Abstract

Village financial management in Indonesia still faces significant obstacles, particularly in aspects of transparency, accountability, and efficiency. In Kampar Regency, Riau Province, the amount of village fund allocation has continued to rise, reaching approximately Rp156.5 billion in 2024. However, this increase has not been free from issues, especially related to monitoring mechanisms and the managerial capacity of village officials. To overcome these challenges, the government introduced the Village Financial System (SISKEUDES), a digital platform designed to facilitate bookkeeping, reporting, and financial oversight at the village level. This research aims to evaluate how SISKEUDES has been applied within the Community and Village Empowerment Office (DPMD) of Kampar Regency. A descriptive qualitative method was employed, combined with SWOT analysis. Data sources were obtained through field observations, document review, and interviews with key informants. Findings indicate that all villages (100%) in Kampar Regency have already adopted SISKEUDES. Nonetheless, its practical use has not reached the expected level due to several obstacles, such as weak internet connectivity, limited digital skills among village apparatus, and delays in certain technical operations. The SWOT analysis highlights strengths, including regulatory backing and full coverage of SISKEUDES implementation, while weaknesses include inadequate infrastructure and human resource capacity. Opportunities were found in the form of strong national policy direction and ongoing advances in digital technology, whereas threats involved risks to data security and reluctance from some local officials. Based on these results, the recommended strategies are: improving staff competence through continuous training, enhancing ICT infrastructure, enforcing standardized operating procedures (SOPs), and strengthening data protection. From a practical perspective, this study contributes directly to DPMD Kampar by supporting better monitoring of the village budget (APBDes) and encouraging greater citizen engagement. Theoretically, it enriches the discourse on digital-based public financial management systems at the local governance level.

Abstract

This research was conducted to determine and analyze the influence of motivation, organizational culture and competency on work commitment and performance of elementary school teachers in cluster 4 of Bengkalis District. This research was chosen because it was found that there were phenomena and problems related to the level of work commitment and performance of elementary school teachers in cluster 4 of Bengkalis District which were still low. The method used in collecting data for this research is a questionnaire. The population in this study were all elementary school civil servant teachers in cluster 4 of Bengkalis District, totaling 145 with a saturated sample of 145 respondents. By distributing a questionnaire via Google Form which was filled in by all elementary school PNS teachers in cluster 4 of Bengkalis District, with a total of 145 respondents, it was tested using SEM PLS with the research results that the Motivation Variable had a positive significance on work commitment. The organizational culture variable has a significant positive impact on work commitment. The Job Competency variable has a significant negative impact on Work Commitment. The motivation variable has an insignificant positive impact on performance. The organizational culture variable has an insignificant positive impact on performance. The Job Competency variable has a significant positive impact on performance. The commitment variable has a significant negative impact on teacher performance. Penelitian ini dilakukan untuk mengetahui dan menganalisis Pengaruh Motivasi, Budaya Organisasi dan Kompetensi Terhadap Komitmen kerja dan Kinerja Guru SD di Gugus 4 Kecamatan Bengkalis. Penelitian ini dipilih karena ditemukan adanya fenomena dan masalah yang terkait dengan tingkat komitmen kerja dan kinerja guru SD di Gugus 4 Kecamatan Bengkalis yang masih rendah. Metode yang digunakan dalam pengambilan data penelitian ini adalah kuesioner/angket. Populasi pada penelitian ini adalah seluruh guru PNS SD di Gugus 4 Kecamatan Bengkalis yang berjumlah 145 dengan sampel jenuh yaitu 145 responden. Dengan penyebaran angket secara google form yang diisi oleh seluruh guru PNS Sd di Gugus 4 Kecamatan Bengkalis, dengan jumlah responden 145 maka diuji dengan SEM PLS dengan hasil penelitian Variabel Motivasi mempunyai signifikan positif terhadap Komitmen kerja. Variabel Budaya organisasi berdampak signifikan positif terhadap komitmen kerja. Variabel Kompetensi Kerja berdampak signifikan negatif terhadap komitmen Kerja. Variabel Motivasi berdampak tidak signifikan positif terhadap Kinerja. Variabel Budaya organisasi mempunyai berdampak tidak signifikan positif terhadap kinerja. Variabel Kompetensi Kerja berdampak signifikan positif terhadap kinerja. Variabel komitmen berdampak signifikan negatif terhadap kinerja guru.

Abstract

Banyak faktor yang dapat mempengaruhi prestasi belajar siswa. Tujuan penelitian ini adalah mengetahui dan menganalisis 1) pengaruh implimentasi kurikulum merdeka belajar terhadap minat belajar siswa; 2) pengaruh motivasi kerja guru terhadap minat belajar siswa; 3) pengaruh motivasi belajar siswa terhadap prestasi belajar siswa; 4) pengaruh langsung implimentasi kurikulum merdeka belajar terhadap prestasi belajar siswa; 5) pengaruh langsung motivasi kerja guru terhadap prestasi belajar siswa; 6) pengaruh tidak langsung implimentasi kurikulum merdeka belajar terhadap prestasi belajar siswa melalui minat belajar siswa; 7) pengaruh tidak langsung motivasi kerja guru terhadap prestasi belajar siswa melalui minat belajar siswa. Penelitian ini dilakukan pada SDN 25 Bathin Solapan, dengan menggunakan sampel sebanyak 21 orang guru. Penelitian ini menggunakan data primer dan data sekunder yang diperoleh melalui penyebaran kuesioner, observasi, wawancara dan file riset. Pengujian hipotesis dilakukan dengan menggunakan model Structural Equation Modeling (SEM) dan pengolahan data digunakan paket program SmartPLS, serta pengujian hipotesis dilakukan pada alpha 5%. Hasil penelitian ini menyimpulkan bahwa 1) terdapat pengaruh yang signifikan implimentasi kurikulum merdeka belajar terhadap minat belajar siswa; 2) terdapat pengaruh yang signifikan dari variabel motivasi kerja guru terhadap minat belajar siswa; 3) terdapat pengaruh yang signifikan motivasi belajar siswa terhadap prestasi belajar siswa; 4) tidak terbukto ada pengaruh langsung yang signifikan dari implimentasi kurikulum merdeka belajar terhadap prestasi belajar siswa; 5) terbukti terdapar pengaruh langsung motivasi kerja guru terhadap prestasi belajar siswa; 6) terbukti ada pengaruh tidak langsung implimentasi kurikulum merdeka belajar terhadap prestasi belajar siswa melalui minat belajar siswa; 7) terbukti ada pengaruh tidak langsung motivasi kerja guru terhadap prestasi belajar siswa melalui minat belajar siswa

Abstract

RSUD Bangkinang is one of the institutions providing public health services. Medical personnel are the spearhead in providing health services to the community. Therefore, they are required to be professional in carrying out their duties so that the performance of medical personnel continues to increase. This research is necessary, because the division of tasks carried out is still not optimal and there there is often some untimely financial compensation, which may cause the low performance of the medical staff. The purpose of this study was to determine and analyze the effect of compensation and workload variables on the performance of medical employees with civil servant status at Bangkinang Hospital. Employees with the status of civil servants in the medical department at Bangkinang Hospital totaling 100 people, and all of them participated in this study. Hypothesis testing is done by using the F test and t test obtained from the multiple linear regression equation model. The conclusion of this study is that compensation and workload variables have a significant effect on the performance of medical employees with civil servant status at Bangkinang Hospital, both together and individually. From the results of the study it is also known that compensation has a dominant influence on the performance of medical personnel. Compensation and workload variables have a strong relationship with employee performance, which is 83.9%. Variations up or down employee performance by 69.8% is determined by the variable compensation and workload. Keywords: compensation, medical personnal, performance, regression, workload
