Abstract

The problems faced by several developing countries today are reducing the amount of poverty and increasing the welfare of the community by using various methods, both through improving economic infrastructure such as building roads, bridges, markets and other facilities, as well as building the degree and participation of the community through improving education and health and - government programs in terms of improving community welfare. Law Number 52 of 2009 concerning population development and a Prosperous Family is a solid foundation in controlling the population and the development of Indonesian families towards a balanced growing population and creating a happy and prosperous small family.The focus and location of this research is on the Implementation of the Prosperous Family Program in Kampung KB, Sungai Cambai District, which aims to examine the implementation of the Prosperous Family program as well as knowing and analyzing the factors that influence policy implementation. With a phenomenological approach, using qualitative methods, the researcher concludes that policy implementation has been good but there is still something that needs to be improved. Inhibiting factors for implementing a prosperous family program include resources, the degree of change desired, the position of policy makers, program implementers and the resulting resources. Supporting factors for the successful implementation of the Prosperous Family program, including information on socialization to the community, explanations that are quite clear and understandable from officers and positive interest from the community

Abstract

Permasalahan dalam penelitian ini yaitu : (1) Bagaimana Koordinasi Laporan dalam meningkatkan Efektivitas organisasi pada Badan Pendapatan Daerah Provinsi Lampung. (2) Aspek-aspek yang menghambat Koordinasi Laporan dalam meningkatkan Efektivitas organisasi pada Badan Pendapatan Daerah Provinsi Lampung. Kemudian untuk mengungkap permasalahan tersebut, penulis menggunakan pendapat Westra (1983) yaitu Koordinasi dapat dilihat melalui (1) pembagian kerja, (2) semangat kerjasama, (3) komunikasi, (4) perencanaan dan perumusan tujuan sedangkan Efektivitas Organisasi yang dikemukakan oleh Robins, (1994:55) yaitu : (1) Produktivitas, (2) Efisiensi, (3)Kualitas, (4) Kepuasan kerja, (5) Motivasi.Desain penelitian ini adalah menggunakan jenis penelitian kualitatif dengan metode analisis deskriptif. Penggunaan metode ini adalah untuk mendeskripsikan Koordinasi dan Efektivitas organisasi Pada Badan Pendapatan Daerah (Banpenda) Provinsi Lampung, mengkaji secara kualitatif, bagaimana Seluruh data diperoleh langsung dari informan dilapangan dengan menggunakan wawancara dan obsevasi.Hasil penelitian menunjukan bahwa koordinasi telah dilaksanakan sebagaimana petunjuk teknis, namun belum optimal. Hal ini terjadi kerena sumber daya manusia sebagai pelaksana kebijakan belum mampu melaksanakan secara optimal dalam berkoordinasi dengan baik antara bagian maupun dengan pimpinan sehingga masih ada pekerjaan yang belum selesai tepat waktu, dan relatif terlambat dari jadwal yang ditentukan, sehingga efektivitas organisasi yang diharapkan belum dapat terpenuhi sebagaimana yang diharapkan.Untuk mencapai target kerja, maka Badan pendapatan daerah Provinsi Lampung harus bekerja secara optimal, untuk itu maka perlu pembenahan dan pembinaan secara berkesinambungan pada bagian-bagian yang rawan terjadinya hambatan dan secara simultan, berupa pelatihan atau penataran bagi aparatur.

Abstract

 The problems in this study are: (1) Does Coordination affect the Work Effectiveness of Employees at the Secretariat of the Regional Representative Council of Bandar Lampung City, (2) Does Work Discipline affect the Effectiveness of Employee Work at the Secretariat of the Regional Representative Council  of the City Bandar Lampung, (3) Does the Coordination and Discipline of work jointly influence the Work Effectiveness of Employees at the Secretariat of the Regional Representative Council  of Bandar Lampung City.The research method used in this study is the analytical survey method. This study aims to analyze the influence between the variables studied namely Coordination (X1), work discipline (X2), improving service quality (Y) in this study used quantitative research types to verify the research hypothesis. These methods and techniques were chosen because they allow a more extensive study of the influence of the research variablesThe results showed that Coordination had a significant effect on work effectiveness. The measurement of coordination dimensions, according to Guilford's criteria, is in the sufficient category. Then the Work Discipline affects the effectiveness of work in the Secretariat of the Bandar Lampung Regional Representative Council, or in other words that with adequate human resources will increase the effectiveness of work at the Secretariat of the Bandar Lampung Regional Representative Council, according to the criteria Guilford is in the sufficient category. Then the joint influence of Coordination and work discipline on work effectiveness At the Secretariat of the Regional House of Representatives  of Bandar Lampung City, according to Guilford's criteria is in the sufficient category, it occurs because the implementation of coordination by employees has not fully coordinated well between sections or coordination between leaders and subordinates and vice versa, then the ability of human resources is relatively not optimal.

Abstract

The problems in this study are: (1) is the discipline of employees influence on the quality of service on the Board of Tax management and regional retribution  of the North Lampung Regency, (2) whether the motivation affects the quality of service At the board of Tax management and regional retribution  of North Lampung Regency, (3) is the discipline and motivation of officers simultaneously affect the quality of service on the Board of Tax management and regional retribution  Lampung Regency NorthThe research method used in this research is explanatory design which is an investigation of causality by means of basing on the observation of the influence that occurs, namely conducting research by taking samples from the population Using a questionnaire as a Data collector tool. Research population of 74 employees on the board of Tax Management and regional levy  of North Lampung Regency. While the sample is 74 people or a total sample. The research variables are discipline as free variables (X1) and employee motivation as free variables (X2) as well as service quality is variable bound (Y). The results showed that there was a significant influence both the discipline and the motivation of employees to the quality of service on the Board of Tax management and regional retribution  of North Lampung Regency, the greatest influence of variable-forming Employee discipline is the dimension of attendance, while the smallest dimension of employee discipline variables is the dimension of cooperation. While the dimension of the biggest variable motivation officers are internal motivation and the smallest is external motivation. Based on the results of the research, can be submitted findings from this research that the most influencing in the staff discipline on the Board of Tax Management and regional levy  of North Lampung District is the importance of improving education and Training by employees to be able to work more professionally.

Abstract

Waste and its management are now becoming increasingly pressing problems in cities in Indonesia, because if not done properly handling will result in adverse changes in the environmental balance that pollutes the environment both to soil, water, and air. The problem that often arises for the community is the lack of technical knowledge on how to manage waste or recycle waste. Lack of knowledge about managing waste experienced by the community has resulted in a high and significant buildup of waste. Supposedly, waste management in the world is no longer a new thing that requires attention for every community, moreover the waste generated from the community and indeed should be an obligation for the community itself to manage it in addition to using services from the government. Attitudes and community participation as well as government assistance (technical and non-technical) in various forms are needed to accelerate the development and growth of community-based settlement waste management with the principle of 3 R (Reduced, Reused and Recycled). The purpose of this study is to find out, analyze, and study how the Waste Management Model in Tulang Bawang District involves community participation so that the waste can be managed properly. In this study the authors used a qualitative data analysis with a descriptive approach, the data collection methods in this study were observation, interviews, and documentation. In general, the results of this study are as follows : (1) The model of waste management with the principle of 3 R through waste segregation activities is a paradigmatic solution, which is a solution from the paradigm of how to manage waste; (2) Community Empowerment in the role of RT / RW management is very large in helping to realize the program and bridging communication between the local government and the community; (3) The government together with the RT / RW management and management can Participate in providing planned and measurable education to the public about proper waste management.

Abstract

The problems in this research are: (1) How is the quality of service in making building permits at the One Stop Investment Service, Pesisir Barat Regency. (2) What aspects support and hinder the quality of services in making building permits at the One Stop Investment Service, Pesisir Barat Regency.The research method used in this research is to use qualitative research with descriptive analysis method. The use of this method is to study and describe qualitatively, how is the quality of service in making building permits at the One Stop Investment Service, Pesisir Barat Regency. All data were obtained directly from informants in the field using interview and observation techniques, according to the research objectives to be achievedThe results showed that the measurement of service quality variables in the making of building permits at the One Stop Investment Service, Pesisir Barat Regency. Shows that, it has been implemented, but not optimal, this is due to (1) Relatively lack of officers who supervise and socialize the building permit management program, because the work area is so wide that it is difficult to reach all of these areas (2) there is no public awareness to take care of a building permit before building a house, so that the number of buildings that have a building permit is still relatively small, even then only around the city center that takes care of building permits.

Abstract

The government, both at the central and regional levels, has an obligation to maintain order and order in society. One of the obligations of the local government is to maintain public order and order in the face of the spread of COVID-19 in Indonesia, which is carried out by Satpol PP as an extension of the regional government. The purpose of this study is to determine the values that can be applied so that the process of preventing the spread of COVID-19 carried out by the Lampung Provincial Satpol PP can run optimally so that public order and peace and protection for the people of Lampung can be implemented properly and optimally. The data collection techniques in this study are observation, interview and documentation. The number of interviews in this study were 12 people. The research method uses qualitative methods. In this study, researchers used qualitative data analysis, where the researcher went directly to the field to obtain data from the beginning to the end of the study. In general, the results of this research are as follows: 1) Satpol PP of Lampung Province has carried out activities as an effort to prevent the spread of COVID-19 in Lampung Province since the beginning of the virus spreading in this area, 2) Optimizing the role of Satpol PP in preventing the spread of COVID-19. 19 in Lampung Province is seen based on the role dimensions expressed by Santosa, namely the role as a policy, the role as a strategy, the role as a communication tool, and the role as a dispute resolution tool 3) Activities that have been carried out by the Lampung Provincial Satpol PP in maintaining security and public order in facing the spread of COVID-19 in Lampung Province has been carried out optimally.

Abstract

Tujuan penelitian adalah ingin mengetahui dan mengnalisis, (1) Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung. (2) Aspek-aspek apa yang menghambat dalam Implementasi kebijakan Peraturan Pemerintah Republik Indonesia Nomor 53 Tahun 2010 tentang Disiplin Aparatur Sipil Negara Pada Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Provinsi Lampung. Pendekatan yang digunakan dalam penelitian ini adalah metode kualitatif dengan metode analisis deskriptif.. Subjek penelitian adalah (1) Kepala Dinas Sosial Provinsi Lampung, (2) Kepala Bagian Undian Gratis Berhadiah Depsos (3) Kepala Bagian Pelayanan Bank Eka, (keterwakilan Bank yang ada di Lampung), (4) Manajer Pelayanan Chandra, (5) dua orang staf Depsos Prov. Lampung.. Analisis data dilakukan dengan kegiatan reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian disimpulkan bahwa Implementasi Peraturan Menteri Sosial Ri No. 13/Huk/2005 Tentang Izin Undian Gratis Berhadiah Pada Dinas Sosial Provinsi Lampung, melalui dimensi Komunikasi sudah dilaksanakan melalui pengarahan kepada staf pelayanan serta membuat jargon yang ditempel pada dinding. Disposisi, yaitu staf sudah melaksanakan dan mendukung kebijakan dengan baik, karena hal tersebut merupakan program top down. Kualitas sumber daya, yaitu Pimpinan sudah menempatkan pegawai sesuai kemampauan dan keahliannya. Struktur birokrasi masih ada yang sering timapng tindindih tuas dan kewenangan pada saat-saat tertentu, sehingga pelksanaan tugas belum optimal. Aspek-aspek penghambat yaitu (1) Masih kurangnya pemahaman perusahaan/Badan terhadap proses pelaksanaan undian grstis, (2) Belum optimalnya kerja sama program dan kegiatan antar pemerintah, organisasi non pemerintah, (3) Relatif rendahnya kualitas sumber daya manusia pelaksana izin undian gratis berhadiah.

Abstract

The implementation of Government Regulation Number 39 Year 2018 regarding Protocols in the Protocol and Communication Section of Leaders is still not going well, this is because there are still many protocol staff who do not understand the rules of the Protocol itself and are still based on existing customs. That can be an obstacle in the service of protocol in the Protocol and Communication Section of the Head of the Regional Secretariat of West Lampung Regency. The research approach uses a qualitative descriptive approach. The results showed that the implementation of Government Regulation Number 39 Year 2018 on Protocol in the Protocol and Communication Section of the Head of the Regional Secretariat of West Lampung Regency was still not going well because of the inhibiting factors, namely inadequate Human Resources  in the field of protocols as well as facilities and infrastructure tasks. protocol that has not yet fulfilled capacity.

Abstract

The problems in this study are: (1) Is there an influence of Intrinsic Factors on Employee Motivation in Metro District in Metro City Centers? (2) Is there an Effect of Extrinsic Factors on Employee Motivation in Metro District, Metro City Center? (3) Is there a joint effect of Intrinsic Factors and Extrinsic Factors Against Employee Motivation in Metro District Metro City Center?The plan in this study is to use a survey method. By means of the census it is intended that all populations are also sampled because the population is limited and allows researchers to examine all populations using questionnaires as a data collection tool. explore the factors that cannot  be revealed in the questionnaire..The results showed that there was a partial effect of intrinsic factors on employee motivation, as well as extrinsic factors influencing employee motivation. In Metro District Metro City Center, the greatest influence of the variables forming job satisfaction was the achievement dimension, while the smallest dimension of the variables forming intrinsic factor is the dimension of responsibility. Then the biggest dimension of the extrinsic factor is the Salary Dimension while the smallest dimension of the extrinsic factor variable is the working condition dimension.Intrinsic Factors and Extrinsic Factors together have a positive effect on Employee Motivation at the Central Metro District Office. The contribution of the Intrinsic Factor and Extrinsic Factors to Employee Motivation is in the moderate but not optimal category, this shows that there are still employees who have not fully carried out their duties properly. This happens because there are still outside variables that are influential but not examined.
