Abstract

Local Government Governance in Improving Regional Financial Performance on the Analysis of Capital Expenditure and Regional Revenue from 20017 to 2020 proves that the Quality and Allocation of Expenditure has not been seen due to the Pattern of Leadership Culture and Geopolitics of Bengkalis Regency. Capital Expenditure has not been prepared to build infrastructures related to the community’s economic growth, which will ultimately impact increasing Regional Original Revenue (PAD). This research is a qualitative descriptive type, intending to know the work of regional finance; there are 5 (five) elements, namely: 1) Degree of Decentralisation; 2) Financial Dependence on the Central Government; 3) Financial Independence; 4) Effectiveness of local revenue; 5) Degree of BUMD Contribution. This paper proves that optimal and effective capital expenditure and the ability to develop an integrated revenue-raising program can improve regional financial performance.

Abstract

The issuance of birth certificates for the child population in Banten Province has reached the specified target, where out of 2,923,089 child population who have birth certificates as many as 2,905,894 residents or equivalent to 99.41%. However, this is not matched by the issuance of Child Identity Cards, the percentage of coverage is still very low, which only reaches 29.78% of the entire child population who already has a birth certificate. The purpose of the research is to find out, analyze and explain the implementation of the child identity card, the determinant factors that determine and construct an effective Child Identity Card policy implementation model in Serang Regency, Banten Province. This research uses the theory of policy implementation put forward by Hamdi (2014) with the dimensions of productivity, linearity and efficiency. Determinant factors that influence policy implementation are policy substance, implementing officer behavior, network interaction, target group participation and resources. The research method used is qualitative research with a descriptive approach. Data collection techniques were carried out by interview, observation and documentation. The results showed that the implementation of the Child Identity Card policy in Serang Regency was not optimal.

Abstract

Some obstacles faced by several OPDs, due to the large number of menus that must be filled in the input in SIPD, employees often miss one of the input processes so that the resulting report is different, delayed budget shifts, hampered payroll systems, and also the SIPD network which often errors so that there are obstacles in the preparation of cash budgets, making SPD, SPJ, SPP, SPM and making SP2D. Of the 105 menus available, there are 14,661 problems reported by the local government, of which 9,960 reports can be resolved while 4,701 problems are still in the process of being resolved. The purpose of this research is to identify, analyze and understand the governance of regional government information systems at the Ministry of Home Affairs, as well as to design an ideal model for governance of regional government information systems at the Ministry of Home Affairs. This study uses the theory of policy evaluation proposed by Dunn (2000:610). The research method used is qualitative research with a descriptive approach. Data collection techniques are carried out by interview, observation and documentation. The results of the study indicate that the Regional Government Information System policy is not optimal due to: There is no Steering Committee specifically assigned to supervise and manage development and implementation. The absence of a special committee causes a lack of cross-echelon coordination in strategic decision-making related to SIPD development. Many technical and policy constraints related to SIPD that require cross-directorate decision-making are not resolved quickly, resulting in delays in implementation. There is no formal mechanism for monitoring, evaluating, and following up on policies that are integrated into one leadership structure. The appropriate model for optimizing the Regional Government Information System Policy is called the SIPD Governance Model. This model refers to 4 (six) SIPD governance, namely: SIPD service catalog, Service management organization, Definition of Level and SIPD Service Operational Support System.
