Abstract

Salah satu tantangan besar dalam mencapai tata kelola yang baik di banyak negara termasuk Indonesia adalah keberadaan korupsi. Studi ini bertujuan untuk menilai sejauh mana upaya pemberantasan korupsi berjalan efektif di Singapura dan Indonesia dengan penekanan khusus pada sistem, kebijakan, dan lembaga yang terlibat. Singapura memiliki tingkat korupsi yang sangat rendah, sedangkan Indonesia mengalami Indeks Persepsi Korupsi (CPI) yang cukup buruk. Penelitian ini merupakan studi kualitatif dengan metodologi deskriptif untuk mengidentifikasi strategi yang diterapkan oleh kedua negara. Strategi-strategi tersebut meliputi peran Komisi Pemberantasan Korupsi (KPK) di Indonesia dan Biro Investigasi Praktik Korupsi (CPIB) di Singapura. Hasil penelitian menunjukkan bahwa intervensi politik dan masalah struktural menjadi penghambat bagi upaya yang dilakukan Indonesia. Singapura menjalankan sistem hukum yang tegas dan memiliki budaya kejujuran yang mendalam, yang mendukung penerapan prinsip-prinsip pemerintahan yang baik. Penelitian ini diharapkan dapat menyajikan saran yang didasarkan pada data untuk memperbaiki transparansi dan akuntabilitas pemerintah serta memperkuat kebijakan anti-korupsi di Indonesia.

Abstract

Abstract

The conceptual construction of the empowerment process places several stages of empowerment which are now influenced by the concept of social capital and the perspective of local economic development. This has generated interest in research that focuses on the steps to empower local communities, as well as the supporting and inhibiting factors of the empowerment process. This research was conducted at the Women's Farmer Group (KWT) Mekar Indah, Balerante Village, Klaten Regency, and used a qualitative approach combined with a fishbone diagram to produce a community empowerment model construction in local economic development. This study shows that the empowerment steps are carried out in 3 (three) stages, namely enabling by forming women's farmer groups. Empowering is done by empowering farmer groups to be able to meet their food needs, and increase financial income. Meanwhile, protecting is carried out with government support, compliance with common rules and social norms, as well as maintaining good relations within the network with members and with external parties. The empowerment process is also supported by the existence of social capital that is maintained together. The empowerment process also produces development potential that leads to the achievement of local economic development that utilizes natural resources and product commodities, as well as the support of the context of the institutional system and good governance.

Abstract

Higher education prioritizes quality in achieving the vision and mission, achieving the vision and mission is strongly influenced by the strength of the budget owned by a college. The strength of the budget is not only seen from how much the existing budget is, but also how the wisest way to manage the budget. This research is motivated by the limited budget owned by a new state university in managing the budget in a participatory manner in achieving the university's vision and mission. For this reason, a participatory system is needed for the budgeting process, starting from the planning stage, the process, accountability and results that lead to the university's vision and mission. The study was conducted to obtain information on whether participatory budgeting has an influence on employee performance, whether participatory budgeting also has an impact on employee job satisfaction at Teuku Umar University, also seeing whether there is an effect of employee job satisfaction on employee performance. This study also wants to find out whether there is an influence of motivation on employee performance, the influence of participatory budget on employee performance through motivation, and whether employee job satisfaction affects employee performance through motivation.

Abstract

This research investigates participatory governance in waste management within Gili Trawangan, a small island experiencing escalating waste generation due to tourism activities. A qualitative literature review reveals that resource limitations and inadequate environmental education hinder local community participation. Nevertheless, participatory approaches demonstrate significant potential in enhancing community awareness and capacity for sustainable practices. The findings underscore the importance of collaborative efforts, particularly engaging local businesses in the hospitality sector, to address the growing waste management demands. This study concludes that strengthening participatory governance through deeper engagement and adaptive policy interventions is crucial for optimizing waste management effectiveness in small island tourism contexts.

Abstract

Tujuan studi ini adalah menganalisis peran para pendamping terkait penggunaan dana Program Keluarga Harapan dan menganalisis pola pengelolaan dana Program Keluarga Harapan di level lembaga akibat adanya praktik multiple benefeciaries. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan menekankan pada analisis fenomena di lapangan. Hasil dan kesimpulan yang diperoleh dari penelitian ini adalah (1)Kompetensi dan kapabilitas pendamping masih belum optimal oleh karena itu diperlukan pembekalan bagi tim pendamping baik pendidikan dan pelatihan, workshop, sosialisasi atau bentuk peningkatan kompetensi; (2) Pemutakhiran data keluarga penerima bantuan masih menjadi pekerjaan rumah bagi Badan Pusat Statistik dan Kementerian Sosial untuk evaluasi pemutakhiran data sebaiknya dapat dilakukan secara online yang langsung dapat dilakukan oleh tim pendamping di lapangan dan terhubung dengan dinas sosial kabupaten/kota provinsi, Badan Pusat Statistik, dan Kementerian Sosial; (3) Diperlukan integrasi Program Keluarga Harapan dengan program lain yang menjadi single beneficiarymembutuhkan koordinasi antar lintas sektor antara lembaga pemerintah sehingga diperlukan penguatan regulasi dengan peraturan presidenbahkan peraturan pemerintah untuk memperkuat kewenangan Kementerian Sosial untuk menjalankan program komplementer Program Keluarga Harapan; (4) Melakukan penyusunan program bersama kementerian/lembaga dengan dasar Rencana Pembangunan Jangka Menengah di bidang jaminan sosial dan perlindungan keluarga miskin dengan berbagai skema bantuan.
