Abstract

Tulisan ini fokus pada konflik Xinjiang sebagai salah satu kasus konflik internal yang terjadi di China. Sebagai negara maju, China masih tidak terlepas dari masalah konflik internal. Konflik Xinjiang ialah konflik antar etnis Uighur dan Han yang kemudian berkembang menjadi gerakan separatisme. Berdasarkan sejarahnya, maka konflik ini dipicu ketimpangan ekonomi, ketidakpuasan, ketidakadilan, dan kekerasan yang secara simultan bergulir di Xinjiang. Etnis Uighur merupakan etnis muslim mengalami perseteruan dengan pemerintah otoritas China. Pada perkembangannya, muncul beberapa gerakan separatisme di Xinjiang yang menyulut respon militer dari Pemerintah China. Pemerintah China bagaimanapun akan berupaya menjaga keutuhan wilayah dan tidak akan melepaskan Xinjiang. Keberlangsungan konflik ini salah satunya disebabkan oleh kepentingan negara China terhadap Xinjiang. Xinjiang merupakan wilayah potensial bagi China, baik secara geografi maupun ekonomi.

Abstract

This research aims to explore pamswakarsa which was created by corporation and its position on on agrarian conflict in Lampung Province, Indonesia. By using qualitative approach through the methods of interviews and utilizing several related documents, this research finds that pamswakarsa is assumed as paramilitary. Pamswakarsa itself emerged while conflict is existing. It is not relavant enough to support the effort in achieving order and peaceful, as was legally mandated by the regulation from The Indonesian National Police through government regulation Number 43 the Year of 2012. Pamswakarsa tends to be involved in conflict and even has been the new actor/perpretrator against society. Keywords: conflict, corporation, Lampung, pam swakarsa, paramilitary, violent.

Abstract

The Covid 19 pandemic has become an interesting issue contemporary, especially when the virus of Covid 19 spreads quickly throughout the world, then also spreads to the conflict areas. This phenomenon brings a concern when a country should be able to seriously overcome the pandemic problems, obviously getting involved into conflicts and clashes with certain ethnic groups or separatist groups. Using a qualitative method, this article looks at the state's trend on implementing its policy and dealing with Covid in the area of internal conflict particularly in Xinjiang and Rakhine. The neutrality of the state is tested in providing rights and ef orts to overcome the problem of Covid 19 pandemic. The discriminative and late responses of the States make it more complicated. The mitigation becomes even more difficult due to the vulnerability of conflict areas, which have long had problems of poverty, lack of infrastructures and health services, the existence of sentiment and distrust among each other. Abstract

Isu pelanggaran HAM terhadap etnis Rohingya tidak hanya berdampak di domestik negara Myanmar, namun berdampak hingga ke kawasan. Situasi dan kondisi ini menjadi tantangan bagi upaya ASEAN dan negara anggotanya untuk menjadi kawasan yang turut serta dalam promosi dan penegakan HAM. Penelitian ini bertujuan untuk menjelaskan bagaimana respon ASEAN terhadap isu pelanggaran HAM terhadap etnis Rohingya. Konsep HAM digunakan oleh peneliti untuk dapat memahami konteks permasalahan ini secara lebih mendalam. Penelitian ini menggunakan metode kualitatif deskriptif. Data dihimpun melalui kajian kepustakaan. Hasil penelitian menunjukkan bahwa ASEAN tidak banyak melakukan langkah tegas dan tidak dapat mengambil tindakan hukum yang mengikat dikarenakan beberapa norma netralitas di Asia Tenggara seperti non intervensi dan konsensus. ASEAN lebih memilih melakukan pendekatan soft way. Pendekatan soft way dalam bentuk tiptoe style of diplomacy yang dipilih ASEAN disebabkan oleh beberapa hal. Pertama, untuk membuat Myanmar merasa sebagai bagian dan teman ASEAN sehingga diharapkan lebih terbuka. Kedua, agar Tiongkok tidak mengambil Myanmar. Ketiga, untuk menjaga prinsip dalam TAC dan menghindari konflik antaranggota ASEAN. Peran ASEAN nyatanya memang sulit diharapkan sehingga membawa dampak pada sikap masing masing negara anggota ASEAN yang memiliki kebijakan berbeda dalam merespon isu pengungsi Rohingya.

Abstract

Perubahan iklim membawa dampak bencana yang tak terhindarkan bagi tiap wilayah di dunia. Lampung menjadi salah satu daerah yang rawan bencana banjir terutama dapat menjadi kian memburuk akibat perubahan iklim. Artikel ini membahas berbagai potensi bencana di Kota Bandar Lampung dan melihat strategi pemerintah kota dalam mengatasi berbagai potensi bencana. Wawancara dan studi pustaka digunakan sebagai Teknik pengumpulan data dalam penelitian ini. Kota Bandarlampung sudah berupaya melakukan berbagai kebijakan adaptasi terhadap perubahan iklim. Pemerintah kota membuat regulasi dan berinvestasi pada isu perubahan iklim. Kebijakan regulasi relevan misalnya tertuang dalam RPJMD Kota Bandar Lampung 2010-2015 dan Perubahan Rencana Pembangunan Jangka Menengah Daerah Kota Bandar Lampung Tahun 2016-2021 (Perda Kota Bandar Lampung No. 09 Tahun 2018). Berbagai bentuk investasi terkait infrastruktur, pemerintah kota telah melakukan pembuatan peta-peta kepadatan penduduk dan lokasi genangan, pengembangan drainase dan sanitasi kota. Penyulingan air (2010 – masih berjalan) kedua, ada program Kampung Hijau, Rencana Induk Pengelolaan Sampah Terpadu,Pendidikan Bahan Ajar Perubahan Iklim di SD dan SMP, Konservasi Air Tanah Melalui Pembuatan Lubang Resapan Biopori, gerakan tanam pohon dan lain lain.

Abstract

The ease of accessing information through social media is a challenge for the younger generation. One of the values that is easily accessible on social media is the value of radicalism. Radicalism is an attitude that wants fundamental transformation through violence. The young generation may access radicalism values easily that are often spread through social media platforms. Social media is used by radicalism actors for channeling ideas and recruiting media. Furthermore, Extreme radicalism potentially evokes a terrorism. This service aims to prevent radicalism, especially on social media, through deradicalization with the younger generation as the target participants. The method of socialization was implemented in this activity through explanation and discussion about tips on detecting radicalization and deradicalization through contents of counter radicalism on social media. These activities were closed by playing a game “Cinta Tanah Air”. The participants were young generation from various student organizations which located in Bandar Lampung such Himpunan Mahasiswa Jurusan (HMJ), Himpunan Mahasiswa Islam (HMI), Forum Studi Pengembangan Islam (FSPI), Ikatan Mahasiswa Muhammadiyah (IMM), Association Internationale Des Étudiants en Sciences Économiques et Commerciales (AISEC), UIN Raden Intan, Pusat Informasi dan Konseling Remaja (PIK-R), dan Badan Eksekutif Mahasiswa (BEM) Unila. This service has encouraged participants to be able to explain radicalism and deradicalization through counter-content as an effort to prevent radicalism. It could be seen from the post test results showing that about 92% of participants could understand and explain the various contents of counter radicalism on social media.

Abstract

While the trend of cooperation on the globalization era is rising, the cities involvement on the diplomatic activities is increasing. The central government also encourages the paradiplomacy considering the benefits that will return to its state. However, recently, paradiplomacy has also been carried out not only to pursue the economic interests and development aspects but also to fight for security, identity, and sovereignty aspect. Several cities and even autonomous regions have shown the ability to implement and develop their paradiplomacy. This article using qualitative approach to examine sovereign paradiplomacy of the Kurdistan Regional Government (KRG) which was established as an autonomy region within Iraq. The KRG has long demanded for independence and has even been able to expand its paradiplomacy to the Middle East and the world. The KRG's paradiplomacy is successful and strong enough which is can be seen when referendum was be held by KRG in 2017. The KRG has the power of socialization and shared the values ​​as a form of construction that the KRG has carried out for a long time on its paradiplomacy. The KRG has repeatedly stated that the KRG's paradiplomacy is constitutionally valid. Though, KRG always shows a cooperative attitude and expertise in diplomacy. He was even able to show the similarity of the values ​​of the Kurdish identity and the identity of anti-terorism and democracy as the basis for cooperation, even the values ​​that became the basis for the acceptance of Kurdish paradiplomacy by countries in the Middle East.

Abstract

The European Union (EU) adopted a Resolution on Palm Oil and Deforestation on Rainforest that contains a ban on Indonesian palm oil (CPO) exports. The ban on Indonesian CPO exports was carried out by the EU on the accusation that Indonesia's CPO production causes deforestation. Thus, the resolution became a CPO trade dispute between Indonesia and the EU. This research aims to find the EU's motives in the Indonesian CPO export ban policy. The research method used is descriptive qualitative method using secondary data obtained from the Central Statistics Agency (BPS), Index Mundi, International Trade Center (ITC), Observatory of Economic Complexity (OEC). The results showed that the EU has a motive (national interest) which is to develop the domestic vegetable oil industry of rapeseed oil (RSO), sunflower oil (SFO), and soybeen oil (SBO) in the Indonesian CPO export ban policy. The resolution issued by the EU against the Indonesian palm oil industry is a form of protection of these domestic vegetable oils.

Abstract

Pengabdian kepada Masyarakat ini merekomendasikan pengelolaan pariwisata lingkungan di Desa Wisata Banding berdasarkan praktik terbaik global. Metode yang digunakan dalam program pengabdian masyarakat ini terdiri dari studi dokumen dengan meninjau beberapa sumber literatur yang berkaitan dengan pengelolaan pariwisata, keamanan lingkungan, dan pembangunan berkelanjutan. Pengelolaan keamanan lingkungan telah menjadi salah satu perhatian utama untuk menjaga keseimbangan ekosistem desa dari dampak negatif pariwisata seperti peningkatan pengelolaan limbah, sistem keanekaragaman hayati, serta penggunaan energi terbarukan untuk mengurangi perubahan iklim akibat aktivitas pariwisata. Selain itu, konsep pembangunan berkelanjutan juga diterapkan di Desa Wisata Banding untuk memastikan bahwa desa dapat ditingkatkan secara ekonomi di masa depan tanpa mengorbankan keberlanjutan lingkungan dan sosial. Pengabdian kepada Masyarakat ini juga menekankan pentingnya praktik lokal dalam keterlibatan aktif penduduk setempat sepanjang proses pengelolaan pariwisata, melalui pendidikan lingkungan lokal dan keterlibatan dalam pengelolaan sumber daya alam lokal, sehingga desa dapat memaksimalkan kapasitasnya untuk mengurangi jejak karbon, mendorong partisipasi wisatawan dalam menjaga lingkungan, dan mengembangkan pengelolaan ekowisata yang memperbaiki lingkungan dan masyarakat. Kegiatan ini diharapkan dapat memberikan saran konkret bagi pengelola Desa Wisata Banding yang mencakup strategi untuk menerapkan keamanan lingkungan dan pembangunan berkelanjutan. Melalui langkah-langkah ini, desa diharapkan dapat menjadi contoh tujuan pariwisata yang berkelanjutan secara ekologis, sambil pada saat yang sama meningkatkan daya tariknya di tingkat internasional dan meningkatkan kesejahteraan penduduk tanpa merusak ekosistem yang ada.

Abstract

Water diplomacy is needed to cooperate and find solutions to water issues. Water diplomacy can be political especially when it involves transnational waters and can even trigger conflicts between countries. Indonesia does not yet have transnational water and interstate water conflicts but remains actively involved in various world water forums. This research uses a qualitative approach with descriptive-analytical research to see Indonesia's water diplomacy. Access to clean water due to its vast territory has caused problems for Indonesia. This issue is one that Indonesia fights for in its water diplomacy. In addition, this research found that Indonesia's water diplomacy focuses on multilateralism. Indonesia is only at the starting point, but several aid projects for clean water and access have been obtained. Indonesia's water diplomacy involves political, integrative, and cooperative aspects. Politically, Indonesia is involved in various regional cooperation frameworks and has a partnership with the Mekong River Commission (MRC) even though Indonesia is not a Mekong River crossing country. Multilateral forums are also used to build cooperation and even fulfill integrative aspects such as efforts to create a Global Water Fund. In addition, Indonesia has shown leadership in engaging in several water policy issues while pushing its interests.
