Abstract

For approximately last two decades, on one hand, the number of transmigrates originally from Bali was decline sharply., i.e. from 56.351 persons in the period of 1979-1983 to 17.298 persons in the period of 1994/95-1997/98. On the other hand, in the relatively same period, the number net migration was increase sharply, from (-) 3,1 thousand persons in the period of 1980-1985 to (+) 87,2 thousand persons in the period of 1995-2000. The rapid flow of immigrants to Bali has caused some problems, though it is admitted that their arrival is also give a positive affect, both for the place of origin and the place of destination. Besides emerged from inter provincial migration, problem caused by inter regency migration seems to be critical and have to be overcame soon in the regional autonomy era. The strategy carried out has to be based on national demography policy, especially in relation with Undang-Undang No. 10, 1992 about ?Population Growth and Development of Wealthy Family?, and Undang-Undang No. 39, 1999 about ?Human Right?. Based on those regulations, it is stated that government not able to prohibit resident to do both inter provincial and inter regency mobility, because every resident have right to chose their residence and job according to their wish. Population mobility is a natural life phenomenon and inevitable due to rapid improvement of communication technology. Every region has to recognize supporting and capacity powers of their regional environment. Particularly to the place of destination, it is important to know about the amount and qualification migrant labor need. Through this kind of mobility, presence of migrant in the place of destination will complimentary to social and economic life of the place of origin. Such a condition, not only be able to prevent conflict between migrants and local resident, but also smoothing national integration process. Besides rights for doing mobility, one thing has to be remembered by all resident (including migrant), is obligation to obey and follow population regulation, both at the place of destination and the place of origin.

Abstract

Females were empowered as workforce and significantly gave contribution for people’slive and economic advance of family and nation. Increasing of Female Labourforce ParticipationRate (TPAK) occurred both in national level as well as in Bali Province.. The development offemale empowerment in economic subject was not always followed by development of theirwelfare and power to achieve through salary they earned. This was related to job position or theirposition in their jobs. The high percentage of females who were working in the informal sectors became areflection of low female empowerment in economic subjects. Similarly, the average wage earnedby female workers was lower than male worker average wage also became reflection of lowfemale economic empowerment. Female economic empowerment that was lower than males wasalso reflected by female percentage was successful holding echelon position in Bali Provincewas only 22.3 percent from the available positions in 2008, with a relatively high variationaccording to a regency or a town. The objective of this research was to learn based on models developed on influence ordynamics factors of direct or indirect structural obstacle factors through organisational culturetowards Balinese females empowerment in echelon positions. The result from data processingthat structural obstacle was negatively affected to female empowerment grade. This resultresearch was suitable with Davidson’s (1996) statement that obstacle in an organization faced byfemales in their efforts to develop females in workplace was obstacles related to attitude andstructural obstacles. Structural obstacle could include procedure, personnel policy, and practisesin the organization. Organizational policy and practice could create obstacles to female careerdevelopment (Bielby, 2000). Discrimination experienced by females in personnel policy couldinclude recruitment process, promotional evaluation system, and training’s opportunity.

Abstract

It cannot be denied that young people has played important role in Indonesian history since the colonial period until the independence era. Many argue that young people is the nation’s future. But on the other side they face numerous challenges. During the last decade there has been a serious concern of young people behavior, like personal or group fighting, students brawl, drunk, extortion, theft, drug abuse, and free sex. The most prominent issues in Bali are drug abuse and free sex. The Bali community care drugs predicts that 1.3 percent of Balinese population is drug addicts, in which most of them are under 20 of age. Drug addicts would potentially be infected with HIV virus. The number of people with AIDS in Bali is increasing. During the last 27 years there are 7,291 people with HIV/AIDS (3,459 living with AIDS and 3,832 infected with HIV). About 40 percent of them are aged between 20 to 29. Outside Java, free sex is mostly found in Makassar, Denpasar, Medan, and Palembang. Studies that have been conducted in several locations found that 39 percent of respondents aged 15 to 25 stated that they had sexual intercourse. Free sex potentially raises unwanted pregnancy (KTD), various sexual diseases (PMS), as well as infected with HIV virus. According to KPAD Bali (2011) as many as 95 teenagers in Bali are positively infected with HIV virus or living with AIDS. Most of them have the virus through free sex. KTD also potentially causes abortion, which could threat not only the reproduction system of the woman, but also the psychological impact to her. The cases of young people infected with HIV/AIDS, drug abuses and free sex mentioned before might be only the tip of the iceberg. The reality could be even much more cases, because these matters are very sensitive, thus people involved would be relatively more closed.

Second, mortality condition (Infant Mortality Rate) in Bali Province has also declined until the last data (2004) and lower than national data. Third, educational level of Bali population has continually incline, but vary among regencies. Fourth, income condition of Bali Province tend to be better than income of population of provinces in Java, but it is vary among regencies in Bali. Fifth, Population Development Index is relatively higher than provinces in Indonesia, though vary among regencies. As development given to the local government, there must be a commitment of all leaders for continuing policy of fertility, and mortality decline through supporting activities. Besides that those activities for consolidate fund for un-wealthy population in health and family planning service. Additionally, as there is a relatively great gap of development outcome among regencies in Bali which is reflected by the imbalance of Human Development Index among regencies in Bali, so the commitment of government of Bali Province for balancing development outcome among regencies will become a crucial to be done.

Abstract

The main problems faced by developing countries including Indonesia are not onlyeconomic problems that tend to harm, but still met the high fertility rate. The purpose ofwriting to find out the relationship between socioeconomic status to the level of fertilitythrough the "A Latent Variable Approach." The study adopts the approach of fertility oneconomic development. Economic development based on the theories of Malthus: anincrease in "income" is slower than the increase in births (fertility) and is the root ofpeople falling into poverty. However, Becker made linkage model or the influence ofchildren income and price. According to Becker, viewed from the aspect of demand thatthe price of children is greater than the income effect. The study shows that (1) level of education correlates positively on income andnegatively affect fertility, (2) age structure of women (control contraceptives) adverselyaffect fertility. That is, the older the age, the level of individual productivity and lowerfertility or declining, and (3) husband's employment status correlated positively to theearnings (income). Through a permanent factor income or household income referred toas a negative influence on fertility. There are differences in value orientation of childrenbetween advanced society (rich) with a backward society (the poor). The poor, forexample, the value of children is more production of goods. That is, children born moreemphasis on aspects of the number or the number of children owned (quantity), numberof children born by the poor is expected to help their parents at the age of retirement orno longer productive so that the child is expected to assist them in economic, security, and social security (insurance), while the developed (rich) children are moreconsumption value or quality of the child.
