Abstract

The realization of regional government expenditure in Aceh Province from 2011 – 2015 has reached the figure of Rp84.260.616.926.552,00. However, the indicator data of Aceh people’s welfare in 2016 provided information of unemployment rate in Aceh in 2015  at 9,93%. This exceeds the national unemployment rate in the same period of 6.2%. Likewise, the poverty rate of Aceh Province in 2015 was at 17.08%. While nationally, the unemployment rate was at 11.13%. This condition indicated that the regional government were still unable to prosper the people, which also means that the governments were underperformed. This was possible because of inefficient use of resources. Efficiency does not only apply to private sector but also public sector. public sector organizations are now required to be able to operate efficiently to improve the performance. Nowadays, the performance of the local government has been criticized by the public. Therefore, it is necessary to develop a performance measurement toward public organization to know the extent of performance in a certain period accurately. This study aims to determine the efficiency level of regency / city governments in Aceh Province. By using the Data Envelopment Analysis (DEA) approach, it is possible to observe which regency / city governments are performing well. This study uses input variables including regional expenditure, assets, population, civil servants and area. Output variables used include Regional Original Income (PAD), Human Development Index (HDI) and Per capita Income.The result shows that from 23 regency / city governments in Aceh Province, in the overall average from 2011 - 2015, there were only 5 regency / city governments (21.74%) who were efficient in running their government (efficiency score 1.00) , namely Banda Aceh, Langsa, Lhokseumawe, Sabang and Subulussalam. Therefore, the regency / city government has a good performance.Keywords: Performance and DEA, Regency / city governments

Abstract

This research aims to  find out the most competitive retail company operating in current global market based on the perspective of efficiency. A well-performed company is the company that is efficient in its operations. By using Data Envelopment Analysis (DEA) approach, this research differs from prior research because we used multivariable inputs, namely: asset, operational expense and the number of employees. The output variables used in this research are: total revenue, net profit, return on equity (ROE), return on assets (ROA), return on investment (ROI), dividend yield ratio and asset turnover ratio. The analysis results shows that six retail companies are “efficient” in its operation (efficiency score of 1.00), namely: Carrefour, Costco, Kroger Company, Home Depot Inc, JD.com Inc Adr and Alibaba Group Holdings Ltd ADR. Therefore, these companies are considered the most competitive in its operation strategy in the current global market, whereas there are four retail companies falls into category of “inefficient” (efficiency score < 1.00), namely: Walmart, Amazon.com Inc, Tesco PLC and Walgreens Boots Alliance Inc.

Abstract

Pengelola Universitas Teuku Umar (UTU) mulai dari level rektorat sampai level fakultas disebut penyelenggara negara. Penyelenggara negara harus bersih dan bebas dari praktek korupsi, kolusi dan nepotisme. Implementasinya adalah setiap penyelenggara negara berkewajiban mengumumkan dan melaporkan harta kekayaannya sebelum, selama dan setelah menjabat. Selama ini Laporan Harta Kekayaan Penyelenggara Negara (LHKPN) dilaporkan secara tradisional yaitu  diketik dalam format MS Excel, lalu dicetak dan dikirimkan secara manual kepada Komisi Pemberantasan Korupsi (KPK) melalui Kantor Pos. Namun sekarang sudah bertransformasi dengan menggunakan aplikasi yang berbasis web (web based), yang diberi nama e-LHKPN dengan domain www.elhkpn.kpk.go.id. Dari hasil pengamatan yang kami lakukan, diketahui selama ini tingkat kepatuhan penyampaian LHKPN oleh penyelenggara negara di UTU kepada KPK masih sangat rendah. Oleh sebab itu untuk memberikan pemahaman yang memadai tentang tata cara pelaporan harta kekayaan penyelenggara negara dengan sistem e-LHKPN ini, kami telah melaksanakan kegiatan dengan tema “Sosialisasi Pelaporan Harta Kekayaan Penyelenggara Negara dengan Sistem e-LHKPN di Lingkungan Universitas Teuku Umar”. Sasaran program ini adalah penyelenggaran negara yang ada di UTU meliputi lintas unit kerja. Hasil yang dicapai dari program ini adalah: (a). Meningkatnya pemahaman para penyelenggara negara di UTU terhadap tata cara pengisian LHKPN yang berbasis web, dan (b). Meningkatnya partisipasi para penyelenggara negara di UTU terhadap penyampaian LHKPN kepada KPK.

Abstract

Dari hasil observasi yang kami lakukan, ternyata tidak sedikit mahasiswa menyerahkan pengolahan data penelitiannya kepada penyedia jasa di luar kampus secara ilegal. Namun sangat disayangkan bahwa hasil olahan data yang dilakukan penyedia jasa tersebut banyak terdapat kekeliruan. Hal tersebut dikarenakan si penyedia jasa tidak menguasai teknik dan teori statistik yang mumpuni. Akibatnya hasil pengelolahan data tersebut tidak memenuhi kaidah ilmiah. Fenomena tersebut terjadi karena mahasiswa lebih menyukai budaya instan dalam penyelesaian tugas akhir ketimbang menjalani proses. Dari keprihatian itu, kami mengambil sebuah langkah kongkrit dengan melaksanakan program pengabdian kepada masyarakat dengan tema “Pelatihan Pengelohan Data Penelitian dengan Software SPSS Bagi Mahasiswa Lintas Perguruan Tinggi dalam Kabupaten Aceh Barat Provinsi Aceh. Keterampilan dalam mengoperasikan software SPSS ini sangat penting bagi mahasiswa dalam rangka penyelesaian tugas akhir mereka. Sasaran program ini adalah mahasiswa lintas perguruan tinggi dalam Kabupaten Aceh Barat Provinsi Aceh. Hasil yang dicapai dari program ini adalah: (a). Meningkatnya pengetahuan dan pemahamannya tentang metodologi penelitian, (b). Meningkatnya pengetahuan dan pemahamannya tentang ilmu statistika, dan (c). Abstract

Penelitian ini bertujuan untuk menguji perbedaan rata-rata kepuasan masyarakat dan menganalisis indeks kepuasan masyarakat desa atas pelayanan administrasi di kantor desa. Jumlah sampel diambil sebanyak 260 warga dalam 26 gampong di Kecamatan Meureubo, Kabupaten Aceh Barat, Provinsi Aceh. Data dianalisis dalam dua tahapan, yaitu uji one way Anova dan analisis indeks kepuasan masyarakat. Hasil penelitian membuktikan bahwa terdapat perbedaan nilai rata-rata kepuasan masyarakat diantara 26 gampong. Berdasarkan hasil pengujian tersebut, gampong yang masuk dalam peringkat sepuluh besar dengan skor tertinggi rata-rata kepuasan masyarakat adalah Meureubo, Langung, Buloh, Paya Peunaga, Ujong Tanoh Darat, Pucok Reudeup, Ranto Panyang Barat, Peunaga Rayeuk, Ujong Tanjung, Mesjid Tuha, dan Paya Baro. Selain itu, terdapat sebanyak 7 gampong memiliki tingkat kepuasan masyarakat dengan mutu ‘A’, kinerja ‘sangat baik’, yakni Ranto Panyang Barat, Ujong Tanoh Darat, Buloh, Meureubo, Langung, Paya Peunaga, dan Pucok Reudeup. Sisanya sebanyak 19 gampong memiliki tingkat kepuasan masyarakat dengan mutu ‘B’, kinerja ‘baik’.

Abstract

This study aimed to examine the construct of student satisfaction developed by Lijuan Zhai (2012) in the context of Universitas Teuku Umar. The tests carried out include validity and reliability using the SmartPLS 3.2.9 program. The sample used was 371 respondents who were selected. The results showed that the relevant indicators of student satisfaction in the context of Universitas Teuku Umar were only five indicators covered in two dimensions, namely (a) curriculum and instruction, four indicators namely KM6, KM7, KM8, and KM9, and (b) counseling/advising, one indicator is KM18. Meanwhile, as many as 58 indicators are considered irrelevant because they do not meet the validity and reliability test requirements. Maybe this is understandable because there are differences in terms of needs, ethics, or culture.

Abstract

This article aims to explore the relevance of Teuku Umar’s leadership with the concept of Islamic leadership played by the Prophet Muhammad (saw) as the great leader of Muslims. The article was written by studying in-depth the history of Teuku Umar from various existing literature and synthesizing the values of leadership based on the history of his struggle. Then observe its relevance to Islamic leadership based on the sources of the Holy Qur’an, Sunnah, and the life history of the Prophet Muhammad (saw). The results conclude that the Teuku Umar leadership concept that has been proposed is very relevant to Islamic teachings. This was greatly influenced by the figure of Teuku Umar, who lived under the Islamic Kingdom of Aceh Darussalam from childhood until the end of his life. Teuku Umar was a Muslim like the majority of the people of Aceh at that time.

Abstract

This article aims to systematically review the empirical literature on the determinants of employees’ job satisfaction in public sector organizations worldwide. This study conducted a systematic review following the protocol proposed by Lee and Cummings. Data sources utilize electronic databases, such as Scopus, PubMed, and Google Scholar, which were searched from 2008 to February 2022. The review method involves analyzing articles that examine the factors influencing employee job satisfaction in public sector organizations. Team members independently reviewed and determined each paper that met the inclusion criteria. Then we assessed the quality of the articles using a predetermined quality assessment instrument. Next, we perform data extraction. Finally, we conducted a comprehensive content analysis to categorize the factors related to employee job satisfaction. The results concluded that implementing appropriate leadership styles, prosocial behavior, rewards, organizational commitment, organizational justice, empowerment, emotional intelligence, and organizational communication can increase job satisfaction in public sector organizations. Toxic leadership style and job stress can reduce employee job satisfaction. Besides, we also revealed some inconsistencies in research results, which have provided research gaps for other researchers to follow up on in the future.

Abstract

Workshop Manajemen Usaha BUMG Berbasis Teknologi Digital dllaksanakan di Gampong Ujong Baroh Kecamatan Johan Pahlawan Kabupaten Aceh Barat pada tanggal 31 oktober 2023. Peserta yang mengiküti kegiatan sosilisasi/workshop adalah para kepala desa, pihak pendamping kecamatan dan pengurus BUMDes, Jumlah peserta yang mengikuti kegiatan ini adalah 20 orang. Kegiatan dilakukan untuk membantu menyelesaikan permasalahan perangkat, pengurus dan warga desa dalam Gampoen Ujong Baroh Kecamatan Johan Pahlawan Kabupaten Aceh Barat dapat digambarkan yang dituangkan dalam beberapa subkegiatan yaitu observasi, mengidentifikasi permasalahan mitra, persiapan pelatihan, dan pelaksanaan pelatihan serta evaluasi.
