Abstract

Problem Formulation In this study, namely (1) How the Implementation of Family Hope Program Policy in Tackling Poverty in Kemiling District Bandar Lampung City. (2) What aspects support and hinder the implementation of the Family Hope Program  Policy in Tackling Poverty in Kemiling District, Bandar Lampung City.The research method used is qualitative descriptive analysis method. The use of this method is to describe the Implementation of the Family Hope Program  Policy in Reducing Poverty in the Kemiling District of Bandar Lampung City, assessing qualitatively, how all data is obtained directly from informants in the field using interviews and observation.The results showed that the Implementation of the Family Hope Program  Policy in Reducing Poverty in the Kemiling District of Bandar Lampung City, had been carried out through the dimensions of (1) Communication, the Family Hope Program, had been socialized, although there were still people who wanted better service. (2) Human resources, executors / assistants are relatively lacking, (3) Disposition / attitude of implementers, which have not been optimal in implementing policies, (4) Bureaucratic structure, which seems to lack the function of each structure, so it does not run optimally.Aspects that hinder, namely (1) Aspects of Communication aspects that are still relatively weak, which is characterized by a lack of socialization of the implementation of the Family Hope Program, (2) Lack of Human Resources, Implementers / Companion of the Family Hope Program, requires a relatively large quantity or number of implementers / assistants to manage the family hope program, which so far the number of implementers / assistants assigned to manage the family hope program is relatively small so that it cannot supervise well and reach out to the community get a family of hope program, (3) Relatively lack of supervision of the implementation of the family of hope program  in Kemiling District so that the existing problems are not immediately responded by the executor / assistant or the government.

Abstract

Elansyah Putra, Analysis of Human Resource Development in Improving Members' Performance (Case Study in the Way Way Resort Police).The problems in this study are (1) How is the development of human resources for members of the Way Kanan Police Department through education and training in realizing the professionalism of the Indonesian National Police? (2) What aspects support and hinder the development of human resources for members of the Way Kanan District Police?The method used in this study is the ethnographic research method. Ethnographic research methods are included in qualitative research methods. The word ethnography comes from the Greek words ethos which means ethnicity and graphos which means something written, ethnography is the science of writing about ethnic groups, using more contemporary language, ethnography is an in-depth study of natural behavior in a culture or an entire social group.The results showed that the development of human resources in the members of the Way Kanan Resort Police, through (1) Education, in general members of the Way Kanan Resort Police still have high school education, (2) Training, has been carried out but not all members of the police follow regularly, ( 3) Skills, in general, members of the Way Kanan Police Department have good work skills, although not yet optimal because the level of education and training also has a contribution to skilAspects that hinder the development of Human Resources in Improving the Performance of Members of the Way Kanan Police Department, that is, not all members have good knowledge of the rules system and compliance with the organizational rules system. The main weakness in developing human resources is due to the lack of opportunities and the absence of opportunities for members to develop their abilities through formal education, training and the lack of work facilities and infrastructure, so that the development of human resources is not optimal. While the supporting aspect is the opportunity given by the leadership to attend higher level formal education

Abstract

The National Agrarian Program is the government's commitment in providing services in the area of land devoted to the economically disadvantaged to medium term, so that the cost of the service is subsidized by the government. Given that sudsidi given by the government basically derived from the people, then the government has a moral obligation to provide the best service to the community. The purpose of this study are: (1) To analyze the implementation of the National Agrarian Program in Central Lampung Regency (2) For the effective implementation of the National Agrarian Program in Central Lampung Regency This study uses a type of qualitative research, with research informants that is representative of the District Land Office in Central Lampung and community representatives. Data were collected by interview, documentation and observation. Data were then analyzed qualitatively. The results showed: 1) Implementation of the National Agrarian Program in Central Lampung Regency implemented with activity data collection and processing of physical, data collection and processing juridical and bookkeeping rights, issuance of Certificates to provide legal certainty and protection to the rights holder on a field ground, data presentation physical and juridical, as well as storing a list of public and documents, namely as a means of proving the right, by identification and stored at the land Office (2) the effectiveness of implementation of National Agrarian Program in Central Lampung regency in the category quite effective , because there are still obstacles in the implementation viz. the frequent occurrence of refutation or objections from other parties to the land registration process carried out by the applicant, the applicant is difficult in completing the requirements for registration of land for the first time, and low public awareness of the law in the field of land. Besides the fact that the difference between physical and juridical documents, data from the history of the land is not complete, the deed chronology broken or lost and their land disputes and the absence of boundary markers in the measurement of ground by officers as well as the registration fee borne by the landowner.

Abstract

The problems in this research are: (1) How to implement the policy of the Republic of Indonesia Government Regulation Number 53 of 2010 concerning Civil Servant Discipline at the Regional Secretariat of Mesuji Regency. (2) What aspects hinder the implementation of the policies of the Government of the Republic of Indonesia Number 53 of 2010 concerning Discipline of Civil Servants at the Regional Secretariat of Mesuji Regency. This research design is to use a qualitative research type with descriptive analysis method. The use of this method is to describe the implementation of the policy of the Government of the Republic of Indonesia Number 53 of 2010 concerning Discipline of Civil Servants at the Regional Secretariat of Mesuji Regency, qualitatively examining how all data is obtained directly from informants in the field using interviews and observations. The results showed that the Implementation of Government Regulation No. 53 of 2010, has been implemented, but not optimal, employees who have good discipline are proven to show better performance compared to those who do not have good discipline. It can be seen that there are still state civil servants who often enter the office late and some often leave before office hours, without any clear reason, and this is also strengthened by employee performance reports. Obstructing aspects, namely in the application of employee discipline is a lack of knowledge about work procedures and standard operating procedures, which results in reduced work results, relatively low number of employees, and relatively limited office work facilities, and frequent power outages, so that time reduced work and relatively low quality of work. Thus, that the application of employee discipline in carrying out their duties is often neglected, many stakeholders have not expected sanctions for employees who violate the policies of the Republic of Indonesia Government Regulation No. 53 of 2010 concerning the Discipline of the State Civil Apparatus at the Regional Secretariat of Mesuji Regency.

Abstract

Berdasarkan observasi penulis, motivasi yang diberikan kepada pegawai belum efektif, misalnya pemberian insentif yang diberikan belum mampu meningkatkan kesejahteraan pegawai, dan kurang sesuai dengan kebutuhan pegawai, lebih lanjut atasan kurang menerapkan sistem reward atau pemberian penghargaan bagi pegawai yang berprestasi. Selain itu program pengembangan SDM dalam rangka meningkatkan inovasi, kreativitas pegawai dalam bekerja belum membudaya.Berdasarkan fenomena di atas maka penulis tertarik untuk mengangkat masalah, dalam rangka penelitian tesis dengan judul “Pengaruh Komunikasi dan Motivasi Kerja  Terhadap Peningkatan Kinerja Pegawai pada Dinas Pariwisata dan Kebudayaan Kabupaten Tulang Bawang”. Dalam penelitian ini penulis menggunakan motode pendekatan kuantitatif. Metode kuantitatif yaitu penelitian yang berlandaskan pada filsafat positivisme, digunakan untuk meneliti pada populasi atau sampel tertentu, pengumpulan data menggunakan instrumen penelitian, analisis data bersifat kuantitatif atau statistik dengan tujuan untuk menguji hipotesis yang telah ditetapkan.Penelitian ini termasuk jenis penelitian lapangan (field research). Jika dari sifatnya, penelitin ini bersifat deskriptif analisis bertujuan untuk mendeskripsikan apa-apa yang sedang berlaku, didalamnya terdapat upaya mendeskripsikan, mencatat, analisis dan menginterpretasikan kondisi-kondisi yang sekarang ini terjadi atau ada.Berdasarkan penelitian yang dilakukan tentang pengaruh komunikasi dan motivasi kerja terhadap peningkatan kinerja pegawai pada Dinas Pariwisata dan Kebudayaan Kabupaten Tulang Bawang dapat diambil kesimpulan sebagai berikut: (1) Komunikasi berpengaruh positif terhadap kinerja pegawai Dinas Pariwisata dan Kebudayaan Kabupaten Tulang Bawang sebesar 49.7% terhadap peningkatan kinerja pegawai; (2) Motivasi kerja berpengaruh positif terhadap kinerja pegawai Dinas Pariwisata dan Kebudayaan Kabupaten Tulang Bawang sebesar 43.0% terhadap peningkatan kinerja pegawai; dan (3) Komunikasi dan motivasi kerja secara bersama-sama berpengaruh positif dan signifikan terhadap kinerja pegawai Dinas Pariwisata dan Kebudayaan Kabupaten Tulang Bawang sebesar 62.8% terhadap peningkatan kinerja pegawai. Sisanya sebesar 38.2% merupakan variasi faktor lain yang turut mempengaruhi kinerja tetapi tidak dikaji dalam penelitian ini.

Abstract

The lack of good quality of service at the Class I Immigration Office at the Bandar Lampung Immigration Checkpoint can lead to a crisis of trust in the community, which can be in the form of people still feeling convoluted, non-transparent, less informative, less accommodating and inconsistent service procedures and mechanisms so that they do not guarantee legal certainty, time and cost. So that this results in the emergence of other phenomena such as the high costs that must be incurred by the community as users of public services provided by the government. For this reason, bureaucratic reform in the field of public services must be a top priority for the government.The problem in this study can be formulated, namely "does the quality of service affect public satisfaction in making passports at the Class I Immigration Office at the Bandar Lampung Immigration Checkpoint?". This study has the aim of knowing and analyzing the effect of service quality on community satisfaction in making passports at the Class I Immigration Office at the Bandar Lampung Immigration Checkpoint.This study used an explanatory survey design by analyzing the influence of the service quality variable (independent variable) on community satisfaction (dependent variable). The population in this study were the people who made Passports 24 at the Class I Immigration Office at the Bandar Lampung Immigration Checkpoint in 2019, amounting to 1,371 people. The sample in this study was taken 10% x 1.371 = 137.1 ≈ 137 people. The sampling technique used in this study was accidental sampling. The analysis used is descriptive analysis and simple linear regression analysis.Based on the results of data analysis, many respondents who answered about the quality of service complained about the empathy of passport-making employees, especially regarding individual attention, the community was still not satisfied because they did not feel that they had received good service in how employees communicate to the community, were considered less communicative and less effective, this has a significant impact on community satisfaction, especially in terms of getting preferential treatment from employees. There is a positive influence between service quality and community satisfaction in making passports at the Class I Immigration Office at the Bandar Lampung Immigration Checkpoint, which is 27.3%, the rest is influenced by other factors that are not researched, showing that the process of making a passport is not only influenced by service quality. However, there are still many other factors that are not examined such as product quality, emotionality, price and cost.

Abstract

Careers involve identifying career-related goals and preparing plans to achieve goals in the workplace organization. Realistic career planning forces individuals to see opportunities that exist in relation to their abilities. Career planning for educational staff is a process by which educational staff can identify and take steps to achieve their career goals in the world of education. This writing uses the literature review method. Literature review is used to look for theories or concepts related to the selection and planning of change strategies. The management and career planning of the education staff is ultimately the responsibility of the education staff themselves. But educational organizations or institutions, of course, must intervene and play a role in the form of assistance to motivate educational staff to achieve their career goals. The role of organizations here can be in the form of providing career education, career information, and career guidance, and specifically providing orientation, training, creating fair promotions, and others.

Abstract

Factors that can improve employee work performance is organizational development and employee coaching. The purpose of this research is to analyze the influence of organizational development and employee guidance on employee performance at the Regional Secretariat of Tulang Bawang Barat Regency both partially and simultaneously. The data collection techniques in this study are observations, questionnaires and documentation. The samples in this study amounted to 50 employees. In this research use qualitative and quantify data analysis.In general, the results of this study are as follows: 1) The development of the organization has positive influence on the work achievement of employees at the Regional Secretariat of Tulang Bawang Barat Regency, based on hypotheses test obtained t count of 3.621 with a significant rate of 0.001 because the probability or significant level is much smaller than 0.05. 2) Employee coaching has a positive effect on employee work performance in the Regional Secretariat of Tulang Bawang Barat Regency. Based on the hypothesis test, the employee coaching variable can be calculated to be 3,665 with a significant level of 0,000, because the probability or significant level is far less than 0.05. 3) The development of organization and coaching of employees jointly positively influence the performance of employees at the Regional Secretariat of Tulang Bawang Barat Regency, based on test Anova or F test at can F count of 17.850 with the level Significant of the 0.000, because the probability or the significant level is much less than 0.05.

Abstract

Management of village funds requires an aspect of good governance where one of the pillars is accountability. It is hoped that a large enough village fund will have a significant impact on the welfare of the village community, and can truly be reported and accounted for. Village financial management is carried out based on governance principles, namely transparent, accountable and participatory. This research was conducted in Bawang Sakti Jaya Village in the area of Tulang Bawang Regency. With the number of informants 20 (twenty) people, namely the Assistant Inspector Region 1, Young Auditor, Camat, District Secretary, Village Officials, Community Leaders, LPMD, Female Leaders, BPD.This research uses descriptive qualitative method. The method used is the method used is content analysis and technical analysis used is reduction, data presentation and drawing conclusions. The results of this study indicate that the accountability of village fund management in Bawang Sakti Jaya Village has been implemented based on transparent, accountable and participatory principles. In reporting and accountability, it has been carried out in accordance with the mechanism based on the provisions, although there are still negligence from village officials and technical managers of activities. Competence of management resources is still a major obstacle, so that local government assistance is still needed. To increase accountability in the management of village funds in Bawang Sakti Jaya Village, continuous guidance, training, monitoring and evaluation are needed for village officials.

Abstract

The objective of this study is to investigate the public accountability of the online procurement of good and services at Lampung Government. This study uses dimensions of transparency, liability, control, responsibility, and responsivity. Object of this research is the procurement of goods and services electronically at the LPSE and ULP Unit of the Lampung Provincial Government. This type of research is a case study. This research uses a qualitative approach. The research data were obtained through interviews, observation, and documentation study. The results showed that public accountability with the application of EProcurement in Lampung Province in the aspect of achieving goals, generally has been going well and has a significant effect on changes in the process of procuring goods / services. The process of procuring goods / services is more efficient, effective, open and competitive, transparent, fair / non-discriminatory, and accountable.
