Abstract

The method of this research using qualitative approach. This research aims to explain the competency development efforts of apparatus undertaken by Regional Development and Planning Department of West Kalimantan Province Government as well as analyze the supporting factor and the restricting factors of competence development efforts. The research results indicate that Regional Development and Planning Department of West Kalimantan Province Government has been doing the competency development efforts through three study methods, namely education, training and development. The supporting factors of competence development efforts are high motivation of apparatus and the clarity of career level. While the restricting factors of competence development efforts are the lack of leader commitment, the lack of apparatus placement system, and the coordination between related department has not been going well.

Abstract

This study aimed to describe policy implementation of motor vehicle testing and its suporting and inhibiting factors in Transportation Office of Kediri City. This study was descriptive research with qualitative approach by involving all of related parties of motor vehicle testing policy in Kediri City. Data collection techniques used were documentation, observation and interviews directly in actual field. Identification of problems using the theory of Edward III, 1980. Public policy implementation in Transportation Office of Kediri City was in accordance with the theory of policy implementation of Edward III, 1980 which included factors of communication, resources, disposition, and bureaucratic structure. The supporting factors for the policy implementation of motor vehicle testing in Kediri City through the Regional Technical Implementation Unit were the presence of accurate calibrated measurement tools and accreditation of institution with the predicate of B. The inhibiting factor was the absence of socialization activities in Kediri City regarding to the motor vehicle testing policies because there was no budget provided for the activities.

Abstract

The objective of this research is examines the role of collaborative governance in rural tourism development, especially in the tourist area of "Bumiaji Agrotourism" in Tourist City of Batu. The rapid development of tourism in Batu is still dominated by the artificial tourism destinations, often the highlight in relation to the equitable distribution of welfare and sustainability of tourist development. Until today, the efforts of local governments and communities by presenting a variety of new icon types of community-based tourism destinations in Batu City do not provide assurance that tourism will remain exsist and suistain due to resource limitations in each actor. In accordance with Good Tourism Governance (GTG), tourism management efforts can no longer be charged only to one of the actors. Collaborative governance approach can be used as an alternative solution, especially in rural tourism development in Tourist City of Batu to strengthen the character of tourist destinations as well as tourism network buildings.

Abstract

Sugihwaras Village is a village located in Ngancar Subdistrict, Kediri Regency. A well-known agricultural commodity is pineapple with a typical mainstay product, namely "Kelud honey pineapple". In practice, Kelud honey pineapple traders are part of Micro, Small and Medium Enterprises (MSMEs) and as an aspect of Tourism Amenities to support tourism activities in the Mount Kelud Tourism Area. However, the government's objectives are still not in line with the management conditions of Kelud honey pineapple traders' MSMEs. Therefore, this research will describe how Kelud honey pineapple traders are managed as supporters of the Mount Kelud Tourism Area. This research uses a qualitative method with an exploratory descriptive approach. Data collection techniques use interviews, observation and documentation. Data analysis consists of data collection, data condensation, data presentation, and drawing conclusions. The results of the research show that (1) The management of Kelud honey pineapple traders is considered to be quite good in terms of potential, personal, operational, relationship and interaction management, (2) The obstacles encountered by Kelud honey pineapple traders are related to the provision of facilities, high purchasing prices and sales decreasing. (3) Efforts made by the government include organizing festivals and community training, but there is a need for capital assistance for traders.

Abstract

The Child-Friendly City (CFC) initiative aims to promote children’s well-being. Malang City has implemented the CFC program and received multiple awards for its efforts. However, public access to information on CFC-related literacy remains limited. This study analyzes the inclusiveness of CFC governance in Malang City using UNICEF's inclusive Good Governance indicators through a descriptive qualitative method. The findings reveal that Malang's CFC meets the required indicators, with evident participation from the government, private sector, media, NGOs, and the community. Nonetheless, challenges persist, including child marriage, malnutrition, and suboptimal use of children’s forums. These issues result from weak coordination and collaboration among institutions and stakeholders, highlighting the need for broader involvement to enhance the program’s effectiveness.

Abstract

The development of historical tourism areas such as Kampung Peneleh in Surabaya, which includes notable sites like the Peneleh Dutch Cemetery and the Birthplace of Bung Karno, has become a strategic priority to preserve cultural heritage and promote local economic growth. This area has been designated as a cultural heritage site through Surabaya City Regulation No. 1 of 2024. However, the implementation of development policies continues to face challenges, including limited funding, low community participation, and weak coordination among stakeholders. This study aims to analyze policy implementation using a literature review method based on Grindle's theory, with a PRISMA-based approach applied to 40 references. The findings identify four key factors for successful policy implementation: clarity of objectives, availability of resources, community involvement, and effective coordination. Nevertheless, the lack of adaptive local strategies and inadequate monitoring and evaluation mechanisms remain significant challenges. The study recommends formulating clear performance indicators, strengthening public-private partnerships, digitalizing promotional efforts, and enhancing community participation to support cultural preservation, economic growth, and sustainable development.

Abstract

This study examines the political economy of Indonesia’s Free Nutritious Meal (FNM) policy under President Prabowo Subianto, focusing on governance arrangements and institutional capacity in managing large-scale public expenditure. The research problem addresses how fiscal allocation, institutional coordination, and policy legitimacy interact in the formulation and implementation of the FNM program. Using a qualitative case study design, this research analyzes official government documents, budget reports, regulatory frameworks, and secondary academic sources published between 2023 and 2025. Descriptive fiscal analysis indicates that the projected annual allocation for the program accounts for a significant proportion of the national social expenditure budget, exceeding IDR 400 trillion in initial policy projections (Ministry of Finance, 2024). Findings reveal three key results. First, the policy reflects distributive political priorities embedded in the national budgeting process. Second, institutional readiness varies across implementing agencies, indicating coordination challenges between central and local governments. Third, public support for the program is strongly associated with welfare framing and food security narratives. The study concludes that the FNM policy represents not only a social welfare intervention but also a strategic fiscal instrument shaped by political-economic considerations. Its long-term sustainability depends on institutional capacity, fiscal discipline, and transparent governance mechanisms.

Abstract

Despite international climate commitments, Indonesia's low-carbon policy implementation faces barriers stemming from state-business nexuses. This study analyzes actor networks impeding green economy governance. Employing a Systematic Literature Review (SLR) integrated with the CIMO (Context-Intervention-Mechanism-Outcome) framework, 16 studies were synthesized using NVivo. Results reveal a fragmented state apparatus contrasting with dominant fossil fuel interests entrenched in patronage networks. Quantitative data indicates significant power asymmetries, with 36.8 million hectares allocated to corporations versus 3.1 million hectares to communities. Regulatory capture is evident, exemplified by the 0% royalty clause in the Omnibus Law. Consequently, implementation gaps persist; although presidential commitments aim to reduce coal, 14 GW of new coal capacity was ratified until 2030. Distributive injustices are severe, with an estimated 6,500–15,700 annual premature deaths due to coal emissions. The system exhibits carbon lock-in, projecting coal dominance until 2050. The study concludes that green regulatory stagnation results from historically constituted state-business power configurations rather than technical incapacity. Addressing informal ties between state elites and business interests is crucial. Recommendations include transparent governance designs to minimize fossil fuel dominance and accelerate progress toward the 2060 Net Zero Emission target.
