Abstract

Abstract:Based on Presidential Decree Number 54 Year 2010 concerning Government Procurement of Goods / Services. Procurement process carried out by a unit called the Procurement Service Unit (PSU). In Government of Badung Regency, PSU was formed in 2011wich often get a negative presumption of those associated with the Unit is the Regional Work Unit and Partner Company when carry out the procurement process. Under these conditions it is necessary to evaluate the services given. The research aimed to determine the level of satisfaction Regional Work Unit and Partner Company of the performance of the Procurement Unit of Badung Regency and to investigate the influence of the five dimensions of service quality and satisfaction levels  wich is Tangible, Reliability, Responsiveness, Assurance and Empathy.Sampling using simple random sampling with a sample of 30 of Regional Work Unit and 71 of the Partner Company. Measuring the level of satisfaction is done by comparing the scores of hope with a score of respondents' perceptions of reality services received. While to know the factors that influence satisfaction of Partner company and regional work unit done by searching multiple linear regression model. The analysis was conducted to determine the effect or the relationship between variables, either partially or simultaneously.The results of descriptive analysis expressed Regional Work Unit satisfaction level is 86.28%, which factors most influence satisfaction is Assurance. Partner Company satisfaction level is 86.4% which factors most influence satisfaction is Tangible. Results inferential analysis states that the fifth dimension is influenced simultaneously and partially on both Regional Work Unit and Partner Company satisfaction .

Abstract

MODEL ARRANGEMENT OF VALUE CORRELATION FORMULAS OF GRANULAR SOIL DCP – CBR The testing of Dynamic Cone Penetrometer (DCP) in order to determine value of soil density of California Bearing Ratio (CBR) has been known widely in some countries in the world. DCP-CBR correlation formulas to determine CBR value from DCP test result has also been formulated by some researchers and the use of it has been estalished by some countries, includes Indonesia.A number of formulations of DCP-CBR correlations that have been published by a number of researchers in various countries have significant differences. It was reported that differences in geographical regions around the world caused changes in the empirical values obtained. Because of this condition therefore a research need to be done to know the correlation formulas model which is appropriate with the local soil where the writer stayed. The research result in a correlation formulas for coarse gradation soil is Log CBR = 1.514 – 1.07 Log DCP (cm/blow). This value in accordance with general formulas of some research of the world and curve graphic posisition is above and parralel with formulas correlation of PUPR.

Abstract

Abstract: Tourism is the main sector for the economy of Bali. Denpasar City as the capital city of Bali Province is expected to maintain its position as one of main tourist destinations by increasing and improving existing tourism facilities, and one of them with the provision of tourism transport that serving tourists heading into tourism attraction in the city of Denpasar. The purposes of this research are to analyze the potential demand, tourism transport route and the characteristic of operational system of tourism transport in Denpasar City. From the analysis that has been done, it is obtained that the potential demand of tourist transport in Denpasar City is 438.576 people in 2013 and it is estimated to be 485.998 in 2017. The highest number of tourist those visit the attraction places through the routes of : Belanjong Pillar, Serangan Island, Central Management of Mangrove Forest, The Village of Budaya Kertalangu, Taman Budaya Art Centre, Museum Painting Fingerprint, Bajra Sandhi Monument, Kumbasari Market, Badung Market, Bali Museum.  Alternatives tour packages include regular tour packages with 10 attractions, regular city tours, regular nature tours, city tour charters, and natural attraction charters. Tourist transports operate using medium buses and minibus for 8 hours service time from 09.00 am until 17.00 pm for regular and 4,5 hours until 5,5 hours for charter package. The headway is set 30 minutes.

Abstract

This study aims to determine the factors that influence the selection of the winning bidder in the construction of government projects in Sikka district and determine the most dominant factors. The sample in this study was 57 respondents. Sampling was conducted using a non-probability sampling technique with purposive sampling. Data analysis was performed by factor analysis.   The results of the study obtained 4 factors that influenced the selection of the winning bidder with 84.004% cumulative variance. Factors that influenced were the dominant factor I from 15 variables namely, completeness and suitability of substantial terms requested in the bidding documents; the experience of the company/contractor; bank reference/support of banks; completeness and availability as well as the number of different types of tools/equipment/construction equipment; the availability of education and experience of personnel/field project staff; relationship/ proximity to the project owner; the validity and completeness of the offer letter; the validity of a business license; a contractor offers had to be the lowest prices and the detailed points were competitively priced; meeting tax obligations; the company was not in the custody of the court and was not included in the black list; the contractor would follow and respond quickly to requests; instructions and orders of the project owner for the repair/construction design changes; originality, suitability and validity of bid security letters; methods and strategies for the use and control of the work; the contractor completed the work in accordance with the quality required and in accordance with the specifications of the contract price.

Abstract

FINANCIAL ANALYSIS OF BALI-EAST JAVA TIRTAYATRA TRANSPORTATION ABSTRACT Bali, with its predominantly Hindu, has experienced a fairly rapid development of the tourism sector. With personal awareness and supported by the better economic condition, the Balinese Hindu people are able to religious travel (tirtayatra) to other areas. Travel Companies catch this opportunity by opening travel packages to several temples in East Java. This study aims to analyze the level of financial investment feasibility in the tirtayatra transportation business. Feasibility of investment can be obtained by comparing the variables of benefit and cost. Analysis of the level of feasibility is determined by applying the NPV, IRR and BCR methods and sensitivity analysis. Data used, both primary and secondary, are obtained from several Travel Companies in Bali. From the results it can be concluded that the investment of the Tirtayatra package Bali - East Java is a package that continues to grow. In the feasibility analysis that is served by 3 medium bus and the vehicles economic life of 7-year, the Present Value of benefit is Rp. 11,891,301,439 and the Present Value of cost is Rp. 11,335,305,821. Therefore, the result gives the value of NPV Rp.555,995,618 > 0, BCR = 1.0490 > 1 and IRR = 27.63% > i (17%). Thus the investment at religious travel can be considered feasible. However, this package will be inappropriate if the annual interest rate passes the value of 27.63%.

Abstract

Research on reinforced concrete structure with and without infill wall has been done by modeling the same structure as open frame (OF) and infilled frame (RDP) to compare in their stiffness, force distribution and dimensional changes. In RDP model, the wall is modeled as equivalent diagonal struts with one, two and three struts. Seven-storey building structure is taken as a reference and structures of 4 and 10 floors are used as comparison. To observe the effect of wall discontinuity at ground level additional 4 models were made for the 7 storey building by removing one, four, six, and all nine walls at ground level (RDP7S3SS1, RDP7S3SS2, RDP7S3SS3, and RDP7S3SS4). For seven-storey model, RDP structures with one, two, and three struts have a comparable lateral stiffness but it tends to increase for model with many struts. Compared to OF, RDP structure with one, two, and three struts have smaller lateral deformation with ratio 0,655; 0,636, and 0,612, respectively. Bending moment, shear and axial in the frame of RDP are also smaller than those of OF with ratio 0,223 and 0,916. RDP model with 3 struts gives better force distribution on the frame compared to the model with single strut. Removing all walls at ground level produce inter storey drift ratio of 4, which is a soft storey phenomenon. On the 4, 7, and 10 storey variation the lateral deformation ratio for RDP and OF are 0,547; 0,612, and 0,581, respectively. The cross sectional area of frame for RDP is as low as 40% compared to that of OF.

Abstract

NgurahRai Airport is the third busiest international airport in Indonesia, after Soekarno-Hatta and Juanda International Airport. NgurahRai Airport services need to be improved, one of them with the development of integrated mode transport route at NgurahRai Airport. The purposes of this research are to analyze the potential demand and characteristic operational systemof integrated mode transport.Based on the results of analyses, it was found that potential demand of integrated mode transport is 15.385 people in 2016 and it is estimated to be 16.154 people in 2017. The number represents the amount of demand of the integrated transport mode for the eight routes of service. The service time is designed for 16 hours / day, divided into two shifts. The first shift operates from 05.00 A.M untill 13:00 PM, followed by the second shift that begin at 13.00 PM to 21:00 PM. The fare is IDR. 10.000 for all routes except Route 8 is IDR 4.500. Abstract

ABSTRACT: In developed countries, road capacity values derived from time headway is in accordance to their local traffic characteristics. In theory, time headway standards are developed using statistics models. These standards however, are not necessarily relevant to use in Indonesia. This is because of the differences in traffic conditions and motorists behaviours between those in developed countries and Indonesia. This study is to develop the time headway distribution model and subsequently to determine lionk-road capacity in the city of Denpasar, Bali Province. The study consists of time headway data analysis, model calibration and validation and road capacity values??determination. The study found that normal distribution model fitted the local traffic conditions. Road capacity values are of  2,466 pcus/hour and 2,900 pcus/hour obtained from time headway model and the Indonesian Road Capacity Manual (MKJI) respectively.

RISK ANALISYS OF DEVELOPMENT AND MANAGEMENT OF GARBAGE PROCESSING FACILITY 3R (REDUCE, REUSE, RECYCLE) IN DENPASAR CITY (CASE STUDY OF GARBAGE PROCESSING FACILITY 3R SANUR KAUH VILLAGE)ABSTRACTThe implementation of 3R Garbage Processing Facility in Denpasar City still encounters various obstacles and constraints in its development until it failed in its management, therefore this study aims to analyze various dominant risks that can hinder the development process and management of 3R Garbage Processing Facility so that in the future the development and management of 3R Garbage Processing Facility will be better prepared to anticipate and mitigate the risks that may arise. This research is a case study conducted in the 3R Garbage Processing Facility in Sanur Kauh Village, located in the City of Denpasar. Risk identification in this study was obtained by brainstorming methods, study reports on development activities, observations to locations, and interviews by using questionnaires to those who have competence and direct involvement in the construction and management of the 3R Garbage Processing Facility in Sanur Kauh Village. The results of the study obtained 80 (eighty) risk identifications consisting of: 8 (eight) extreme risk categories, 43 (forty three) high risk categories, 25 (twenty five) moderate risk categories, and 4 (four) low risk categories. The dominant risks were extreme and high risks totaling 51 (fifty one) risks. The dominant risks include the difficulty of mobilizing the community to sort garbage from the source, the issue of dissemination of development to the community, the pros and cons of developing 3R Garbage Processing Facility, obstacles to the formation of KSM (Self-Help Groups), obstacles to preparation of shop drawings and procurement documents and services, operational cost deficits, shortages of human resources, problems with the accumulation and sorting of garbage, and difficulties in obtaining customers. Risk mitigation is, among others, cooperation between the KSM (Self-Help Groups) and the government of Sanur Kauh Village in overcoming the issue of dissemination to the community, financial solutions and the availability of human resources. The allocation of risk was mostly found on KSM (Self-Help Groups) by a percentage of 84.31%.

Abstract

Abstract: The construction procurement evaluation method using lowest price conforming methods often causes some quality problems for  owners and increases the probability of dispute and delay during the contract execution. On the other hand, merit point system evaluation method can provide quality assurance, but the procurement committees are often dificult to apply it, and to determaine mesurable criteria evaluation.Therefore, it is necessary for a more in-depth study to find out the criteria evaluation for construction procurement. The research conducted in Bali, and adopted inductive qualitative approach involving 45 experts participated in construction procurements using merit point system evaluation.Puposive sampling is applied to determine the respondents come from all actors included during procurement process. The data was collected through interviews, observation participant and questionnaires, and the Analytic Hierarchy Process (AHP) is choosed to analyse them. The result shows that : the merit point system evaluation for construction procurement can determine the contractor provides better quality than the lowest price conforming method when theevaluation criteria are clear, mesurable and transparant in the bidding document. There are two principle aspects that must be considered to assurethe quality that is: the technical aspect and the cost that weight consecutively 60% and 40%. The technical aspect comprises of : a) the existance of work plan (13.51%), comprising of construction methods (4.12%), supporting  equipment (4.05%), supporting material (3.46%), suporting workers (1.88%); b) competencies of human recources (19.91%), comprising of project management competencies(2.31%), existence of expert (7.92%) and certificated human resources (9.68%); c) existence of supporting equipments (15.54%) consisted of lifting support (4.79%), transportation support (6.17%), surveying support equipment(4.58%); d) the existing of time management (6.30%) consisted of network planning (4.13%), bar chart (1.03%), and S-curve (1.14%); and e) existence of quality assurance (2.14%) consisted of quality management system (1.95%), performance quality management (0.66%) and material management quality (2.14%). From price point of view, it must be evaluated the faireness of price and price offer that weighs consecutively 25.66% and 14.34%.
