Abstract

ABSTRAK Dalam pelaksanaan suatu proyek banyak ditemukan masalah seperti pemakaian material yang tidak efisien, sumber daya manusia yang kurang terampil, dan waktu penyelesaiaan proyek yang tidak tepat sehingga mengakibatkan pemborosan biaya. Peninjauan ulang desain proyek terhadap pelaksanaan proyek memungkinkan untuk melakukan penghematan biaya. Salah satu alternatif yang dapat digunakan untuk penghematan biaya adalah value engineering (VE). Metode ini memberikan pendekatan yang sistematis, rapi, dan terorganisir dalam menganalisis nilai (value) dari inti permasalahan terhadap fungsi atau kegunaannya namun tetap konsisten terhadap kebutuhan akan penampilan, kualitas, dan pemeliharaan dari proyek. Ada enam tahapan dalam metode ini, yaitu tahap informasi, tahap analisis fungsi, tahap kreativitas, tahap evaluasi, tahap pengembangan, dan tahap penyajian. Pada tahap informasi dilakukan perankingan biaya tertinggi pada rencana anggaran biaya (RAB) untuk mendapatkan pekerjaan yang akan dianalisis dengan menggunakan diagram Pareto. Dari hasil analisis didapatkan penghematan biaya pada pekerjaan struktur pelat bondek sebesar 3% dari rencana awal menggunakan pelat konvensional. Pekerjaan kusen tetap menggunakan rencana awal yaitu kusen aluminium dan daun pintu kayu kamper. Pekerjaan dinding batako mendapat penghematan sebesar 10% dari rencana awal menggunakan bata merah. Pada pekerjaan lantai tetap menggunakan rencana awal yaitu keramik merk Roman. Pada pekerjaan penutup atap dilakukan penggantian materil atap genteng karang pilang dengan atap genteng beton cisangkan. Penghematan total untuk seluruh pekerjaan ini adalah sebesar Rp.64.652.660,16 atau sebesar 1% dari rencana awal dan penghematan Biaya Siklus Hidup sebesar Rp. 118.956.227,10 dari rencana awal.

Abstract

Urban drainage is one of basic facilities and infrastructure of a town which is cincidered quite important. Agood city needs to consider the condition of the drainage system, because if a settlement is flooded, it will greatly impact the lives of the city. Buildings will be easily damage, environments will be unhealthy and settlements will turn into slumps. The case of flooding is not only in big cities but also emerged in the town of Semarapura that extents only, 5,151 km2. From the conditions on ground, puddles can still be found in some locations, so based on the fact it is necessary to issue reviewing Semarapura drainage system to improve the drainage system in the region. The study in this research has the sense of a systematic search of the drainage problems from an investigation in order to get treatment effort. The approach applied in this research was exploratory and descriptive analytical approach. Data were collected through questionnaires an in-depth interviewers with selected agencies using purposive sampling method. Data analysis was perfomed by descriptive qualitative using likert scale to measure the attidudes, opinions and perceptions of tge performance of the drainage system. The analysis was performed with the aids of SPSS version 20.0, through several stage of the test process to the data sample. The result of the study showed that the influence of the level of maintenance operation, technical management and overall was high at 93,5% with the regression equation Y = -4.874 + 0.405 X1 + 0.228 X2 + 0.089 X3 and the remaining 6.5% was influenced by other factors. From the equation it can be seen that the maintenance operations were more dominantly affected on the performance of the drainage system in Semarapura town District of klungkung compared with management and technical. The effort carried out to increase performance system of Semarapura town drainage network is to construct a structured system of maintenance operations so that it can be performed on a regular basic, establish drainage management institutions that it’s authority and responsibility can be coordinated as directed an make clear rules of management system, make repairs damage drainage infrastructure in accordance with the technical requirement.

Abstract

The concept of a sustainable and environmental transportation system emphasizes the widespread use of public transport, but the fact is very contrary to the development of the motorization trend era in Asian countries, especially the use of private vehicles motorcycles type. This is very closely related to the low functionality of public transport utilities, so it is not interesting to use. The success in the implementation of sustainable transportation policy is highly depended on the situation and condition of a city and the approach and understanding of the characteristics of society behavior, so that in the development of a city's public transport system there are not only technical and economic considerations but also community (social) preference consideration as an important part that unignoreable. This research specifically aimed to respond the community preferences using Multinomial Logit (MNL) model on several development scenarios of public transportation system in Palangka Raya based on scenario of road network pattern, traffic flow characteristic and land use type where the scenario analyzed using Analytic Hierarchy Procces (AHP) based on key parameters such as costs, construction and planning time, passenger capacity, flexibility, velocity, influence on city development and environment. The results of the study based on AHP analysis and regression analysis on community responses provided clear guidance on appropriate scenarios developed in Palangka Raya City where one of the main factor in the implementation consideration was the financial capability of the city. Final conclusion, the development of public transportation system scenario of Bus Rapid Transit (BRT) model equipped with feeder became a worthy considered option by the government of Palangka Raya City. Abstract

Abstrack : Jembrana Regency especially Negara District have two river caracteristics such as the river which located in western Melaya River only flow when the rainy season and the rivers located between western Klatakan river and eastern Pulukan river flow every years with low discharge. it caused failing of harvest. So the ground water used to supply the surface water needs. But, complaint comes from the farmer caused by the expensive cost of operational generating set. The approach doing by study and research directly to the well pump which located in Negara district. Purposive sampling used  to determine the respondents in this quisionaires. Likert scale used to measure attitudes, opinon and perceptions from the respondents on data analyzed by descriptive qualitative. The research showed resource, subak organization, operational and maintenance generating set, pump, and financial. Work on 82% reaching effectiveness of irrigation management with pump well in Negara district. And, based on result of double linier regression simultaneous and partial, showed that the significant effect to effectiveness of irrigation management with pump well in Negara district, Jembrana regency.

Abstract

HORIZONTAL LOADING TEST ON SINGLE PILE NAILED-SLAB PAVEMENT SYSTEM ON SOFT CLAYABSTRACTRigid pavement is not only loaded by gravity loads from wheel pressure and temperature, also by horizontally load related to braking forces. This research is aimed to learn the behaviour of Nailed-slab Pavement System due to horizontal load. The 1 : 1 model of single pile Nailed-slab was considered on soft clay. The slab dimension was 120 cm x 120 cm x 15 cm and a pile with diameter 20 cm and lenght 150 cm was installed under the slab. There was 5 cm lean concrete under the slab. Pile and slab was connected monolitically and improved by thickenning slab 40 cm x 40 cm x 20 cm. Slab deflections were observed for each horizontal loads. Results show that the single pile Nailed-slab has a linear elastic behaviour until load 10.4 kN. Lateral deflection for this load was 0.52 mm. Plastic behaviour was developed after load 10.4 kN which indicated by increasing in the lateral deflection of slab

Abstract

In order to give a more efficient and effective public service, the Badung government formed a Board for Integrated Permit Services (BPPT) as stipulated by the Local Government Regulation Number 4 / 2013 on 21 March 2013 which started its service on 1 May 2013. They used community’s satisfaction as a measure in order to give a good quality of services which is evaluated periodically. This study purposeful to know the community’s satisfaction level of BPPT services in order to know the effect of the five quality dimension of services which are tangibility, reliability, responsiveness, assurance and empathy. Quisioner method were use to collect data, which are contain 25 questions descriptivetly about the fact and realization of BPPT services regarding to the ninety six customers. And inferential analysis method were use to get conclusion about population based on behavior. The conclusion of descriptive analysis mention that the satisfaction level of community regarding to the overall of BPPT services is 66.98% value with category of “sufficiently satisfactory” where the most influential dimension of the community’s satisfaction was Empathy with the coefficient of 0.787 as shown in the regression equation Y = 15.133 + 0.630X1 + 0.463X2 + 0.659X3 + 0.602X4 + 0.787X5. The inferential analysis method mention that five dimension influence simultaneously dan partially to the community’s satisfaction. The suggestions that can be given from this study is to opptimalyzed the supporting facilities with providing a centre of communication which is usually called “call centre”, so easly for the community to get information and to propose critic and suggest regarding to the services.

Abstract

ABSTRAK Kondisi jaringan Daerah Irigasi (DI) Pada daerah Irigasi Tungkub DAS Sungi khususnya pada saluran primer dan sekunder yang merupakan kewenangan pemerintah ditemukan beberapa indikasi kerusakan dan kebocoran air, terdapat pasangan permanen yang mengalami kebocoran akibat kerusakan, serta saluran sekunder yang masih dalam kondisi saluran tanpa pasangan/ existing tanah. Penelitian ini bertujuan untuk mengevaluasi tingkat kinerja Pemerintah dalam Operasi dan Pemeliharaan JaringanIrigasi serta mengevaluasi seberapa besar tingkat kepuasan petani terhadap layanan pemerintah dalam Operasi danPemeliharaan Jaringan Irigasi. Penelitian ini dilakukan pada Daerah Irigasi Tungkub DAS Sungi, digunakan pendekatan eksploratif dan bersifat deskriptif analitis. Dalam hal ini pendekatan eksploratif yaitu mempelajari dan meneliti tentang Daerah Irigasi Tungkub secara langsung, baik melalui kuisioner dan juga observasi atau pengamatan secara langsung.Pengumpulan data dilakukandenganmenggunakan metode purposive sampling yang melibatkan 70 responden, terdiri dari pihak yang expertise dalam bidangnya.Analisis data dilakukan secara deskriptif kualitatif dengan skala likert yang digunakan untuk mengukur sikap, pendapat dan persepsi petani. Hasil penelitian menunjukan bahwa tingkat kinerja pemerintah dalam kegiatan operasi dan pemeliharaan jaringan irigasi pada daerah irigasi tungkub DAS Sungi bahwa pemerintah memiliki kinerja baik dengan pencapaian nilai rata- rata 3.34 dan prosentase pencapai rata –rata sebesar 85.89 %. Sedangkan tingkat kepuasan petani terhadap kinerja yang dilakukan pemerintah menunjukan nilai prosentase lebih kecil yakni sebesar 83.11%, pencapaian tersebut diatas di peroleh dari hasil jawaban responden. Dimana tingkat kepuasan petani akan meningkat bilamana pemerintah mampu menampung aspirasi keinginan petani serta perlu diadakannya peyuluhan dan pelatihan kepada petani terkait kegiatan operasi dan pemeliharaan jaringan irigasi.

Abstract

Building project as one of the construction services are filled with varying risks during the construction phase of the project implementation. At the stage of the project implementation, risks may arise either the risk of time, cost and those which affect the quality of the project. Therefore, we need to understand the risks at the construction phase and mitigation to the risks to meet in execution of project based on initial planning. The study was conducted to identify the risks in the implementation of construction projects of government buildings by using survey methods that aim to get the opinion of the respondents regarding the risks at implementation of the government building construction projects in the city of Dili - Timor Leste. Further, it was done a risk assessment to determine the major or main risks. Major risk is controlled through mitigation measures and allocation of risks to the parties directly involved in construction projects such as Project Owner, Technical Supervisor, Consultant Design, Consultant Supervision and Contractor. The analysis used in this study is a qualitative analysis. The results showed 64 risks identified in the implementation of construction projects there are 10 government buildings risks (16%) with an unacceptable category, 18 risks (28%) with the undesirable category, 28 risks (44%) with acceptable category and 8 risks (12%) with negligible category. Ownership of major / main risk to the parties directly involved in the implementation of construction projects such as the project owner, technical supervisor, consultant design, consultant supervision and contractors. The project Owner and Technical Supervision (Department of Public Works) is expected to further enhance the ability to manage projects so not throwing responsibility in managing government projects. consultant design and sonsultant supervision to be more careful in design till supervision during the implementation period so as to meet the cost, quality and time planned. Contractors are expected to further improve the performance of the building construction project.

Abstract

Formwork planning requires a consideration of the use of method or system to make it more efficient and economical, especially for a typical building. That is the building that has the same shape and size as each other. Work of formwork slabs is one of the types of jobs that produce residual waste material. Floor slab formwork can generally be used one time only compared with column formwork that can be used repeatedly in a building. In general,material of floor slab formwork of conventional model panel is almost the same as the floor slab formwork, i.e. they are still using wood, multiplex, and spikes so the cost is still affordable. The difference is only related to the shape that is adjusted with the size of the multiplex and the floor slab of the building. This will minimizewasted multiplex, make installation easier and reduce the damage at the time of demolition.This study aimed to review the cost savings resulting from the use of formwork with panel model of floor slab, with the case study on Amartha Residence Development Project. This project had several types of residences, one of them wasSoho Verdetype, with an area of ??145/105 m2and consisted of 20 units. This research used quantitative descriptive analysis, by calculating the needs of the conventional panel model formwork slabs based on the existing volume. The analysis showed that the panel method could be used as much as 6 times, whichsavethe cost of Rp. 455,983,209.32 (69%) from the initial cost plan of the formwork slabs for 20 units of the buildings (Rp. 657,273,094.52). Abstract

Abstract: Research on the design study of the "Bubutmen" board production (bamboo, coir fiber and cement), serves as a separator material in buildings. The objective of design includes architecture function and financial feasibility. Architecture functions include water absorption, shape, size, and weight of the "Bubutmen” board. Financial feasibility includes selling price, profit, production quantity at the breakeven point and the availability of raw materials. Availability of raw materials is calculated based on statistical data until 2016. Mechanical functions include the maximum load on the license "Bubutmen" board than Yumen board. The design aspects of water absorption and weight "Bubutmmen" board carried through hollow bamboo frame design and mix plastering with cement weight ratio, coir fiber and water is 5: 1: 3.167. The design aspects of the shape and size of the print is done through a planning tool. The design is done through the financial aspects of fuel efficiency and effectiveness of the production process.The design of the technical aspects of planning through the hollow bamboo frame, designed two variants namely "model 1" consists of 12 pieces of bamboo rods long, "Model 2" consists of 7 pieces of a long bamboo rods. The results of the design "Bubutmen" board "Model 1" acquired 24 585% water absorption and "Model 2" 15.135%. The form of a board with a length of 2400 mm, width 600 mm and 30 mm thick. Heavy "Bubutmen" board "Model 1" of 38.250 kg and "Model 2" amounting to 43.486 kg. Availability of raw materials until 2016 are eligible needs so worthy produced. The results of the financial feasibility "Model 1" full production system with a selling price of Rp 115,806.17 / unit, profit Rp 17,546.39 and the amount of production at the breakeven point 75 units. "Model 2" full production system with a selling price of Rp 113,486.14 / unit, profit Rp 17,194.87 and the amount of production at the breakeven point 76 units. "Model 1" production system of semi-finished materials with the selling price of Rp 113,628.17 / unit, profit Rp 17,216.39 and the amount of production at the breakeven point 76 units. "Model 2" production system of semi-finished materials and selling price Rp111.638,14 / unit, profit Rp 16914.87 and the amount of production at the breakeven point 77 production units. The results of the maximum load on the deflection permit Yumen board is 51.07 kg, "Model 1" 32.72 kg and "Model 2" 55.94 kg.
