INDONESIAN JOURNAL OF LEGAL AND FORENSIC SCIENCES
AIFI berdiri sejak Februari 2010 di Jakarta didirikan oleh tokoh-tokoh Ilmuan Forensik Indonesia yang berkumpul di Jakarta dalam dua periode pertemuan. Semua ilmuan forensik yang hadir pada saat itu dinyatakan sebagai pendiri asosiasi ini. Pendiri sepakat dengan mufakat memilih Prof. Dr. Oetarjo Diran sebagai Ketua Asosiasi dengan SekJen. Tujuan dibentuknya AIFI adalah: a) membentuk dan menyelenggarakan forum komunikasi antar ilmuwan forensic, b) meningkatkan komunikasi, menyelenggarakan pelatihan, dan tukar menukar informasi, metodologi, memberdayakan keahlian di antara ilmuwan dan praktisi forensik di Indonesia dengan standard profesi dan etika, c) meningkatkan mutu pelayanan dan keahlian, metode manajemen, dan pemanfaatan efektif dalam ilmu forensic, dan d) menilai dan mengusulkan segala bentuk kebijakan peraturan yang terkait penerapan ilmu forensik. JURUSAN FARMASI UDAYANA berdiri sejak 25 Mei 2005. Jurusan Farmasi Udayana beralamatkan di Kampus Bukit Jimbaran, telp/Fax 0361-703837. Jurusan Farmasi dalam menjalankan visi-misinya mengembangkan kurikulum dengan kompetensi: Farmasi Klinik / Farmasi Rumah Sakit, Kimia Farmasi/Farmasi Forensik, dan Farmasi Bahan Alam yang mengedepankan kearifan lokal “USADA BALI” sebagai kajian utama. Secara umum ilmu forensik dapat diartikan sebagai aplikasi atau pemanfaatan ilmu pengetahuan tertentu untuk kepentingan penegakan hukum dan peradilan. Farmasi adalah ilmu tentang obat. Pekerjaan kefarmasian adalah pembuatan termasuk pengendalian mutu sediaan farmasi, pengamanan, pengadaan, penyimpanan dan pendistribusi atau penyaluranan obat, pengelolaan obat, pelayanan obat atas resep dokter, pelayanan informasi obat, serta pengembangan obat, bahan obat dan obat tradisional. Farmasi Forensik dapat dipahami sebagai penerapan ilmu farmasi untuk kepentingan penegakan hukum atau peradilan. Farmasi forensik sangat erat hubungannya dengan dengan proses peradilan, proses regulasi, atau pada lembaga penegakan hukum (criminal justice system). Dalam pengembangan bidang farmasi forensik, Jurusan Farmasi Udayana berusaha untuk meningkatkan kerjasama dengan semua stakeholders terkait, seperti AIFI, BPOM-RI, BNN, POLRI, dan DirJen Bina Pelayanan Penunjang Medik-KemenKes RI.

The study of chromatogram peak pattern by influence of excipient in paracetamol tablet with TLC- Spectrophotodensitometry method for drug profiling has been done. Sample (6 kind of paracetamol tabletsfrom different factory) and reference compounds were analyzed with TB (cyclohexane : toluene:diethylamine = 75:15:10) and TAEA (toluene : acetone : ethanol: ammonia = 45:45:7:3) as mobile phase andAl-TLC Si 60 G F254 as stationary phase.The initial step was non analyte peak reduction on Al-TLC plate with washing method, drying time and temperature variation. Sample was extracted with 1 ml chloroform and Na2CO3 buffer pH 10 and spotted onAL-TLC plate. First, sample extract from same factory was spotted on one plate, continued by sample extractfrom 6 different factories on one plate which is replicated five fold on each plate that different. Plate was eluted and scanned at 210 nm. Chromatogram was analyzed by cosine and cluster function. C95 value thatwas calculated from sample was used as a parameter to determine the influence of excipient towardchromatogram peak pattern.The result of this research showed that each tablet from same factory gave C95 value near 100 if calculated with cosine function (96 - 98,7 for TB and 78 - 83 for TAEA), whereas if all tablets from 6different factories was used, the excipient from each tablet will give C95 value alteration (63 for TB and 68 for TAEA). Cluster analysis will divide sample into 3 different groups for TB and 1 group for TAEA.

Sexual violance is a widely public concerned criminal act. A serious care and treatment is needed for its victims. Some cases are consensual acts between the perpetrator and the victim and reported by a third party. At the Integrated Crisis Center Cipto Mangunkusumo Hospital, on a period between April 2012 until March 2013, 294 victims of sexual violance including victims of child sexual abuse, rape, adultery, obscenity, and kidnapping of a minor, were examined medico-legally as official requests from the authorities. From those cases, 63 cases or 21,43% are based on a consensual act. The examination process may be more traumatizing then the sexual act itself. Because the victim has the right to refuse the examination process, therefore the examination process must be highly regarding the victim’s honour, moreover the victim’s dignity will remain intact as well as the judicial process.

Stature estimation is an important element in forensic investigation. Literature review shows that handprint anthropometry has provided useful information to estimate stature for identification purposes. Handprints form an important physical evidence frequently available in scenes of crime like burglary, homicide, sexual assault and firearm incidents. The aim of the present study is to derive linear regression equations to estimate stature from hand print anthropometry of Malaysian Chinese. The study sample consists of 100 males and 100 females of Malaysian Chinese, age ranged from 18 to 58 years. Stature and handprints were recorded following standard procedure. Five length measurements and one breadth measurement from each hand with a total of 12 measurements were taken from a subject. The right hand print measurement is larger than the left, showing the bilateral asymmetry but not significant. The result of the study provided population specific linear regression equations to estimate stature from handprints (complete and partial) of Malaysian Chinese.

One of the problems in criminal/prime court is the truth of testimony. Most testimonies given may bebiased. This is caused by the vulnerabilities of human memory and the mistakes in digging deep through thewitness’ information. This paper aims to explain these problems from the perspective of psychologicalforensics, describing why human memory is so vulnerable, and which techniques of investigation interviewscan be best used for handling the problems.

Saat persidangan Jessica Kumala Wongso pada tahun 2016, jaksa penuntut umum mengajukan dua ahli kimia yang memakai perhitungan-balik untuk rekonstruksi waktu racun natrium sianida dimasukkan kedalam es kopi Vietnam. Dua ahli kimia tersebut adalah Dr. Nursamran Subandi, MSi dan Dr.Rer.nat. I Made Agus Gelgel Wirasuta, MSi, Apt. Untuk perhitungan-balik, mereka mengajukan rumus-rumus yang menghubungkan waktu dan konsentrasi ion sianida, menghitung waktu untuk mencapai konsentrasi ion sianida 7900 mg/L yang diukur dari barang bukti kopi, dan mengurangkan waktu terhitung dari 10 Januari 2016, 10:30 (saat 7900 mg/L diukur) untuk menentukan kapan racun sianida dimasukkan kedalam barang bukti. Rumus dari ahli pertama menghasilkan konsentrasi ion sianida dengan SSE (the sum of squares of error) 12036 yang menunjukkan rumus tidak akurat. Ahli ini mengajukan hasil rekonstruksi yang salah ke pengadilan, yaitu 6 Januari 2016, 16:39:36, bukannya hasil yang benar 6 Januari 2016, 16:20:24. Ahli kedua mengajukan dua rumus yang menghasilkan konsentrasi ion sianida dengan SSE 16010 dan 24448 yang menunjukkan rumus tidak akurat. Rekonstruksi yang dihasilkan oleh ahli ini benar, yaitu 6 Januari 2016, 16:28:12 and 16:45:00. Sebagai penganti dari rumus-rumus yang tidak akurat yang ditandai dengan nilai SSE yang tinggi, diajukanlah rumus baru yang lebih akurat dalam menghasilkan konsentrasi ion sianida dengan SSE 50. Dengan rumus ini, rekonstruksi yang dihasilkan adalah 6 Januari 2016, 13:13:12, yang menunjukkan bahwa Jessica Kumala Wongso tidak bersalah, karena dia punya alibi yang kuat pada saat racun sianida dimasukkan kedalam kopi.

A woman, MK (24), was taken to PKT RSCM by her parents with a visum application letter fromthe police which states that a perpetrator is suspected for sexual harassment according to article 285. Duringthe examination, an old tear was found. Sperm examination was not conducted because the intercourse hadhappened more than three days before the examination. Through anamnesis, the victim confessed to havinghad sex without being forced or threatened. About 10 days later the victim’s parents returned to PKT RSCMand asked to have the anamnesis part of the Visum changed into a statement that the victim was being forcedand threatened. Previously, the article that the investigator accused, article 285 on raping, is changed intoarticle 335 on unpleasant act which made the victim’s family unsatisfied. Furthermore, the family alsoshowed a psychiatric test result stating that the victim suffers from mental retardation. This case cannot beclassified into article 285 because there is no threat and violence. Nor can it be classified into UUPKDRTbecause the perpetrator is not a family member. The case also cannot be covered by the bill of child protectionbecause the victim is 24 years old. The paper will discuss the medicolegal aspects on the mentally retardedvictim and how far the mentally retarded victim can give consent for intercourse.

Puskesmas is a health service facility that aims to improve public health, which is related to the role of pharmacists in providing good pharmaceutical services. Pharmaceutical services are direct services that are responsible for pharmaceutical preparations in order to achieve quality improvement in patient life. The main duties and functions of pharmacists in health centers include pharmaceutical services regarding drug services and have been regulated in laws and regulations. In practice, it is not yet fully implemented because it is not considered a priority. Various cases of inappropriate drug use have emerged. For this reason, it is necessary to carry out a study on the functions of pharmacists in health centers based on statutory regulations. The method of writing this article is based on literature study through legal rules and regulations which are then linked to cases that occur in society. Various laws have been made by the government to regulate the responsibilities of a pharmacist in carrying out their duties and functions in matters related to pharmaceutical services such as drug services so that they are expected to be able to minimize drug-related cases that occur in the community. The duties and functions of pharmacists which are regulated by law include prescription services, counseling, dispensing, PTO, MESO, and PIO.

In forensic medicine organ weight is a standard to determine health status and supports the determination of the cause of death. This study is aimed to analyze the correlation between organ weight profiles and age, body length, body weight, and gender; and to analyze the factors that give influence most to organ weight. The thermal imaging camera is a new emerging tool in forensic visionary technology for seeing in total darkness and takes an image of heat radiation from an object in diverse weather condition like rain, fog and smoke etc. The normal close circuit television (CCTV) cameras are blinded by the sun resulting they do not see too much in total darkness. All objects, regardless of temperature, emit some level of energy. IR cameras have the unique ability to capture this information and display it in a thermal image to be viewed and analyzed. This paper describes some of science behind this technology and its application.

Drugs and alcohol abuse is a major public health problem in worldwide. Prevalence of drug use in Yogyakarta, 2.72 percent of ages 10-59 (2.5371 million). Negative effect of drugs and alcohol abuse can produce crime behavior, even can cause death. The prevention, treatment, and rehabilitation in Indonesia have been done, but the basic characteristics of patients in rehabilitation centers have not been studied yet. The aim of the study was to determine the basic characteristics of former drugs and alcohol abusers in Tetirah Dhikir rehabilitation center Yogyakarta. This study was observational study, with total sampling methods. Observations, interview, and examination were performed on all patients. Case description was analyzed by descriptive statistics. All patients were men and productive age (34,4+1,35 years old). Mostly subjects unemployment (80%), totally recovered (60%), senior high school student (60%), outside Yogyakarta resident (60%), and up to 1 year followed therapy (60%). They preferred to choose multiple combination of alcohol (80%) and single kind of drug (60%). SGOT (25,2+8,2 U/L), SGPT (28,4+1,98 U/L), BUN (22,18+1,27 mg/dL), and creatinine (0,7+0,06 mg/dL) were within normal limit. The patients were mostly male, productive age, senior high school student, and unemployment, from outside Yogyakarta, totally recovered, and up to 1 year followed therapy. Mostly patients preferred to choose multiple combination alcohol and single kind of drug. The mean of liver and renal function test were within normal limit. Further evaluation of patients recovery status are needed.
