Abstract

Kegiatan ini bertujuan untuk meningkatkan kemampun mahasiswa Universitas Islam Negeri Sultan Syarif Kasim Riau dalam mempublikasikan karya tulis ilmiah pada jurnal bereputasi. Kegiatan ini merupakan hasil kolaborasi antara tim pengabdi dengan Lembaga Pengembangan Riset dan Pengabdian Masyarakat. Masalah utama yang merupakan dasar dilakukannya kegiatan pengabdian ini adalah rendahnya skor Sinta Universitas Islam Negeri Sultan Syarif Kasim Riau. Ini disebabkan oleh rendahnya kemampuan mahasiswa dalam mempublikasikan karya tulis ilmiah hasil kolaborasinya dengan dosen karena keterbatasan pengetahuan mengenai jurnal bereputasi dan standar penulisan artikel ilmiah pada jurnal bereputasi. Untuk mengatasi permasalahan tersebut maka dilakukan edukasi penggunaan portal Sinta untuk memperoleh jurnal-jurnal bereputai yang relevan dengan topik penelitian serta dilakukan juga edukasi mengenai standar penulisan artikel ilmiah pada jurnal bereputasi. Berdasarkan hasil evaluasi yang dilakukan, terdapat peningkatan pemahaman peserta mengenai penggunaan Sinta serta peningkatan pemahaman mengenai penulisan artikel ilmiah pada jurnal bereputasi. Dengan meningkatnya kedua kemampuan dasar publikasi pada jurnal bereputasi tersebut diharapkan dapat meningkatkan kualitas karya tulis ilmiah mahasiswa Univeristas Islam Negeri Sultan Syarif Kasim Riau sehingga dapat dipublikasikan pada jurnal bereputasi dan berdampak positif terhadap skor Sinta yang dimiliki.

Abstract

This research aims to analyze key issues of open government in Latvia. A qualitative approach, the bibliometric analysis method, and the content analysis method were used in this research. Research data comes from the Scopus database, Web of Science, Semantic Scholar, Crossref, and Latvian government policy documents. This research has found 130 relevant articles, 4339 citations, 26 h-index, and 65 g-index, which shows that Latvian open government studies are of interest and have high impact and productivity. There are 1592 total link strengths, 524 occurrences, 180 topics, and 18 clusters in this study. Decision-making, public participation, government language, open data, information, government transparency, public administration, and communication are the topics that dominate. Meanwhile, current and potential research topics are public participation, civil dialogue, public information, wider participation, digital environment, promoting participation, youth participation, coordinational portal, organizing participation, and process participation. Currently, the Latvian government is focused on six of its 51 commitments. These commitments have great potential for creating a more open Latvia.

Abstract

The aim of this research is to analyze open government bibliometrics in the education sector. Education is one of the most popular fields in open government. This research uses a qualitative approach with bibliometric analysis methods. The data used is secondary, obtained from the Scopus database. Data was collected using Publish or Perish with the keyword education sector open government. The data obtained was then selected using OpenRefine and analyzed using VOSviewer to obtain a bibliometric map generated from keywords throughout the paper. Based on the results of this research, there have been 160 papers in the last 51 years. The first open government paper on the education sector was published in 1972. There are 17634 citations, 75 h-index, and 126 g-index, which shows this paper has high impact and productivity. In this paper, there are 153 keywords grouped into 13 clusters. From these keywords, 1878 total link strengths and 663 occurrences were obtained. The keywords that dominate this paper are open policy making, social auditing, open contracting, and open budgeting. This shows that open government studies in the education sector focus on these issues.

Abstract

This activity aims to improve the ability of students of Universitas Islam Negeri Sultan Syarif Kasim Riau to publish scientific papers in reputable journals. This activity is the result of collaboration between the service team and the Research, Development, and Community Service Institute. The main problem that is the basis for this service activity is the low Sinta score of Universitas Islam Negeri Sultan Syarif Kasim Riau. This is caused by the low ability of students to publish scientific papers resulting from their collaboration with lecturers due to limited knowledge about reputable journals and standards for writing scientific articles in reputable journals. To overcome this problem, education was carried out on the use of the Sinta portal to obtain reputable journals that are relevant to the research topic, and education was also carried out on the standards for writing scientific articles in reputable journals. Based on the results of the evaluation carried out, there was an increase in participants' understanding of the use of Sinta as well as an increase in understanding of writing scientific articles in reputable journals. By increasing the two basic skills of publication in reputable journals, it is hoped that it can improve the quality of scientific papers of students at the Universitas Islam Negeri Sultan Syarif Kasim Riau, so that they can be published in reputable journals and have a positive impact on their Sinta scores.

Abstract

This study aims to find out how the management of Sedana Mekar BUMDes applies the principles of village autonomy in Mekarsari village, East Lore sub-district, Poso district. This research was conducted in the village of Mekarsari, East Lore sub-district, Poso district with the theory of village autonomy put forward by Sutoro Eko (2014), which is Impunity and Initiative. The research method uses qualitative with descriptive research type. The technique of determining informants used a purposive sampling technique with 6 informants. Data collection techniques were carried out by means of observation, interviews and documentation. The results of this study concluded that the implementation of the principles of village autonomy in the management of BUMDes Sedana Mekar in Mekarsari village was considered not optimal. This is based on aspects of Sutoro Eko's theory used in this study, namely the principle of impunity and initiatives in the management of BUMDes Sedana Mekar. Inadequate planning often occurs in BUMDes management so that the initiatives implemented are not optimal. And it is also found that there are irregularities in the principle of impunity, namely the appointment of BUMDes administrators from village officials which causes the village oversight function of BUMDes to become village oversight of itself.

Abstract

The aim of this research is to analyze open government research bibliometrics. This research uses a qualitative approach with bibliometric analysis methods. The data used in this research is of secondary type, originating from the Scopus database. Data was collected using the Publish or Perish application using the keyword "open government". The data obtained was then analyzed using the Vosviewer application to obtain a bibliometric map generated from keywords for all papers. Based on the results of this research, there were 160 papers over a period of 37 years. The first open government paper was published in 1986. There were 241,891 citations, 146 h-index, and 150 g-index, which shows that this paper has high impact and productivity. In this paper, there are 137 keywords grouped into 16 clusters. From these keywords, 2056 total link strengths and 567 occurrences were obtained. The keywords that dominate this paper are e-government, collaborative governance, transparency, public participation, and accountability. This shows that global open government research focuses on these concepts.

Abstract

This study aims to analyze key issues of open government in Paris. The city is one of the selected members of the Open Government Partnership (OGP) for the Local Government Pilot Program. A qualitative approach and bibliometric analysis method are used in this study. Data sourced from Google Scholar collected using Publish or Perish (keywords: Paris information access; Paris transparency; Paris public participation; and Paris public collaboration). Data selection using Mendelay, while bibliometric maps obtained using VOSviewer. This study found 90 relevant articles and 90 topics of open government in Paris. The dominant topics include: transparency; Paris agreement; information; guidelines; and access. While the current and potential topics include: communications; challenges; capacity; policy-making; and hidden-order procedure. Since its main role in the Open Government Partnership, Paris has set twelve commitments, four of which are their current focus: Paris citizens assembly; introducing two brand-new digital platforms for greater transparency and citizen participation; European citizenship; developing the first index to assess ecological democracy, and establish an action to implement the UNFCCC Action for Climate Empowerment program. These commitments are part of the current potential study of open government in Paris.

Abstract

This research aims to analyze the bibliometrics of Banggai open government and the policy content of Banggai Regency in implementing open government. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data sourced from google scholar and Banggai government policy documents. The results of this research show that there are 130 studies, 786 citations, 14 h-index, and 24 g-index. This shows that this study is in demand and has high productivity. There are 1242 total link strengths, 456 occurrences, 104 items, and 12 clusters. Themes that rarely receive attention are standard data, collaboration, the private sector, inclusiveness, and data publication. These themes have the potential to be studied in the future. There is harmony between the dominant themes and Banggai government policies. The themes that dominate are Banggai one data, participatory waste management, integrated agricultural systems, and pregnant women services. Meanwhile, Banggai government policies include online services for pregnant women, participatory waste management, Banggai One Data, and the utilization of yards through an integrated agricultural system. This shows that the role of researchers is very large in implementing open government in Banggai district.

Abstract

This research aims to analyze open government trends and policies in South Cotabato. A qualitative approach, the bibliometric analysis method, and the content analysis method were used in this research. Research data comes from Scopus, Web of Science, Semantic Scholar, Crossref, and South Cotabato policy documents. This research found 127 relevant articles, 683 citations, 13 h-index, and 24 g-index, which show that the South Cotabato open government study has a high impact and productivity. There are 2646 total link strengths, 668 occurrences, 103 topics, and 9 clusters in this study. Access information, public participation, open legislation, public access, public service, infrastructure, public monitoring, public information, information openness, and extractive are the topics that dominate. Meanwhile, potential research topics are public service, service quality, access, public information, communication, interactive, information openness, information quality, accountability, monitoring, and evaluation. Currently, South Cotabato is focused on commitments to open legislation, public participation in extractives, public monitoring of infrastructure, and access to information. These commitments have the potential to make South Cotabato more open.

Abstract

This study aims to analyze key issues of open government in Madrid. This city is one of the members of the Open Government Partnership (OGP) selected for the Local Government Pilot Program. A qualitative approach and bibliometric analysis methods were used in this study. The data used were obtained from the Google Scholar database through Publish or Perish with four keywords: “Madrid information access”, “Madrid transparency”, “Madrid participation”, and “Madrid collaboration”. Data selection used Mendelay, while the bibliometric map was obtained using VOSviewer. This study found that there was an increasing trend in the publication of Madrid open government articles. There were 78 relevant articles and 72 topics in the last 58 years. The main topics of focus include participation, collaboration, politics, democracy, transparency, governance, and network. Meanwhile, the latest and potential topics include digital participation, innovation, development, public-private collaboration, public space, inclusion, and capability. Since its leading role in OGP, Madrid has set fourteen commitments, four of which are their current focus: improvement of the Decide Madrid platform, improvement of the transparency portal and increase of open data visualizations, broaden the spectrum of participation, and community actions for a healthy city strategy.
