Abstract

This study examines the fulfillment of remission rights for correctional inmates at the Class I Palembang Correctional Institution (LPKA). The study aims to analyze the implementation of remissions and the obstacles encountered in their implementation. The study was conducted at the Class I Palembang Correctional Institution using empirical legal research methods and a qualitative approach. Data collection techniques included interviews, observations, and documentation studies. The results indicate that the implementation of remissions is essentially in accordance with Law Number 22 of 2022 concerning Corrections, Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, and Regulation of the Minister of Law and Human Rights Number 16 of 2023. However, its implementation still faces administrative obstacles, limited staff understanding of the latest regulations, and the suboptimal implementation of the Prisoner Development Assessment System (SPPN). Therefore, it is necessary to increase the capacity of staff and optimize the development system so that the fulfillment of remission rights can be carried out more effectively and oriented towards the best interests of children.

Abstract

Perubahan sosial akibat modernisasi membawa tantangan terhadap keberlangsungan hukum adat dalam kehidupan masyarakat. Di Desa Koto Petai, hukum adat larangan orgen tunggal diterapkan sebagai bentuk pengendalian sosial untuk menjaga nilai-nilai moral masyarakat. Penelitian ini bertujuan untuk mengetahui peran, implementasi, serta faktor pendukung dan penghambat hukum adat larangan orgen tunggal di Desa Koto Petai Kerinci. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi dengan informan berupa tokoh adat, pemerintah desa, dan masyarakat. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan dengan triangulasi data. Hasil penelitian menunjukkan bahwa hukum adat larangan orgen tunggal berperan penting dalam menjaga nilai-nilai moral sosial seperti toleransi, kerja sama, keadilan, sikap saling menghormati, dan empati. Aturan ini juga efektif mencegah keributan dan perilaku menyimpang di masyarakat. Implementasi hukum adat dilakukan melalui kerja sama tokoh adat, pemerintah desa, dan masyarakat dengan pendekatan persuasif dan musyawarah. Faktor pendukungnya adalah tingginya penerimaan masyarakat dan kerja sama yang baik, sedangkan faktor penghambatnya berupa perbedaan penafsiran aturan dan kurangnya pemahaman sebagian masyarakat terhadap tujuan larangan tersebut. Berdasarkan hasil penelitian, dapat disimpulkan bahwa hukum adat larangan orgen tunggal masih efektif dan relevan sebagai living law dalam menjaga ketertiban dan keharmonisan masyarakat Desa Koto Petai.

Abstract

This study aimed to develop and examine the feasibility and effectiveness of a website-based e-counselling model as a support service for academic services in higher education. The increasing need for flexible, accessible, and efficient counselling services motivated the development of this model, particularly to assist students in coping with academic challenges and adapting to the university environment. The study employed a research and development approach using the ADDIE model, which consists of Analysis, Design, Development, Implementation, and Evaluation stages. The feasibility of the model was evaluated through expert validation and user testing, with indicators including content relevance, system usability, service accessibility, and functional design. The results of expert validation indicated that the website-based e-counselling model was categorized as highly feasible for implementation. User testing further supported these findings, with the overall feasibility assessment classified as very feasible. The effectiveness of the model was tested using a one-group pre-test–post-test design without a control group. Effectiveness indicators included students’ perceived quality of academic services, accessibility of counselling services, responsiveness of academic support, and student satisfaction with counselling services. Statistical analysis using a paired-sample t-test revealed a significant improvement in post-test scores compared to pre-test scores (p < 0.001). The magnitude of the improvement was substantial, as indicated by a large effect size (Cohen’s d = 0.94). These findings demonstrate that the developed website-based e-counselling model is not only feasible but also highly effective in enhancing the quality of academic services for university students.
