Abstract

This study aims to analyze the open government of La Libertad, Peru. La Libertad has a leading role as the only local government pilot model by the Open Government Partnership in the country. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the La Libertad government and sourced from the Semantic Scholar database. The findings of this study indicate that the open government of La Libertad is not popular. The dominant issues include law, transparency, public policy, development, control, inclusion, democracy, politics, and access to information. Current issues include investment, economic development, free economy, local development, participatory management, security systems, leadership, immigration, and disability. La Libertad is currently focusing on six open government commitments: increasing community engagement; increasing local government accountability; strengthening civil society capacity; reducing the digital literacy gap; transferring community participation experiences to free municipalities; and tracking child anemia and malnutrition. Abstract

This activity aims to improve students' ability to write scientific articles, including active involvement in seminars and publication of scientific papers. The main problem behind this activity is the low understanding and contribution of students in producing quality scientific papers. This activity uses the participatory learning method. The number of participants in this activity was 30 people and came from students of the government science study program spread across the country. This community service activity was carried out online with a total of eight meetings. Based on the results of the evaluation, there was an increase in the understanding and skills of participants in writing scientific articles. However, only half of the participants were able to produce scientific articles that met the standards of accredited journals. The community service team recommends that all campuses encourage activities like this using more appropriate methods so that they have a broad impact on the participants.

Abstract

Indonesia has experienced a shift towards a state system better known as bureaucratic reform. This reform includes plans to implement electronic government (e-government) in the public sector. This research aims to analyze the implementation of E-Office program policies in supporting E-government within the Riau Province government. The author uses a qualitative descriptive analysis method by collecting data through in-depth interviews, observation and documentation. The theory used is Grindle's theory of policy implementation. Based on the research results, it shows that the implementation of e-Office to support E-government measures in the Riau Province Bappedalitbang work environment generally has a positive impact on employees, namely on the type of benefits indicator. The presence of e-office makes it easier for employees to send or check manuscripts. services that are required. However, it cannot be denied that there are still indicators that have not been implemented well, namely the Resources Commitment because there are still infrastructure that is still not optimal. Because there is a significant shortage of facilities and infrastructure to support the implementation of e-Office, such as scanners and PC computers, which hinder the effective implementation of e-Office. Apart from that, the indicator for program implementers is that there are still employees who are unfamiliar with technological changes even though training and introduction to e-Office have been carried out.

Abstract

The Riau Government is committed to preserving the Riau Malay Culture as stated in the Riau Vision 2025. The current facts show that there is a severe weakening of the Malay Culture in Riau Province. This can be seen from the ethics, grammar, fashion, culinary, art, and Malay traditions that the Riau Malay community is starting to leave. The purpose of this study was to determine collaborative governance in the effort to preserve the Riau Malay Culture. The research method used is qualitative. The results of this study indicated that the Riau Government is not committed to achieving its vision, which is reflected in government policies. Lack of a roadmap for a cultural vision so that a network structure between stakeholders was not formed, the master plan owned by each stakeholder was not integrated, and was not interdependent, did not have a standard measure that describes procedures and authority in action, there was no function of joint decision-making and sharing of responsibilities, and there was no communication and flow of information between stakeholders so that collaborative governance in the preservation of Riau Malay culture was not carried out.
