Abstract

The research aims to show local residents of Malolos that reviving the Kamestisuhan District will bring benefits to the province and will demonstrate heritage’s meaning to society by engaging participants to assess people-centered approaches hoping to result in gaining support from them for its on-going use and protection. The study utilized a mixed method research design, specifically interview guide and survey, to gain local understanding of needs and opportunities of 11 conservation practitioners, 65 Bulakenyos from different localities wherein the majority are from Malolos, and 55 college students from Bulacan State University in Malolos. The results of this research show that the Kamestisuhan District of Malolos should be protected as a heritage site to maintain its identity and culture because raising awareness of cultural heritage can also open opportunities for bigger tourism plans and livelihood for locals. Media such as TV, documentaries, social media, radio, journal publications, and film can be used to raise awareness about heritage conservation. Modern media can create a more solid foundation for building the image and popularity of the district. This study concluded that stakeholders of heritage conservation believe they can effectively raise awareness about the importance of heritage if they have sufficient knowledge and money to spread information, research and promotion, conduct seminars, and engage in information campaigns.

Abstract

Since the Indonesian election adopted the Open-List Proportional Representation (OLPR) system in 2009 until the present, most political parties have altered their campaign strategies in the parliamentary election. The ownership of capital intensive is seemingly a certainty for political parties if they wish to succeed in the electoral match. Therefore, this article is aimed to demonstrate that capital intensive has a powerful impact in regard to the party triumph in the electoral arena under an OLPR system. It can be seen with the successful experience of four political parties in Indonesia, namely the Gerindra Party (Great Indonesia Movement), PKB (National Awakening Party), the Nasdem Party (National Democrat), and PKS (Prosperous Justice Party) in two elections, 2014 and 2019. Methodologically, it is qualitative research by utilizing in-depth interviews and online news gathering as the data collection technique. With the usage of four marketing-mix indicators (product, price, place, promotion), the article findings revealed that most political parties generally had uniformity in those four indicators despite different ideologies, programs, and strategies. Each party respectively required financial costs, an ideological platform, past achievements, popular candidate profile, physiological costs, local networks, direct campaign strategies to voters, elite approaches, and tactical promotions through mass media. Thus, this study concludes that these costs, which are referred to as “capital intensive,” determine the party’s victory in achieving electoral success.

Abstract

This study adopts a case study method to investigate the interaction between tea and the local government. From the 18th century to the early 20th century, black tea was an important export commodity of China’s Hubei and Hunan region (两湖地区). The black tea trade between the UK and the Hubei and Hunan region (两湖地区) had driven the rise of black tea cultural capital in the region. The cultural capital of black tea brought economic capital, and the local government increased fiscal revenue by levying likin on tea. The economic capital of black tea transformed into political capital, and the local government could compete with the central government and directly negotiate with foreign governments. To dump products onto China, the British government had to maintain the unity of the Chinese market, choose to ally with the central government and weaken the autonomy of the local government of the Hubei and Hunan region (两湖地区). The local governments turned to seeking support from Russia and developed the brick tea trade. This result led to the gradual inability of the national power represented by the central government to control local governments.

Abstract

The number of domestic violence has increased. Meanwhile, until now it has not been possible to identify the stakeholder groups involved and need to be involved in providing solutions to prevent and manage victims of violence. A stakeholder-based governance system can be considered to manage victims of violence both preventively, curatively and rehabilitatively. The purpose of this study is to describe stakeholder-based governance to deal with victims of violence against women and children. This research was conducted at the East Java Integrated Service Center for the Protection of Women and Children (P2T-PPA) which has owned and implemented stakeholderbased governance. Data were collected through Focus Group Discussion (FGD) activities with qualitative data analysis methods. The FGDs involved representatives from each stakeholder in the management of victims of violence against women. The results showed that the stakeholder-based governance system is able to overcome various barriers to communication, coordination, and synergy in dealing with victims more quickly, accurately, and comprehensively. This study concludes that stakeholder-based governance for women and children is the best approach because it is able to integrate all related parties, especially if it is supported by early detection technology to treat victims' trauma conditions in a curative and rehabilitative manner.

Abstract

This study examines the relationship between seat acquisition probabilities and the acquisition of minor party seats in the 2019 Surabaya City DPRD election. This research is crucial because theoretically the proportional representation electoral system quota/allocation of electoral district seats (dapil) has the probability to be accessed by all parties participating in the election, but in fact in the 2019 Surabaya City DPRD election the quota/allocation of seats was dominated by large parties. This research method is library research with the analysis technique using the Pearson Product Moment statistical test. According to the research results, first, the relationship between seat acquisition probability and minor party seat acquisition is negative and insignificant. The results of the research hypothesis test show rcount (-0.753) < rtable (0.997). Second, the relationship between these two variables controlled by the threshold variable is significantly positive. The research hypothesis test result is rcount (0.000) > rtable (0.997). Based on this research: (1) the electoral system of proportional representation quota/allocation of electoral district seats is not accessible to all minor parties participating in the election; (2) the size of electoral districts with seat quotas in the medium-large criteria does not have a significant positive effect on the acquisition of seats of parties participating in the election; (3) the threshold simultaneously affects the significant positive relationship between the size of the medium-large quota electoral districts and the acquisition of seats of parties participating in the election; and (4) the acquisition of party votes below the lower threshold still has the probability to get the remaining seats.

Abstract

The rise of digital advertising has led to the creation of various innovative materials to capture the target market’s attention. To stay competitive, many advertisers use “shockvertising”, creating controversial advertisements with a significant impact on viewers’ attitudes and sentiments. This survey research is based on Lester’s Six Perspectives in Visual Communication theory which explained that viewers’ personal, historical, technical, cultural, ethical and critical perspectives are the determining factor in nalysing their controversial consideration perception. In this study, the use of the theory is to explore viewers’ perspectives on a controversial Malaysian skincare advertisement. Using a quantitative approach, 250 respondents rated their perception of a SlimmeWhite skincare TV advertisement. The responses were analysed using SPSS to address three research questions, finding correlations and mean results. The study found that personal technical and ethical perspectives significantly influenced viewers’ attitudes towards the advertisement, identifying these as the controversial aspects. In contrast, critical and cultural perspectives were the least controversial. The advertisement was deemed highly controversial, but gender did not affect viewers’ perspectives. This research concludes that the resulting data are very valuable for advertising students, brand advertisers and companies in understanding viewers’ perspectives on controversial elements in Malaysian skincare advertisements.

Abstract

People’s participation in public decision-making not only helps ensure transparency and accountability but also contributes to improving their satisfaction with government policies and operations. This study examines whether transparency in decision-making, trust in public agencies, access to information, and people’s awareness of their rights and responsibilities play an important role in promoting their participation. The study also explores whether this participation directly affects people’s satisfaction with public decisions and policies. This study uses mixedmethod approach through the SEM linear regression model. The analysis of the results shows that transparency, trust, information accessibility and citizen awareness have a positive and significant impact on the level of their participation in public activities. However, increased participation does not necessarily lead to higher levels of satisfaction with public policies, especially when the participation process does not meet people’s expectations or lacks transparency and efficiency. The study concludes that, to improve people’s satisfaction, it is necessary not only to promote participation, but also to improve the quality of this process, ensuring that participation is substantive and has a clear impact on public decisions. As such, specific recommendations are made to improve public policy and enhance people’s participation and satisfaction in the context of modern public governance.

Abstract

In the early years of the founding of the People’s Republic of China (PRC), the Communist Party then referred to as CPC implemented a series of equality policies in favor of women. This type of policy is reflected in the allocation of childcare labor resources, emphasizing the construction of women’s social welfare. However, China’s women’s welfare policies are influenced by overall political decision making and exhibit an unstable state. This study discusses the changes in the CPC’s childcare norms from 1949 to 1957. Using the laws and regulations issued by the CPC government from 1949 to 1957 and the news materials published from 1949 to 1957, this study classifies and discusses these first hand historical materials in different periods using the method of literature analysis. This study uses Friedman’s legal culture theory to analyze the interaction between the internal legal culture of the government representatives of the CPC and the external legal culture of the people’s representatives. This study finds that by exploring the process of the construction of women’s welfare policy of the PRC from 1949 to 1957, it can be clearly seen that under the condition of limited financial capacity, women’s welfare work is easily abolished due to other more important national socio-economic work. From these results, this study finally concludes that women’s liberation become a tool to serve the national construction under the discourse construction of the CPC.

Abstract

Gambling has been around for a long time and continues to evolve as it becomes integrated with video games. In its development, gambling continues to have negative impacts both economically and socially, such as unemployment, tax losses, divorce, and suicide. However, gambling can also have a positive impact, such as an increase in government revenue if taxed appropriately. This study aims to offer a thorough analysis of many publications from the last decade and monitor the progress of scientific research on gambling taxes as found in the Scopus database, utilizing VOSviewer and WordStat. In this study, the method used was bibliometric analysis. Between 2014 and 2023, a total of 132 scientific articles were dedicated to studying gambling taxes. There are a total of seven groups consisting of 111 keywords that are directly connected to gambling taxes. There are three groups of eight authors who are collaborating on a research project about gambling taxes. The study found that the University of Macau has affiliations with the majority of publications that impose gambling taxes. The United States has the biggest number of publications on the topic of gambling taxes. Studies on gambling taxes frequently confront issues of tax evasion and focus on a significant topic, namely the impact on public health and individuals. The study concluded that publications related to gambling taxes are dominated by articles from various multidisciplinary fields. This study recommends a wider range of publications and research from a more varied range of time and sources.

Abstract

Human rights in education are an essential area that needs to be the highest priority for improving almost the entire world, especially for the 2030 agenda. This research analyzed the human rights in education values inside the UN Economic and Social Council’s declaration goal 4 of the official document entitled “Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development”. The data are analyzed through a critical discourse approach in qualitative design and discourse organization analysis method. There are nine main human rights in education found inside the declaration including ensuring and protecting education equality, education, and learning development acceleration, preparing and providing sufficient education funding, cultural diversity in education, providing a safe environment for physical and mental health, providing safe, modern and convenient infrastructure and teaching-learning facilities, gender equality in education, internet literacy in education, involving every country as to the world’s global meeting and cooperation of education. The focus of improvement on human rights in education is concluded to be dynamic, which is influenced by economic, welfare, politics, IT, and other integral aspects of development and depends on the world’s and a country’s needs and future desire.
