Abstract

Masalah penting mengenai Pendapatan Asli Daerah (PAD) Kabupaten Sarmi adalah belum optimalnya peningkatan Pendapatan Asli Daerah (PAD) dalam pengelolaan berbagai potensi daerah dan obyek pajak daerah dan retribusi daerah. Jenis penelitian ini adalah kualitatif, dengan pendekatan fenomenologi mengacu pada tujuan yang telah ditentukan yaitu untuk mengetahui strategi peningkatan Pendapatan Asli Daerah Kabupaten Sarmi. Hasil kajian menunjukan bahwa ada beberapa hal yang perlu dilakukan oleh pemerintah. Pertama, Strategi peningkatan Pendapatan Asli Daerah Kabupaten Sarmi  selama ini masih belum maksimal, seperti Pajak Daerah yang telah ditetapkan dengan target capaian, dalam tiga tahun terakhir sejak tahun 2015 sampai 2017 belum mengalami peningkatan yang signifikan. Selain itu, retribusi yang juga merupakan sumber pendapatan PAD belum maksimal dilaksanakan, hanya tiga sampai empat item yang terlaksana sedangkan yang lain belum terlaksana, begitu pula lain-lain pendapatan yang sah, banyak sekali bagian-bagian yang tidak dioptimalkan untuk menambah PAD Kabupaten Sarmi. Kedua, Model strategi peningkatan Pendapatan Asli Daerah Kabupaten Sarmi, selama ini berjalan yang melibatkan Dinas terkait dan juga didukung oleh Regulasi yang dikeluarkan oleh pemerintah untuk mendukung upaya-upaya mengembangkan Pendapatan Asli Daerah belum terrealisasi dengan baik. Sumber-sumber yang menjadi potensi pendapatan asli daerah belum ditertibkan dalam pengelolaannya.

Abstract

Absract: The meaning of The Phsycological test in this paper is a set of test instruments to measure various aspects of phsycological usual, suchas intelligence, interest, personality, and so the others have been treated so that it has sufficient validity and rehabilitation or quite high and usually already in standarsize.From the phsycological test mean, we can see the two are important, namely the validity and rehabilitation. The meaning of validity is statue or correspondence between the measurement results with what you want in the measure, while rehabilitationis constancy in the measurement.Keywords : Physycological test, validity and rehabilitation

Abstract

Artikel ini merupakan hasil penelitian tentang Birokrasi Kampung Adat di Kampung Sereh Distrik Sentani Kabupaten Jayapura. Penelitian menggunakan metode etnography approach yakni metode kualitatif yang difokuskan pada budaya dari pada suatu komunitas masyarakat adat. Hasil penelitian menggambarkan bahwa budaya Khani He Kla He sebenarnya muncul bersamaan dengan hadirnya sistem pemerintahan Ondofolo pada masyarakat adat suku Sentani. Budaya ini memberikan makna tentang sistem penataan aset-aset yang berupa tanah adat, air, dan hutan yang dikuasai oleh sebuah wilayah pemerintahan adat (Ondofolo). Sistem ini sebenarnya mengarah pada sistem tata ruang adat yang dijalankan oleh masingmasing fungsionaris dalam wilayah pemerintahan adat di kampung Sereh. Hal ini dilakukan sekaligus menggambarkan peran Ondofolo yang didistribusikan kedalam bidang-bidang dan urusan-urusan yang dijalankan oleh fungsionaris pemerintahan adat tersebut. Ondofolo (Ondikeleuw Hafoteuw) memiliki kedudukan dan tugas pokok adalah sebagai pimpinan adat dan pelindung, Khoselo Elluay mengurusi Bidang Kesejahteraan, Khoselo Assa (Assetouw) bertindak sebagai Panglima, Perang Penjaga Pohon dan Hutan, Khoselo Yoangka (Melam Ime) mengatur sistem perekonomian, Khoselo Ondikleuw (Imam Faa) bertugas mengawasi dan mengontrol semua aktifitas dalam kampung. Dalam menjalankan tugasnya, masing-masing khoselo berpegang teguh pada aturan-aturan adat yang telah terpatri abadi dalam setiap sanubari orang Sentani.

Abstract

Suku  di Papua rata-rata memiliki struktur sosial dan tata ruang kebudayaan beraneka ragam yang berperan penting dalam kehidupan sosial dan budaya mereka.  Sistem yang mengatur  hubungan atau relasi antar warga dalam berbagai aktivitas hidupnya sehari-hari berdasarkan kebudayaan mereka masing-masing,  yaitu sistem politik atau sistem kepemimpinan politik tradisional.Jenis penelitian ini adalah deskriptif dengan pendekatan etno metodologi studi lapangan. Penelitian dilakukan di Distrik Yokari pada kebudayaan suku bangsa Yokari Kabupaten Jayapura Provinsi Papua.Struktur sosial yang berbentuk kelompok kelompok klen-klen dalam suku bangsa Yokari yang terbagi menjadi empat kelompok besar yaitu (1) Kaniyo, sebagai kelompok yang berkuasa atas tanah, (2) Yowari, adalah kelompok yang berhubungan dengan  religi, (3) Yepei, adalah kelompok yang berhubungan dengan pemerintahan, serta pengamanan terhadap suku bangsa dari serangan musuh, dan (4) Yepei Yowari, adalah kelompok ini berperan baik sebagai kelompok pemerintahan dan juga religi. Masing-masing kelompok tersebut, menguasai runag darat, laut dan udara, dibawah pengendalian ondoafi berdasarkan norma-norma yang berlaku. Tata ruang suku bangsa Yokari adalah ruang darat yang dikuasai oleh kelompok Kaniyo, seperti tanah dan hutan, serta sumber mata pencaharian hidup  yang terdapat di darat dan permukiman. Ruang laut dikuasai oleh kelompok Kaniyo dan Yowari, berkaitan dengan penangkapan ikan dan pengetahuan tentang terumbu karang. Ruang udara dikuasai oleh klen Soning Yufu.

Abstract

Abstract: The processes of buildings and environments arrangement consist of development activities that are technical planning and construction, utilization, conservation, buildings and the environment demolition. Heritage area / building can be defined as the area that has connection with the past life more than 50 years, which may be buildings, settlements or other public facilities that are used collectively. The development progresses that have occurred over two decades ago are often implemented only based on economic considerations and the function of the area. The tendency is to ignore the considerations of tradition and history. The change of social and culture values happen as a global phenomenon which tend to emphasize the value of the economic benefit / financial.Revitalization undertaken by the Ministry of Public Works through the PIU Building Planning and Environment (PBL) in the Papua Traditional Settlement Region in Kampung Waisaput Distric Wamena, Jayawijaya, Papua in 2009, is an attempt to change the place to be used for a more appropriate function. The meaning of appropriate function here is the uses that do not require drastic changes, or just bring minimal impact.How the revitalization impact on the Dani socio-cultural systems will be assessed using Malinowski's theory of functionalism to understand the function of culture to human needs. And the use of the theory of traditional houses is to illustrate how the traditional house shape in one region and culture can be different. If the revitalization can increase the social and cultural value of the occupants, then what steps that need to be considered that are applicable in other activities to improve the quality of development in the traditional societies live.Therefore, this study seeks to give an idea, what the impact of government programs (in this case the traditional neighborhood revitalization by the Ministry of Public Works) to change the culture of the Dani system from the perspective of functionalism and traditional houses theory are. Abstract

The Village Fund program aims to carry out development from below, which began in the village government skup in accordance with the mandate of PP No. 58 of 2005. Therefore, the Community and Village Empowerment Office (DPMK) of Jayapura City, has organized village financial activities. The regulation of village fund management in Jayapura City is regulated through three Jayapura Mayoral Regulations. The purpose of this research is to evaluate the governance of village funds, then to be the formulation of an effective village fund management model. Qualitative research type with applied social approach. Research locations include districts in Jayapura City. The primary data source comes from observations and interviews. Data collection techniques use direct observation techniques and in-depth interviews. Data analysis includes data collection, data reduction, presentation, and inference. Data validity test is done by triangulation. The results showed that the management of village funds in Jayapura City is constrained by the lack of public understanding about village funds accompanied by the quality of human resources managers are not yet skilled. The model of village fund management developed by the involvement of indigenous peoples as a representation of the implementation of government based on local wisdom in order to be used as social capital to build community participation. Access to indigenous peoples should also be limited to aspects of supervision in the management and involvement in the formulation of programs for the use of village budgets that are more focused on organizing programs for the common good.

Abstract

This study aims to identify and analyze the orientation of meeting the basic socioeconomic needs of the community with the context of Papua, determine and analyze the contextual model of regional development planning in Papua Province, the factors that determine the success of implementing the contextual model of regional development planning in Papua. This study uses a qualitative descriptive method and leads to a case study approach. The data collection method used in-depth interview techniques, content analysis, and Focus Group Discussion (FGD). The results show that development planning must be based on the local context of Papua. What is done by the Government is to build public awareness of the importance of implementing government programs such as in terms of health. Health needs to be monitored from the perspective of the behavior of the Papuan people, namely from cleanliness, fulfillment of nutrition, and fulfillment of basic immunizations. However, the good intentions of this government are considered bad by the Papuan people so that the contextual implementation of this development requires the role of traditional leaders, religious leaders, officials in the village so that the development of the Papua Province is in accordance with a contextual model based on the aspirations of the people in the Papua Province.

Abstract

The purpose of this study is to describe the correlation between internal apparatus performance management and public service innovation based on the New Public Service paradigm. The research method used is descriptive qualitative with a case study approach. The results of the study prove validly and reliably that, the Performance Management of the Government Internal Supervisory Apparatus (APIP) Jayapura City in the application of public service innovations with the New Public Service paradigm, has not been implemented at all. Conditions that cause an increase in symptoms and poverty for the lower class. The main obstacle faced in the Performance Management of the Government Internal Supervisory Apparatus (APIP) of Jayapura City is the non-optimal preparation and determination of a permanent Performance Plan. All efforts have been made by the APIP Performance Management in Jayapura City to overcome the obstacles faced, both internally by the APIP organization and externally at other Regional Apparatus Organizations, and Village Government organizations as well as the preparation and determination of the Regional Revenue and Expenditure Budget (APBD), both through coordination coordination Regional supervision directly or through online consultation, however, has not been optimal. This condition causes impartiality to the public interest and public services which has negative implications for the 2017 Jayapura City Performance Accountability Report (LAKIP) in the applicable Government Performance Accountability System (SAKIP).

The purpose of this study is to analyze the social interaction of multicultural communities in increasing social solidarity in the neighborhood of RT 1,2,3 RW 7 Gurabesi Village, Jayapura City. Analyzing dominant aspects that can increase Social Solidarity and Analyzing a forum for assimilation that can accelerate the process of community Social Solidarity. Research on Social Interaction Between Multicultural Communities in Developing Social Solidarity (Case Study in RT 1,2,3 RW 7 Kelurahan Gurabesi Jayapura City) uses qualitative methods and uses case studies to describe and analyze social interactions between multicultural communities in RT 1,2,3 RW 7 Gurabesi Village. Abstract

Direct Regional Head Election or Pilkada is an interesting development in the history of politics in Indonesia. Pilkada is the initial momentum of people's sovereignty and the political system and democracy at the regional level. This phenomenon shows the great enthusiasm of the community in appreciating the Pilkada process directly and this can be interpreted as the operationalization of community autonomy to determine their own and direct regional heads. One of the real phenomena that occurs is the use of the noken system in regional head elections in Papua. The method used is descriptive research with a qualitative approach. The implementation slot deposit 5000 of policies with the Noken system is still marked by various inequalities that require professionalism of election organizers, but if democracy with the Noken system turns out to be running better and packaged attractively, it will be positive. It is fitting that the implementation of this noken system policy is really implemented with a professional objective by the Government, KPU, Bawaslu, it is not impossible that conflicts in regional head elections with this system can be avoided. Much needs to be addressed, including the neutral role of stakeholders in providing information about representation in elections with the noken system, good rules of the game according to the provisions, monitoring the operation of the noken system which leads to accommodation of local wisdom to become a cultural solution in a modern democratic system.
