Abstract

Urban agrarian legal conflicts in Indonesia started to arise following state land governance policies and the acceleration of land asset certification, raising questions about land rights and legal protection for long-term residents. During the 2024 Surabaya mayoral election, tensions intensified as PT Kereta Api Indonesia (PT KAI) accelerated land-asset certification, affecting residents in several urban neighbourhoods. The dispute over the legal certainty of land rights entered the electoral arena and was politicised by political elites as a strategy to mobilise support and secure electoral victory. This article examines how agrarian legal conflict is politicised as political capital and how affected residents interpret and respond to limited political choices when their right to the city is under threat. A qualitative approach was employed through field observation, document analysis, and in-depth interviews conducted in three affected sub-districts in Surabaya: Petemon, Gundih, and Pacar Keling. The analysis integrates the theory of political representation developed by Hanna Pitkin with the perspective of fiqh siyasah concerning ‘adl (justice), maslahah (public welfare), and political legitimacy as articulated by Abu al-Hasan al-Mawardi. The findings reveal three patterns of political responses among affected residents: political apathy due to weakened channels of representation; clientelistic co-optation through neighbourhood governance networks, such as RT/RW, accompanied by promises of compensation; and electoral resistance expressed through support for the empty-box option. Politicising agrarian legal conflict proved effective as political capital, leading to a procedural electoral victory. However, from a fiqh siyasah perspective, political legitimacy cannot be determined solely by electoral success but must also reflect justice and the protection of public welfare. This study contributes theoretically by employing fiqh siyasah as an analytical framework to evaluate the gap between procedural electoral victory and normative legitimacy in urban agrarian conflicts. Keywords: agrarian legal conflict; political capital; electoral politics; fiqh siyasah; political representation

Abstract

This research is driven by the contradictory phenomenon at University X, where its status as a "Disability-Friendly Campus" conceals underlying practices of marginalization within daily interactions. The study aims to analyze the mechanisms of euphemization, censorization, and misrecognition in perpetuating the dominance of hearing culture within an inclusive higher education setting. Adopting a qualitative approach with a phenomenological design, data were collected through observations and in-depth interviews via WhatsApp text messages with 10 deaf students. Participants were selected using snowball. The data were analyzed interactively—including reduction, display, and verification—and sharpened using Pierre Bourdieu's theory of symbolic violence. This theory assumes that power dominance operates subtly through the internalization of dominant group values, which are perceived as natural or taken for granted (doxa) by the dominated group. The results indicate that the claim of inclusivity at University X remains confined to the physical dimension, while symbolic violence persists through: (1) euphemization in the form of "special" treatment that paralyzes agency; (2) censorization through inaccessible auditory communication structures; and (3) misrecognition, where students internalize systemic barriers as personal failures. The novelty of this study lies in its application of the symbolic violence perspective to examine the gap between idealized policies and the social realities experienced by deaf students, which are often overlooked in conventional studies focusing primarily on physical accessibility.

Abstract

The phenomenon of the santri community and the choice of regional head candidates in local politics in Indonesia displays heterogeneous dynamics across regions. In the 2024 regional elections, Gus Barra, son of KH. Asep Saifuddin Chalim won the contest in Mojokerto, while Bu Nyai Munjidah, daughter of the late KH. A. Wahab Chasbullah, lost in Jombang despite having a strong religious pedigree. Both had the capital to win their second terms as incumbents, but the final results differed. This study aims to explain why the charisma and branding of their parents as kiai produced different electoral outcomes in these two santri regions, thereby contradicting the general understanding that santri communities are homogeneous and contributing to the literature on local Islamic democracy and the sociology of religious politics in Southeast Asia. This article uses a comparative qualitative method, drawing on interviews with political elites and Islamic boarding school figures, local media analysis, and KPU data. Weberian charisma and political agency theories are used to interpret the role of santri communities as active actors in the local democratic process, negotiating political choices. The research results show that victory or defeat is not solely determined by religious capital as the primary factor, but is also influenced by gender factors, political patronage, political campaigns, branding, and fragmented support from Islamic boarding schools. In conclusion, the santri community possesses dynamic, context-specific political agency that cannot be equated across regions.

Abstract

This study aims to analyze the transformation of Museum Lokananta as a social space that represents the dynamics of cultural structuration, collective memory, and lifelong learning practices. Data analysis within the case study method involves processes of categorization, interpretation, and triangulation from various data sources such as interviews, observations, and documents. The central focus is to uncover in-depth meanings of complex phenomena situated within real-world contexts. The data are thematically analyzed to identify social patterns and the dynamics of the relationship between structure and agency. Validity is reinforced through technique triangulation and verification with key informants. The findings demonstrate that Museum Lokananta is not merely positioned as an institution preserving artifacts, but as a reflective arena where social structures (cultural policies, curatorial systems, digital platforms) interact with agency (visitors, curators, communities) in producing and reproducing cultural meanings. Museum Lokananta has transformed into a site of intergenerational dialogue and dynamic cultural expression. The museum also functions as a non-formal pedagogical space that supports historical literacy and social reflection beyond conventional education systems. Lokananta affirms the museum’s role not only as a heritage institution but also as an active agent in meaning-making and ideological contestation, reinforcing its position in shaping an inclusive, collaborative, and sustainable ecosystem of cultural learning amid social transformation and digital cultural shifts.
