Abstract

Abstract: This paper aims to reveal the socio-political reality that is loaded with interest. The interest certainly are mutually-beneficial but often unbalanced political advantage. In this regard, politics always intersect or identical to ‘exchange’ and ‘communication’. When interpreted in reverse, that isn’t politics if it doesn’t contain elements of ‘exchange’ which must be preceded by a communication strategy its politicians. Specifi cally, this paper reveals the occurrence of a ‘political exchange’ and the ongoing process of ‘political communication’. Set in the elections in Soppeng district iIn 2010, the process of exchange and political communication that takes place generally is ‘transactional’. Although some cases of ‘looks’ is ‘interactional’ but it always ends with a political compensation (transactional).Keywords: Exchange, Political Communication, Election, Transactional, Interactional

Abstract

Electoral disputes interpreted as a complaint, protests, claims, cancellations, and contestation in the electoral process related. In the implementation of the elections including the concurrently local election 2015 disputes is necessary thing happened. In the perspective of electoral justice system, dispute resolution must meet the elements such the right to a settlement of electoral disputes; the election standard devices and procedures are clearly defined; the electoral dispute resolution body who have the knowledge and impartiality; the judicial systems that facilitate the achievement of the decision; the existence of clear regulations concerning the burden of proof and standard of submission of evidence clearly defined; the effective settlement system and meaningful and the effective of stakeholders education. This article intended to examine and assess whether the electoral dispute resolution system that is prepared for concurrent local election is adequate or not in the perspective of electoral justice system. Method used is by analyzing 2015 concurrent election legal framework and institutional framework for organizing and analyzing the elements of the institutional framework of the institutions involved in the resolution of electoral disputes in the concurrent election of 2015. In addition, the analysis was also directed at other aspects in the resolution of electoral disputes such as the availability of prevention system (preventive system) and alternative dispute resolution system that can be used in the concurrently election dispute resolution 2015. The analysis also uses actual cases that develop during the stages of the concurrent elections for comparison purposes in the implementation of regulations disputed election, as well as to examine the capacity and capability of the electoral dispute resolution body that are responsible for the settlement of electoral disputes.

Abstract

Since the beginning of its implementation, direct local election has brought great expectation to perform radical changes in fulfilling the political rights of public to determine local political leader in their region. This expectation gained momentum from the contestation of national versus local political discourse, that created direct local election as new field of discursively to build local political power. Meanwhile, various researches on direct local election have found that the high expectation of political freedom actually had been 'hijacked' by political oligarchy that made direct local elections very expensive event, but could not be guaranteed to increase public welfare. The concurrent local elections, which will be held for the first time at the end of year 2015, become new field of discursively to overcome the public apathy. This paper positions concurrent local elections as discursive struggle that established figure-based politics as hegemonic discourse and at the same time, excluded political parties within the discourse, through the dislocations of meaning, that define simultaneity as instrumental arrangement. The exclusion of political parties is also dislocated because this involvement is understood only as 'political vehicle' or formalistic institution for candidacy. These dislocated meanings evoked a question, whether concurrent local elections could create new form of political representation, or in fact, establish figure-based politics hegemony that actually challenge democratization.

Abstract

Focus articles namely institusionalizationpolitical party with case study PAN Southeast Sulawesi.Although nationally PAN occupy a board the middle , but in Southeast Sulawesi occupy the top.Hegemony PANSoutheast Sulawesi seen in the seats at an election 2004,2009, 2014 and the fight for regional head election (Pilkada) carried out the period 2010-2013.It was just that , hegemony PAN did not come from institusionalization politicalparty but based on the power of personal. The beginning formation of the process ofinstitusionalization in line with onthe track , but in the following development this process is not workingbecause of the emergence of a strong personalize them in the body of internal pan namely Nur Alam.The figure of this is so strong so as to create patronage both in internal party and exit.To create a voter loyalty, then introduced the program BAHTERAMAS which included the types of programmatic goods.As a result, PAN experienced a dilemma because the process institusionalization politicalparty did not function as intended and program design is not sustainable. Strengthening personalize them in the body party because institusionalizationof the weak. This situation should anticipated by the party, if the party rely on the strength of figure, when he has no base material and resources strong , but political parties will also weakened.

Abstract

The General Election Commission, as election management body in Indonesia, has prepared regulations regarding the local elections. Unfortunately, despite its regulatory function, the General Election Commission has not had independent authority to formulate the General Election Commission Regulation. In the drafting process of the General Election Commission Regulation, the General Election Commission is obliged to consultate with the Indonesia’s House of Representative, including ten regulations related to local election that have been adopted. Whereas in this process, the obligation possibly could be used by the House of Representative’s members, which comes from political party, to insert their invidiual or party interests, in the regulations that have been drafted. In das Sollen, the House of Representative is expected to be a ”legislative advise” to the General Election Commission, that formulate the regulation. However, in das Sein, the role of the House of Representative shifts into a “legislative review”. This harms the independency of the General Commission Election as an independent election management body, including their authority to formulate election regulation. The research will use normative approach, which will be written in descriptive analysis method,this reseach will deeply analyze about how the General Election Commission Regulation, related to local election is formulated, in order to strengthen the General Election Commission’s power and bargaining position as national, independent, and permanent election management body.

Abstract

This paper is aimed to examinethe phenomenon of party switcing that conducted by politicians. Author tries to look at the various factors that could encourage politicians to make the party switching. In addition, the authors also try to see what is the long-term and short-term effects of party switching on political party and party system. Data shown in this paper is the data that derived from researchs that conducted by some researchers previously, and it is analyzed by using a different approach.

Abstract

Persons with disabilities are part of Indonesian citizen, thus entitled to the respect, protection and fulfillment of basic rights guaranteed in the Constitution NRI 1945. One of the fundamental rights which are owned by a citizen is to participate in the elections, including local elections, to use their right to vote. However, fulfillment of the right to vote which is had by persons with disabilities is often neglected. Regulation becomes the most fundamental cause in the practice of discrimination against persons with disabilities to use their right to vote. In the process of legislative and presidential election in 2014, the regulatory aspects became an attention, so it continues to be refined through the implementation of the regulations established by the General Election Commission (KPU). But the effort was apparently not done systematically, as in Law Number 8 Year 2015 on the Enactment of Government Regulation in Lieu of Law No. 1 Year 2014 on the Election of Governor, Regent, and Mayor. There are provisions in those regulation that discriminate persons with disabilities in certain varieties. The provision in question is Article 57 paragraph (3) states, "Voters registered are people whose soul/memory not being disturbed". The provision was tantamount to eliminate a right of citizen to vote, whereas the disturbed condition of the soul is not always a permanent condition. State, through the Law, should make efforts to guarantee and ensure that all citizens have good accessibility to exercise their rights to vote. Efforts must be made to eliminate all obstacles for citizens to participate using their voting matter, including persons with disabilities.

Abstract

Simultaneous implementation of the election already held on 9 December 2015, essentially is an alternative system of direct local elections in order to save significant budget of budget execution during the election is charged to the budget. But in its implementation, simultaneous election in 2015 was allegedly gave birth to the various phenomena associated with transactional politics that emerged in the process of election.This paper prepared using descriptive method through a qualitative approach. The data collection is done by using study of literature through the study of literature related to the phenomenon of transactional politics in the election simultaneously in Indonesia in 2015, and its implications for government formed from the election process.Concurrent election implementation in 2015 gave rise to various phenomena associated with transactional politics that political barter, stuffed politics, politics of high costs, and the existence of money politics in voting behavior. In general, transactional politics injure the realization of democratic elections and the implications for the process of the election itself less democratic. In particular, the transactional politics that can bring the seeds of mistrust support to political parties and may confuse its supporters over the choice of a political party, led to the behavior of corrupt government officials, and local autonomy are not positively correlated to improving the welfare and quality of life of the people.

Abstract

One of the succesful indicator of political party to conduct the forming of cadres is by seeing its ability in preparing its cadresin every momentum of political dispute. In accordance with those matters, each political party certainly have characteristic itself in the lineof struggle and ideology in cases where just people who had passed the forming of cadres process that moreunderstandthe character of its political party. Therefore, it can be irony if there is political party who carry the candidate of district head that not derive from its cadres. Whereas, the ideology and the principle lineof struggle ideally become compulsory orientation for each political party toundergo its strategic role in political system.The focus is to identify the phenomenon of DPD PAN at Majene Regency who carrycandidate pair for regent and deputy of regent Rizal Sirajuddin-Mulyadi Bintaha that not derive from the cadres of PAN. Ironically, considering that PAN constitutesthe party by a majority chair in DPRD (Legislative Assembly at Regency)of Majene Regency all at once its cadres are the head of DPRD. That fact precisely describe PAN as the greatest partyin Majene that surely have proper infrastructure and very suitable if in General Election of the District Head jointly in Majene to carry its cadres itself. From the focus of this Problem, it will be arranged theoretical framework and the writer idea in looking at formulation till mechanism ofthe forming of cadresthatproperly be operated for political party. Moreover, at the process of political rectruitment to becarried in General Election of the District Head, it will be also reviewedthe expectation and itschallenge for political party.The aim is become alternativereferencein seeing the dynamic of political party at the local degree, especially khusunya kabupaten Majene. Accordingly, it become recomendation for political partyin order that the function of the forming of cadresand its political rectruitment canfare well properly for the sake of the process of ideal democracy consolidation in Indonesia.

Abstract

Indonesian language as the part of the Indonesian struggle for independence through the Sumpah Pemuda in 1928 confirmed the Indonesian language as the national language and unifying language of various races, religions and ethnicities. Post-independence, the Indonesian language strengthen its presence as a "state administration". If viewed from both sides, the Indonesian language has contributed to the development of social, cultural and political activities for the Indonesian nation. After the reform era, the Indonesian language continues to grow. One of the usesin political communication, especially political campaigns. The use of this language is to gain sympathy, attention, and perception of the public to make a choice in the general election. The method used in this study is descriptive method with qualitative approach. Data was collected by literature review. The results showed that the political campaign is the one of the implementation of political communication from the candidates to the public.Performance shown when delivering his message in front of the audience/public needs to be supported with appropriate variety of language and clear message. The variety of Indonesian language in political campaign with open campaign model should be informal language, then the dialogic campaign model should be formal language. Some snippets of campaign text that have been discussed show that the uses of language there still has not been proper use of the word. The application of variety of language is a reflection of the candidatespersonality so that appropriate usage of words also give effect to the audience/voter in determining their choice. The study recommends collaboration among political actors with language experts in creating political communication integrity.
