Abstract

This research formulates a reinforcement model based on responsibility towards the authority of the Election Supervisory Board (Bawaslu) in handling money politics. The formulation of this model is important for realizing elections with integrity. Based on the strengthening of Bawaslu through legislative reforms, there is hope for the prevention of money politics in legislative elections, because the body carries out prevention and enforcement with the authority to decide upon disputes in the electoral process and administrative violations, as well as institutionally to exercise such authority, to be strengthened by the strengthening of Election Supervisors at the level of the Election Regency / City becomes Regency / City Bawaslu. By using an understanding of organizational behavior, the reinforcement model based on responsibility will rely on interpersonal relationships, information transfer, and decision making.

Abstract

Village development is an important aspect in the development of the Indonesian Nation. One sector that can be utilized for village development is tourism. Village has the authority to develop its tourism as a form of managing the potential of the village. Village tourism in the process of its development is inseparable from obstacles such as low human resources, conflicts between villagers in the development of village tourism, etc. This research discusses how the authority of Kemuning Village in tourism management to support the enhancement of Kemuning Village's original income and what obstacles the Kemuning village government experiences in managing the village's tourism potential to support village income. This research is a type of empirical legal research with a descriptive research style and a qualitative approach. The data collection techniques used are field research and literature study. Based on this research, Kemuning Village has already executed some of its authorities in tourism management to support the increase of village income, but there are also some authorities that have not been executed by the Kemuning Village government. The obstacles experienced by the Kemuning Village government in managing tourism potential to support village income are the lack of people who understand and can utilize the potential of the tourism sector, the lack of coordination between the Kemuning Village Government and the Karanganyar Regency Government, the implementation of BUM Desa that is not yet optimal, and the absence of village regulations related to tourism management and levies on tourist business services.

Abstract

Penelitian ini bertujuan untuk meningkatkan kapasitas literasi digital prajurit TNI AD di lingkungan Denjasa Ang IV/B SMG Bekangdam IV Diponegoro sebagai bagian dari penguatan ketahanan nasional di era Revolusi Industri 4.0 dan Society 5.0. Kegiatan pengabdian ini dilaksanakan melalui pendekatan edukatif dan partisipatif dengan metode ceramah interaktif, diskusi kelompok terarah (FGD), simulasi penggunaan teknologi digital, serta evaluasi berbasis Kirkpatrick’s Four-Level Training Evaluation Model. Sasaran kegiatan adalah prajurit aktif yang telah menggunakan media sosial dan perangkat digital dalam kehidupan sehari-hari. Hasil kegiatan menunjukkan peningkatan kesadaran kritis peserta terhadap ancaman siber seperti hoaks, phishing, dan perjudian daring, serta pemahaman baru mengenai peran strategis prajurit sebagai agen perubahan literasi digital. Wawancara informal dengan beberapa peserta menunjukkan perubahan sikap dan refleksi mendalam atas pentingnya etika digital dan tanggung jawab sosial dalam bermedia. Simpulan dari kegiatan ini menegaskan bahwa literasi digital bukan sekadar kecakapan teknis, melainkan bagian integral dari pembinaan karakter dan profesionalisme militer di era digital. Kolaborasi antara institusi pendidikan tinggi dan militer terbukti mampu menghasilkan model penguatan literasi digital yang kontekstual dan berkelanjutan dalam mendukung agenda pembangunan berkelanjutan (SDGs 2030).

Abstract

Pelayanan Publik yang berbasis E-government mempermudah akses agar terwujudnya pelayanan publik yang baik secara merata dan menyeluruh. Namun, pemerintah menghadapi kendala yakni kurangnya pengetahuan masyarakat akan teknologi yang masih dibawah rata-rat karena kurangnya sosialisasi dari pemerintah kepada masyarakat. Pemerintahan Desa atau Kelurahan menjadi dasar awal dalam menjalankan E-government untuk membangun kesejahteraan dan kualitas masyarakat desa. Pemerintah harus mempersiapkan diri untuk mengimbangi ekosistem digital yang berkembang, karena sumber daya manusia terdiri dari pegawai pemerintah dan masyarakat. E-government pada tingkat kelurahan didukung pula dengan peningkatan literasi digital masyarakat agar masyarakat memiliki informasi yang luas dan sebagai upaya pengembangan desa. Untuk optimalisasi e-government dengan meningkatkan literasi digital, maka dilakukan kegiatan Pengabdian Kepada Masyarakat (PKM) ini dalam bentuk kegiatan sosialisasi. Kegiatan sosialisasi ini dilakukan di Kelurahan Hargobinangun, Sleman, terdiri atas tahap meliputi tahap persiapan, pelaksanaan, dan evaluasi. Kegiatan ini diikuti oleh tokoh masyarakat, pemuda karang taruna, dan pemerintah Kelurahan Hargobinangun, Sleman. Hasil yang didapat menunjukkan bahwa kegiatan sosialisasi ini memberikan dampak peningkatan pemahaman masyarakat Kelurahan Hargobinangun tentang literasi digital masyarakat guna optimalisasi e-government.

Abstract

The fulfillment of adequate housing is the part of the fulfillment of human rights as stated in the constitution. The state can not  ignore and have to do it when he has the ability to comply the adequate housing for poor people.  Adequate housing is more than material it is correlated with the human existence, hence it is categorized as human rights. As part of human rights, the fulfillment of this adequate housing is need to be respect, comply, and protect either by the state and society. The state need to take part to the fulfillment of adequate housing for those who can not afford it. As the state have the capability to realize the adequate housing for the poor, they can not ignore the human rights unfulfillment.  This research focused on law guarantee recognition and the pattern of the adequate housing fulfillment in Indonesia. It is revealed that the pattern is correlated with the state political law which is the policy in the form of laws and local regulation that decided the direction, purpose, and the law substance in housing. Beside its society, the policy also need the private sector involvement, as a result the fulfillment of the adequate housing rights has to be done by the three party.

Abstract

 This article aimed to observe the safety protection of public road transportation and some public areas in Yogyakarta and Surakarta. The Road and urban public transport terminals, station, and transshipment centres were mainly established at the meeting points of different traffic lines.  If we compare the terror-threat against infrastructure, building, and vehicles, then we can see that much more terrorist attacks were directed against the vehicles, than against bridges or tunnels. Safety protection on public road transportation and its  public areas is one of the efforts to enforce  right to life and right to sustain life in line with article 28A of Indonesian Constitution of 1945.  This issue is  important to be observed because two cities are prone to be attacked by terrorist and sometimes passengers or visitors are not responsive to disasters as long as they are on public road transportation and public areas.  This article have two important problem to be observed, first problem is  how already passengers  or visitors of public road transportation and its  public areas understand safety procedures of those areas?; second problem is how policy of safety protection need to be enforced on two public road transportation and public areas in order to protect right to life safely of passengers? The normative and empirical legal research is used  to this research by using interviews and field observation. The result of this research concisely state that at this time the bus station and rail  station is still not implemented maximum safety and security procedures to passengers and passengers or visitors do not understand about safety procedures and are not responsive to dangerous circumtances surrounded  them. Maximum safety protection is important to prevent  terrorism  crime, narcoticss crime, and prevent any casualties due disasters. Security officers should check the condition of bags and luggage of passengers or visitors in order to prevent any threats there. Safety briefing is also implemented to keep a passengers concer.

Abstract

Penelitian ini berfokus pada proses pelaksanaan Pemilihan Umum (Pemilu) 2024 bagi Warga Negara Indonesia (WNI) yang tinggal di Jerman, dengan menyoroti peran Komisi Pemilihan Umum (KPU) dan Panitia Pemilihan Luar Negeri (PPLN) dalam mengelola dan memastikan hak pilih WNI di luar negeri. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa persiapan pemilu yang lebih panjang dan matang dapat meningkatkan kualitas pemutakhiran data pemilih dan partisipasi masyarakat. Kendala utama yang dihadapi adalah terkait verifikasi data, kendala administratif, dan komunikasi antar lembaga. Terdapat juga masalah dalam penyebaran informasi yang terkadang terlambat dan tidak mempertimbangkan situasi panitia di luar negeri. Selain itu, kesadaran hukum WNI di Jerman terkait pemilu cenderung rendah, terutama bagi mereka yang telah lama menetap di sana. Namun, kampanye dan debat publik terbukti efektif dalam meningkatkan partisipasi masyarakat. Diharapkan pemerintah dan KPU dapat memperbaiki regulasi dan perencanaan pemilu untuk masa depan, termasuk pemanfaatan teknologi untuk verifikasi data dan penyebaran informasi. Dengan demikian, penelitian ini memberikan rekomendasi untuk meningkatkan koordinasi antara KPU, PPLN, dan WNI serta memperbaiki regulasi yang ada guna memastikan pemilu di luar negeri berjalan dengan lebih baik dan efisien.

Abstract

This article aims to analyze the implementation on function of Village Consultative Body (BPD) in village development in Prambatan Kidul village, Kaliwungu District, Kudus Regency. This research is an empirical legal research or non-doctrinal research with qualitative approach. The type of data used is primary data in form of field data  and secondary data which includes primary legal materials, secondary legal materials and tertiary legal materials. Data collection technique in this research are interviews and literature study. This study uses descriptive qualitative data analysis techniques. The results of this study indicate that the BPD Prambatan Kidul has not been able to function optimally. BPD Prambatan Kidul which has the three main function which are legislative, aspiration and supervision is still lack in collecting the aspirations. Whereas the realization of legislative and supervition has been carried out quite well. In addition, the ability of BPD members to handle aspirations is still not visible. There are inhibiting factors such as the quality of human resources, the facility factor and the Covid-19 virus factor that have a major influence on village development.

Abstract

This legal research analyzes and examines, first, whether the implementation of Magelang City Regional Regulation Number 8 of 2020 on the Provision, Delivery, and Management of Infrastructure, Facilities, and Public Utilities for Housing and Settlement Areas in Magelang City is in accordance with the laws and regulations. with the laws and regulations. Second, related to factors that hinder and efforts that can be made in implementation of Magelang City Regional Regulation Number 8 of 2020 concerning Provision, Delivery, and Management of Infrastructure, Facilities, and Public Utilities of Housing and Settlement Areas in Magelang City is in accordance with the laws and regulations. Public Utilities of Housing and Settlement Areas in Magelang City. The result of This legal research shows that the implementation of Local Regulation Magelang City Regulation Number 8 of 2020 on the Provision, Delivery, and Management of Infrastructure, Facilities, and Public Utilities of Housing and Settlement Area Settlement Areas is currently in the process of implementing the DPRD's target. Factors influencing inhibiting factors are related to site plan, ownership, and included in new legal products.

Abstract

This study aims to determine the implementation of internet’s cafe licensing based on Surakarta City Regional Regulation Number 4 of 2016 concerning the operation of internet cafes related to control pornography. The research method used is a type of empirical legal research with the nature of descriptive research. The research approach used is a qualitative approach with research locations in the Surakarta City Government. The type and source of research data is divided into primary data and secondary data with data collection techniques consisting of interview techniques and literature study. Data analysis techniques used are qualitative analysis techniques. Based on the results of the research that the author did, it was known that the implementation of internet cafe business licensing related to pornography control was classified into 2 main aspects namely procedural aspects related to the implementation of licensing carried out by the Investment and Integrated Licensing Agency of Surakarta City Government (BPMPT) with various terms and conditions and Substantive aspects relating to the supervision of internet cafe businesses related to pornography control with technical requirements carried out by the Department of Transportation, Communication and Information of Surakarta City (Dishubkominfo).
