Abstract

Abstract. Karang Taruna is a youth organization that plays a strategic role in supporting village development through active community participation. However, the institutional capacity and technical competencies of Karang Taruna organizations in Barru Regency still face various challenges, particularly in carrying out development oversight functions. This community service program aimed to strengthen the capacity of Karang Taruna as a partner of village governments in monitoring and supervising village development. The methods employed included socialization, training, mentoring, digital technology implementation, and the development of a sustainability strategy. The training covered organizational governance, youth leadership, participatory village development monitoring, administrative management, and the utilization of information technology for reporting and transparency. The results demonstrated an improvement in the knowledge and skills of Karang Taruna members regarding village development mechanisms, participatory monitoring practices, and systematic reporting procedures. Furthermore, the program successfully enhanced collaboration between Karang Taruna and village governments in promoting more transparent, participatory, and accountable development governance. Program sustainability was supported through the establishment of village monitoring teams, the development of institutional partnerships, and the provision of participatory development monitoring guidelines. Therefore, Karang Taruna in Barru Regency has strengthened its potential to serve as a social control agent and a strategic partner of village governments in fostering sustainable development.Keywords: Karang Taruna, village development oversight, youth empowerment, institutional capacity, community participation, Barru Regency.

Abstract

Kebutuhan pengambilan keputusan yang cepat, tepat, dan dapat dipertanggungjawabkan pada operasi pelayaran menuntut penguatan digital skills bagi Ahli Nautika, terutama pada aspek literasi data, verifikasi informasi, dan etika komunikasi digital. Kegiatan pengabdian ini bertujuan memperkuat kemampuan Ahli Nautika dalam mengambil keputusan berbasis informasi melalui pembelajaran praktik yang terstruktur. Metode pelaksanaan dilakukan dalam beberapa pertemuan pada Juli–November 2025 di Kampus I Politeknik Ilmu Pelayaran (PIP) Makassar dengan memanfaatkan ruang kelas, TV Android, dan smartphone peserta. Peserta berjumlah 22 Ahli Nautika Tingkat III yang dibagi ke dalam dua kelas. Tahapan kegiatan meliputi persiapan (pengumpulan data dan pengenalan aplikasi), sosialisasi materi inti (literasi data, verifikasi informasi, etika komunikasi digital), demonstrasi dan praktik (akses web dan instalasi aplikasi Android), pendampingan intensif hingga peserta mampu menyusun keputusan berdasarkan data dan fakta lapangan, serta penutup melalui diskusi reflektif dan pengumpulan umpan balik. Evaluasi dilakukan secara kualitatif melalui observasi langsung terhadap interaksi peserta, dinamika diskusi, kelancaran teknis, serta kemampuan peserta menganalisis data dan mempresentasikan alasan keputusan. Temuan menunjukkan partisipasi peserta berlangsung aktif, praktik olah data dan verifikasi informasi dapat dijalankan dengan baik, dan komunikasi digital peserta menjadi lebih terarah serta profesional. Kegiatan ini berimplikasi pada penguatan tata kelola operasi pelayaran yang lebih akuntabel melalui kebiasaan kerja berbasis informasi, peningkatan ketertiban dokumentasi, serta penguatan etika komunikasi digital dalam koordinasi lintas pihak.

Abstract

This study examines the extent to which student perceptions shape their participation in the implementation of the Merdeka Belajar–Kampus Merdeka (MBKM) internship policy in Makassar, a national higher education reform designed to strengthen work readiness through experiential learning. The research aims to assess the relationship between students’ perceptions of policy content, information access, institutional support, and resource availability and their engagement in MBKM internship activities, while also identifying the most influential perceptual factors. Employing a quantitative correlational design, the study involved active university students who had participated in at least one MBKM program, using two instruments: a four-dimensional perception scale derived from policy implementation theory and the Student Engagement Measure covering behavioral, emotional, and cognitive dimensions. Pearson correlation analysis reveals a positive and statistically significant association between student perceptions and engagement (p = 0.038), although the weak correlation indicates that perception contributes to but does not fully determine participation. These findings suggest that institutional readiness, motivation, accessibility, and prior experience also shape student involvement. The novelty of this study lies in its socio-political lens on MBKM implementation, its empirical linkage between policy perception and engagement, and its integration of policy implementation and student engagement theories. The study contributes to higher education governance and experiential-learning scholarship by demonstrating that policy reception among students is essential for reform effectiveness.

Abstract

The rapid expansion of digital transformation in the public sector has been widely promoted as a means to enhance efficiency, transparency, and service quality. However, these advances often fail to accommodate the needs of persons with disabilities, thereby reinforcing existing inequalities in accessing public services. This study explores how inclusive digital governance can be achieved by focusing on the accessibility of digital public services for people with disabilities in Bengkulu Province, Indonesia. Employing a qualitative descriptive approach, data were gathered through document analysis, field observations, and the assessment of selected government websites using the Web Content Accessibility Guidelines (WCAG) framework. The findings reveal that although Bengkulu Province has developed more than one hundred digital platforms, many lack basic accessibility features—such as screen reader compatibility, keyboard navigation, and visual contrast adjustments—making them difficult to use for individuals with visual, motor, or cognitive impairments. Conversely, certain institutions demonstrate best practices by integrating accessible design that supports assistive technologies. These results highlight the pressing need for local governments to adopt universal design principles, strengthen technical standards, and improve institutional capacity to comply with the rights guaranteed under the Disability Act and related regional regulations. The study concludes that inclusive public service delivery in the digital era requires not only technological adaptation but also policy commitment and cross-sectoral collaboration to ensure equitable participation of all citizens.
