Abstract

This activity aims to improve the ability of State Administration Study Programme students at Sultan Syarif Kasim Riau State Islamic University to make scientific papers. A common problem found is the difficulty of obtaining relevant theory in research. This has had an impact on the use of statutory products as a research theory, so much so that it affects the quality of the scientific papers produced. To overcome these problems, mentoring activities are carried out using the Publish or Perish application. Through the use of this application, participants will easily obtain a large number of scientific articles in a very short time. The scientific article can be used as a research theory. Prior to this activity, none of the participants knew about this application. Based on the results of the evaluation, after this activity, the participants will know the functions and all the features contained in this application. In addition, participants have also been able to install this application independently and use it properly. Thus, it can be concluded that this activity has succeeded in increasing the ability of participants to write scientific papers.

Abstract

This activity aims to improve the ability of State Administration Study Program students at UIN Sultan Syarif Kasim Riau to write scientific papers. The main problem underlying this activity is students' limited understanding and skills in writing scientific articles, especially in paraphrasing, making quotations, and reference management. To overcome this problem, assistance is provided in writing scientific articles using paraphrasing techniques (manual paraphrasing and using tools), citation techniques, and the use of the reference manager application (Mendeley). In this activity, the service team collaborated with the State Administration Student Association of UIN Sultan Syarif Kasim Riau. Based on the initial assessment, not all participants were proficient in paraphrasing, making quotations, and reference management. After carrying out this service activity, all participants were able to paraphrase sentences, quote, and use reference management applications. This activity ended with the creation and publication of a Mendeley manual book on the website of the Faculty of Economics and Social Sciences, UIN Sultan Syarif Kasim Riau, so that it could provide widespread benefits.

Abstract

The aim of this research is to analyze open government bibliometrics in the education sector. Education is one of the most popular fields in open government. This research uses a qualitative approach with bibliometric analysis methods. The data used is secondary, obtained from the Scopus database. Data was collected using Publish or Perish with the keyword education sector open government. The data obtained was then selected using OpenRefine and analyzed using VOSviewer to obtain a bibliometric map generated from keywords throughout the paper. Based on the results of this research, there have been 160 papers in the last 51 years. The first open government paper on the education sector was published in 1972. There are 17634 citations, 75 h-index, and 126 g-index, which shows this paper has high impact and productivity. In this paper, there are 153 keywords grouped into 13 clusters. From these keywords, 1878 total link strengths and 663 occurrences were obtained. The keywords that dominate this paper are open policy making, social auditing, open contracting, and open budgeting. This shows that open government studies in the education sector focus on these issues.

Abstract

This study aims to analyze key issues of open government in Austin. Austin plays a major role in the United States as the only local government pilot program established by the Open Government Partnership. Qualitative approaches and bibliometric analysis methods are used in this study. The research data were obtained from the official website of the Austin Government and sourced from the Google Scholar database. The findings of this study indicate that the study of Austin's open government is not popular. The topics that dominate the study of Austin's open government are information, collaboration, transparency, communication, development, community, access, framework, service, and communication model. Meanwhile, the latest and potential topics in the study of Austin's open government include network, media, online information, consultative process, implementation, data sovereignty, governance, monitoring, assessment, deployment, infrastructure, data sharing, digital intervention, and innovation strategy. Austin is currently focusing on four main commitments, namely the community climate resilience pilot, inclusion in court contracting, public participation in city anti-displacement efforts, and public safety data analysis. These commitments have the potential to create a more open Austin government.

Abstract

This research aims to analyze the bibliometrics of Banggai open government and the policy content of Banggai Regency in implementing open government. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data sourced from google scholar and Banggai government policy documents. The results of this research show that there are 130 studies, 786 citations, 14 h-index, and 24 g-index. This shows that this study is in demand and has high productivity. There are 1242 total link strengths, 456 occurrences, 104 items, and 12 clusters. Themes that rarely receive attention are standard data, collaboration, the private sector, inclusiveness, and data publication. These themes have the potential to be studied in the future. There is harmony between the dominant themes and Banggai government policies. The themes that dominate are Banggai one data, participatory waste management, integrated agricultural systems, and pregnant women services. Meanwhile, Banggai government policies include online services for pregnant women, participatory waste management, Banggai One Data, and the utilization of yards through an integrated agricultural system. This shows that the role of researchers is very large in implementing open government in Banggai district.

Abstract

This study aims to analyze key issues of open government in Kaduna State. Kaduna State plays a major role in Nigeria as the only local government pilot program of the Open Government Partnership. A qualitative approach and bibliometric analysis method were used in this study. The research data were obtained from the official website of the Kaduna State Government and sourced from the Google Scholar database. The findings of this study indicate that the study of open government in Kaduna State is not popular. The topics that dominate the study of open government in Kaduna State are farming, education, transparency, health, conflict, information resources, and information and communication technology. Meanwhile, the current and potential topics in the study of open government in Kaduna State include cybersecurity, e-government systems, health insurance, food security, electoral systems, democratic governance, and independent electoral commissions. Kaduna State is currently focusing on five main commitments, namely strengthening the participatory budget process, the Open Contracting Data Standard and Open Contracting 4 Infrastructure Data Standard, access to information for citizen engagement, strengthening social protection systems, and improving service delivery in education and health sectors. These commitments have the potential to create a more open government in Kaduna State.

Abstract

This activity seeks to enhance the competitiveness of graduates of the State Administration Study Program at Sultan Syarif Kasim Riau State Islamic University in terms of mapping strategic political-government issues by utilizing the Mendeley Application, the Publish or Perish Application, and the Vosviewer Application. This exercise is conducted utilizing the socializing method. This event was held three times within one month, with a total of fifteen participants. According to the poll completed before to this activity, one-third of the participants were still unable to utilize the Mendeley application, and not a single participant knew and understood how to use the Publish or Perish and Vosviewer applications. All participants were able to master utilizing the Mendeley and Publish or Perish applications after completing this task. Additionally, two-thirds of the participants mastered the Vosviewer Application. Overall, it can be inferred that two-thirds of the participants were able to map application-based political-government issues, as doing so needs mastery of the three socialized applications. Abstract

Sekondi-Takoradi plays a leading role in the open government campaign in Ghana as it is the only pilot local government program of the Open Government Partnership in the country. The purpose and focus of this study are to analyze the key issues of open government in Sekondi-Takoradi. Qualitative approaches and bibliometric analysis methods were used in this study. The research data were obtained from the official website of the Sekondi-Takoradi government and sourced from the Google Scholar database. The findings of this study indicate that open government in Sekondi-Takoradi is not popular. The dominant issues of open government in Sekondi-Takoradi include development, governance, policy, economy, decentralization, reform, innovation, and SMEs. Meanwhile, current issues include urban economy, leadership, SME resilience, open innovation, open governance, transportation, and sustainable development. These issues highlight the urgency and potential future contributions to open government in Sekondi-Takoradi. Currently, Sekondi-Takoradi is focused on three key commitments: creating climate resilience, building synergies to impact water and sanitation outcomes, and improving responsiveness and efficiency in municipal service delivery through E-Government. These commitments have the potential to create a more open government in Sekondi-Takoradi. The findings of this study serve as recommendations for decision-makers in Sekondi-Takoradi, as well as for all local governments in Ghana and all members of the Open Government Partnership.

Abstract

This study was conducted to develop a quarter-life crisis scale that can be used to measure the quarter-life crisis of early adulthood in Indonesia. Although it has begun to become a concern for researchers in Indonesia, the development of the quarter-life crisis scale has never been created. Some researchers have adapted the constructs developed by foreign researchers, which are not necessarily suitable for applicated in Indonesia. The development of this scale goes through 5 stages: conceptualization of the test; test construction; test trial; item analysis; and test revision. The test trial was filled by 181 early adults in Indonesia from Pekanbaru, Malang, Medan, Padang, Batam, Madura, Lombok, Pangkalan Kerinci, Solo, Surabaya, Jakarta, Bogor, and Yogyakarta. The results showed that there are 26 valid and consistent items that can be used to measure the early adult quarter-life crisis in Indonesia, which is indicated by the validity of the rcount greater than rtable and the Cronbach Alpha value of 0.854.

Abstract

This study aims to analyze the key issues of open government in Contagem, Brazil, using a bibliometric analysis approach. Research data were collected from Google Scholar using Publish or Perish and analyzed with VOSviewer through co-occurrence techniques on keyword units with the full counting method. The findings revealed three major dimensions within the discourse: normative, policy, and local practice. The normative dimension underscores transparency and accountability in digital platforms. The policy dimension demonstrates the institutionalization of open government principles in urban planning and social programs. The local practice dimension reflects contextual adaptation by emphasizing inclusivity, sustainability, and smart governance. Moreover, the five core commitments of Contagem—digital participation through Decidim, the Integrity Plan, the establishment of CPRAC-C for administrative conflict resolution, a mobile application for georeferencing third-sector services, and the enhancement of the Transparency Portal—illustrate the city’s serious efforts to integrate OGP values at the local level. Nevertheless, several challenges remain, including limited and uneven citizen engagement, fragmentation of participatory instruments, digital divides, and the risk of symbolic implementation of the law. This study concludes that Contagem represents both opportunities and constraints in the execution of local open government, underscoring the need to strengthen inclusiveness, operational integrity, and integration of participatory mechanisms. Reinforcing these aspects would not only consolidate Contagem’s position within Brazil, but also enable it to serve as a model for participatory and sustainable urban governance in Latin America.
