Abstract

COVID 19 is more than just health crisis but also a humanitarian crisis in every country of the world, including creating threats in the social and economic fields. In a more diverse context, the COVID 19 pandemic has also caused disruption of social services, social activities, financial resources and economically vulnerable groups of people with low income sources who will find it difficult to access health services, difficulty meeting nutritious food needs including staple foods. Sindangsari Village as a form of public sector organization, that provision of social security and public service administration need to carry out a strategy the most effective intervention to help slow down the transmission of the COVID 19 virus at the community level. The strategy involves all agencies in village structure, RT/RW, as well as communities and local residents. These strategies are (1) Strategies for Implementing Main Duties and Government Function in Public Service; (2) Strategies for Coordination, Disseminating and Increasing Public Awareness and Health Service Preparation and (3) Strategies for Meeting the Basic Need of Community, Procedure and Mechanism during the COVID 19 pandemic.

Abstract

Berdasarkan Undang-Undang Republik Indonesia Nomor 25 Tahun 2009 tentang Pelayanan Publik; Pemerintah dituntut untuk melakukan serangkaian kegiatan dalam rangka untuk pemenuhan pelayanan bagi setiap warga negara yang telah disediakan oleh penyelenggara pelayanan publik. Salah satu hal vital yang juga harus diperhatikan oleh pemerintah yaitu terkait administrasi kependudukan. Dikarenakan mendapatkan KTP-el merupakan hak masyarakat dan kewajiban Pemerintah. Penelitian ini bertujuan untuk menganalisis terkait pelayaan publik dalam pengurusan KTP-el di Kecamatan Loloda Utara Kabupaten Halmahera Utara. Penentuan informan dengan menggunakan teknik snowball sampling. Pendekatan penelitian yang digunakan adalah kualitatif. Analisis data model interkatif dari Milles dan Hubberman, yang diawali dari reduksi data, penyajian data dan kesimpulan. Hasil penelitian menunjukkan bahwa Produk pelayanan yang berupa Kartu Tanda Penduduk Elektronik, selanjutnya disingkat KTP-el, adalah Kartu Tanda Penduduk yang dilengkapi cip yang merupakan identitas resmi penduduk sebagai bukti diri yang diterbitkan oleh Instansi Pelaksana. Dalam pembuatan KTP-el di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Halmahera Utara, sudah berdasarkan dasar hukum yang jelas yang dimuat dalam Surat Keputusan Kepala Dinas Kependudukan dan Pencatatan Sipil Kabupaten Halmahera Utara No. 474.4/4/DUKCAPIL/2020 tentang Penetapan Standar Pelayanan Penerbitan Dokumen Kependudukan. Namun, demikian masih terdapat faktor penghambat dalam pelaksanaannya, terlebih khusus Kecamatan Loloda Utara Kabupaten Halmahera Utara.

Abstract

Corruption behavior is not a culture. Culture is a positive value. Corruption behavior is a negative value, so corruption is not a culture. Many factors cause corruption to flourish in Indonesia, so from year to year it is difficult to eradicate it. This study tries to identify the causes or conditions underlying corruption in Indonesia. The method used in this study is Systematic Liteature Review (SLR), which is by identifying, assessing, and interpreting all findings on a research topic to answer the research questions that have been previously determined. The results of a theoretical study that individual behavior will be influenced by four things, namely motivation, ability, role perceptions, and situational factors, abbreviated as MARS. The conclusion of this theoretical study is that corruption behavior is the output of an individual's thinking system as a counterproductive behavior that is formed due to individual character factors and organizational culture's contribution. So eradicating corrupt behavior must be intervened with policies that focus on forming / motivating motivators, employee up-grading abilities, clarity of the role of individuals in the organization and system improvement, organizational culture that encourages employees to perform better.

Abstract

Undang-Undang No.24 Tahun 2000 tentang Perjanjian Internasional memungkinkan pemerintah daerah (Pemda) di Indonesia membuat perjanjian dengan provinsi atau kota di negara lain. Di Indonesia tercatat bahwa pada saat ini terdapat sekitar 100 kerjasama internasional yang berbentuk sisterhood. Hubungan yang telah ada itu kemudian seharusnya dibina dan dikembangkan melalui berbagai level kebijakan untuk menjaga sejarah, dan mendapatkan hasil luaran yang bisa dikerjakan bersama di masa sekarang dan yang akan datang. Akan tetapi secara umum, jalinan sister city ini hanya 15% yang masih tetap berjalan, kemudian tidak sampai 20% berjalan dengan seadanya dan sisanya lebih dari 65% hampir tidak melakukan kegiatan apapun. Kota Bandung telah menjalin kemitraan dengan 5 kota di dunia antara lain yaitu: Braunschweig (Jerman, sejak tahun 1960), Fort Worth (AS, sejak tahun 1990), Suwon (Korea Selatan), dan Yingkou dan Lizhuo (RRC). Sedangkan jalinan dengan kota-kota di dalam negeri yaitu dengan kota Surabaya dan Kota Batam dengan maksud untuk saling mengisi dalam berbagai bidang kegiatan dan juga untuk menjaga dan memelihara hubungan baik antar pemerintah (Sekda Kota Bandung, 2011:7). Kota Braunschweig, Jerman dengan Kota Bandung merupakan jalinan sister city terlama di Indonesia dan pelopor bagi pembentukan sister city lainnya. Bidang kerjasamanya meliputi ekonomi, sosial budaya, pendidikan, pertukaran pemuda, pelatihan, kesenian dan olahraga. Namun jalinan antara Bandung – Braunschweig kemudian tersendat di awal tahun 2002. Menggunakan metode deksriptif kualitatif dan mengacu kepada kebijakan Publik George C. Edward penelitian ini mendapatkan hasil bahwa kesepakatan sister city Pemkot Bandung dengan kota Braunshcweig, dari segi komunikasi, disposisi, sumber daya, dan struktur birokrasi tidak ada kelanjutan yang berarti setelah MoU ditandatangani atau menjadi silent Mou. Atau dengan kata lain Peraturan Menteri Dalam Negeri Nomor 3 Tahun 2008 tidak terpenuhi dengan baik.

Abstract

Pelaksanaan otonomi daerah selain berlandaskan hukum, juga sebagai implementasi tuntutan globalisasi yang harus diberdayakan dengan cara memberikan daerah kewenangan yang lebih luas, lebih nyata dan bertanggung jawab, terutama dalam mengatur, memanfaatkan dan menggali sumber-sumber potensi yang ada di daerah masing-masing. Sebagai pemegang otonomi daerah Pemerintah Kota Sukabumi  memiliki hak, wewenang, dan kewajiban untuk mengatur dan mengurus sendiri urusan pemerintahan dan kepentingan masyarakat setempat sesuai dengan peraturan perundang-undangan, serta membuat peraturan daerah guna mengurus rumah tangga sendiri. Peraturan Daerah Ketenagakerjaan dibuat untuk membuka lapangan kerja, mengurangi pengangguran, dan melindungi tenaga kerja di kota Sukabumi.

Abstract

Innovation in government organizations is a transformation of the main functions of the organization and permanent and fundamental changes in the organizational structure. Meritocracy in the system of placing officials at the central and regional levels is an urgent need. However, today meritocracy is still at the level of discourse that needs to be fought. There are many obstacles surrounding the achievement of a merit official placement system. Political obstacles still revolve around configurations that reduce spoil loyalty between elected officials and their supporters. The culture of nepotism that is still thick in the public bureaucratic system, money politics, also adds to the barriers to the ongoing merit system. The purpose of writing this article is to describe one form of public sector innovation that aims to prevent intervention in the placement public officials. The method used is descriptive qualitative method using researchers as a tool based on library studies. With regard to the level of innovation that reflects the magnitude of the impact caused by ongoing innovation, Anjas Go Clear, which is an Innovation from the City of Bogor to prevent intervention in the placement of officials including in service creation innovation, process innovation, administrative innovation and system innovation.

Abstract

This research is intended to find out how pamong praja police unit's role in dealing with Commercial Sex Workers in accordance with Regional Regulation of Lebak District No. 17 of 2006 on The Implementation of Order, Hygiene and Beauty (K3), and to know the obstacles or obstacles faced by pamong praja police unit officers in dealing with Commercial Sex Workers (PSK) in Lebak Regency. The method used in this study is a qualitative method, with the number of informants as many as 12 people, with details of 4 Satpol PP, 1 Police person, 3 People Community and 4 Commercial Sex Workers (PSK). From the results of this study can be concluded that Pamong Praja Police officers of Lebak Regency rarely conduct raids on a regular basis, tend to be helped a lot by lebak resort police. Every time there will be an operation of information always leaked, Satpol PP officers treat the PSK who are caught within the limits of fairness, advise the psk to leave their dirty work, and for the PSK who is caught repeatedly sent to the social home to be fostered by the relevant service. From social service data obtained information only about 35% of the students who have followed the coaching conscious and left the world at night, while the rest of the people who return to the work for various classic reasons, the main of which is economic difficulty and want to quickly earn money. Based on the facts in the field, the mushrooming of new psk who are young and have regular customers who are young is also certainly a concern of all of us so that the younger generation of this nation is not morally damaged. Surely the role of Satpol PP as the vanguard in running the government number 17 year 2006 must remain firmly acted.

Abstract

Penelitian ini bertujuan mengetahui Kualitas Pelayanan Pembuatan Dokumen Surat Perjalanan Laksana Paspor (SPLP) di Konsulat Jenderal Republik Indonesia (KJRI) Johor Bahru Malaysia yang dilatarbelakangi oleh adanya permasalahan dalam proses pelayanan pembuatan dokumen Surat Perjalanan Laksana Paspor (SPLP) yaitu (1) Rendahnya Kuantitas Sumber Daya Manusia, (2) Sarana dan prasarana yang kurang memadai,. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yaitu melalui obervasi, wawancara dan dokumentasi. Adapun fokus penelitian ini adalah kualitas pelayanan yang dapat diukur melalui lima dimensi yang meliputi Tangibles, Reliability, Responsiveness, Assurance dan Empathy. Dari hasil penelitian, menunjukan bahwa Kualitas Pelayanan Pembuatan Dokumen Surat Perjalanan Laksana Paspor (SPLP) di Konsulat Jenderal Republik Indonesia (KJRI) Johor Bahru Malaysia sudah menerapkan dimensi Tangibles, Reliability, Responsiveness, Assurance dan Empathy beserta indikator-indikatornya. Namun, disisi lain masih ada indikator-indikator yang belum berjalan dengan optimal, sehingga menyebabkan proses pelayanan menjadi terhambat, seperti sarana dan prasarana pelayanan yang kurang memadai, rendahnya kuantitas Sumber Daya Manusia (SDM) dan rendahnya pemahaman pemohon akan regulasi keimigrasian.Kata Kunci : Kualitas Pelayanan, Surat Perjalanan Laksana Paspor (SPLP), Konsulat Jenderal Republik Indonesia (KJRI)

Abstract

This study aims to determine the effect of price, service quality and customer satisfaction of PT. Astra International Daihatsu Pondok Pinang branch. Data was collected through a questionnaire distributed to 100 respondents. Data were analyzed using statistical analysis description and SPPS Software IBM Version 21. Data obtained, results (1) Price has a significant positive effect on customer satisfaction (2) Service quality has a significant positive effect on customer satisfaction (3) Service quality moderates price on satisfaction customer.Keywords: Price, Service Quality, Consumer Satisfaction

Abstract

This research discusses the DP3AKKB Strategic Planning (Office of Empowerment of Women, Child Protection, Family and Family Planning). Province of Banten In Prevention of Violence Against Children Study Cases PATBM Program. The aim of this research was to find out how DP3AKKB Strategic Planning in Banten Province in Prevention of Violence Against Children Study Program PATBM. This research uses a descriptive method with a qualitative approach. The Determination of informants uses purposive sampling techniques. Data collection techniques are observation, interview and documentation. The trustworthiness  of the data using triangulation of data sources and member checks associated with the theory of the Strategic Planning Process according to Michael Allison and Jude Keye, 2005. Data analysis techniques use Miles and Hubbermman. The results showed that the Strategic Planning of DP3AKKB (Office of Empowerment of Women, Child Protection, Population and Family Planning) is still not optimal. In strategic planning has obstacles such as in the Pre-preparation of proposals with facts out of sync, in assessing the external environment lacking coordination and synergy across sectors with DP3AKKB City, LPA District, District/ Village, human resources in the evaluation field are inadequate, there are still those who have not conducted PATBM training, the carrying capacity of service facilities and infrastructure is inadequate such as not having a Technical Service Unit, PATBM does not yet have a budget allocation from the local village. The necessity of synchronize violence prevention programs between Provinces and Regencies / Cities.
