Abstract

The development of digital public services has encouraged the Provincial Government of DKI Jakarta to develop JAKI as a digital-based platform for public services and citizen complaints in supporting smart city and digital governance initiatives. This study aims to analyze the role of the JAKI application in improving public service effectiveness and to examine the extent to which the platform encourages public participation in digital governance in DKI Jakarta. This research employs a descriptive qualitative approach through literature review, policy document analysis, and previous studies related to digital public services and public participation. The findings indicate that JAKI has accelerated the public complaint handling process, improved accessibility to public services, and strengthened the integration of government services through a digital system. However, the form of public participation that emerges remains largely administrative and has not fully encouraged substantive citizen involvement in digital public services. In addition, the implementation of JAKI still faces several challenges, including digital literacy gaps, limited technological access, system transparency issues, and allegations of AI manipulation in responding to public complaints. This study shows that the digitalization of public services is not solely related to technological efficiency, but also to the relationship between government, society, and digital governance practices within smart governance.

Abstract

The realization of accessible public services is a crucial requirement for creating an inclusive urban environment for all, including women with disabilities. However, in practice, this group still faces various obstacles that limit their access to public services. This study aims to describe the accessibility of public services, identify various obstacles experienced by women with disabilities, and analyze the governance and implementation of accessibility policies from the perspective of the Spooniestory Community. The research was conducted using a qualitative approach through observation, interviews, documentation, and document studies. The results show that some public services have attempted to provide more disability-friendly facilities, but their implementation remains uneven and does not fully meet the needs of women with disabilities, particularly those with invisible disabilities. Obstacles identified include limited facilities, social stigma, gender-based discrimination, and services that do not fully understand user needs. These findings emphasize that accessibility is determined not only by the availability of physical facilities, but also by inclusive governance and the ability of public policies to accommodate the experiences of vulnerable groups.

Abstract

The Development Planning Conference (Musrenbang) is a forum for public participation in the preparation of regional development plans. However, discussions on the socio-psychological factors that influence the quality of public participation in Musrenbang remain understudied. This study aims to analyze the phenomenon of self-censorship in the Surabaya City Musrenbang and its impact on the representation of public aspirations. The study used a qualitative approach with a case study design and the self-censorship theory from Bar-Tal (2017). Research data were obtained through a literature review including scientific journals, books, online news, and official government publications. The results show that self-censorship practices are still found in the implementation of Musrenbang due to low confidence in the effectiveness of aspirations, limited understanding of development planning mechanisms, and obstacles in utilizing available participation spaces. These conditions have an impact on the less than optimal representation of public aspirations in the regional development planning process.

Abstract

Women's representation in politics is an important indicator of inclusive democracy and gender equality in the political system. Although a 30% quota policy for women has been implemented in legislative nominations, the increase in the number of women in parliament does not necessarily reflect substantive representation in policy formulation and decision-making. This study aims to analyze the implementation of the 30% quota policy for women in legislative nominations for the Indonesian House of Representatives (DPR RI) in the 2024 General Election and its implications for women's political representation. The research employed a qualitative approach using a literature review method and was analyzed through the perspective of the Politics of Presence theory. Data were obtained from legislation, academic literature, election reports, and relevant scientific publications. The findings indicate that the quota policy has successfully increased women's descriptive representation by expanding opportunities for political participation and legislative nominations. However, substantive representation remains constrained by several factors, including the dominance of political party elites in candidate selection, high political costs, patriarchal political culture, and limited access to strategic decision-making positions. As a result, the numerical increase in women's representation has not been fully accompanied by stronger influence in advancing gender-responsive policies and representing women's interests in parliament. This study concludes that strengthening women's political representation requires not only quota policies but also institutional reforms, political party commitment, and capacity-building programs to ensure meaningful participation and more inclusive democratic governance.
