Abstract

A village's budgeting process is crucial to the village's overall financial cycle. Research on public budgeting is urgently needed because democratization necessitates transparency regarding the utilization of village transfer funds. According to the findings of previous research, the village government's budgeting performance has been quite optimal in terms of the planning, implementation, and budget utilization processes. There are still conditions that are not yet aligned between priorities and budget allocations to preferences for basic service needs for the community. However, the good performance of this budgeting has not been matched by efforts to prioritize the basic service needs of rural communities. This study analyzes the data using the theory of actor relations in public policy as a result .The research was done using a qualitative method, and the locations of the study were 24 randomly selected villages in the Cilacap Regency. Stakeholders in the development of village-level budgeting policies are the focus of this study. Focus Group Discussion (FGD) was used to gather data. According to the findings of this study, there is a disconnect between the activities program included in the Village Government Budget (APBDes) and the requirements of the village community. At the village government elite level, there was little discussion following the aspirations screening.

Abstract

In the contemporary era characterized by globalization and swift democratic progress, Indonesia encounters distinctive challenges of rising political expenses. This article utilizes qualitative research methodologies to examine the consequences of increasing political costs on the dynamics of Indonesian democracy, specifically concerning accountability and financial support for political parties. The main findings suggest that the financial assistance to political parties in Indonesia has not adequately tackled the forthcoming challenges that Indonesian democracy may encounter. In contrast, political parties persist in facing challenges in accountability mechanisms for the funds they acquire. The provision of financial aid may be perceived as a feasible approach to mitigate the financial burdens associated with political campaigns. However, in the absence of adequate mechanisms to ensure transparency and accountability, there is a possibility of corruption and concerns regarding the scope of funding. This article further emphasizes the significance of political education as a fundamental obligation of political parties to uphold democratic efficacy. This study places particular emphasis on the ramifications of providing financial assistance to political parties for the future trajectory of Indonesian democracy. To ensure the continued progress of democracy in Indonesia and realize the “Golden Indonesia 2045” vision, stakeholders must possess a comprehensive comprehension of the matter and effectively tackle the obstacles that arise from the significant political expenses involved.

Abstract

The implementation of public services is the core business of public administration. In an effort to provide public services, local governments are required to pay more attention to public needs, one of which is the need for transportation. For this reason, accurate decision making is needed to ensure the effectiveness and efficiency of public administration. Cilacap is increasingly developing towards an industrial and service area so that community mobility is getting higher in line with economic movements. Therefore, there is a buildup and crowds in several areas that become agglomeration nodes caused by the presence of parking vehicles on the road. To prevent this buildup from increasing, local governments need to respond by providing parking building services. However, given the limited budget they have, the local government must make a decision to prioritize the construction of parking building services in the most feasible locations to be built. For this reason, this study aims to identify priority locations for special parking spaces in several Cilacap agglomeration areas, namely Majenang, Kroya and Cilacap Kota. Using by the Analytic Hierarchy Process method, results with high accuracy can be obtained in determining the priority of parking building service locations in Cilacap.

Abstract

Village autonomy gives flexibility to villages in managing their finances, including managing village income. For this reason, the management of state finances, including villages, must comply with the principles of efficiency, effectiveness and accountability. Village autonomy gives freedom to villages in planning, managing and allocating village income. However, this freedom also requires great responsibility in carrying out its financial management properly, in accordance with the principles of public finance. In an effort to increase village income, villages can also develop innovations in the field of financial and business management, such as developing village-owned enterprises or empowering village communities to become entrepreneurs. However, village financial management still faces various challenges, such as the lack of human resource competence and ineffective supervision. The aim of the research is to identify innovations in increasing the village's original income through Village Owned Enterprises. The research method used in this article is descriptive qualitative with data collection through Focus Group Discussion (FGD) with stakeholders. The results of the study show that innovation in increasing village income through Village Owned Enterprises can be carried out through proper income collection techniques, increasing human resource competencies, strengthening internal controls, and compliance with regulations. These innovations need to be carried out continuously to improve the welfare of village communities and strengthen village autonomy. The conclusion of the study is that there is an appropriate system innovation to increase the income of Karang Pucung Village.

Abstract

In an effort to encourage good governance, strong commitment and consistency are needed in efforts to improve sustainable development. In the context of decentralization and regional autonomy, the ability to develop innovation is needed in various aspects, especially public services, development, empowerment and improving community welfare at the regional level. One of the important steps that regional governments need to take at this time is to accelerate regional development through the implementation of regional innovation. Strengthening Regional Innovation is the main strategy within the National Innovation System framework, which facilitates integration between elements of strengthening the innovation system at the macro level and industrial sectors in the local context. The development of this innovation system is in line with the national agenda, through innovation that is directed with the right strategy and strong commitment. However, efforts to develop innovation in government organizations still face obstacles. Therefore, this research aims to identify potential obstacles that the Cilacap Regency Regional Government may face in its efforts to develop innovation. Through this research, it is hoped that it can help identifying effective solutions to increase regional government innovation capabilities, improve services to the community, and support regional economic growth. This research was carried out in Cilacap Regency with the Cilacap Regency Government as the research subject. This research uses a quantitative approach with data collected through survey techniques. The research results show that the potential for innovation and innovation policies already exists, as well as encouragement to motivate, but the formation of optimal Work Teams and improving the innovation ecosystem which has not yet reached the optimal level are the main obstacles.

Abstract

Penelitian ini betujuan untuk, mendeskripsikan dan mengidentifikasi program apa yang disiapkan untuk mengatasi masalah pembangunan dalam RPJMDes Desa Dermaji, Kecamatan Lumbir, Kabupaten Banyumas Tahun 2018-2024. Penelitian ini menggunakan pendekatan deskriptif kuantitatif menggunakan distribusi frekwensi dan klasifikasi untuk mendeskripsikan dan mengidentifikasi kebijakan yang diformulasikan. Teknik pengambilan sampel pada penelitian ini adalah teknik klaster sampling dipadukan dengan kuota sampling. Hasil penelitian adalah. Kesiapan program untuk mengatasi masalah pembangunan yang diformulasikan dalam RPJM Desa Dermaji Tahun 2018-2024 cederung kurang siap. Hal ini terjadi karena dari ketiga dimensi yaitu; dimensi ekonomi, dimensi ekologi/ lingkungan dan dimensi sosial hanya dimensi ekonomi yang yang cenderung siap. Dua dimensi yaitu dimensi lingkungan dan sosial cenderungan kurang siap. Kata Kunci: Formulasi, Kapasitas Aktor, Kesiapan Program

Abstract

Poverty alleviation as mandated a top priority in the implementation of national development. The government is obliged to improve the level of welfare, quality, and survival of the community as well as to increase the ability and awareness of the community in the implementation of social welfare in an institutionalized and sustainable manner. In practice, social welfare can be achieved by empowering the community and increasing the participation of institutions and/or individuals as potentials and resources in the implementation of social welfare. Based on the concept of institutionalization of the Esman program, Social Welfare is a form of program that must be carried out in an institutionalized manner so that maximum results are obtained, namely through a transaction process between institutional variables, such as leadership, doctrine, resources, programs, and internal structures, with several related links. around the program. The effort to develop the Tower Cracker Business in Kesugihan Kidul village - Cilacap into a joint effort, is a form of community powerlessness in improving social welfare because it does not get full support from all elements of society. Based on this, the presence of community service regarding "Institutionalization of the Community-Based "Tower" Cracker Joint Business in Kesugihan Kidul, Cilacap Regency" is considered important to be implemented.

Abstract

Children of migrant workers often face barriers in accessing quality education, which can negatively impact their development and future. This international community service aims to raise the awareness of migrant workers' parents about the importance of education for their children through counseling conducted at Sentul Commmunity Learning Service, Kuala Lumpur, Malaysia. The activity involved 20 parents of Guidance Studio students. The counseling used a participatory and inclusive approach, taking into account the participants' cultural and linguistic backgrounds. The results of this activity showed positive changes in parents' perceptions and attitudes towards education, with increased awareness of the role of education in breaking the cycle of poverty and social marginalization. Nonetheless, achieving sustainable change requires a collaborative and holistic effort involving various stakeholders, including the government, schools, civil society organizations and academics. This community service contributes to the literature on the education of migrant workers' children and emphasizes the importance of involving parents as active partners in expanding access to education for this marginalized group.

Abstract

Improving the performance of Bureaucratic Reform (RB) in Indonesia is a crucial agenda for improving governance. Since its launch in 2010, Bureaucratic Reform has become the primary foundation for transforming the Indonesian bureaucracy. The implementation of RB includes institutional restructuring, improving governance, enhancing the quality of human resources, and enhancing public services. Evaluation of the performance of bureaucratic reform is necessary to identify its weaknesses. As a measuring tool, the Bureaucratic Reform Index (IRB) is used to monitor RB achievements from year to year. In 2023, Banyumas Regency's IRB increased to 76.90, compared to 73.08 in 2022, placing it in the BB category. Although this improvement is significant, the A predicate has not yet been achieved, so continued improvement efforts are needed. This study used various methods such as field surveys, document studies, interviews, and Focus Group Discussions (FGDs). Data analysis techniques used included qualitative and quantitative approaches to assess the performance of bureaucratic reform in Banyumas Regency. The results of the data analysis show that Banyumas Regency has recorded several achievements in the implementation of RB, such as the improvement of the Government Agency Performance Accountability System (SAKIP) of Banyumas Regency, which recorded a score of 80.53 in 2023, indicating a good level of accountability. However, several challenges remain, such as the Legal Reform Index which is still low with a score of 57.55 out of 100, and the low development of the Integrity Zone with a score of 0.75 out of 3.5. In addition, the achievement of bureaucratic simplification is also inadequate, with a score of 2 out of 5, and the implementation of the Electronic-Based Government System (SPBE) is still low with a score of 1 out of 5, indicating limitations in bureaucratic digitization.

Abstract

This study aims to compare tourism development in Thailand and Indonesia by analysing budgeting policies and governance arrangements across five dimensions: the role of universities, institutional design, governance model, budgetary policy, and development strategy. This issue is of particular significance, as budgeting policies constitute a pivotal instrument in reconciling macroeconomic stability with sectoral development; nevertheless, their implications for the tourism sector remain insufficiently examined within the comparative research literature. Using a comparative case study approach, this study employs thematic analysis of policy documents and qualitative interviews to generate in-depth insights. The findings demonstrate that tourism outcomes are shaped by budgetary orientation. This study advances comparative public policy scholarship by demonstrating how fiscal design enables or constrains sectoral governance capacity. In the case of Indonesia, a strong emphasis on macro-fiscal discipline engenders fragmented tourism financing structures alongside an adaptive Pentahelix model, wherein universities function as network mobilisers within a predominantly bottom-up strategic framework. In contrast, Thailand reflects a more institutionalised and state-led configuration, characterised by stable and protected tourism budgets anchored by the Tourism Authority of Thailand (TAT), with universities integrated as innovation nodes within a top-down, investment-driven paradigm. Overall, the study underscores budgeting policy as a critical determinant in shaping tourism governance configurations and development trajectories.
