Abstract

Permasalahan praktek pungli oleh PNS di Indonesia merupakan masalah klasik yang sudah seringkali dikeluhkan oleh masyarakat, namun belum ada penyelesaiannya, bahkan pungli semakin marak dilakukan. Tulisan ini membahas permasalahan pungli dari upaya pemerintah untuk memberantas pungli sebagai bagian dari program reformasi birokrasi area perubahan mental aparatur. Dibahas pula konsep tentang etika PNS yang dapat dijadikan masukan dalam memberantas pungli. Kesimpulannya bahwa untuk menghentikan PNS melakukan pungli, pemerintah dapat menerapkan standar etika yang efektif.

Abstract

Kebijakan merupakan suatu keputusan yang diambil oleh pemerintah dari berbagai alternatif yang ada. Salah satu kebijakan pemerintah Provinsi Daerah Khusus Ibukota Jakarta adalahpengembangan ke arah utara dengan melakukan reklamasi Pantai Utara Jakarta. Namun dalam pelaksanaannya, kebijakan tersebut ditentang oleh masyarakat Muara Angke dan Lembaga Swadaya Masyarakat. Dengan adanya pertentangan tersebut diperlukan pengelolaan konflik.  Makalah ini bertujuan untuk menganalisis  konflik melalui apa yang dikenal dengan manajemen konflik   beserta fase-fase konflik reklamasi Pulau G Pantai Utara Jakarta. Fase-fase konflik meliputi fase potensi konflik, fase pertumbuhan konflik, fase pemicu dan ekskalasi, dan fase pasca konflik. Temuan-temuan empiris memperlihatkan bahwa, fase potensi konflik reklamasi Pulau G ini dimulai oleh  dampak yang dirasakan masyarakat terutama nelayan tradisional dan tidak adanya sosialisasi dari Pemerintah Provinsi DKI Jakarta. Kemudian, pada fase pertumbuhan konflik, masyarakat mengetahui apa itu reklamasi dan dampak reklamasi melalui sosialisasi yang dilakukan oleh lembaga swadaya masyarakat. Pada fase pemicu dan ekskalasi, masalah tersebut disuarakan oleh masyarakat kepada Pemerintah Provinsi DKI Jakarta dengan bantuan lembaga swadaya masyarakat. Kemudian, fase pasca konflik diawali dengan dikeluarkannya sanksi administrasi penghentian sementara reklamasi Pulau G oleh Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Civil society merupakan kelompok masyarakat bersifat mandiri, dalam sistem demokrasi eksistensinya sangatlah diperlukan sebagai pengawas jalannya roda pemerintahan. Representasi civil society berupa organisasi non pemerintah (ornop) yang menjadi wadah berkumpul masyarakat, di era demokratisasi peran kelompok-kelompok civil society ini sangat penting sebagai kekuataan pengontrol jalannya roda pemerintahan di daerah, diharapkan dengan semakin kuatnya civil society, pembangunan politik ke arah konsolidasi demokrasi. Sehingga anomali demokrasi di daerah seperti kemunculan Shadow State dan Local Strongmen dapat terminimalisir. Tulisan ini merupakan sebuah kajian teoritik tentang arti penting civil society sebagai pilar kekuataan demokrasi di Indonesia.

Abstract

Penggunaan Teknologi dan Informasi ditengah arus globalisasi dan modernisasi yang cukup pesat merupakan prasyarat utama untuk menciptakan reformasi dalam pelayanan publik. Salah satunya adalah muncul sistem electronic government (e-gov). Dalam perkembangannya, pengejawantahan electronic government sebagai sebuah langkah praktis untuk menciptakan reformasi pelayanan publik yang lebih berorientasi pada masyarakat cukup beragam salah satunya melalui keberadaan aplikasi electronic taxation (e-tax). E-tax merupakan sistem administrasi perpajakan yang mengadopsi penggunaan teknologi, informasi dan komunikasi untuk memudahkan masyarakat sebagai wajib pajak dalam melaksanakan setiap transaksi berkaitan pajak. Makalah ini memberikan gambaran tentang perkembangan kebijakan reformasi sistem perpajakan berbasis elektronik (e-tax) di Indonesia berkaca pada sistem yang telah dikembangkan di Jepang. Implementasi e-tax salah satunya telah berjalan cukup maksimal di negara Jepang. Penggunaan aplikasi ini cukup memberikan dampak yang signifikan bagi peningkatan pendapatan negara dari sektor pajak, perampingan sistem birokrasi dan peningkatan kembali kepercayaan masyarakat terhadap Badan Pajak Nasional Jepang.

Abstract

The Indonesian government with the central position of power in Java and the form of the Government of the Unitary State of the Republic of Indonesia (NKRI), the spread of Islam in the Land of Java in the framework of NKRI Government implemented by the scholars of Indonesia especially the spread of Islam carried out widely with the appearance of Wali Songo in Java. The presence of the scholars by giving his dakwah to the wider community, and the state of Indonesia is the largest adherents of Islam. At the end of 2014 came the figure of President Jokowi is quite phenomenal and assume the role of President Jokowi many do the ways of Islamic da'wah as did the scholars and guardians songo. Namely break through the customs of feudalism culture, like done by the scholars and guardian songo who plunge into the community perform da'wah. Judging from the track record of the political journey Jokowi Government which he lived withblusukan leadership model, which is closer to the small community, has led Jokowi in the highest seat of leadership, namely the president of the VII of the Republic of Indonesia. Therefore, this scientific paper, will explore and analyze the role of ulama in strengthening the government of the Republic of Indonesia, which is commanded by President Jokowi, the president of Indonesia to VII, So that can be seen how far the alignment of scholars and Muslims in Indonesia. Questions in the formulation of the problem in this writing is the role of scholars and Muslims in the Government of NKRI. Type of research used to answer these questions is the type of library research (library research), with the nature of descriptive analytic research with socio-political approach. Data obtained from journal books, laws, documentation, research reports and other sources relevant to the studied discussion. After all the data collected, then the next step is to analyze the data with explorative deductive analysis, that is how the political behavior of President Joko Widodo in his role against Muslims led by the scholars in Indonesia. After conducting a study of the data, this study drew the conclusion of a leader's social behavior affecting the government of his dreams. As in the case studied in this study, it was found that the role of scholars and Muslims has a strong influence to strengthen the government of the Unitary Republic of Indonesia.

Abstract

This article discusses how public policy on transport can have the issues and the dynamics of its implementation in society. The study was conducted in Tasikmalaya City, West Java, Indonesia. It is important to the society because the development of transport services has a very close relationship with social welfare and economic growth of a region. It can be shown with an indication that the region has a complete transportation system that works better than the other regions, then these regions tend to have a better level of social welfare and economic growth. Conversely, the presence of transport less functioning properly will result in the emergence of social and environmental problems. The study used a multiple case study method. The cases consist of activities in the implementation of Tasikmalaya city government outreach programs to the community regarding transport. Interviews, observation and document analyses were used to collect the data. Face-to-face interviews using a list of questions had been developed for this study. The findings of the study indicate that in addition to designing their own and carry out the development plans of transport in Tasikmalaya City itself, there are also the plans involving the West Java provincial government, and even national government of Indonesia.

Abstract

The system of government that practiced in many countries today tend to experience the changes. Some countries have special characteristics of its own in the event of the existence of the country. Characteristic of the country one is to have a system of government. This article is the result of the study the theoretical concept about the classification system of government that until now still practiced in various countries. Study method using the methods of the study of literature with descriptive approach. Study results showed that in the classification of the system of government is currently consists of the parliamentary system, presidential, mixture and a referendum. The system of government to be one of the determining factors in the sustainability of the statehood. On the other the government will run effectively and normal where the old system that is selected and used in accordance with the social political conditions character state.

Abstract

For more than a decade the program e-Government or use and utilization of Teknonogi Information and Communication Technology (ICT) in Indonesia implemented since the issuance of the Presidential Instruction (Presidential Instruction no 3 of 2003 on the National Strategy and Policy Development of e-Government of Indonesia. But then the performance of the e-Government Indonesia has not yet found an ideal performance. A fact and data stated that in the year 2016 Indonesia rated to 116 world version e-Government Development Index (EGDI), down 10 stages compared to the year 2014 which ranked to 106. This condition is still far under the countries in Southeast Asia such as Singapore (stages the 4), Malaysia (60th stage), the Philippines (stages to-71), and Brunei Darussalam (ranked 83th birthday). Meanwhile, the value of the Online Service Index (OSI), and Telecommunication Infrastructure Index (BAWAH) Indonesia also is still below the regional average of Asia. Indonesia is located on numbers 0,3623 on OSI, and 0,3016 on Transparency International Indonesia, while in the Asian region the average OSI on numbers 0,5120 and Transparency International Indonesia on numbers 0,3730. Through this writing, author attempt to offer some ideas to follow rentak and rhythm of the emergence of new theories in science that seems to the government cannot be expected to again be a player or single agent in e-Government development program, but sinergitas one of four players going around the large orbit named governance (styler-kelolaan) together with private parties who have creativity, among universities academics/ professionals who have the ideas and the idea of smartphone, and society widely, so that the government of the owner the authority is able to guarantee the implementation of all celebration with unrest and with the result that deserves.

Abstract

This research was conducted at the office of Dulohupa Village ofBoliyohuto District. The village government role in community development in the village Dulohupa Boliyohuto District of Gorontalo district, very important to support the conditions of this village because most of the people in this village have subsistence corn farmers so as to enable the empowerment of corn plants.The aims of this research were to determine and analyze the extent of countryside government and factors that encourage and inhibit the role of countryside government in supporting the income of corn farmer at Dulohupa village, Boliyohuto sub district of Gorontalo district. The results showed that the village government Doluhupa plays an important role to determine the appropriate steps to increase incomes of farmers’ corn or empower the people in the village of the District Dulohupa Boliyohuto.

Abstract

The title of this research was A Study of the Creation of a Database for an Arrangement of Localities in Bandung District. Its background was a study of local potentials in attempt to measure and evaluate the variables or criteria of the local potentials required to know a possible arrangement of localities in Bandung District. The research results were expectedly useful as a material in determining the best choice for the Regional Development and Arrangement in Bandung District. The objective of the research was to obtain a description on the capacity of localities in implementing regional autonomy, and to know the possibility of development and arranging the whole localities in Bandung District to perform development and arrangement in kecamatan (sub district) level. The research was an application of measurement and evaluation models to the capacity of the potentials that describe and explain the strength level or effect of the observed variables on the success of governmental implementation, in order to enhance the implementation of public services, development, and democratization. By the approach, it could be found out objectively and deeply the capacity of the potensials that the sub-distric possess in implementing governance by measuring the indicators and sub-indicators of some variables, namely: demography,orbitation, health education, religious facility, sport facility, transportation, communication, public lighting, political awareness, security and social order, agriculture, fishoing, husbandry, labor, social-cultural, community economy, social community, and administrative aspects. Both primary and secondary data were obtained from 31 (thirty one) sub- districs in Bandung  District, in form of qualitative and quantitative data. A sub- district might be split if it owns potentials at a high interval (1.008< TS<1.680). It might be split on condition that its potentials were at an interval of (644< TS< 1.008), and decided as fail or rejected to be split if a sub-district achieved a total score of less than 644. The evaluation and measurement results of the potentials of sub-district in Bandung District could be explained as follows: The scoring of village monographic secondary data on the 31 sub-districs to be split produced a result that there were 14 (fourteen) sub-districts falling into a category of being feasible to split, namely: Rancabali, Pangalengan, Pacet, Cicalengka, Nagreg, Rancaekek, Majalaya, Ciparay, Baleendah, Margaasih, Margahayu, Dayeuhkolot, Bojongsoang, and Cilaunyi.
