji koefisien determinasi menunjukkan bahwa nilai R2 sebesar 0,652, maka nilai R2 1 artinya 65, 2% kinerja Pegawai di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Provinsi Sulawesi Barat dipengaruhi oleh Perilaku Kerja dan Komitmen Organisasi. Sedangkan sisanya (36, 8%) dipengaruhi oleh variabel lain diluar penelitian.

Abstract

AbstractThis research is motivated by the inadequate clean and healthy lifestyle of the community, because there is an increase in diarrhea cases based on data in 2020, namely 359 sufferers, while in 2021 as many as 613. Educational and outreach patterns from the government and private parties to the community have less impact, because the level of community participation in the CSR program is still low. In this study, the researcher uses a qualitative approach with the inquiry method, that the case study is an exploration of a bounded system or a case/ various case that from time to time go through in-depth data collection and involve various sources of information rich in a context. The results of the study show that not all communities can understand and participate in CSR programs so that the benefits and success rates are relatively diverse. Many obstacles in the implementation of CSR programs cause the level of satisfaction of the private sector, government and beneficiaries will also be different. In terms of input, this program is very adequate, but in terms of output, especially for the beneficiaries, it has not had such a big impact. On the other hand, the goals of this program have positive things but require time and involvement of parties and consistency in its implementation.AbstrakPenelitian ini dilatar belakangi pola hidup bersih dan sehat dari masyarakat yang kurang memadai, karena ada peningkatan kasus diare berdasarkan data tahun tahun 2020 yaitu 359 penderita, sementara tahun 2021 sebanyak 613. Pola edukasi dan sosialisasi dari pihak pemerintah dan swasta kepada masyarakat kurang berdampak, karena tingkat turut serta masyarakat dalam program CSR masih rendah. Dalam Penelitian ini peneliti menggunakan pendekatan kualitatif dengan metode inquiry, bahwa studi kasus sebuah eksplorasi dari suatu sistem yang terikat atau suatu kasus/beragam kasus yang dari waktu ke waktu melalui pengumpulan data yang mendalam serta melibatkan berbagai sumber informasi yang kaya dalam suatu konteks. Hasil penelitian menunjukan bahwa tidak semua masyarakat dapat memahami dan turut serta dalam program CSR sehingga manfaat, tingkat keberhasilan relatif beragam. Banyak kendala dalam pelaksanaan program CSR menyebabkan tingkat kepuasan dari pihak swasta, pemerintah dan penerima manfaat juga akan berbeda. Dari sisi input, program ini sangat memadai, namun dari segi output khususnya bagi penerima manfaat belum memberikan dampak yang begitu besar. Dari sisi yang lain, tujuan program ini mempunyai hal yang positif namun memerlukan waktu dan keterlibatan pihak dan konsistensi dalam pelaksanaannya.

Abstract

AbstractThe Family Planning Program (KB) is a real step from the government to regulate the ideal age for giving birth, regulate pregnancy, child birth spacing, and protection in accordance with reproductive rights in realizing a quality family. Liku Village is one of the villages in Samaturu District, Kolaka Regency which is the target of implementing the Family Planning Program. However, its implementation has not been going well in the community. This can be seen from the high number of babies born each year and the relatively close distance between births. This study aims to determine how community participation in the implementation of the Family Planning (KB) program in Liku Village and what factors influence it. The method in this study uses a qualitative approach with primary data and secondary data as data sources. Informants in this study were selected based on purposive sampling. The results showed that the level of community participation in the implementation of the Family Planning (KB) program in Liku Village was still low. The most dominant factor influencing community participation in the implementation of the Family Planning Program in Liku Village is the cultural factor adopted by the local community. AbstrakProgram Keluarga Berencana (KB) merupakan langkah nyata dari pemerintah untuk mengatur usia ideal dalam melahirkan, mengatur kehamilan, jarak kelahiran anak, dan perlindungan sesuai dengan hak reproduksi dalam mewujudkan keluarga yang berkualitas. Desa Liku merupakan salah satu Desa di Kecamatan Samaturu Kabupaten Kolaka yang menjadi sasaran dari penerapan Program Keluarga Berencana. Namun dalam implementasinya belum berjalan dengan baik di tengah masyarakat. Hal ini dapat dilihat dari angka kelahiran bayi setiap tahun yang cukup tinggi dan jarak kelahiran anak yang cukup dekat. Penelitian ini bertujuan untuk mengetahui bagaimana partisipasi masyarakat dalam pelaksanaan program Keluarga Berencana (KB) di Desa Liku serta faktor-faktor apa saja yang mempengaruhinya. Metode dalam penelitian ini menggunakan pendekatan kualitatif dengan data primer dan data sekunder sebagai sumber datanya. Informan dalam penelitian ini dipilih berdasarkan purposive sampling. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat dalam pelaksanaan program Keluarga Berencana (KB) di Desa Liku masih rendah. Adapun faktor yang paling dominan mempengaruhi partisipasi masyarakat dalam pelaksanaan Program Keluarga Berencana di Desa Liku adalah faktor adat istiadat yang dianut oleh masyarakat setempat.

Abstract

This study aims to analyze the effect of restructuring and organizational commitment on employee performance in BPS-Statistics of Kepulauan Bangka Belitung Province. To measure organizational restructuring, Melcher's theory is used which consists of the dimensions of workflow, task complexity, formal authority, formal control, and communication systems. Meyer Allen's theory is used to measure commitment, namely affective commitment, continuance commitment, and normative commitment. Meanwhile, to measure performance, Husnan's theory is used, namely the quality of work, the quantity of work, level of reliability, and attitude. The research design used in this study is a causal quantitative research design. Objects that are used as respondents in this study are employees in BPS-Statistics of Kepulauan Bangka Belitung Province with a total of 55 people. The analytical tools used include descriptive analysis, classic assumption test, hypothesis testing, regression analysis, and coefficient of determination. The results of this study conclude that Restructuring and organizational commitment have a positive and significant effect on employee performance in BPS-Statistics of Kepulauan Bangka Belitung Province by 56.3 percent.

Abstract

Penelitian ini bertujuan untuk mencari alternatif solusi dalam penyelesaian konflik relokasi PKL Malioboro dengan pemerintah menggunakan transformasi konflik agar terciptanya hubungan baik yang terbangun secara jangka panjang. Metode penelitian menggunakan jenis penelitian deskriptif kualitatif dengan pendekatan studi kasus. Pengumpulan data diperoleh dari literatur yang relevan dengan tema penelitian dilakukan dengan menggunakan teknik content analysis. Langkah-langkah analisis data melalui reduksi data, display data dan penarikan kesimpulan. Hasil Penelitian ini menunjukan bahwa relokasi kebijakan PKL dapat mendatangkan nilai positif bagi keberlanjutan kawasan malioboro sebagai warisan budaya dunia maupun PKL. Namun demikian, penolakan relokasi dilatarbelakangi atas kekhawatiran penurunan penghasilan dimana PKL menjadi salah satu sektor yang paling terdampak akibat pandemi Covid-19. Dalam upaya menyukseskan kebijakan relokasi PKL dapat dilihat dari perspektif transformasi konflik yaitu a) Perubahan personal PKL dalam meningkatan kapasitas diri; b) Perubahan relasional yang konstruktif antara pemerintah dengan PKL; c) Perubahan struktural dalam memfasilitasi peningkatan usaha PKL; dan d) Perubahan kultural dalam membangun sumber daya dan mekanisme relokasi PKL Malioboro. Faktor yang mendukung relokasi PKL Malioboro dapat menerapkan Digital marketing dalam meningkatkan pemasaran PKL. Dengan demikian, penyelesaian konflik dapat menghasilkan hubungan yang win-win solution dapat mencapai perdamaian konflik sehingga mencegah terjadinya kekerasan dalam proses implementasi.

Abstract

This study aims to find to what extent the public services carried out by the Merangin Regency Population and Civil Registration Service give implications for trust and satisfaction to the community. This study uses a quantitative approach. This study uses SMART PLS in analyzing data. The source of this research data comes from 100 respondents from the Merangin community using a questionnaire tool via Google Form. The findings in this study are first, that procedures and accountability have a significant effect on the trust of  the citizens of Merangin. Meanwhile, regulations, organizational structure, human resources and technology do not have a significant effect on the trust of the Merangin citizent. Second, that public trust in the Department of Population and Civil Registry Service has a positive effect on citizent satisfaction with public services provided. Third, that regulations, procedures, organizational structures, human resources, technology, and accountability have more influence on citizens than on the government. Meanwhile, citizens' trust in the government has a strong influence on citizens' satisfaction with public services.

Abstract

 This study was to find out how the effectiveness and to describe and analyze the effectiveness of organizing mental revolution training at the Center for Training and Development of Government Management Studies, Makassar City State Administration. This study used a descriptive qualitative research based on data using purposive sampling technique. The focus of this study  was the reaction of participants to the instructor, materials, methods, and facilities and infrastructure.  Data collection techniques used methods, namely, observation, interviews and documentation related to the implementation of mental revolution training at the KMP LAN RI Research Center for Makassar City. The results showed that the implementation of mental revolution training at the KMP LAN RI Center for Research and Development in Makassar had been effective.  This was because all reaction indicators that support the effectiveness of a training had been fulfilled, namely instructors, materials, methods, and facilities and infrastructure.  Where the participants' reactions to all reaction indicators were very positive and motivating during the Mental Revolution training.Keywords: Effectiviness, Training

Abstract

This study aims to determine what factors influence the successful implementation of the new normal order policy in places of worship during the COVID-19 pandemic in the Ogan Ilir Regency. The policy implementation model used in this study is a Top-down using Edward III's theory which consists of communication variables, resources, dispositions, and bureaucratic structure. The research method used in this study is qualitative and quantitative (mixed methods) with data collection techniques, documentation, observation, interviews, and distributing questionnaires to visitors, mosque congregations, and the mosque's board of directors. The results of the study indicate that the implementor has understood the content and objectives of the policy, permits the application of the policy through direct communication, and appeals to comply with health protocols through direct socialization and indirect socialization. mosque management is divided into two managements, namely official management and executive management. Facilities and infrastructure to support policy implementation are also very adequate. The absence of problems during the implementation of the new normal order policy can be seen from the observance of the health protocol facilities provided by the mosque management. The response of visitors and congregations to the implementation of the new normal order policy shows that visitors and congregations can comply with these policies while still prioritizing mental health and safety. Although the status of several mosques is classified as waqf mosques, they have an organizational structure for the COVID-19 volunteer post which greatly assists the implementation of the policy to avoid the spread of the Coronavirus disease (COVID-19) virus.

Abstract

The Ponorogo RT Internet Program (INPOMASE) is a free internet program for every RT in Ponorogo Regency. So that the District Government cooperates with the private sector through the concept of Public Private Partnership (PPP, namely with PT Lentera Digital Nusantara. The purpose of this study is to identify and describe Public Private Partnership in the management of the Ponorogo Internet Program Entering RT. In the implementation of the Public Private Partnership there are 9 stages implementation of the agreement, namely project selection, public consultation, feasibility study, risk review, forms of cooperation, government support, procurement, implementation, and supervision. The method used in this study is descriptive with a qualitative approach. Data analysis techniques use interactive models according to Milles and Hubberman which consists of data collection, data reduction, data presentation, drawing conclusions, and verification.The results show that when viewed from the procedures established by the Coordinating Ministry for the Economy regarding the stages of the Public Private Partnership being carried out The relationship between the Ponorogo Regency Government and PT Lentera Digital Nusantara did not meet the stipulated provisions, because there were stages in the form of cooperation and procurement that were not implemented. The existence of this collaboration is the initiation of the Regent of Ponorogo as the regional leader who appointed PT Lentera Digital Nusantara as the provider of the internet network in Ponorogo.
