Abstract

This study aims to determine how the role of the hamlet head in assisting the duties of the penghulu in kampung belutu, kandis sub-district. The theory in this study uses Pratina's theory (Salsabila, 2023: 28) there are four indicators in the role, namely authority, responsibility, clarity of purpose and scope of work. The method used is descriptive qualitative method. And the data collection techniques are through observation, interviews and documentation. With data analysis, namely data reduction, data presentation and conclusion drawing. Based on the analysis of four indicators, namely that the role of the hamlet head is not optimal and has not been implemented properly.

Abstract

Pipeline redesign was conducted at the LPG filling and distribution station of PT. Mashud Bersaudara Internasional to address excess pressure in the piping system during the LPG filling process on the filling skid. This research aims to analyze the pressure changes in the Sihi pump output pipe subsequent to the installation of a larger Sihi pump on the LPG filling skid line. Pressure changes in the pipe were analyzed using the continuity and Bernoulli equations. The research results indicated that the pressure increase, which triggered the activation of the pressure safety valve in the return pipeline, was due to the replacement of the Sihi pump with a larger capacity model. Prior to changing the size of the return pipe, the pressure was 8.535 Bar. After the replacement, the pressure in the Sihi pump output pipe dropped to 7.5525 Bar, which is below the pressure threshold of the pressure safety valve. Thus, the pipeline redesign successfully resolved the excess pressure issue.

Abstract

Efficient and modern archive management is very important in this digital era, especially at the local government level. In this context, this study explores the urgency of archive management using the Integrated Dynamic Archival Information System (SRIKANDI) approach in the Pekanbaru City Government. The research method used is qualitative, with data sources from interviews, documentation, and observation and analysis using the NVivo 12 Plus software. The study's results identified challenges to SRIKANDI implementation, including inadequate technological infrastructure, the need for skilled human resources in information technology, attention to data security, changes in organizational culture, and ongoing technical support. Based on these findings, policy recommendations have been made, including investments in technology infrastructure, human resource training and development, strict data protection, and changes in organizational culture. This research has positive implications for archive management, increasing efficiency and accountability in Pekanbaru. This research provides insights for other city governments wishing to undertake similar digital transformations in electronic-based archives management

Abstract

Salah satu Peraturan Desa yang dimiliki oleh Desa Tanah Merah ialah Peraturan Desa Tanah Merah Nomor 8 Tahun 2019 Tentang Pedoman Pengangkatan Dan Pemberhentian Lembaga Kemasyarakatan Desa Tanah Merah Kecamatan Siak Hulu Kabupaten Kampar. Untuk mengetahui Implementasi dan mengetahui Faktor penghambat dalam implementasi Peraturan Desa Tanah Merah Nomor 8 Tahun 2019 Tentang Pedoman Pengangkatan Dan Pemberhentian Lembaga Kemasyarakatan Desa Tanah Merah Kecamatan Siak Hulu Kabupaten Kampar. Dengan menggunakan teori implemnetasi G. Edwar III. Pelaksanaan Sosialisasi tentang Peraturan Desa Nomor 8 Tahun 2019 Tentang Pedoman Pengangkatan Dan Pemberhentian Lembaga Kemasyarakatan Di Desa Tanah Merah Kecamatan Siak Hulu Kabupaten Kampar dilakukan di kantor desa dengan mengundang Ketua RT dan Ketua RW namun tidak pernah melibatkan masyarakat bahkan masyarakat tidak pernah mengetahui tentang adanya aturan Peraturan Desa tersebut berhubungan tentang adanya aturan pemberhentian dan pengangkatan Ketua RT dan Ketua RW hampir diseluruh wilayah tanah merah melakukan pemilihan melalui musyawarah bahkan ada beberapa RT di dusun 1 tidak pernah melakukan pemilihan ketua RT karena masyarakat tidak ada yang mau mencalonkan diri.  Faktor penghambat penerapan Peraturan Desa Nomor 8 Tahun 2019 Tentang Pengangkatan dan pemberhentian Ketua RT dan Ketua RW di Desa Tanah Merah antara lain ialah sebagai berikut: Kurangnya sumberdaya manusia, Kurangnya pendekatan dan kurangnya melibatkan masayrakat dalam pelaksanaan pembentukan Peraturan Desa, Kurangnya sosialisasi kepada masyarakat, Kurangnya dana untuk pelaksanaan dan pembentukan Peraturan Desa di Desa Tanah Merah.

Abstract

Studi ini dimaksudkan untuk mengeksplorasi bagaimana pemimpin desa menjalankan fungsi kontrol atas entitas bisnis desa (BUMDes) di kawasan Mekong Lestari dan mengidentifikasi berbagai rintangan yang mengganggu proses kontrol tersebut. Riset dilaksanakan dengan menerapkan metode deskriptif kualitatif lewat teknik dialog mendalam, pengamatan partisipatif, dan kajian arsip. Hasil riset memperlihatkan bahwa pemimpin desa aktif menjalankan tugas kontrol BUMDes melalui tiga kapasitas utama: konsultan, supervisor, dan mentor dalam melaksanakan tugas pengawasan. Akan tetapi, realisasi kontrol masih jauh dari optimal disebabkan berbagai hambatan seperti kapasitas tenaga kerja yang minim, rendahnya kontribusi warga, ditambah sistem dokumentasi dan sinkronisasi antar operator BUMDes yang lemah. Konklusi riset ini menunjukkan bahwa meski pemimpin desa telah melaksanakan tugas pengawasan BUMDes Mekong Lestari, implementasinya masih kurang efektif. Karenanya, dibutuhkan upaya penguatan kapabilitas operator, asistensi berkesinambungan, dan reformasi mekanisme kontrol supaya BUMDes mampu beroperasi sejalan dengan maksud awal pembentukannya, yakni mengangkat kemakmuran komunitas desa.

Abstract

This study aims to evaluate the effectiveness of the Integrated Elderly Family Development Program (BKL) in Pekanbaru and to identify areas needing improvement to enhance the well-being of the elderly optimally. This research employs a qualitative method with data collection techniques, including interviews, observations, and documentation, and utilizes Nvivo 12 Plus for data analysis. The findings indicate that the social innovation within the BKL Program in Pekanbaru includes the integration of health services, social welfare, economic improvement, food security, and social support through PosyanduLansia and PUSAKA; the implementation of a comprehensive approach involving various activities in a single location; and cross-sector synergy to enhance coordination and effectiveness of services. However, key challenges include inadequate cross-sector coordination leading to a lack of synchronization in services, limitations in health services that may result in a deterioration of health among the elderly, and economic non-productivity exacerbating the economic burden on families and the community. Addressing these challenges requires better coordination mechanisms, improvements in access and quality of health services, and the integration of economic empowerment programs to support the independence of the elderly. This research contributes to the understanding how integrated social innovation can be applied to improve the well-being of older adults.
