Abstract

The Covid-19 pandemic spurred the transformation of digital-based public services, exemplified by the innovative Contactless Service (LAPAK ASIK) launched by BPJS Ketenagakerjaan to maintain service quality amidst physical interaction restrictions. Although the number of claims through LAPAK ASIK in BPJS Ketenagakerjaan KC Banyuwangi continues to increase, challenges persist concerning the quality of digital services, the level of trust, and the interest of some participants in using it. This study aims to analyze the influence of E-Service Quality and Trust on Usage Decisions, with Interest as a mediating variable. The research employed a quantitative method with multiple linear regression analysis based on questionnaire data collected from BPJS Ketenagakerjaan participants who are LAPAK ASIK users. The results indicate that E-Service Quality and Trust significantly influence Interest, which subsequently mediates their impact on Usage Decisions. The majority of respondents rated this service positively in terms of efficiency, fulfillment, security, and system reliability, thereby strengthening their interest and consistency in usage decisions. These findings support the Technology Acceptance Model (TAM), which emphasizes the role of service quality, ease of use, and trust in shaping behavioral intention and actual decisions. Practically, this research underscores that enhancing the quality of digital services and building participant trust are key to optimizing LAPAK ASIK at BPJS Ketenagakerjaan KC Banyuwangi.

Abstract

This research is motivated by the problem of the performance of DPRD Secretariat employees which is considered less than optimal. The purpose of this study is to analyse the effect of workload and leadership style on organizational commitment and its impact on employee performance. The approach used is quantitative with the Structural Equation Modelling-Partial Least Square (SEM-PLS) method. The population of this study was all DPRD Secretariat employees, with a sample of 80 people taken through saturated sampling techniques. The results of the study indicate that workload has a significant effect on organizational commitment, indicating that good workload management can increase employee loyalty. In addition, leadership style also has a significant effect on organizational commitment, where an inspiring and supportive leadership style can strengthen employee engagement. Workload and leadership style have been shown to have a significant effect on performance, indicating that appropriate workload and effective leadership can increase employee productivity and work results. Organizational commitment also has a significant effect on performance, where employees with high commitment show greater dedication. In addition, organizational commitment mediates the effect of workload and leadership style on employee performance. This study emphasizes the importance of workload management, the application of appropriate leadership styles, and strengthening organizational commitment in efforts to improve the performance of DPRD Secretariat employees.

Abstract

This study aims to analyze the influence of rewards, punishments, organizational commitment, and work motivation on employee performance at the Department of Agriculture and Food Security of Bondowoso Regency. The research method used a quantitative approach with OLS-based multiple linear regression analysis. A sample of 105 respondents was selected through purposive sampling, with criteria of a minimum of three years of service and civil servant status. The results showed that rewards, organizational commitment, and work motivation significantly influenced employee performance, while punishment had no significant effect. Simultaneous tests showed that all four variables together contributed significantly to improving employee performance, with work motivation being the dominant factor. The research discussion confirms that appropriate rewards, commitment to the organization, and strong motivational drive can increase employee productivity and loyalty. Conversely, punishment proved less effective because it did not always encourage positive changes in work behavior. A unique finding of this study was the insignificance of the punishment variable on performance, indicating that the sanction approach is irrelevant in the context of Bondowoso's public bureaucracy, and work motivation emerged as the primary determinant of performance improvement.

Abstract

Permasalahan utama pada Penelitian ini adalah keterbatasan sumber daya manusia (SDM) yang berdampak pada kinerja pemeriksaan kendaraan. Kekurangan jumlah petugas atau ketidakseimbangan beban kerja antar pegawai menyebabkan frekuensi pemeriksaan tidak dapat dilakukan secara optimal setiap bulannya. Penelitian ini bertujuan untuk menganalisis pengaruh gaya kepemimpinan, budaya organisasi, keadilan organisasi, motivasi kerja, dan kepuasan kerja terhadap kinerja pegawai di Unit Pelaksana Penimbangan Kendaraan Bermotor (UPPKB) Klakah. Penelitian kuantitatif ini melibatkan seluruh 30 orang pegawai sebagai responden dengan menggunakan teknik sampling jenuh. Data dianalisis menggunakan regresi linier berganda dengan bantuan SPSS, yang didahului oleh uji asumsi klasik dan instrumen. Hasil uji parsial (t) menunjukkan bahwa gaya kepemimpinan, keadilan organisasi, motivasi kerja, dan kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja, sementara budaya organisasi tidak berpengaruh signifikan. Hasil uji simultan (F) membuktikan bahwa kelima variabel secara bersama-sama berpengaruh signifikan terhadap kinerja pegawai. Disimpulkan bahwa untuk meningkatkan kinerja di UPPKB Klakah, fokus kebijakan manajerial harus diarahkan pada penguatan kepemimpinan, penegakan keadilan organisasi, peningkatan motivasi, dan kepuasan kerja pegawai.

Abstract

Penelitian ini bertujuan menganalisis manajemen kinerja Komisi D DPRD Kabupaten Jember dalam pelaksanaan fungsi pengawasan pada bidang pendidikan dan kesehatan, mengidentifikasi hambatan yang muncul, serta merumuskan model pengelolaan kinerja yang lebih efektif. Metode penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Informan dipilih secara purposive yang meliputi pimpinan komisi, anggota, sekretariat, dan pihak terkait pada organisasi perangkat daerah. Data dikumpulkan melalui observasi, wawancara mendalam, dan dokumentasi, kemudian dianalisis dengan model interaktif melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa manajemen kinerja dilaksanakan melalui tahap perencanaan, pelaksanaan, dan evaluasi yang berjalan secara kolektif dan adaptif. Pada tahap perencanaan, agenda pengawasan disusun berdasarkan prioritas kebutuhan masyarakat dan target kelembagaan. Pada tahap pelaksanaan, pengawasan dilakukan melalui rapat, kunjungan lapangan, dan koordinasi lintas lembaga. Tahap evaluasi digunakan untuk menilai capaian, kendala, dan tindak lanjut kebijakan. Kesimpulan penelitian menegaskan bahwa penguatan koordinasi, keterbukaan informasi, dan peningkatan kapasitas anggota menjadi faktor penting untuk meningkatkan efektivitas pengawasan serta memperkuat akuntabilitas pelayanan publik di Kabupaten Jember. Model ini dapat mendukung pengambilan keputusan yang lebih responsif dan berkelanjutan ke depan.
