Abstract

This research's problem is related to employees' work effectiveness, which is still low and has implications for the low level of community satisfaction at RSUD type C in Tasikmalaya Regency and Ciamis Regency for both out and inpatients. It is thought to be related to implementing the Minimum Service Standards policy that has not been running optimally. Minimum Service Standards (SPM) are provisions regarding the type and quality of essential services mandatory regional affairs to which every citizen is entitled to a minimum. This study uses a descriptive analysis method; While the approach used in this research is quantitative. The research conducted found that the impact of policy implementation on the work effectiveness of employees was quite significant and had implications for community satisfaction at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (54.3%). It implies that implementing the Minimum Service Standards policy is quite dominant and determines the increase in employee work effectiveness and impacts on community satisfaction. This study also found that the increase in work effectiveness and its implications for community satisfaction were determined by the implementation of the MSS policy and other variables not studied (45.7%). Therefore, the implementation of the policy has a positive impact on the work effectiveness of employees at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (31.95). Therefore, it can be interpreted that the implementation of the Minimum Service Standards policy has contributed quite dominantly to the improvement of employee work effectiveness. The dimensions of policy implementation that have the most significant impact on employee work effectiveness are the dimensions of the disposition or attitude of the implementers (6.1%). The dimensions of little influence are the social, economic, and political environment (4.1%). The study results also found that the implementation of the policy indirectly had a positive impact on community satisfaction at the Type C Regional General Hospital in Tasikmalaya and Ciamis Regencies (44.7%). It can be interpreted that the implementation of the Minimum Service Standards policy provides a very dominant contribution to the level of community satisfaction. The dimensions of policy implementation that have the most significant impact on community satisfaction are the dimensions of the disposition or attitude of the implementers (6.1%). At the same time, the dimensions with little influence are the dimensions of the social, economic, and political environment (4.1%). Employee work effectiveness positively impacts community satisfaction at Type C Regional General Hospitals in Tasikmalaya and Ciamis Regencies (35.4%). It can be interpreted that the effectiveness of employees' work provides a very decisive contribution to community satisfaction. The dimensions of employee work effectiveness that have the most significant impact on community satisfaction are punctuality at work (14.4%), while the dimension with little influence is the dimension of quality accuracy at work (9.6%).

Abstract

The main problem in this research is that implementing policies on waste management in realizing environmental health in Kuningan Regency has not been implemented optimally. The approach used in this research is the policy implementation theory of Van Meter and Van Horn, namely the stages of size and content of policies, resources, characteristics of implementing organizations, attitudes of policy implementers, communication between implementing organizations, and the social, economic and political environment. The method used in this research is descriptive analysis with a qualitative approach. The descriptive method is used to overview each factor in implementing policies on waste management to achieve environmental health in the Kuningan Regency. At the same time, the qualitative approach was chosen, considering that this approach is expected to obtain accurate data and study research problems in depth so that the expected results can be obtained. Some factors that cause the implementation of the policy on Waste Management in Achieving Environmental Health in Kuningan Regency have not been optimized. This is indicated by the absence of an incentive mechanism for villages/communities to increase the effectiveness/efficiency of public service delivery in the solid waste sector. This egoistic culture develops in the community because there is no clear understanding of the Kuningan Regency Environmental Service officers and the TPST 3R KSM community. As a result, waste management and the budget for waste management usually get the lowest priority weight compared to other programs in creating a clean environment. A strategy was found that could be carried out so that the implementation of policies on Waste Management in Realizing Environmental Health in Kuningan Regency (Study of Kuningan Regency Regional Regulation Number 04 of 2010 concerning Waste Management) runs effectively, namely the condition of waste management and its urgency and accessibility to decision-makers in order to build. The commitment of leaders and appreciation and community participation. In addition, the relatively small institutional financial resources become a synergistic unit through partnership, harmonization, synchronization, mobilization, or collaboration with local governments (provincial and district), related institutions/agencies, and the community.

Abstract

There are still people's views that think that the implementation of public services is still very slow and inefficient in responding to changes and does not adapt to changes in the development paradigm. The number of complaints submitted by the community, especially the business community in receiving public services from the government bureaucracy, among others: complicated procedures, no clarity about the time to solve problems, and no clarity about the amount of costs to be incurred, coupled with low quality of service. The method used in this study is a qualitative research method, while the type of approach in this study is descriptive analysis. Analysis of the data used is data analysis according to Miles and Hubberman with a qualitative approach. The results of the study indicate that the gap between the quality of public services and public expectations still occurs, therefore there must be improvement in service performance related to elements of service procedures, cost certainty, officer certainty, and service speed. In services that are currently considered good by the community, they are able to encourage investment activities in Banjar City, because they are able to create cheap, fast and transparent services. There has been an increase in the transparency of public services. Based on the results of the study, it can be concluded that the Banjar City DPMPTSP must continue to improve the quality of services with high commitment, consistency, and the need for legal certainty. Improving service quality needs to be accompanied by a program to simplify service procedures so as to increase the speed of service, create a conducive work environment, and strengthen institutions as providers of licensing service activities can run effectively and efficiently through strengthening information and communication technology

Abstract

The main problem in this research is that the policy/program of Regional Health Insurance Based on Family Cards and Population Identification Numbers has not been effectively implemented in Bekasi City. The research method used by the researcher is descriptive analysis with a qualitative research approach. This method and approach was chosen with the consideration that it is hoped that real data can be obtained and are able to examine the research problem in depth so that the expected results can be obtained. The results of the study can be explained that there are factors in implementing the Bekasi City Regional Health Insurance policy, namely standard factors, policy measures and objectives, policy measures and objectives, resources, characteristics of implementing organizations, attitudes of implementers, communication between related organizations and activities. - implementation activities, and the social, economic and political environment. However, in its implementation, these factors have not been fully implemented effectively, namely the policy resource factor and the characteristic factor of the implementing agency so that there are still problems encountered related to the implementation of the Regional Health Insurance policy. This of course also has not been able to provide the best way in providing quality public services, especially with regard to the Regional Health Insurance Program for the Community Based on Family Cards and Population Identification Numbers.

Abstract

The main problems in this study are directed at the model of the implementation of the Regional Spatial Planning policy in practice has not run effectively in realizing sustainable urban development in Banjar City. The research method used by researchers is descriptive analysis, while the type of approach used in this study is qualitative. Descriptive analysis method aims to describe complex social reality by applying concepts that have been developed in social science / public administration. Whereas the qualitative approach was chosen with the consideration that this approach is expected to obtain true data and be able to examine research problems in depth so that the expected results can be obtained. The results of the study can be stated that there are factors that lead to the implementation of the Regional Spatial Plan (RTRW) policy in realizing sustainable city development in Banjar City can run effectively, namely Policy standards and objectives, Resources and incentives, The quality of inter-organizational relationship , The characteristics of implementation agencies, the economic, social and political environment and the 'dispositon' or response of the implementers. However, based on the results of the research, these factors have not been entirely effective. The factors that have not been implemented effectively are the Policy standards and objectives and the "dispositon" or response of the implementers. Therefore there are still problems faced with regard to the Regional Spatial Planning (RTRW) policy, so that it has not been able to provide the best way to regulate, make the best use of spatial planning in the region by considering the level of needs, especially the development sector in urban areas. Disamaping also the results of the study suggest that there is a model in implementing the Regional Spatial Plan policy in realizing sustainable city development in Banjar City, namely synthesis / hybrid models by elaborating the interests of the Central Government, Provincial and Community Participation. This means that the RTRW policy both in planning and in its implementation elaborates by involving the Central Government, West Java Province and the participation of the Banjar City community. Although the policy is decentralized, the central and provincial governments still have a stake in controlling and overseeing the policies of the regional layout plan in realizing sustainable urban development in Banjar City.

Abstract

The main problem in this research is motivated by the existence of teacher development policies which tend not to work effectively. Even though the Provincial Government of Banten has issued Banten Governor Regulation Number 8 of 2014 concerning the Organization of the Teacher Work Culture Development Center (P2BKG). P2BKG tends not to be used effectively. The method used in this research is a qualitative research method with a descriptive approach. The results of the study revealed that the implementation of the policy for organizing the teacher work culture development center (P2BKG) had not been running effectively. The causative factors are: (1) the content of the policy which consists of: (a) the interests affected (interest affected) the implementation of the policy on the implementation of the teacher work culture development center; (b) the type of benefits in the implementation of the policy for organizing a teacher work culture development center; (c) the degree of change to be achieved (extent of change envision); (d) the location of decision making (site of decision making) for leadership in the implementation of the policy of implementing a teacher work culture development center; (e) implementing the program (program implementer) for organizing a teacher work culture development center; (f) the resources involved (resources committed) in the organization of work culture development centers. (2) the implementation environment (Context of Implementation) consists of: (a) the power, interests, and strategies of the actors involved; (b) institutional and regime characteristics; and (c) the level of compliance and response from employees (compliance and responsiveness) in the implementation of the teacher work culture development center. The strategy for implementing the policy for implementing a teacher work culture development center (P2BKG) in improving the quality of teachers and education staff, namely: (a) increasing professional resources by optimizing the availability of buildings and facilities to make it easier for teachers to implement programs to improve the quality of teachers and education staff held at the central development of teacher work culture; (b) optimizing professional resources by building a strong organizational structure supported by a shared commitment to implementing teacher quality improvement programs held at the teacher work culture development center. The two alternative strategies can be implemented in government policies based on the two dimensions of Grindle's theory, namely the content of policy and the context of implementation.

Abstract

This research aims to determine the implementation of the company's Corporate Social Responsibility (CSR) or Environmental Social Responsibility (TJSL) Program in the health sector in Bandung City, which to date has not gone according to expectations. The research method that the author uses in this research is descriptive analysis with a qualitative approach. Data collection was carried out by means of observation, in-depth interviews and documentation studies. Meanwhile, the data analysis technique used was Analytical Hierachy Process (AHP), with the aim of measuring the strength, priority and consistency of various criteria and alternatives in each dimension, namely focusing on collaborative research. Governance is determined by the Context, Driver and Collaboration Dynamics system. The results of the research state that the Corporate Social Responsibility Program in the health sector in Bandung City has been running well. To improve CSR programs more effectively, this can be done by prioritizing Collaborative Process factors which are supported by Drivers, which are also influenced by System Contex. Collaborative Dynamics factor, an important aspect to prioritize is increasing Capacity for Joint Action which is supported by Shared Motivation based on Principled Engagement, then Collaboration Dynamics itself is supported by the existence of Drivers who influence it.System Contextsin this case it influences all factors (collaboration dynamics and drivers). Referring to the findings, aspects that need to be emphasized are attention to Resource Conditions and Socio-economic/Cultural Health & Diversity. This can all be realized well with Network Connectedness, Levels of Conflict/Trust, and Political Dynamics/Power Relations that are in harmony. The appropriate model related to Collaborative Governance as an effort to strengthen the Corporate Social Responsibility program in the health sector in Bandung City is to optimize and modify the model adopted from Emerson & Nabatchi (2015b) and Ansell & Gash (2008). The results of this adoption can in turn become an initial benchmark in implementing other CSR programs or other similar programs, both in the city of Bandung and in other regions.
