Program Study of Citizenship and Pancasila Education, Department of Social Scienes Education,Faculty of Teacher and Education Science, University of Lambung Mangkurat. Supervising (1) Zainul Akhyar (2) H. Harpani Matnuh During this adolescent behavior of the village of Sungai Alang tend to have yet to achieve good behavior as expected. It is seen from the actions and behaviour of the teenagers are shown to still be in the Act of perversion.            Research objectives are to find out other forms of deviant behavior of teenagers in the village of Sungai Alang,to determine the factors that led to the teen deviant behaviour in the village of Sungai Alang, to find out the attitude of the community towards deviant behavior of teenagers.The data source is composed of primary data and secondary data. Data collection techniques used are observation, interview and documentation.            The results of this research indicate  the forms of juvenile delinquency can be seen by the presence of symptoms, drinking alcohol, etc, the factors causing occurrence of juvenile delinquency  internal factors and external factors, the right attitude to cope with teenage deviant behaviour is preventive action, the repressive measures, and rehabilitative and curative actionSuggestions in this study are for adolescents to behave so as not to stray again, for the community in order to better monitor and control the actions of teenagers, for the local government as input,  for the researchers as experience, for parents to be able to be a good role model, for community leaders as a description of the behavior of teenagers of the village.

Muzada Isrianti. 2013. The Pedagogical Competence of Civic Teachers in SMA KORPRI Banjarmasin.Sarjana’s Thesis. Civic Education Department, Faculty of Teacher Training and Education,Lambung Mangkurat University Banjarmasin. The first advisor (I) Acep Supriadi, the second advisor(II) Harpani Matnuh Pedagogical competence is a basic competence for the teachers in implementing teaching process. In fact, the teachers do not fully apply pedagogical competence in teaching and learning process yet. Therefore, this research was purposed to find out the quality of pedagogical competence of civic teachers, and efforts that the teachers done to increase their pedagogical competence.The research method used was qualitative method through observation, interviews, and documentation. The data sources were taken by the result of interviews with the key informants and documentation to the research objects. Then they were analyzed through data reduction, data presentation, and taking conclusion.The result of this research showed that the civic teachers in SMA KORPRI Banjarmasin had good pedagogical competence in teaching. The teachers understood their students’ characteristics, mastered learning theory and educated principal teaching and learning. They were also able to develop curriculum of civic subject, to make teaching instructional media, to conduct assessment and evaluation of teaching, and to use the result of assessment as the input for the next teaching process. However, there were some pedagogical competences that were not maximally implemented yet. Some obstacles during the implementation of pedagogical competence were the lack of teachers’ motivation in increasing the competence, the lack of teaching and learning facilities, the lack of mastering information and technology (IT) and the students’ condition. Several efforts done by the teachers to improve their pedagogical competence were following diklat (education and training) and other kinds of activities and training.Based on the results above, it can be suggested to the teachers, especially to teachers of SMA KORPRI Banjarmasin, to fully apply their pedagogical competence in conducting teaching and learning process and always to try improving their knowledge and skills to develop their pedagogical competence. Keywords: Pedagogical Competence, Teacher, Civic education

Abstract

Pendidikan kewarganegaraan (PKn) sebagai mata pelajaran penguatan pendidikan karakter bertujuan membentuk siswa agar menjadi warga negara yang baik sesuai Pancasila. Guru Pendidikan Kewarganegaraan harus memiliki kompetensi yang memadai untuk membentuk karakter siswa. Kompetensi guru merupakan kemampuan guru untuk secara bertanggung jawab melaksanakan tugasnya dengan tepat. Untuk membentuk karakter siswa, maka guru harus menguasai kompetensi kepribadian. Tujuan artikel ini adalah mendeskripsikan kompetensi kerpibadian guru dalam pembelajaran Pendidikan Kewarganegaraan berbasis penguatan pendidikan karakter. Metode yang digunakan adalah kajian pustaka dengan mengkaji sumber-sumber yang relevan. Kompetensi kepribadian yang harus dimiliki guru PKn yaitu memiliki kepribadian yang baik sesuai dengan norma agama, hukum, sosial, dan kebudayaan nasional Indonesia, jujur, berakhlak mulia, menjadi teladan, mantap, stabil, dewasa, arif dan bijaksana, berwibawa, memiliki etos kerja tinggi, tanggung jawab, bangga, percaya diri, dan secara objektif mau mengevaluasi kinerja sendiri, dan mengembangkan diri secara mandiri dan berkelanjutan.

Abstract

Penelitian ini bertujuan untuk 1) menjelaskan karakteristik faktor pendidikan, penghasilan dan pekerjaan masyarakat berkenaan dengan persepsi rumah yang ramah lingkungan di Kota Banjarmasin, 2) menjelaskan persepsi masyarakat tentang rumah yang ramah lingkungan di Kota Banjarmasin. 3) menentukan hubungan antara faktor pendidikan, penghasilan dan pekerjaan dengan persepsi masyarakat terhadap bangunan rumah ramah lingkungan di Kota Banjarmasin. Populasi penelitian adalah masyarakat yang tinggal di lingkungan perairan Kota Banjarmasin. Sampel penelitian masyarakat yang tinggal di perairan antasan (perairan yang menghubungkan dua buah sungai) Kota Banjarmasin. Teknik pengambilan sampel dilakukan secara sistematis. Instrumen untuk mengukur persepsi adalah tes persepsi tentang perubahan kondisi fisik lingkungan perairan, pengertian tempat pembuangan sampah rumah tangga, dan pengertian tempat pembuangan limbah rumah tangga. Instrumen untuk mengukur faktor sosial adalah pedoman wawancara tentang jenis pendidikan dan jenis pekerjaan. Instrumen untuk mengukur faktor ekonomi adalah indeks kelas ekonomi berdasarkan kepemilikan barang berharga. Data hasil tes persepsi diolah dari skor yang diperoleh dijumlahkan dibandingkan dengan jumlah yang diharapkan sehingga diperoleh persentase. Hasil persentase ditafsirkan ke dalam kalimat yang bersifat kualitatif sehingga diperoleh gradasi tinggi (76-100%), sedang (56-75%), rendah (40-55%), dan rendah sekali (< 40%). Data hasil wawancara tentang jenis pendidikan, jenis pekerjaan, dan status ekonomi, dibuat kategori dan dinyatakan dengan persen. Penelitian korelasional, bertujuan untuk menentukan hubungan sebab akibat  variabel persepsi faktor sosial, faktor ekonomi. Kata kunci:    persepsi, faktor sosial, faktor ekonomi, rumah ramah lingkungan, lingkungan        perairan

Abstract

Pedagogical competence is a competence a teacher has in managing students’ learning process. Besides, pedagogical competence is also indicated in giving help, guiding, and leading the students. A good pedagogical competence will result in students’ good learning achievement. Furthermore, this research aims to find out how strong the correlation between the students’ perception about pedagogical competence of civic education teachers and the students’ learning achievement. Additionally, it aims to find out the significant correlation between the students’ perception about pedagogical competence of civic education teachers and the students’ learning achievement at the tenth-grade students of SMK Muhammadiyah 1 Banjarmasin.      This research used quantitative approach with the sampling technique using table of Krejcie and Morgan. The sample was obtained randomly by lottery. In collecting the data, techniques used were observation, interview, questionnaire, and documentation. The research findings were analyzed by using descriptive analysis and testing of Product Moment correlation.  The result of this research shows that there is significant correlation between pedagogical competence of teachers and the students’ learning achievement. It is seen from the testing result of Product Moment correlation as much as 0,596, which was adjusted to table of r value interpretation. Thus, 0,596 value was categorized into coefficient interval between 0,40 to 0,599. This interval is interpreted as medium category.  Based on the result of this research, it is suggested that the school should increase the teachers’ pedagogical competence and it needs cooperation between the school and the government in order to select teachers whose high quality, are able to educate, teach, guide, lead, train, assess and evaluate the students. Therefore, this effort can increase the education quality in Indonesia.  Keywords: pedagogical competence, students’ learning achievement

Siti Nurfajrina, 2013. The Achievement of General Election Commission (KPUD) in Suceeding Hulu Sungai Utara (HSU)Regent Election Years 2012-2017. Sarjana’s Thesis of Citizenship Department. Social Knowledge of FKIP Lambung Mangkurat University. Advisor (I) Wahyu, (II) Harpani Matnuh. General election had strategical role in the process of develoving democratic nation where societies were involedin the process of voting of political desicions by using their political rights and obligations as responsible citizen. Interrelated to the importance of general election in the pocess of democracy in a country, so it was important to manifest the really-based-democratic-values general election and support the democracy it self. So that there would be optimum achievement of the general commissions comitee to manifest honest, free and fair. But in Regent General Election (Pemilukada) 2012 Kabupaten Hulu Sungai Utara that was held by KPUD HSU exposing accusation and dissapointment of General Election participants to KPUD HSU. The purpose of this study was to analyze the achievement KPUD HSU monitored by 5 aspects, that is, productivity, responsivity, responsibility and accpuntability.The methode of this research is qualitative approach, and to determine data source, this study used purposive sampling. Collecting data technique was conducted by observing, semi-structural interviewing, and documentation. Data analysis was conducted by reducing,  providing and concluding the data.The reseacrh result sowed (1) The Productivity of KPUD Kabupaten HSU can be stated to be fair optimum. (2) The quality of service KPUD HSU in serving the participants in Regent General Election (Pemilukada) 2012 was categorized as the good one. (3) Responsivity KPUD HSU in conducting Pemilukada 2012 was stated optimum. (4) Responsibility of KPUD HSU is less optimum in vertification stage. (5)  The accountabilty of KPUD HSU in conducting Pemilukada 2012 was optimum as well. Based on the research result, it  was suggested that (1) KPUD HSU should increase the understanding about Regent General Election to the society. (2) The KPUD HSUshould increase the quality of service tio the society and provide more complaint medium. (3) The KPUD HSU is expected to pvercome the problem well. (4)  The KPUD HSU should prepare in advance to conduct th trainings in order to undertand the stage of regent general election process. (5) The KPUD HSU should give more attention to the officials or members of KPUD like motivation, work ethic, and the model in develoving the quality of their workers.Keywords: KPUD HSU, Achievement, Regent Election

Abstract

The method used in this study is a qualitative method. Data collected by observation, interview, and literature. In analyzing the data used qualitative analysis that includes data collection, data reduction, and data presentation. Testing the validity of the data is done by triangulation and using reference materials. The results of this study indicate that: (1) control program in the form of handling street children in terms of education: knowledge; skills; knowledge attitude that emphasizes the education of mental discipline. (2) Implementation of the program in the prevention of street children conducted with the data collected by the municipal police raids or Trantib and others and from the data subsequently used as input in penanggulanngan street children. (3) Constraints faced in tackling street children are street children who have to get back to the current coaching environment tend to live in the street and generate economic activity.How to overcome the obstacles in tackling street children among them to disseminate to the public, especially those of the motorists who move in the way that they do not give money to children who move up the road.Based on these results, it can be suggested: (1) Social Service should be able to make a new model in the management and supervision of street children in addition to provide knowledge about the dangers of drugs because street children are particularly vulnerable to the dangers of drugs. (2) The prevention of street children program implementation is maximized not only for street children netted municipal police but involving the community around. (3) In dealing with street children after getting coaching tends to return to live on the street and generate economic activity in the street should provide coaching skills that can be used by children when it will no longer be on the streets so that they can empower themselves.Keywords: Treatment, Prevention, Street Children, Social Service

Abstract

Mahasiswa sebagai generasi muda diharapkan mampu menjadi agent of change dan social control terhadap lingkungan, daerah maupun negaranya. Melalui harapan tersebut menempatkan mahasiswa sebagai bagian dari perguruan tinggi yang idealnya senantiasa melakukan berbagai kegiatan dalam rangka mendukung kemajuan masyarakat sebagai landasan keilmuan. Sebagai organisasi kemahasiswaan sebaiknya tidak hanya terjebak sebatas pada penyelenggaraan kegiatan semata guna menunjang eksistensi organisasi tersebut. Kearifan lokal yang selama ini cenderung untuk dipandang sebelah mata dan cenderung hanya menjadi sebuah “jargon” ketika momen-momen tertentu, sebaiknya senantiasa untuk dijadikan sebagai motivator untuk lebih “mengeksiskan” diri maupun lembaganya sehingga organisasi tersebut memiliki daya saing sesuai dengan kekhasan (keunggulan) daerahnya yang senantiasa disertai dengan  karakter unggul dari para pengurusnya. Kata kunci: organisasi kemahasiswaan, kearifan lokal, karakter unggul.

Abstract

Tujuan penelitian ini adalah untuk mengetahui peran guru dalam mengembangkan karakter disipin pada siswa dalam mata pelajaran Pendidikan Kewarganegaraan.  Penelitian ini menggunakan metode deskriptif dengan bentuk penelitian survey. Penelitian dilakukan di SMA Negeri 1 Sanggau Kabupaten Sanggau. Sumber data yang digunakan dalam penelitian ini terdiri dari guru Pendidikan Kewarganegaraan, siswa kelas XI IPS 1, 2, dan 3, dan Waka Kuriklum. Teknik pengumpulan data dalam penelitian ini menggunakan teknik komunikasi langsung, teknik observasi langsung, dan teknik studi dokumenter.  Alat pengumpulan data dalam penelitian ini menggunakan panduan obsevasi, panduan wawancara, dan dokumen. Validitas data menggunakan triangulansi, bahan refrensi, dan member check. Analisa data menggunakan data reduction, data disple, dan conclusion drawing/ verifcation. Hasil penelitian berdasarkan analisa data yang dilakukan peneliti yaitu (1) Peran guru dalam mengembangkan karakterdisiplin pada siswa kelas XI dalam pembelajaran Pendidikan Kewarganegaraan di SMA Negeri 1 Sanggau Kabupaten Sanggau yaitu sebagai pendidik dan motivator, membiasakan siswa menaati peraturan di sekolah, serta menumbuhkan sikap sopan santun dan beretika serta tanggung jawab terhadap siswa, dan memberikan contoh teladan. (2) Upaya guru dalam mengembangkan karakter disiplin pada siswa kelas XI dalam pembelajaran Pendidikan Kewarganegaraan di SMA Negeri 1 Sanggau yaitu keteladanan, pembiasaaan, dan penegakan disiplin. (3) Faktor yang menjadi penghambat dan pendukung guru dalam mengembangkan karakter disiplin pada siswa kelas XI dalam pembelajaran Pendidikan Kewarganegaraan di SMA Negeri 1 Sanggau yang menjadi faktor penghambat yaitu faktor intern seperti watak dan sikap dari seseorang siswa sedangkan faktor ekstern seperti keluarga, maupun lingkungan tempat tinggal dan guru. Faktor pendukung yaitu kegiatan pramuka dan paskibra.

Abstract

Pendidikan merupakan suatu sistem yang mempengaruhi dan/atau dipengaruhi oleh sistem-sistem kehidupan lain yang terjadi di luar sistem pendidikan. Dalam kerangka keterkaitan antara sistem pendidikan dengan bidang-bidang kehidupan di luar sistem tersebut terdapat beberapa faktor di luar sistem pendidikan yang perlu memperoleh perhatian serius agar tampak adanya keterkaitan fungsionalnya masing-masing.Pembukaan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 menyatakan bahwa salah satu tujuan Negara Republik Indonesia adalah mencerdaskan kehidupan bangsa. Pendidikan merupakan hak asasi setiap warga negara Indonesia, karena itu setiap warga negara Indonesia berhak memperoleh pendidikan yang bermutu sesuai dengan minat dan bakat yang dimilikinya tanpa memandang status sosial, ras, etnis, agama, dan gender.Bagi bangsa Indonesia, pandangan hidupnya adalah Pancasila. Pancasila sebagai landasan filosofis pendidikan mempunyai makna 1. Dalam merumuskan pendidikan harus dijiwai dan didasarkan pada Pancasila 2. Sistem pendidikan nasional haruslah berlandaskan Pancasila 3. Hakikat manusia haruslah diwujudkan melalui pendidikan, sehingga tercipta manusia Indonesia yang dicita-citakan Pancasila.
