Abstract

Penelitian ini bertujuan untuk mengevaluasi kesenjangan tata kelola ruang terhadap mitigasi bencana melalui tinjauan evaluasi pembangunan infrastruktur publik di zona merah multi-ancaman. Menggunakan pendekatan kualitatif dengan metode studi dokumen, penelitian ini menerapkan desain komparatif dan normatif untuk membandingkan kerangka regulasi mitigasi risiko dengan realitas legal peruntukan ruang. Sumber data bertumpu sepenuhnya pada data sekunder yang diklasifikasikan ke dalam tiga kelompok: instrumen mitigasi ideal (Kajian Risiko Bencana), produk tata ruang (RTRW/RDTR), dan pembuktian empiris (Laporan Kinerja Instansi serta triangulasi media massa). Data dianalisis menggunakan teknik analisis isi kualitatif melalui tahapan kondensasi, penyajian dalam matriks kesenjangan kebijakan, dan penarikan kesimpulan. Hasil penelitian menunjukkan adanya diskoneksi tekstual yang signifikan antara rekomendasi teknis dalam dokumen mitigasi dengan ketetapan peruntukan kawasan dalam regulasi tata ruang. Matriks kesenjangan kebijakan mengonfirmasi bahwa pembangunan infrastruktur publik di zona merah sering kali dipaksakan secara legal-formal dalam RTRW meskipun bertentangan dengan peta indeks risiko bencana. Triangulasi kontekstual melalui laporan kinerja instansi dan berita media massa memperkuat temuan bahwa ketidakselarasan regulasi ini berkontribusi langsung pada kegagalan struktural infrastruktur vital di wilayah rawan. Abstract

The 2024 Jakarta gubernatorial election highlights the ongoing power struggle between national and local elites, reflecting broader political dynamics in Indonesia. As the capital city, Jakarta holds strategic importance, making its leadership contest not only a regional but also a national concern. The conflict between these two elite groups arises from differences in political interests, where national elites prioritize political stability and party dominance, while local elites focus on policies directly impacting Jakarta residents. This study aims to analyze the key factors that intensify this conflict and examine its impact on the electoral process and policy-making. Using a qualitative research approach with a literature review method, this study identifies four major drivers of conflict: divergent political agendas, national political interventions, identity politics, and communication gaps between elites. The findings indicate that these conflicts significantly affect candidate selection, campaign strategies, and governance after the election. Additionally, political polarization fueled by identity-based narratives has led to declining voter participation, increased invalid ballots, and eroding public trust in democracy. The study suggests that electoral reforms, increased transparency in political processes, and better coordination between national and local authorities are essential to mitigating elite conflicts and fostering a more democratic and representative electoral system in Jakarta.

Abstract

A “TABLE TOP EXERCISE” DISASTER COMMUNICATION MODEL WITH MULTI-PARTY COLLABORATION IN POST-DISASTERS RECOVERY This research aimed to discuss the disaster communication model through a table top exercise to analyse multi-stakeholder involvement in the implementation of post-disaster rehabilitation and reconstruction activities due to the earthquake in Cianjur in 2022. The disaster impact caused were casualties, damage to infrastructure and housing, as well as massive and significant social, economic and cross-sector losses. Effective disaster communication was a key factor in accelerating post-disaster rehabilitation and reconstruction efforts. This study used a descriptive qualitative method with data collection techniques through Focus Group Discussion (FGD), literature study, and direct observation. The results showed that pentahelix-based multi-stakeholder collaboration, involving the government, business world, academia, community, and media, was a strategic approach in disaster communication. Through the Table Top Exercise, stakeholders could collaborate, coordinate, share information, and play a role in post-disaster recovery. However, the efforts made had not been integrated and run optimally. This research recommended strengthening regulations and socialisation regarding the implementation of post-disaster rehabilitation and reconstruction through the preparation of R3P (Post-Disaster Rehabilitation and Reconstruction Plan) documents collaboratively involving multi-stakeholders, especially pentahelix elements. In addition, it recommended that the establishment of a multi-stakeholder coordination forum could increase the effectiveness of communication and synergy in sustainable post-disaster recovery.
