Abstract

The number of hypertensive patients in Purwoyoso Public Health Center has increased from 2016 to 2018. However, the coverage of hypertensive patients who seek treatment regularly is still low and far from the 100% target coverage. The purpose of this study is to describe the management of hypertension in PIS-PK in Purwoyoso Public Health Center, Semarang City. This research is a qualitative research with a descriptive analytic approach. Data collection using in-depth interviews were selected based on purposive sampling techniques. The research subjects were PTM Program Holders, Doctors, Nurses, PIS-PK Coordinators, Head of Puskesmas and four patients with hypertension. The aspects studied were the diagnosis of hypertension, lifestyle interventions, pharmacological efforts and medication adherence, and the referral system. The results showed that the patient only did a one-time examination so that it affected the process of providing education, administering medication and taking medication compliance, as well as the patient's unwillingness to be referred. There are several obstacles in the management of hypertension, including patient busyness, distance to the puskesmas, the level of patient awareness in conducting routine checks, low participation in educational activities, not taking drugs again after the drugs run out, and do not want to be referred. The availability of Posbindu to conduct early detection of hypertension only takes place in three hamlet in Kalipancur. In this study, suggest officers provide drug counseling to improve medication adherence and maximize the role of families in supervision of hypertension sufferers.

Abstract

The Government established Law Number 40 Year 2004 About SJSN and the Government also formed BPJS Healthcare on January 1, 2014. The high number of BPJS healthcare members demands Hospitals to maintain the quality while the quantity of patients was increasing, and have a potential on the issue of gap rights and obligations of patients. After Vedika (the verification of healthcare system) RSUD Ungaran does not have a special unit in handling problems related to the participant of BPJS. The purpose of this study was to analyze legal compliance efforts to fulfill the rights and obligations of BPJS Healthcare patients at RSUD Ungaran using innovation diffusion theory from Rogers. In order to completed all this, the research used qualitative methods with descriptive approach. The Data collection used In-depth Interview. The main informants were medical record staff and head of general and staffing sub-division. The triangulation informants were the head of medical record division, the PIC officer, and the head of medical services. The result of  this study that was about hospital's rights and obligations and BPJS Healthcare participant with legal compliance and good law sanction, persuasion aspect is assessed from high level relative advantage, high compatibility, low complexity, high trialability, and high observability resulting in the decision of related parties to adopt the establishment of a replacement unit of the BPJS Health Center, which was renamed SIPP as a form of legal compliance efforts for the participants of BPJS patient in RSUD Ungaran and the hospital needs. In addition, there were 4 elements of innovation diffusion that is innovation, communication channels in the form of internal and external, time of planning and execution, and social system that is the party involved. The findings of the research suggested that to discuss more the adoption of legal services unit of BPJS regulator as a replacement BPJS Health center that handles all affairs concerning BPJS Healthcare.

Abstract

Penemuan kasus COVID-19 di Indonesia terus mengalami penambahan jumlah sehingga segera diperlukan upaya penanggulangan. Menyikapi hal itu, Pemprov Jateng mengeluarkan Instruksi Gubernur No.1 Tahun 2020 tentang Pemberdayaan Masyarakat dalam Percepatan Penanganan COVID-19 di Tingkat RW melalui pembentukan Satgas Jogo Tonggo. Kelurahan Siswodipuran merupakan salah satu wilayah di Kabupaten Boyolali, Jawa Tengah dengan peningkatan kasus COVID-19 setiap bulannya dan ditemukan total 36 warga terkonfirmasi. Dukuh Gatak RW 05 meruapakan daerah perkotaan padat penduduk yang rawan akan penyebaran COVID-19. Seluruh wilayah RT di Dukuh Gatak pernah ditemukan kasus konfirmasi serta terdapat cluster baru penyebaran virus di wilayah tersebut, akan tetapi masih tedapat warga yang kurang peduli dan belum mengetahui akan pelaksanaan program Jogo Tonggo. Artikel ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa program Jogo Tonggo Dukuh Gatak, Siswodipuran belum optimal, hanya sedikit kegiatan bidang Jogo Tonggo yang berhasil di implementasikan. Pelaksanaan program belum optimal disebabkan oleh beberapa faktor, yaitu pelaksana yang kurang memahami tujuan dari program sehingga menyebabkan presepsi yang berbeda mengenai mekanisme pelaksanaannya. Pelaporan Jogo Tonggo tidak berjalan secara rutin dan tertulis dan tidak terdapat pelatihan anggota Satgas maupun anggaran khusus. Fasilitas dan sarana prasarana yang tersedia masih terbatas serta belum semua anggota Satgas berperan aktif karena ketergantungan yang tinggi pada Ketua RW dan pemerintah desa. SOP Jogo Tonggo tingkat RT/RW belum terbentuk, begitu juga dengan sosialisasi kepada anggota Satgas maupun masyarakat yang masih sangat minim.

Abstract

Puskesmas as one of the first level health service units is a benchmark for health development and a proof of community participation. Not all puskesmas provide quality services that can give satisfaction to patients. Based on the results of the presurvey at the Semarang District Health Center Leyangan there were several problems that occurred. The research purpose was analyzing correlation of patient perceptions of the quality of service with satisfaction of outpatients at the Leyangan Health Center Semarang District in 2018. This research was a quantitative research with descriptive analytic research design and cross sectional approach. The research was located in the Semarang District Health Center Leyangan with a population of 5,438 patients with 100 respondents samples with data collection tools using questionnaires and analyzed by univariate and bivariate analysis with chi-square test. The results of univariate analysis show that in service quality, the respondents included in the good category are more than the pooZr respondents. The results of statistical tests using the chi-square test indicate that there is a relationship between service quality based on the dimensions of tangible (physical evidence) with patient satisfaction. There is a relationship between service quality based on the dimensions of reliability (reliability) with patient satisfaction. There is a relationship between service quality based on the dimension of responsiveness with patient satisfaction. There is a relationship between service quality based on the dimensions of empathy (empathy) with patient satisfaction. There is a relationship between service quality based on the assurance dimension with patient satisfaction. With each value = 0,000.

Abstract

During the Covid-19 pandemic, the implementation of the MSS (Minimum Service Standards) program age of basic education was hampered. Andalas public health center is health center with the lowest achievement of basic education age MSS in Padang City in 2020 with an achievement of 0%. This study aims to analyze the anticipation of the Andalas public health center in Padang City in increasing the coverage of MSS for basic education age in 2021. This study uses a qualitative method through in-depth interviews with selected informants based on purposive sampling criteria. The aspects studied consist of input, process, and output variables. The results showed a lack of knowledge of officers related to Minister of Health regulations RI No. 4 of 2019, facilities and infrastructure are adequate, data collection in 2021 through nutritional status data sent by the school, July data collection was carried out via google form, services followed standard operating procedures, recording by schools, reporting sent to the Padang City Health Office, monev by the City Health Office and the Head of the Puskesmas. Andalas Health Center's efforts to pursue the 2021 target, if the pandemic ends, the puskesmas maximizes direct health checks, if the pandemic is not over, the puskesmas will conduct a health check through the google form. continue to run the program by complying with health protocols.The City Health Office is expected to conduct regular monitoring, build communication, cooperate with puskesmas, and strengthen sanctions if the MSS does not reach the target.

Abstract

Immunization is an effort to prevent infectious diseases that can go wrong with practice (PD3I). The strategic plan target (Renstra) from the Semarang City Health Office is used as a standard that must be achieved in an expertise program, which is 95%. In the sustainability of achieving the strategic plan target obtained from the results of the preliminary study, one of the health centers that has not yet reached the coverage of the polio program (OPV) is the Srondol Health Center, where a decrease in coverage was also found for two consecutive years, namely 2019 and 2020. This study aims to determine Factors that have a related with the use of polio during the Covid-19 pandemic at the Srondol Health Center, Semarang City. The type of research used is quantitative with a cross-sectional design. A total of 103 respondents were obtained through purposive sampling method. Data analysis was carried out univariate and bivariate using non-parametric statistical tests. The results showed that health care facilities (p = 0.044), health workers (p = 0.000), perceptions of vulnerability (p = 0.000), perceptions of seriousness (p = 0.008), perceptions of benefits (p = 0.000), and control to act ( p=0.004). are factors that have a relationship with the use of polio services during the Covid-19 pandemic at the Srondol Health Center, Semarang City.

Abstract

ABSTRAK Latar Belakang : Penyebab utama kematian di seluruh dunia saat ini adalah PTM. Upaya kesehatan untuk menanggulangi PTM sesuai Renstra Kemenkes 2015-2019 adalah Posbindu PTM. Dari 29 Puskesmas di Kabupaten Pati, Puskesmas Sukolilo I memiliki capaian distribusi Posbindu PTM sebesar 100%. Namun capaian SPM-BK yang terendah dan belum mencapai target 100% masih pada pelayanan kesehatan yang menjadi sasaran Posbindu PTM yaitu hipertensi sebesar 0,60%; DM sebesar 48% dan usia produktif sebesar 45,38%. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program Posbindu PTM Puskesmas Sukolilo I Kabupaten Pati.Metode : Penelitian kualitatif dengan pendekatan deskriptif analitik melalui metode in depth interview dan teknik purposive sampling. Variabel yang diteliti adalah sumber daya manusia, dana, sarana dan prasarana, SOP/Peraturan, perencanaan, pengorganisasian, pelaksanaan, pengawasan serta cakupan kegiatan dan proporsi faktor risiko PTM.Hasil : Hasil penelitian menunjukkan bahwa SDM sudah mencukupi, namun Petugas Puskesmas dan sebagian besar Kader belum mengikuti pelatihan. SK Posbindu PTM belum ditetapkan, keterbatasan dana maupun sarana dan prasarana. Sudah ada Panduan Posbindu PTM namun belum menjangkau kesemua Kader. Belum ada perencanaan menyeluruh dan tertulis, sudah ada pembagian tugas dan tanggung jawab namun belum ada pertemuan rutin untuk koordinasi, pelaksanaan program belum maksimal, pengawasan belum sesuai serta belum ada penetapan target program.Simpulan dan Saran : Terdapat beberapa kendala dalam pelaksanaan program Posbindu PTM Puskesmas Sukolilo I. Penelitian ini menyarankan Puskesmas memberikan pelatihan tersertifikasi kesemua pelaku kegiatan, menetapkan SK Posbindu PTM agar dapat menjalin kemitraan dalam mendukung pendanaan maupun sarana dan prasarana, memberikan dan menjelaskan Panduan Posbindu PTM, membuat perencanaan yang sesuai, meningkatkan koordinasi, memberikan pelayanan kesehatan secara lengkap, memperbaiki pengawasan dan menetapkan target program.Kata Kunci    : Evaluasi, Posbindu PTM, Puskesmas Sukolilo I

Abstract

Cakupan imunisasi measles rubella (MR) di Kabupaten Magelang, Jawa Tengah tahun 2017 sampai 2019 mengalami peningkatan dengan puskesmas yang memiliki cakupan tiga terendah berturut – turut di Puskesmas Tempuran. Tahun 2020 terjadi penurunan yang signifikan cakupan imunisasi MR di Puskesmas Tempuran dengan sebanyak 22% ibu tidak tepat waktu dalam imunisasi. Penelitian bertujuan untuk menganalisis faktor yang berhubungan dengan ketepatan waktu imunisasi MR selama pandemi Covid-19 di Puskesmas Tempuran Kabupaten Magelang. Penelitian kuantitatif dengan pendekatan cross sectional. Populasi penelitian ini ibu yang memiliki bayi usia 9 – 12 bulan, dengan teknik sampling cluster sampling pada 100 responden di seluruh kelurahan. Instrumen yang digunakan yaitu kuesioner, data dianalisis secara univariat dan bivariat dengan uji Chi-Square. Hasil menunjukkan bahwa ketepatan waktu dalam imunisasi MR selama pandemi Covid-19 masih rendah (8%) hasil uji Chi-Square menunjukkan bahwa variabel sikap ibu terhadap imunisasi berhubungan dengan ketepatan waktu imunisasi MR, sedangkan pengetahuan ibu, persepsi beban kerja, akses ke layanan imunisasi, persepsi sistem layanan imunisasi, dukungan kader, keanggotaan dalam grup whatsapp imunisasi, dan persepsi kebutuhan imunisasi tidak berhubungan dengan ketepatan waktu imunisasi MR. Pandemi Covid-19 membuat sikap ibu tidak dapat optimal dikarenakan ketakutan orang tua akan tertular virus Covid-19 di tempat pelayanan, keterbatasan stok vaksin dan pelaksanaan imunisasi tidak sesuai jadwal sehingga pihak puskeskmas perlu melakukan berbagai upaya dengan memberikan promosi terkait imunisasi yang aman dimasa pandemi serta pentingnya melakukan imunisasi secara tepat waktu  dengan memanfaatkan media whatsapp dan sosial lain dan berkoordinasi dengan dinas kesehatan terkait pengadaan stok vaksin

Abstract

Semarang merupakan kota dengan jumlah kasus COVID-19 tertinggi di Jawa Tengah. Guna mencegah penyebaran COVID-19, maka diberlakukan kebijakan Pembatasan Kegiatan Masyarakat (PKM). Namun, masih terdapat banyak masyarakat yang tidak patuh terhadap kebijakan tersebut sehingga jumlah kasus COVID-19 di Kota Semarang semakin meningkat. Penelitian ini dilakukan untuk mengetahui faktor-faktor yang memiliki hubungan dengan kepatuhan masyarakat terhadap kebijakan PKM di Kota Semarang. Jenis penelitian yang digunakan adalah kuantitatif dengan desain cross-sectional. Sebanyak 140 responden didapatkan melalui metode accidental sampling. Analisis data dilakukan secara univariat dan bivariat menggunakan uji statistik non-parametrik. Hasil penelitian menunjukkan bahwa sikap (p=0,039), sarana prasarana (p=0,002), pengawasan (p=0,002), dukungan tokoh masyarakat (p=0,000), dukungan kewenangan (p=0,018), kejelasan kebijakan (p=0,000), dan konsistensi kebijakan (p=0,040) merupakan faktor-faktor yang memiliki hubungan dengan kepatuhan masyarakat terhadap kebijakan PKM di Kota Semarang.

Abstract

Menurut Peraturan Presiden Nomor 82 Tahun 2018 tentang Jaminan Kesehatan, pemberi kerja wajib mendaftarkan diri dan pekerjanya sebagai peserta JKN-KIS. Sayangnya, belum semua badan usaha mendaftar, terutama usaha mikro dan kecil, padahal jumlah badan usaha setiap waktunya terus bertambah. Terdapat 68% badan usaha mikro dan kecil potensial di Kabupaten Jombang yang belum terdaftar JKN-KIS. Tujuan penelitian ini adalah menganalisis partisipasi badan usaha mikro dan kecil dalam Program JKN-KIS di Kabupaten Jombang. Penelitian kualitatif dengan pendekatan deskriptif melalui wawancara. Hasil penelitian menggunakan Teori Perilaku menurut L. Green, menunjukkan bahwa badan usaha yang sudah mendaftar memiliki pengetahuan yang baik dan sikap positif terhadap Program JKN-KIS, serta pernah mendapatkan promosi langsung dari BPJS Kesehatan. Risiko kesehatan tidak mempengaruhi keputusan mendaftar. Badan usaha yang belum mendaftar cenderung mampu membayar premi, namun kemauan membayar rendah. Kebijakan wajib berpartisipasi dan pemberian sanksi dianggap memberatkan bagi badan usaha yang belum mendaftar.
