Abstract

Unwillingness to seek healthcare has been observed in citizens from many countries during the Covid-19 pandemic. Previous studies show that the changes in behavior are due to various reasons such as economic slowdown, loss of health insurance due to termination of employment, and fear of contracting the virus. This behavior may result in worsened health conditions, making a individual more susceptible to the virus. The supply side of health care is one of the things that should be considered in the discussion about access to health care in developing countries. This paper investigates access to the healthcare problem of Indonesians, discusses both the supply side and demand side by looking at the change of behavior due to the patients’ fear of getting treatment during pandemic covid-19. We will serve this purpose through a small-scale survey and offer some insights from a statistical analysis perspective as well. Based on a survey from 588 respondents from the west Indonesia region, this study observes that the respondents’ health condition shows no significant change before and during the Covid-19 pandemic era. On the other hand, the respondents’ frequency of accessing outpatient healthcare proves to be significantly decreasing during the Covid-19 pandemic era, with 23,4% of the respondents stating that they avoid utilizing outpatient healthcare as an effort to avoid the Coronavirus. The frequency of using Kartu Indonesia Sehat to access outpatient healthcare also shows a significant decrease during this pandemic era.

Abstract

One of the indicators of a healthy environment is proper waste management. However, waste has become a global issue, with approximately 40% of the world’s waste being improperly managed, and its volume is projected to reach 3.40 billion metric tons by 2050. In Indonesia, 65.83% of waste is still disposed of in landfills, with a total volume of 68.7 million tons per year, the majority of which consists of organic waste (41.27%) and household waste (38.28%). This study aims to analyze the impact of Gross Regional Domestic Product (GRDP) and other factors such as population size and education level on the amount of waste volume in Aceh Province from 2018 to 2020. Using a quantitative approach, secondary data obtained from the Central Bureau of Statistics (BPS) of Aceh Province were used in a panel data regression model. The results of the study show that GRDP and population size have a significant and positive influence on waste volume. These findings confirm that economic growth and population density increase the amount of waste, while higher education can reduce waste generation. Based on these results, it is expected that the government can formulate effective waste management policies, including improving the education level of the community to reduce the amount of waste produced. This study provides important insights for the government in planning better waste management in Aceh Province.

Abstract

Background: As a developing country that still struggles with infant mortality, Indonesia needs high-quality and efficient neonatal care. However, due to the complexity of neonatal care, the neonatal intensive care unit (NICU) still has a high cost, approximately USD 950 - 31,000, as the last line of care. Aims: This study analyzes the cost incurred due to service improvement at Fatmawati General Hospital. The cost analysis may serve as useful evidence for other hospitals with NICUs that seek to improve their service. Methods: We used cost analysis to examine pre-intervention costs in 2015 and post-intervention costs in 2021. Our data were gathered primarily in the NICU of Fatmawati General Hospital for three months in 2023. Results: The results showed an increase in total cost of IDR 1,898,040,489 (55%). The largest cost increase was personnel and supplies costs, which accounted for 83.8% of the cost increase. However, this cost increase was also followed by a significant decrease in mortality rates, from 128 deaths per 1,000 births to 17 deaths per 1,000 births. Conclusion: This study found a correlation between investment in service improvements and decreased infant mortality rates in the NICU of Fatmawati General Hospital. Although the 55% increase in total cost was associated with a significant decrease in infant mortality rates in the NICU of Fatmawati General Hospital, further studies are needed to determine the effectiveness of improvements in the NICU's services. Abstract

Maluku province is the province with the largest island in Indonesia. BPS Maluku report that Maluku province consists of 559 islands and divided into 9 regencies and 2 cities. Geographical conditions with many islands make the health care level not optimal in all districts in Maluku province. Health sector is one of the priorities programs of the government of Maluku Province. The government tries to increase the budget for health sector to increase the output of health sector in Maluku. This paper has two objectives. The first objective is to estimate scores of technical efficiency of health spending of regencies-cities in Maluku province. The second is to analyze the environmental factors that have an important role in enhancing the technical efficiency scores of regencies-cities in Maluku province. This study calculates scores of technical efficiency using Data Envelopment Analysis (DEA) method and use the Tobit method for the analysis of environmental factors. This study calculates the technical efficiency scores of health spending in 9 districts and 2 cities in Maluku province from 2012 to 2015. Abstract

The countries that are a part of the Association of Southeast Asian Nation (ASEAN) exhibit dynamic demographic and economic charateristics. This study aims to analyze the relationship between GDP per capita, the precentage of the population aged 65 and above, and the level of urbanization on healthcare expenditure in ASEAN countries, thereby providing deeper insights into healthcare spending in the ASEAN regions. Additionally, another objetive of this study is to identify the key factors influencing healthcare expenditure in ASEAN countries. The methodology employed in this study is panel data analysis, which includes three models: Pooled Ordinary Least Squares (POLS), Fixed Effect Model, and Random Effect Model. To determine the appropriate model for the study, statistical tests will be conducted. The statistical tests utilized in this study are the Chow Test and the Hausmant Test. The results indicates that the percentage of the population aged 65 and above, the level of urbanization, and GDP per capita have significant impacts on healthcare expenditure. Futhermore, the perentage of the population aged 65 and above has the most substantial impact compared to the level of urbanization and GDP per capita.

Abstract

This study has three objectives. First, to estimate the factors affecting the level of energy consumption, especially coal subject to carbon tax. Second, to project the amount of carbon emissions from 2020 to the year of carbon tax implementation (2025) using the Vector Error Correction Model (VECM). Third, to calculate the potential government revenue from the implementation of carbon tax starting from the year of carbon tax implementation (2025) until 2050. This study uses panel data of 33 provinces in Indonesia from 2021 to 2022 and time series data of Indonesia from 1990 to 2020. Research results from Indonesian panel data show that Gross Regional Domestic Product (GRDP) and GRDP per capita have a significant positive influence. The VECM analysis projects that the amount of CO₂ carbon emissions moves dynamically in the 2021 to 2025 time series. The results are then used in the projection of government revenue for the next 25 years with potential government revenue through carbon tax amounting to 6.6 trillion rupiah.

Abstract

Research Originality — The happiness index is an important indicator to examine the progress of a country’s development. This research is the first to study the impact of local government expenditure on happiness, particularly in Indonesia. Research Objectives — This study aims to investigate the impact of local government expenditure on happiness. Additionally, it examines the effect of GRDP per capita, school life expectancy, and inequality on happiness. Research Methods — This study used panel data from Statistics Indonesia and the Ministry of Finance in 2014, 2017, and 2021 for case studies in 34 provinces in Indonesia. The methods used were pooled least square, fixed effect model, random effect model, and quantile regression. Empirical Results — The estimation results showed that local government expenditure, GRDP per capita, school life expectancy, and inequality significantly affected the happiness index. The correlation between local government expenditure and inequality on the happiness index was negative in all quantiles. Meanwhile, the relationship between GRDP per capita and school life expectancy on the happiness index was positive in all quantiles. Implications — The negative impact of local government expenditure on happiness shows that local government expenditure is not optimal for development. Sub-optimal expenditure allocations, such as capital expenditure for infrastructure development, are lower than personnel expenditure, which makes people less happy. Therefore, the government needs to evaluate and improve the effectiveness of local government expenditure and allocate government expenditure that directly affects society, such as infrastructure development, education and health facilities, MSME financing, and the creation of new jobs.

Abstract

Research Originality: This study utilizes the expenditure approach as a measure of poverty and incorporates household-level factors to assess their impact on psychological and physical child abuse in Indonesia.Research Objectives: This study aims to analyze the impact of household characteristics, especially variations in poverty status on the risk of child abuse in Indonesia.Research Methods: This study uses Social Defense Module of the 2020 National Socio-Economic Survey (Susenas) data and the logistic regression model.Empirical Results: The results showed that children in households living below the poverty line have the highest probability of experiencing psychological and physical abuse. Factors that also increase the likelihood of abuse are female-headed households, unemployment, low education levels, households with only boys and/or children aged 6-12 years, and living in rural areas.Implications: These findings highlight that child protection and abuse prevention policies should focus more on economic and social interventions, with poor households as the primary target.JEL Classification: D19, I31, I32, J13How to Cite:Rohadatul’aisy, N., Hardiawan, D., & Sihaloho, E. Abstract

Inefficiencies in health expenditure result in an estimated 1–1.4% of global Gross Domestic Product (GDP) being wasted across various regions, presenting a significant challenge for countries striving to optimize healthcare spending. This study aims to assess the efficiency of government health expenditure in six ASEAN countries with the lowest per capita government health spending, using the Data Envelopment Analysis (DEA) method. In addition, Tobit regression is employed to identify factors that influence the efficiency of government health expenditure. The results indicate that most countries have not achieved maximum efficiency scores over the years, underscoring the need for improved budget management and reforms in health policy implementation. The Tobit regression analysis reveals that economic growth, urbanization rate, and the proportion of government health expenditure in current health expenditure have a positive and significant effect on efficiency scores. This suggests that increased public investment and urban development contribute to improved efficiency in healthcare spending. Conversely, total carbon emissions have a negative impact on efficiency, emphasizing the influence of environmental factors on health system performance.

Abstract

The purpose of this study is to evaluate the importance of the relationship between Indonesia's Human Development Index (HDI) and government spending on food assistance. This study uses the Panel Data Regression approach to aggregate cross-sectional data from 34 provinces throughout the years 2018–2022. The data utilized in this investigation came from the Ministry of Finance (KEMENKEU) and Statistics Indonesia (BPS) sources. This study found that food social assistance has a positive influence on HDI. School Expectancy, the School Operational Assistance (BOS) budget, and the Health Operational Assistance budget (BOK) also have a positive influence on HDI. Meanwhile, the poverty rate has a negative influence on HDI. As indicated by the rise in the HDI, the study's findings suggest that the government's implementation of Social Food Assistance spending has a beneficial effect on raising the standard of human development in Indonesia.
