Abstract

Pandemi Corona Virus Disease 2019 (COVID-19) sangat mengancam kesehatan manusia. Tidak hanya kesehatan namun bidang perekonomian juga terganggu. Oleh karena itu, berbagai kebijakan diberlakukan sebagai solusi keterpurukan perekonomian. Penelitian ini bertujuan untuk mengetahui keadaan PKL selama pandemi sebelum PSBB dan PPKM di Kabupaten Cilacap. Selain itu, penelitian ini bertujuan untuk mengetahui keadaan PKL selama pandemi setelah pemberlakuan PSBB dan PPKM di Kabupaten Cilacap. Metode penelitian yang digunakan dalam penelitian ini yaitu metode kuantitatif. Hasil analisis menunjukkan bahwa PPKM memiliki pengaruh terhadap pendapatan PKL di Kecamatan Adipala Kabupaten Cilacap. Dampak pemberlakuan PPKM terhadap pendapatan Pedagang Kaki Lima yaitu menyebabkan PKL dapat berjualan dengan adanya beberapa kelonggaran seperti waktu beroperasional dan dapat bertatap muka dengan pembeli menggunakan protokol kesehatan yang ditetapkan. Sehingga, adanya PPKM dapat meningkatkan kembali secara perlahan perekonomian PKL di Kecamatan Adipala Kabupaten Cilacap. Pedagang Kaki Lima di Kecamatan Adipala Kabupaten Cilacap sangat puas dengan kebijakan yang diberlakukan karena dapat menghidupkan kembali perekonomian PKL yang sempat mengalami penurunan pada masa pandemi COVID-19. Berdasarkan hasil penelitian, saran yang dapat dilakukan yaitu perlunya pengkajian dampak COVID-19 pada bidang lainnya dan pengambilan sampel dari beberapa pasar induk kecamatan di Kabupaten Cilacap.

Abstract

The main purpose of establishing a state is to provide welfare for the community. However, this condition is difficult to achieve due to the problem of poverty, not least in DKI Jakarta Province. Responding to this condition, the DKI Jakarta Provincial Government then adopted a policy of fundamental poverty alleviation that tries to affirm the poor through the KJMU program. This study aims to describe the strategy and the factors that can influence the DKI Jakarta Provincial Government’s improving community welfare based on pro-poor policies in the KJMU program. This study uses a qualitative approach with data collection methods such as interviews, observations, and documentation. The analysis of study data is carried out using an interactive data analysis model with stages of data collection, data reduction, data presentation, and conclusion. The results show that the DKI Jakarta Provincial Government carried out a strategic management process with strategy formulation, strategy implementation, and strategy monitoring and evaluation. All these stages are supported by the application of principles of good governance and pro-poor budgeting. However, some factors influence the strategy in the form of the use of DTKS not being maximized; the accuracy of KJMU recipient data; the lack of human resources for program managers; information on the KJMU program that has not been well received by the community; and the discovery of violations of obligations to the KJMU program.

Abstract

This research examines how relations between institutions are developed and managed by a state institution which in this case is the Electoral Supervisory Body of the Republic of Indonesia, through the establishment of an Institutional Network in handling neutrality violations of the State Civil Apparatus (SCA) at the Concurrent General Election in 2019. This research has several background issues, including the SCA neutrality issue as one of the three main problems in each election moment. In the 2019 election, there were several results and allegations of electoral irregularities in 1,096 instances of suspected violations of the independence of the State Civil Apparatus. Another issue is that the Electoral Supervisory Body is responsible for overseeing the neutrality of SCA, but there is hampered by limited authority which is the Electoral Supervisory Body cannot give punishment on SCA, they just allowed to providing recommendations. This analysis is focused on the Network Governance Theory by Klijn, Koppenjan, & Termeer. This theory is applied through a two-step strategy, each of which has three indicators. The research method used is a descriptive research that will generate qualitative findings. The results of this study found that of the six indicators contained in Network Governance Theory, the Institutional Network of the Electoral Supervisory Body only applied five of the six indicators of Theory. The other indicators are not applied for some reasons. Through the Game Management and Network Structuring Strategy that is contained in this Network Governance Theory, this Institutional Network produces two outputs, which are Memorandum of Understanding and the Cooperation Agreement that governs and binds between the two institutions namely Electoral Supervisory Body and The State Civil Apparatus Commission.

Abstract

The first election process in Indonesia was the holding of simultaneous elections on April 17 2019. This was a consequence of the Constitutional Court Decision 14/PUU/2013 concerning the review of Law 42 of 2008 concerning the General Election of the President and Vice President. Although the simultaneous election is considered superior to the previous election, its implementation is not without flaws. The issue that was most shocking was the large number of fatalities caused by election organizers, which were allegedly caused by other technical problems and the 2019 simultaneous local elections. Based on the Constitutional Court Decision Number 55/PUU-XVII/2019, the Association for Elections and Democracy (Perludem) conducted a judicial review The 1945 Constitution by considering the various parties that emerged from the 2019 Election. The Petitioner conveyed a number of points in his argument related to the analysis of how the 2019 simultaneous elections were held yesterday. The Constitutional Court ruled that the petition had no legal basis, so that the petition was rejected completely. However, in accordance with the 1945 Constitution, the Constitutional Court provides an alternative model of simultaneous elections that can be chosen and considered constitutional. The research method used is the normative juridical method, which is meant by "normative juridical" is a type of procedural scientific investigation of the scientific logic of law, especially based on norms, to find facts. Qualitative studies are used in the data collection and argumentation methods of this paper, in particular by collecting various primary and secondary scientific reference sources from related writings such as books, journals, papers and mass media news about the impact of holding the 2019 simultaneous elections and their impacts. efficacy. refuses to hold simultaneous elections in 2024. In qualitative research, data is collected continuously until it is saturated from various sources using various data collection methods. A comprehensive analysis is needed of the 2024 election model by looking at the findings. All aspects must be considered, starting from the impact on voters, political parties, election administrators, to presidential and regional government systems. The national general election to simultaneously elect members of the DPR, DPD, and President/Vice President is the ideal election model discussed in this paper. After that, governors, regents and mayors are elected simultaneously in regional head elections for the provincial DPRD, regency/city DPRD and governor. In addition, the government can advance the holding of simultaneous elections in 2024 by utilizing technology with the e-voting system to support the performance of election organizers. The author hopes that the shortcomings and problems of the previous election can be a lesson during the upcoming 2024 election. It is hoped that all parties are ready to hold democratic general elections. Of course, public participation in the general election is also highly anticipated. Respect each other's choices without jeopardizing family relationships.

Abstract

This article is arranged based on qualitative research results with a case study approach in one of the major political parties in Indonesia. This research found that the practice of recruiting regional leader candidates by political parties is not open and undemocratic. There are fraudulent actions and anomalies in the recruitment of regional leader candidates. The practice of buying and selling recommendation letters from the central party is real and occurs. Even though it is carried out secretly by some party elites, the perpetrators seem to be in a black market, as their existence is carried out tactically and cautiously. The selection of regional leader candidates conducted by political parties is followed by all groups, both from outside the party and cadres of the party itself. In reality it is those who have adequate political resources, especially from a financial perspective, who will get party approval.

Abstract

Village-Owned Enterprises (BUMDes) are government efforts to create independent and prosperous village communities by relying on the management of the original economic potential in each village. The Jatijajar Village Government took the initiative to form Asung Daya BUMDes as an effort to manage the village's original economic potential so that it can increase Village Original Income (PADes) by utilizing the available original economic potential. This study aims to find out how the contribution of Asung Daya BUMDes in increasing the Village Original Income (PADes) of Jatijajar Village through the role of BUMDes according to Prasetyo in (A. E. Kurniawan, 2016). This research uses qualitative methods and data collection techniques are carried out by interviews, observation, and documentation. The results of this study show that Asung Daya BUMDes have contributed to the increase in Jatijajar PADes. The contribution is made every year by donating as much as 39% of its annual income and can contribute positively in various aspects such as improving the community's economy, community welfare, and public facilities in the village. Even so, there are still some obstacles caused by the lack of employees in the management of Asung Daya BUMDes due to the lack of community participation. This is also caused by public perception that one business unit can interfere with the income of people who have a business. Even so, Asung Daya BUMDes can be a promising solution for improving the economy of villages and communities in them.

Abstract

Money politics must be connected to the constellation of elections in Indonesia. There is no election without money and politics. This research aims to describe real-world examples of money politics during the 2019 election, cases of money politics that occurred in society and impacted democracy, and future recommendations for the government. Gellner & Waterbury, Patrons and Clients in the Mediterranean Societies,” said money politics exists in a patron-client society when groups in power or with certain privileges give money or other gifts in return for the loyalty of their followers (clients). The money-politics system is not a system that only surrounds elections. Money politics started to happen even before the election took place. Furthermore, it is essential to know the sources of money for state officials. This study uses library research to elaborate on various kinds of literature in the form of books, journals, and other literature relevant to the article’s theme and interviews. This article describes cases of money politics that occurred in the 2019 simultaneous elections. The culture of money politics that occurred and the legal loopholes in money politics became obstacles to enforcing money politics cases. Lastly, it is a conclusion if money politics is direct or does not impact the election result.

Abstract

This research was motivated by the declining quality of Indonesian education and educational challenges due to the Covid-19 pandemic. This problem gave birth to various educational innovations, one of which is the A Better World Academy Study to improve the quality of education and the implementation of social campaigns in Jawa Tengah. The social campaign in Jawa Tengah aims to help provide facilities and infrastructure for Sanggar Genius Yatim Mandiri and provide awareness of the importance of education. This research uses qualitative methods in activities. Research data collection is obtained through primary and secondary data sources. Data validity techniques in this study use source triangulation and data analysis techniques and techniques. The results of this study show: 1) The platforms used in activities are Thinkific, Slack, Zoom Meeting, Google Drive, Email, and Whatsapp which use concepts and provisions as needed. 2) The learning process of activities has a clear flow, types and indicators ranging from Welcoming Students to Graduation Day. 3) The implementation of this educational social campaign seeks to increase awareness of education, especially the education of orphans and duafa and improve facilities and infrastructure 7 Orphan Genius Workshops in Jawa Tengah.

Abstract

Bullying is an action taken by a person or group of people verbally, physically or psychologically so that the victim feels helpless. This research was conducted at SMA Negeri 8 Surakarta using qualitative methods. Collection of research data obtained through secondary data sources. Data validity techniques used method triangulation and source triangulation, and data analysis techniques were carried out by collecting data, presenting data, reducing data, and drawing conclusions from data. The results showed that the role of civic teachers in preventing bullying was divided into two, namely direct action, such as giving encouragement to victims of bullying. While indirect actions can be divided into two, namely, first, intracurricular actions, such as through brainstorming techniques, through role playing techniques, supervision techniques. Second, co-curricular actions such as holding delta cast interactive dialogue events, bullying counseling activities, and holding discussions with other teachers. The school's role in preventing bullying is the declaration of a child-friendly school and routinely holding FAS activities. The obstacles experienced by PPKn teachers are divided into two, namely the first intra-curricular constraints and co- curricular constraints.

Abstract

Massive transportation management is needed to overcome traffic problems that are common in big cities, such as congestion. Bogor itself is famous for its traffic jams as a result of the booming number of city transportation or public transportation, especially in the central area of Bogor. The Central Government together with the Bogor Government presented an urban transportation innovation program in the form of reducing and converting public transportation (angkot) into “BisKita Trans Pakuan Bogor” buses to overcome this traffic jam problem. This study aims to examine how the “BisKita Trans Pakuan” bus transportation policy is implemented. This research focuses on how the Bogor Government implements the “BisKita Trans Pakuan” bus program from planning to public policy evaluation. This study uses a mixed method or mixed method exploratory sequential design which begins with collecting and analyzing data in the form of qualitative, which in the next stage with the collection of quantitative data to strengthen the research results. The main weight of this study is on qualitative data. Sources of data are taken through data collection techniques such as interviews, observation, questionnaires, and documentation. A data validity test was carried out by data triangulation. Data analysis techniques are carried out in several ways, namely data collection, data reduction, data presentation, and conclusion. The results of this study show that the Bogor City Government is utilizing the “BisKita Trans Pakuan” BTS program to reduce congestion by converting urban transportation that crowds the SSA line (one-way system) resulting in traffic jams almost every day.
