Abstract

Abstract In the midst of the globalization era and intense competition in the workforce, the quality of human resources (HR) becomes the main indicator in determining the quality of an organization, including government agencies. HR plays a vital role in supporting the success of organizational performance. The Communication and Informatics Office (Diskominfo) of Ciamis Regency is one of the agencies responsible for public services, especially through the Public Information and Communication Division. This division carries out several important tasks, such as: (1) providing cross-sectoral content and managing public communication media, (2) strengthening the capacity of public communication HR as well as providing access to information, and (3) coordinating technical activities, monitoring, and supervision in managing public opinion and aspirations within the regional government environment. Through these various tasks, it can be concluded that the presence of competent HR is crucial for the successful implementation of these duties, as it directly impacts the wider community in Ciamis Regency. However, in the Strategic Plan of Diskominfo Ciamis Regency for 2025–2026, it is mentioned that there is still a limitation in the number of HR with adequate qualifications to support the implementation of functions in the field of public information and communication. This problem becomes the main background of this study, which aims to analyze HR development in order to improve performance efficiency in that field. This study uses a qualitative approach with a case study method, and data collection techniques are carried out through observation, interviews, and documentation. Based on the results of four months of observation and interviews with Mr. Wahyu Widiartono, it was found that the quality of HR in the Public Information and Communication Division of Diskominfo Ciamis is already quite good, but still limited. This finding aligns with what has been stated in the Diskominfo Strategic Plan (RENSTRA) document for 2025–2026. Abstract

This research aims to analyze the implementation of the Call Center 112 service as an innovation in improving public services in Ciamis Regency. This service was launched in response to the mandate of Law Number 14 of 2008 on Public Information Disclosure, which encourages public services to be available 24 hours, both in emergency and non-emergency situations. The Call Center 112 not only serves emergency reports but also requests for general information related to public services such as mobile vehicle tax services (Samsat) and police administration. In its implementation, this service collaborates with a third party, namely PT Digital Sandi Informasi, and is integrated with various agencies such as the Police Department, Fire Department, and Search and Rescue. However, there are several challenges such as limited infrastructure, technical disruptions of the application, and a high number of false reports from the public. Through the strengthening of SOPs, training of human resources, and integration into the SP4N Lapor platform, it is hoped that the Call Center 112 can become an effective and sustainable model of public service innovation in the future.

Abstract

Adjustment of working hours during the month of Ramadan in the West Java Provincial Government, including Banjar City, is a form of adaptive policy to support ASN in carrying out worship while fulfilling official duties. This policy is based on Circular Letter of the Governor of West Java Number 061.2/PK.01/BKD concerning Determination of Working Hours During the Month of Ramadan and followed up by the Banjar City Government through Circular Letter of the Mayor of Banjar City Number 800/116/BKPSDM/2023. This study aims to analyze the impact of the implementation of working hour adjustments on ASN discipline and performance at the Banjar City DPRD Secretariat. The method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The results showed that this policy has a positive impact on ASN discipline, especially in the aspects of attendance and compliance with working time. However, the reduction in working hours raises challenges in maintaining productivity. ASN is required to adjust its work rhythm and time management so that output remains optimal. This Matter makes a new contribution to the study of ASN management because it highlights performance in the context of temporary and religious working time. This research is the basis for formulating contextual and responsive personnel policies.

Abstract

This study explores the implementation of budget efficiency policies and their impact on performance within the Secretariat of the Regional People's Representative Council (DPRD). The background of this research arises from the need for transparent and efficient public financial management, particularly in public organizations. The DPRD Secretariat functions as a support system for the legislative, budgeting, and supervisory roles of the DPRD, thus bearing significant responsibility in ensuring effective budget utilization. The objective of this study is to examine how the budget efficiency policy is implemented, the factors that support and hinder its execution, and the extent to which this policy contributes to improving the performance of the DPRD Secretariat. The research employs a qualitative descriptive methodology with a case study approach. Data collection was conducted through in-depth interviews with relevant officials and staff at the DPRD Secretariat, participatory observation, and analysis of documents and financial reports. The findings indicate that the implementation of the budget efficiency policy in the DPRD Secretariat has been carried out through various approaches, including cost savings in operational expenses, rationalization of activities, and optimization of resource utilization. However, several challenges were identified, such as limited comprehensive socialization, dissatisfaction with changes, and a lack of skilled human resources in performance-based budget management. Overall, the budget efficiency policy demonstrates a positive relationship with performance improvement in certain aspects, particularly in financial accountability and transparency. Nevertheless, its impact on productivity and service quality still requires enhancement. This study recommends strengthening leadership commitment, enhancing human resource capabilities, and improving systems and procedures in the implementation of budget efficiency policies to achieve better performance in the DPRD Secretariat.
