Abstract

Regulation  of  the  Minister  of  Maritime  Affairs  and Fisheries of the Republic of Indonesia Number 71 / Permen-Kp / 2016, aims to realize the utilization of fish resources that are responsible, optimal and sustainable and to reduce conflicts over the use of fish resources based on the principles of management of fish resources. In implementing the regulation, it creates dynamics in fishing communities. The focus of this study examines the evaluation of the fishing lane policy and the placement of fishing gear on Fishermen in the Serang Port of Serang, Banten. The theoretical study in this study uses the William N. Dunn (1990) Policy Evaluation approach. The research method is a qualitative approach with a descriptive analytic research design. The results showed that the characteristics of the fishing track in the Karangantu Archipelago Fisheries Port, most fishermen had small scales. Government policy does not provide levies for fishermen who lean in the Port of Karangantu PPN. Government policies related to fishing gear have been issued Ministerial Regulation No. KKP. 71 of 2006, as a reference to bring order to fishermen in conducting operations in the Banten Bay Area and even throughout Indonesia. The policy is not implemented optimally because fishermen who operate in the port of Karangantu are mostly small-scale fishermen, while those who are regulated should pay attention to the characteristics of the type of boat and the size of the boat. The fishing area is carried out in a 4-mill marine area, and using fishing gear. The use of Cantrang or Arat Mini fishing gear similar to Trawling Tiger is actually not permitted and even there are no permits for fishermen who violate the rules of fishing gear, but these conditions are still used by fishermen. For enforcement, government support related to operational budgets is needed to support operations at sea.

Abstract

Pada tahun 2018 pemerintah Kabupaten Lebak menerbitkan Peraturan Daerah Kabupaten Lebak Nomor 4 Tahun 2018 Tentang Pengelolaan Sampah sebagai wujud upaya pembatasan timbulan sampah di Lebak, Peneliti ingin mengetahui bagaimana implementasi kebijakan pengelolaan sampah dimaksud. Dalam penelitian ini peneliti menggunakan pendekatan kualitatif studi kasus untuk mengetahui secara mendalam implementasi perda tersebut. Teori yang digunakan untuk menguji perda ini menggunakan teori Edward III (1980) tentang implementasi kebijakan publik, dalam proses pengumpulan data peneliti melakukan observasi, wawancara, dan triangulasi. Perda pengelolaan sampah belum ditindaklanjuti oleh desa Malingping Selatan sehingga dalam pengelolaan sampah di Malingping Selatan belum berdasarkan amanat perda, begitupun dengan Desa Cikatapis pengelolaan sampah sudah melalui perdes namun belum berjalan sebagaimana mestinya, misal masih kurangnya sosialisasi, tidak adanya peralatan, terbatasnya jumlah pekerja, kurang konsistennya pihak pemerintah desa, belum disiplinnya petugas sampah dan belum adanya SOP pengelolaan sampah.

Abstract

This research is motivated by the existence of a policy issued by the government, namely Permendes No. 6 of 2020 concerning Priority for the Use of Village Funds. This study aims to determine the factors that affect the success of handling Covid-19 in Selakau District. This type of research is qualitative research. The results showed that 1) Communication and coordination between implementing actors was carried out well, namely an understanding of the tasks carried out between agencies in handling Covid-19 which resulted in extraordinary synergy in the success of handling Covid-19. 2) The attitude of the implementers shown by the actors / implementers in handling Covid-19 was very good in responding to various policies set by the government. With the attitude of the implementers, it gives public confidence in the implementation of the Covid-19 prevention policy. 3). Human resource support was demonstrated by the formation of Task Force Teams at the Village and Subdistrict Levels. In terms of financial resources, the government has issued various regulations to be able to support the success of this program including Permendes No. 11 of 2019 concerning Priority for the Use of Village Funds which provides opportunities for village governments to use Village Funds for BLT in handling Covid-19 4) The bureaucratic structure implemented in handling covid-19 takes an open bureaucratic structure model, meaning that this model provides opportunities wide for all parties to be involved in the formulation of goals and there is space in forming new institutions, new models or strategies that are more locally oriented, such as developing a solution system a problem based on the participation of all elements, so that there are wider opportunities for involvement bottom-up and top-down balanced.   Keywords: Implementation, Policy, Village Fund BLT, Covid-19

Abstract

The demands for solving public problems have shifted the viewpoint of the role of the government as the sole provider of services towards participatory governance as a form of democracy that can adapt to change. These demands must be addressed wisely by reconciling the expectations of the community and organizational capabilities, as well as reducing bias in the capacity of public organizations as service providers. This study identified the factors that work in the process of implementing integrated service policy in an archipelago in facing the transformation of ICT-based services, analyzed the ability and commitment of one-door integrated service (PTSP) implementers, coordination patterns, private sector cooperation, and community participation in services so that it can provide a holistic and complete picture of implementation. The method used was descriptive qualitative by determining informants using purposive sampling. The data were collected through in-depth interviews, observation, and document study. Next, semantic coding was carried out using the NVivo 12 Plus to determine the categories/themes to be generalized. The results of the study reveal that there is a community culture that encourages the mobile PTSP service system by GA and the involvement of NGA who works voluntarily and in business. Public support is very high, but the implementation performance has not yet reached the goal of self-help service (OSS) policy due to technical constraints, namely geographical distance, equipment, and budget.Keywords: cultural, commitment, informal, policy implementation

Abstract

In the implementation of regional autonomy, the paradigm of public service should shift from services that are centralized to services that focus more on customer-driven government. But in reality, the practice of public services in many areas is unsatisfactory for the community. The causes of public services still have weaknesses, namely less responsive, less informative, less accessible, less coordinated, bureaucratic, less willing to listen to public complaints, and inefficiency. Another factor is the low motivation for public services. For Padang City, one of the sub-districts that has excellent service is the East Padang sub-district. However, the service process at this sub-district office has fluctuated. Many people complain about the service pattern, including the room that is not representative in carrying out public services. This research uses descriptive qualitative research. To obtain data in accordance with the research focus, the researchers conducted interviews, observations and documentation. Then the data obtained were analyzed using interactive analysis methods. In Padang Timur District, the aspects of public service motivation that are practiced are giving rewards and punishments, conducting coaching and training, and applying transformational leadership. To achieve optimal public services, it is necessary to have a Public Service Motivation that prioritizes competition, competence and consistency.

Abstract

The echo of 'Bureaucracy Reform' in Indonesia, has been sounded since 2010. The implementation of a clean and serving government is the main concept in Indonesia's 'Bureaucracy Reform'. Clean here, of course, is meant to be clean from Corruption, Collusion and Nepotism, where one of the branches of this KKN action is 'Gratification'. Triggered by gratification which is associated as unethical behavior in the administration of government and/or public services, we want to get an idea of how the struggle for 'Bureaucratic Reform' compares to acts of gratification during the decade after it was proclaimed. By using James Rest's 'Four-component Analysis Model' method (1986), we hope to be able to identify the aspects that influence the emergence of ethical behavior in the administration of the state and/or public services. Based on the results of observations of the CPI Score data, Indonesia has not yet succeeded in breaking through the top 80 in terms of taking action against corruption, and until 2019 there have been prosecutions for 119 cases of bribery. In order to prevent state administration and/or public services from receiving gratification, civil servants and state administrators must cognitively consider moral awareness, moral judgment and moral motivation in the form of 'intentions' and then decide to take actions that are classified as ethical behavior or moral behavior.

Abstract

The purposes of this paper is to see the role of the ASEAN Outlook on the Indo-Pacific as Indonesia's foreign policy strategy in context to responding the dynamics that occur in the region. Nowadays, competition between global actors is getting stronger and creates new, more complex tensions. One of them is marked by the increasing impact of the rivalry that occurs between the United States and China in the Indo-Pacific region. Indonesia, with its strategic position, take advantage of ASEAN as a medium to achieve its interests through a soft power approach. This paper uses the concepts of foreign policy in perspective strategy and rivalry interstate with a descriptive qualitative research approach. The results of the study describe the process from the creation and the importance of the ASEAN Outlook on the Indo-Pacific for countries in the region.

Abstract

Tingginya angka kekerasan terhadap anak masih terjadi di Kabupaten Serang pada pertengahan  tahun 2021. Data menunjukkan bahwa jumlah kekerasan terhadap anak selama tahun 2021 sampai dengan bulan Agustus sebanyak 42 kasus dengan 35 kasus merupakan kasus kekerasan seksual, 3 kasus psikis, 3 kasus trafficking  dan penelantaran 1 kasus (Simfoni, 2021). Uniknya, kasus kekerasan terjadi sebagian besar berada di wilayah pesisir Kabupaten Serang. Sehingga tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi pencegahan kekerasan seksual terhadap anak di wilayah pesisir Kabupaten Serang. Strategi pemerintah dalam menjalankan kebijakan publik menurut Moore (1995) digunakan sebagai alat analisa dalam penelitian ini, diantaranya adalah Public value outcome, the authorizing environtment dan operational capacity. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa  Pemerintah daerah Kabupaten Serang telah melaksanakan kebijakan perlindungan anak berbasis masyarakat (Perlindungan Anak Terpadu Berbasis Masyarakat) sejak tahun 2017, namun belum berjalan secara optimal. Hal ini disebabkan karena publik value belum dimiliki oleh masyarakat setempat, disamping itu kapasitas operasional yang mendukung kebijakan ini juga belum cukup memahami konsep perlindungan anak berbasis masyarakat, terbukti pada tidakaktifan mereka dalam menjalankan program. Sehingga dibutuhkan pelatihan dan pendampingan secara intensi bagi para pelaksana program di tingkat desa.Kata Kunci: Strategi, kekerasan seksual, berbasis masyarakat

Abstract

Village Ministerial Regulation, the Development of Rural Area and Migrator No. 1 of 2015 confirms the guidelines on village owned enterprises (BUMDes) to emphasize village authority in developing village economics with a business entity. The establishment of BUMDes is expected to be able to improve the community's economic level and increase Village Original Income (PADes). From 2014 to the latest data in December 2020, Klaten Regency experienced a rapid increase in the number of BUMDes. From 33 BUMDes to 364 BUMDes. However, the rapid establishment of BUMDes is not accompanied by its management, which is evidenced by the low proportion of BUMDes in the advanced category. This paper aims to map the roles of actors, strategies for developing BUMDes and how to overcome challenges in its implementation in managing BUMDes in BUMDes Tirta Mandiri and BUMDes Janti Jaya. The research was conducted using an exploratory qualitative method and will be analyzed through 3 stages from Stephan Balogh, namely system context, drivers and dynamics of collaboration. The involvement of the village government and the community affects the development of BUMDes. The condition of abundant natural resources supports BUMDes in terms of natural resources but still needs training and development to get qualified human resources who are not only able to manage BUMDes but can also develop and bring BUMDes able to overcome various challenges.Keywords: BUMDes, collaboration, collaborative governance, management, village

Abstract

This paper discusses democratic considerations in implementing development planning considerations in Pengujan Village without the overall participation of the community, therefore the aim of this study is to identify factors leading to low community participation in performing musrenbang in Pengujan Village. Descriptive qualitative research method with observational and interview data collection techniques. From the results of the study, it can be seen that the implementation of Pengujan Musrenbang Village is in accordance with Law No. 6 of 2014 regarding the village government which stipulates that the implementation of Musrenbang must match the potential of the village, Pengujan Village has potential capacity in the marine sector with the majority of the population being fishermen, but the level of community participation in general is not high due to a number of factors including saturation of communities as their previous aspirations have not been fulfilled, activities of fishermen whose working hours cannot be ascertained due to changing sea conditions, and information on discussions at village and village levels has not been distributed equally to all people. Keywords: democrasi deliberation, musrenbang, partisipation, village potencial
