Population growth, urbanization, and traffic congestion have increased the urgency of establishing an integrated public transportation system in Surabaya. The city government has addressed this challenge through a multimodal integration strategy between Suroboyo Bus as the main mode and Wira-Wiri as the feeder, covering physical, fare, information, and institutional integration. This study aims to answer two key questions: (1) how the multimodal integration strategy between Suroboyo Bus and Wira-Wiri is implemented, and (2) how public satisfaction is shaped by this integration. A descriptive qualitative approach with a case study design was applied, employing in-depth interviews, participant observation, and documentation analysis at selected integration points in Surabaya. The findings reveal that the integration has improved accessibility, travel efficiency, and reduced costs for users, particularly through fare integration policies supported by the GOBIS application and cashless payment. However, several challenges persist, including limited feeder fleets, unsynchronized schedules, and low digital literacy among users. These findings underline that the success of multimodal integration relies not only on technical policies but also on institutional readiness and community engagement. In conclusion, the integration of Suroboyo Bus and Wira-Wiri holds significant potential to enhance public satisfaction, yet requires reinforcement through fleet expansion, service quality improvements, and digital literacy education. Future research is recommended to adopt a quantitative approach to better measure satisfaction levels across a broader population.
