Abstract

The background of this research about environmental problems, such as loss of soil fertility, depletion of groundwater, river pollution, waste management, seem to be a phenomenon that is happening right now. Human dependence on nature is increasingly critical, but it is not balanced with an awareness of environmental preservation. The purpose of this research is to find out and describe the construction of women's ecological sustainability in Jember. This construction includes water management, power management, transportation use, and waste management. This study uses a qualitative method with interviews as a data collection technique. The informants of this study were selected from six villages in Jember, namely Karangrejo, Antirogo, Tegalgede, Kalisat, Sumbersari, and TegalBesar villages. This study uses a purposive method, especially housewives whose activities relate to these indicators. The results showed that women had limited knowledge construction about ecological sustainability. This construction develops based on daily experience and individual knowledge of the ecological preservation models around them. Therefore, household waste is often found scattered in the ecosystem.

Abstract

The study entitled "Distribution Network and Market Relations of Cabbage Farmers in the Ijen Plateau" was motivated by Ijen farmers as the largest producer of cabbage vegetable commodity in the Horseshoe area (Jember, Lumajang, Probolinggo, Situbondo, Bondowoso). Lack of market access, market information, and capital make it difficult for farmers to increase income. Access or distance from the city center or market also influences the difficulty of Ijen highland farmers to interact and relate with market actors. As a result, farmers are reluctant to connect and choose their marketing channel with the selling system to Traders who come before the harvest. It causes some farmers to experience dependence and passivity in attempting to maintain relations with market actors, even though in this felling system, as much as 40% of the farmers' harvest sales results become the property of Traders. The method used in this research is the descriptive qualitative method, using purposive informant retrieval techniques. Data collection techniques using observation, in-depth interviews, documentation, and literature study. Data validity test uses data triangulation. Overview of social capital theory from Puntu (1993) and rational choice theory from Jame S Coleman (1990). The results obtained from this study are that farmers can have a superior economic position if they have good marketing relations and are willing to sacrifice time and energy, and have sufficient funds for distribution. Hence, farmers have the opportunity to establish relationships with market actors so that they will get more profits. Keywords : Cabbage farmers, market relations, distribution Penelitian dengan judul “Jaringan Distribusi dan Relasi Pasar Petani Kubis di Dataran Tinggi Ijen” dilatarbelakangi oleh petani Ijen sebagai penghasil komoditi sayur kubis terbesar pada wilayah Tapal Kuda. Kurangnya akses pasar, informasi pasar dan modal membuat petani sulit meningkatkan penghasilan. Akses atau jarak tempuh yang jauh dari pusat kota atau pasar turut mempengaruhi kesulitan petani dataran tinggi Ijen untuk berinteraksi dan berelasi dengan aktor pasar. Akibatnya petani enggan berelasi dan memilih jalur pemasaran sendiri dengan sistem tebang jual kepada pedagang yang datang menjelang masa panen. Hal ini menyebabkan sebagian petani mengalami ketergantungan dan pasif dalam bersikap mengusahakan relasi dengan aktor pasar, padahal pada sistem tebang jual ini sebanyak 40% hasil penjualan panen petani menjadi hak milik pedagang. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif, dengan menggunakan teknik pengambilan informan purposive. Teknik pengumpulan data menggunakan observasi, wawancara mendalam, dokumentasi, dan studi kepustakaan. Uji keabsahan data menggunakan Triangulasi data. Tinjauan teori modal sosial dari Puntu (1993), dan teori pilihan rasional dari Jame S Coleman (1990) dijadikan acuan dalam penelitian ini. Hasil yang diperoleh dari penelitian ini adalah petani dapat memiliki posisi perekonomian yang unggul apabila memiliki relasi pemasaran yang baik serta bersedia untuk berkorban waktu dan tenaga, juga memiliki dana yang cukup untuk distribusi, maka petani memiliki peluang untuk dapat menjalin relasi dengan aktor pasar, sehingga keuntungan yang didapatkan akan lebih banyak. Abstract

This research focuses on the ideal leader for farmers in Randuagung Village, Lumajang Regency, East Java. With the background of the life of farmers with a relatively heavy burden of life financially or economically, it makes farmers seem unable to escape from matters relating to politics. The position of farmers suddenly became very influential in the efforts of political figures to find support to realize their interests. Seeing this, the responses of the farmers also varied. Some immediately believe in one of the figures and those who choose based on specific considerations. These considerations certainly include the influence of wealthy farmers, advice from religious leaders, namely the Kyai, and political figures in the presence of 'sangu.' Using Rational Choice theory from James S. Coleman explains the rational choice of farmers in choosing the ideal leader. The research method in this paper is qualitative. Keywords : Farmer, Rational, Leader, Ideal, Village. Penelitian ini berfokus pada sosok pemimpin ideal bagi para petani di desa Randuagung, Kabupaten Lumajang, Jawa Timur. Dilatarbelakangi oleh kehidupan petani dengan beban hidup yang lumayan berat secara finansial atau ekonominya, menjadikan petani seakan tidak bisa lepas dengan hal yang berkaitan dengan politik. Posisi petani mendadak menjadi sangat berpengaruh dalam upaya para tokoh politik untuk mencari dukungan demi mewujudkan kepentingan mereka. Melihat hal ini respon para petani pun bermacam-macam. Ada yang langsung percaya pada salah seorang tokoh dan adapula yang memilih berdasarkan pertimbangan-pertimbangan tertentu. Pertimbangan tersebut tentu meliputi pengaruh dari petani kaya, saran dari tokoh agama yaitu Kyai, dan tokoh politik dengan adanya ‘sangu’. Dengan menggunakan teori Pilihan Rasional dari James S. Coleman yang menjelaskan tentang pilihan rasional petani dalam memilih sosok pemimpin yang ideal. Metode penelitian dalam tulisan ini adalah metode penelitian kualitatif. Abstract

Penelitian ini berfokus pada praktik pertukaran sosial yang terjadi dalam tata kelola air untuk mempertahankan posisi ulu-ulu. Lebih mikro dan fokus pada satu desa yang memiliki kelangkaan sumber daya air. Peneliti menggunakan metode fenomenologi. Informan ditentukan dengan menggunakan teknik purposive dengan kriteria informan yang terlibat langsung dengan tata kelola air, dan memiliki pengalaman seputar air bersih di desa Ampelan selama minimal dua tahun. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam, dan dokumentasi. Uji validitas data menggunakan teknik triangulasi. Teknik analisis menggunakan model interaktif Miles dan Huberman. Sebagai acuan untuk menganalisis fakta-fakta dilapangan, maka dibingkailah dengan teori pertukaran sosial George C. Homans. Hasil dari analisis menunjukkan bahwa terdapat pembuatan tandon pada sumber mata air dan pipanisasi yang dikelola oleh pengurus yang telah ditunjuk yaitu ulu-ulu dengan wadah organisasi HIPPAM. Terdapat kelemahan dalam tata kelola air di Desa Ampelan seperti ketidak jelasan rekruitmen pengurus, ketidak jelasan struktur dalam organisasi, serta ketidak jelasan pembagian keuntungan. Hal tersebut mendorong ulu-ulu seolah merasa memiliki sumber daya air dan menjadikan sumber daya air mejadi komoditas, sehingga mengelola air dengan semaunya sehingga menyebabkan perebutan wilayah kekuasaan dan konflik internal. Ulu-ulu tidak dapat bekerja dalam kelompok dan berjalan secara individual, sehingga kelemahan dalam tata kelola tersebut menguatkan terjadinya pertukaran-pertukaran antara ulu-ulu dengan konsumennya maupun sesama ulu-ulu. Jadi, terjadi pertukaran-pertukaran yang dilakukan dalam tata kelola yaitu pertukaran air dengan dukungan sosial, pertukaran air dengan hubungan kekerabatan, dan pertukaran air dengan privilege dalam masyarakat. Kata Kunci: pertukaran sosial, tata kelola air, pipanisasi, komoditas sumber daya air.

Abstract

This study aims to explain about political preferences and the peasant community, especially in the Curah Macan, Kalianyar Village, Ijen District, Bondowoso Regency East Java. Most of them are Horticulture farmers who use Plantation and Perhutani land. Ijen’s Farmers are often produced cabbage and potatoes. When these two crops have been harvested, it sold to the market, eaten for daily necessities, and there are also some crops that are dried in the sun and reprocessed into new seeds. This research focuses on the peasant and politics which included political affiliation and land tenure in the countryside. The historical impact of land tenure on citizens has an effect on rural political change. Land tenure and subsequent policies such as land leasing, marketing, distribution of plant seeds are related to the political system that occurs in the bulk Macan hamlet and the political life of the community. For this reason, the study uses Robert W. Hefner’s theory of Tengger. It explains farmers and rural politics. The research method is qualitative research methods.

Abstract

Wakaf memiliki kontribusi solutif untuk mengatasi persoalan sosial ekonomi masyarakat. Namun realitanya, potensi tanah wakaf di Kabupaten Jember yang mencapai 141, 06 hektar yang tersebar di 1.495 lokasi masih dikelola secara tradisional. Penelitian ini difokuskan pada implementasi kebijakan wakaf dalam meningkatkan kesejahteraan masyarakat, faktor-faktor penghambat, serta alternatif solusi untuk mengatasinya. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini yaitu tata kelola wakaf di Kabupaten Jember belum terlaksana dengan baik, yang disebabkan karena belum dibentuknya BWI; ego ahli waris dari wakif yang ingin menguasai tanah wakaf dan merasa tidak cocok dengan nâzhir; sistem kenâzhiran yang kurang professional; kurangnya sosialisasi kebijakan wakaf; dan diperparah dengan ketidak-patuhan sebagian masyarakat terhadap kebijakan wakaf. Oleh karena itu, setiap nâzhir perlu mewujudkan Good Waqf Governance dengan menerapkan prinsip-prinsip Good Corporate Governance (GCG) berbasis Islam, karena GCG konvensional saja tidak cukup apabila tidak didukung dengan pelaku-pelaku yang jujur dan amanah. (Wakaf has a solute contribution to overcome the socio-economic problems of the community. However, the potential of waqf land in Jember which reaches 141.06 hectares spread over 1,495 locations is still managed traditionally. This research is focused on the implementation of wakaf policy in improving community welfare, inhibiting factors, and alternative solutions. This study used descriptive qualitative method. The result of this research is that the management of waqf in Jember is not well implemented, which is caused by the lack of establishment of BWI; the wishes of the heirs of the wakif who want to control the land of waqf and feel incompatible with nâzhir; less professional system of kenâzhiran; lack of socialization of wakaf policy; and the non-compliance of some people to the wakaf policy. Therefore, every nâzhir needs to realize Good Waqf Governance by applying the principles of Good Corporate Governance (GCG) based on Islam, because conventional GCG alone is not enough if it is not supported by honest and trustful actors)

Abstract

One of heatlh policies implemented by the hospital is the minimum service standards (MSS). MSS is a benchmark of hospital service quality in providing services to the public. Talking about health service quality problem, it was found out as the field fact that the achievement of MSS indicator in General Hospital of Dr. H. Koesnadi Bondowoso, Indonesia in 2016 still did not fulfill target of standard hospital service (type B) and  minimum service standard (MSS) of hospital. This fact shows that the quality of health services in general hospital of  dr. H. Koesnadi Bondowoso is still low. So, this research aims to describe the policy implementation of minimum service standard and to analyze the obstacles in the implementation of MSS policy at general hospital of  dr. H. Koesnadi Bondowoso. So, this research would discuss the policy implementation of minimum service standards by using Edward III concept as a tool to analyze it. This research employed qualitative research with phenomenological approach. The results showed that the implementation of MSS policy of dr. H. Koesnadi Bondowoso general hospital still did not run well. This was due to several factors  such as communication, bureaucratic structure, sources, dispositions (attitude) and leadership in sectoral ego control. Sectoral ego can be shaped from educational background of specialist doctors who still adhered seniority and lack of individual role of implementor in building interpersonal communication and conflict management.

Abstract

The journey of the Indonesian government in implementing women representation policy has evolved. In the election of 2004,women representation policies have not mentioned the target of achievement for political parties. The policy only states that political parties are expected to implement gender equality in nominating candidates. Then in the year of  2009 election, the government had changed  the policy clause, and  states the percentage that must be achieved by political parties. However,  in 2004 and 2009 election only a few political parties,  implemented the policy. Yet, the  policy, which is implemented, in the 2014 election has changed. The clause of the policy became more distinct, for it contains sanctions which are applicable to any political parties that are not implementing the policy. The present study yielding that the more distinct the policy, the more likely it would be complied by all participating political parties. The effect of the complying political parties would be the increase of women participation in politics as candidates of legislatives.

Abstract

This research aims to examine the sustainable tourism of local wisdom based tourism development in Lalos Village. The results of the research, integrating local wisdom into tourism development through the active role of the community is the best scenario for realizing sustainable tourism, therefore existing local wisdom must be managed in such a way by local governments, village governments, business actors and local communities so that this potential can become a tourist attraction that can attracting tourists to visit the village, through these visits will have a positive impact on the economy of the local community as well as a form of implementing the concept of community based tourism which will ultimately lead to the preservation local wisdom in accordance with the principles of sustainable tourism development.
